city council facing dramatic budget cuts to close a massive bust. budget deficit. the meeting started 3.30 this afternoon and we're still going on at last check. kron 4 sarah stinson in oakland with more. >>emotional at times with people worried about their service is being threatened. the city council voted in favor of moving forward with the first phase of cuts. and i am not happy at all about what is going on here in misses celia cunningham attended the oakland city council meeting tuesday night distressed about potential budget cuts in police. fire in senior services is too much crime here in oakland. so we need to do all we can to keep all. >>resources and services available. the council has to close 129 million dollar budget deficit before july of next year. and at the meeting they debated, which cuts need to be made next. very stressful, especially as a

council member district 6 where we just had a 5 alarm fire that recently happened in cuts include temporarily closing to fire stations at the beginning of january. in addition to one, that's already closed and the next phase of cuts, the council could close for more. here's the fire union, vice president seth wheeler. i mean, that's not just you're going to be waiting a minute or 2 longer that's your new waiting 20 minutes or 30 minutes for a fire engine. when your house on your heart stop. so it's it's. >>deadly. the council is also considering a 32 million dollar cut to the police department through reduction in overtime and canceling police academies. a union researcher explained how the police could be more efficient. rv rose found that 12 officers extended their shift 500 hours or more in just one year. >>6 of them extended their shift on 200 or more days. so you do the math. that means they probably extended their shift practically every day, if not every day. >>just this handful of officers cost the city

18 months, the mayor of san jose says he wants to open 1000 beds for unhoused people in his city kron four's jackman reports on how he plans to do that. >>we'll see what we got. all goes according to plan, homeless advocates like sean cartwright won't have to deliver warm clothes or food to creeks and rivers in san jose. >>tuesday night, she's at coyote creek just south of capitol expressway. so this is a really good brand. that's because the city of san jose has a plan to sweep all encampments along city waterways to how many people there. we estimate that about 1000 people in the 12 miles that we are focused on cleaning up. mayor matt mahan has for months been pressured by santa clara valley water to clear encampments from rivers and creeks. many unhoused people living near the spaces because they're private and stay at a comfortable temperature during cold and hot months. the water board is worried about pollution and general safety. we're focused on the 12 miles that are most impacted where there's direct

discharge into the waterway and tuesday, the work started. mayor mahan meeting with unhoused people trying to figure out what form a shelter works best. the city has outlined millions for 2025. for new shelter bets new hotel rooms, tiny homes and even sanction 10 sites supervised by the city. but there are number of people out on our streets who will accept shelter if it's safe and dignified and thus far, our biggest impediment to reducing encampments has been the lack of places for people to go. and that's where mahan hopes to bridge the gap if the city follows through at least a few of the unhoused people in san jose will have somewhere to go, you know, just fighting to get your your basic needs. met is a lot more than people understand. and back at coyote creek, jon, maggie says he is hopeful that dealing with the issue that's >>because you know, your new year's really talk to anybody about what's really going on. cartwright, however, is skeptical. the city will work fast and a lot of people are weary. >>they have no reason to trust
