stephanie rothman. tonight, a san francisco woman is speaking out about the moment. she says police tackled her to the ground. >>and ridicule terror. the incident from earlier this year was captured on police body camera footage today. the public defender's office has filed a complaint kron 4 sarah stinson has the details. >>it's been nearly 5 months since amelia jones says she was tackled and arrested by san francisco police. while the bruises have healed, she says she's still on edge around officers. we do want to warn you some of the video you see may be disturbing. it's really shocking and obviously was not something that i was expecting on that morning. what was supposed to be another workday changed in the blink of an eye for emilia jones? on july, 24th jones as she was walking her bike on sacramento street in san francisco when she came upon. police in riot gear lined up at a war in gaza. protests. >>jones says she saw officers tackle another

>>for police officers jumped on top of her and had her pinned down on the ground. jones says she started yelling for others to help her as officers started to corner her. >>spring street. >>confusion and really just desperation to get out of that situation was the main thing going through my head. officers can be seen tackling jones to the ground to arrest while in custody. jones says they started to ridicule her. they were just insinuating that i was doing it for attention. >>which and absurd thing to say. jones spent 36 hours in jail and was charged with resisting or obstructing an executive officer. >>battery on a peace officer and resisting arrest. a judge

eventually dropped all of the charges after reviewing this body cam footage watched it together with my partner. >>and you know, he was crying watching it and kind of like both of us were like shaking was validating to see the footage and kind of be like, ok, i didn't do anything. and i did not deserve that. and the public defenders, integrity unit agreed so much. so they helped jones filed a complaint against the department for excessive force filed on december 18th. so that won't happen again, so that we address. >>the behavior i would like to see disciplinary action against them. the department of police accountability will be reviewing this complaint and then sending recommendations to the police chief that should take anywhere between 9 months up to a year. we reached out to sfpd and they said they cannot comment on any pending complaint. meanwhile, jones says she's considering a civil lawsuit for all of the emotional damages that she endured. i'm sara stinson reporting back to you. in the

south bay. police are investigating after 4 people, including 2 children, were found dead. >>inside a milpitas apartment. police say they found the bodies last night at the apartment near great mall parkway mccandless drive. officers had gone to the apartment after someone called 9-1-1. saying they had not heard from their family members for some time. so far, police have only described the victims as a man, a woman and 2 children. >>there were 2 children in the confirmation of their identities from the coroner's office. >>however, we do believe that they are pretty teenage. >>police have not revealed the victims relationship to each other or the age and no word yet on the cause of the deaths. a union representing amazon workers in san francisco has voted to authorize a strike. teamsters says amazon refuses to recognize the labor union or negotiate with them for a contract to guarantee higher

wages, healthcare and safety representative says thousands of amazon workers are prepared to join the picket line. amazon, however, says teamsters doesn't represent amazon employees and accuses the group of intentionally misleading the public. the company spokesperson also added in a statement, quote, the truth is, teamsters have actively threatened, intimidated and attempted to course amazon employees and third-party drivers to join them, which is illegal. switching gears now to weather taking a live look now at downtown san francisco. looking like a beautiful, clear night. definitely different from what we see in the last 2 nights with the fog. the rain kron, 4 chief meteorologist lawrence karnow is here tracking it all lines. >>all lot of people are going to be traveling dallas and there's going to be change in the weather. a lot of storm clouds on the horizon out there right now. you couldn't tell looking beautiful out there over the bay at this time. but yeah, as we take you through the night tonight, we're going to see more of those clouds on the way. and as we head toward tomorrow

morning. yeah, we're going to see some of that patchy, dense fog right now. it is dry around the state. that's why it's going to stay for tonight and tomorrow to. but after that, boy, these storms start look from oppressive off the coastline. some of these big storms rotating out there eventually one's going to punch through, get things going as early as saturday. so let's really afford here in the forecast. you see as we get to friday, that ridge starts to break down more clouds across our skies. the rain staying well to the north. we might see a little drizzle north bay as we head in toward friday. but the real rain that comes in on saturday, that will be the first one in a series of storms likely impact the bay area as we head toward the holidays. but as we get in towards sunday, more rain on the way with the focus again, really north of the golden gate bridge will see showers further south, but the heavy rainfall just to the north and then more of the same as we head into our monday. then a big storm drops in as we head in toward tuesday. this will bring around gusty winds and some heavy rain as that system moves by lots of snow in the sierra nevada. 2, oddly a dry day on christmas day. and that looks like to be one of the only ones as we're going to see more storms lined up after

that. so a lot of rain on the way and models are starting to paint a whole lot of rain, especially to the north, not in the first part of the system. you can see through sunday maybe about a 10th inch of rain in the san francisco. but then you start to see these other system start to move through. and then the numbers really start to go way up as we head through the next week, 6, 7 inches of rain northern california. boy, we've got a lot whether lot of wet weather to come around the bay area and much of northern california. >>thanks, lauren swell. new details tonight about the wisconsin shooting that killed a teacher and a student court documents reveal today that the 15 year-old suspect was in contact with a 20 year-old man in carlsbad, california, who was allegedly planning to attack a government building. a judge has issued a restraining order against the man requiring him to turn his guns and ammunition into police. investigators are still trying to figure out the motive behind monday's deadly shooting at a christian school in madison. investigators have identified the 2 victims as 14 year-old ruby eva guerra and

42 year-old aaron west to other people remain in critical condition. governor newsom is proclaiming a state of emergency over the bird. flu our cases are being detected in cows throughout california. the virus is also spreading to people who are exposed to infected cattle or are drinking raw milk. but to date, there has been no person to person spread of the bird flu. so far, experts say people risk is low, but it is growing. >>i how it's a big problem and it's starting to spill over into humans. >>i think that's why the seat is getting involved. so right now, you know, it's still around the low threat to average person, the community, that risk is increasing overtime because more and more cars getting infected. >>the declaration of a state of emergency is meant to streamline the resources to local agencies to respond to the outbreak. the governor's office says california has the

largest testing and monitoring system in the nation. well, it's the end of a chapter for do cape fear. it's an asian-inspired craft brewery in oakland. its founder announced that they will be closing their tap room in jack london square at the end of this year. their last day will be sunday december 29th. so compare open the tap room in april of last year and hosted a variety of events, including the bay area's first chicken and beer festival. the ceo says they still plan to expand through more tastings and festivals. >>well, coming up, how bay area are reacting. a new state law promising stricter penalties for retail theft and some drug crimes will be right some drug crimes will be right back.

francisco, lindsey ford kron. 4 news. >>the u.s. postal service is warning consumers about scammers trying to take advantage of their holiday shopping. they say crooks are sending people text messages saying a package can be delivered because more information is needed or the address wrong. officials warn of these messages are fake and usage say click. you should not click on any links associated. the postal service has legitimate ways for you to track your packages. one is by signing up for actual tax from the usps. the other is signing up on the postal service website. business leaders in san jose are getting $100,000 to revitalize the alum rock neighborhood leaders say the money from the grant will go towards painting murals and utility boxes, removing graffiti cleaning up illegal dumps and building a gateway structure to welcome people to the area. but this grant is more than dollars and cents. >>it is a testament to the

the san mateo bridge and the other 7 bay area bridges, not including the golden gate bridge. is privately owned. it goes from 7 to $8. this is the 3rd and final installment it actually started in 2019, 2022. 2025 they say the money which was approved by voters and the state that goes for operations for maintenance. but of course, that's never going to end. the bridge is always need maintenance and that's why they are meeting today. the metropolitan transportation commission, they would like to continue piling on drivers. they would like. to add on $2.50 right off the bat. but they know that's going to hurt really badly. so the proposal that they will have and it's a public hearing. take a look at your screen. here's how it's going to play out. so it's a dundeel what's going to happen in 2025? less than 2 weeks from now, the proposal is

the falls or insolvency. the oakland city council made some difficult choices tuesday night approving legislation that includes cutting both police and fire services. that's to help close a multimillion dollar budget deficit as kron four's. dan kerman reports. those cutbacks will go into effect the first of the year. motion passes. >>it's official. the city of oakland will shut down to fire stations at the beginning of next year as part of an effort

to close 129 million dollar budget gap before july. 1st of next year, the city council made the decision by a 5, 1, vote at its meeting tuesday night. >>we have our hands full trying to figure out which to we can, you know, brown out for the foreseeable future with the least amount of impact. >>oakland's fire chief has made it clear any reduction in fire stations will slow response time to both fires and medical emergencies. >>we will not. let these closures impact that our first our commitment to our citizens any but there will be delays and districts that the fire houses close for additional fire stations are slated to close by early february as part of the council's budget balancing legislation. >>but the council also approved councilman dan kalb amendment that if the city does receive its next 10 million dollar payment for the sale of its half of the coliseum, the first 7 million dollars will go towards

preventing the closure of those additional fire stations. if you have a fire station that's closed getting to somebody who is calling for 9-1-1, before a medical reason, it could take extra minutes of those extra minutes. >>could be the difference between life and death. and that's why that for 7 million has to go to the fire department to protect fire safety medicals megan medical response. the budget balancing measure also calls for laying off nearly 100 city employees as early as february. and the 32 million dollar cut to the police department budget through the cancellation of 2 police academies and massive reductions in overtime which is currently used to make up for a lack of staffing that went too far for councilmember noel gallo, who was the lone vote against the bill tightening measure. >>we're not recognizing and promoting and proposing what the public is demanding that it public safety to be number kron 4 reached out to oakland police chief floyd mitchell to find out how he plans to keep the city safe with less money

sean diddy combs was back in a courtroom wednesday after a judge denied his most recent request for bail news nation's hena doba reports. >>the hearing was brief. it lasted about 20 minutes. sean combs came in. he was unshackled. he was clean shaven. he's wearing a tanned jumpsuit. he hugged his attorneys. he hugged his 2 sons that his lawyers that arrive from the west coast just a few days ago for this case. now, prosecutors say they're on track to hand over all evidence by december 31st.

that includes large electronic files. they also informed the judge. the investigation is ongoing and they will meet the brady obligation to share information with the defense, including files from a key witness. now, the defense says it will file a motion for more specific details when it comes to what the prosecution has. there's also an issue of leaks to the media. the defense is accusing the federal government's of leaking sensitive information on this case to the media. the judge has said if there's actual proof of these leaks, there will be serious consequences. next hearing will be on march 17th of next year. back to you. >>as expected, the federal reserve cut interest rates by another quarter point. and wall street responded with a massive sell-off. david lazarus explains why investors were. >>our word of the day, boys and girls is ouch. the dow down more than 1100 points. the nasdaq down more than 700

points after the federal reserve as expected cut interest rates by another quarter point. now, wasn't that re cut? that was the catalyst for the sell-off rather. it was fed chief jerome powell stepping up afterwards and saying it looks like inflation is starting to tick up a little bit. the economy is very strong. so there isn't a need for a lot of rate cuts next year, wall street had been anticipating as many as 4 rate cuts in 2025. instead, according how we could see only about 2. and that's a dry fenway of saying that things are going to be slowing down on the monetary policy front. and that's what has wall street concerned because when rates go down, that makes borrowing costs cheaper. and that's obviously good for businesses because they can get their hands on more money. they can expand. they can hire people without all those rate cuts coming bad for business, bad for shares and hence the sell-off. now the sell-off was more of an emotional reaction as opposed to a rational once. i wouldn't be surprised if there was some buying on the dip afterwards.

and in a sense this could be a blessing in disguise. and that comes because, well, stocks were getting very, very overvalued, especially the tech stocks that comprise the nasdaq. and once we start getting up into the stratosphere evaluations, well, your next stop is a bubble and nobody wants to go there. so the letting off of steam that we've now seen from this sell-off, perhaps is a healthy thing because it brings valuations at least back down to slightly more reasonable levels and allows the fundamental to do their thing. and that's not great for your 401 k obviously. but for financial markets overall, let's take this as hopefully a positive. we'll see where we go. back to you. >>more news weather and sporif

half of our building. actually, our whole medical center was flooded out and then the back half of our building, the operational side of our building sounds pretty significant there, especially when it comes to those damages to the medical facility. that sounds pretty concerning. >>how people help with that or what he was doing to try to address that situation? >>yes, we've posted yesterday that we have no laundry facility, which anybody that knows an animal shelter knows that's the heart an animal shelter and were doing laundry. 24 hours a day. so we posted that we in need of clean towels and blankets gently used or new blankets and towels. they can be dropped off at our facility between 10 and 5 every day. we also are asking for monetary donations because this is going to be a long haul as we work on. you know, recovery in

the next weeks and we don't even know really what is to come as we are working through plans on how we regroup and recover for the half of our building that is out of commission. my goodness. so is this affecting the shelter for the animals that are in your care at the moment? >>it's really not. we on monday we actually had call fosters and put about 33 cats and kittens in foster homes. yesterday we about 14 dogs into foster homes. just to give us a little bit of a break so we can put our plans in place. so we were running on a skeleton crew for a couple of just because if you think about half of our building being out. >>we lost offices for staff, but now we've had folks working on it. you know, really for the last 2 days, we have a good plan in place. we have the animals coming back on site were really hopeful

that anybody that is looking to adopt will consider coming down and adopting those animals out. and we we want to be back up and running here and as soon as possible, we also have plans for getting our medical team back in business. as a matter of fact, they were doing surgeries yesterday, less than 24 hours after the fire. we have our mobile as vehicle that they were doing surgeries on and we are working on finding temporary space. i just about a mile from our facility where they can be doing surgeries for both our shelter animals, but also. for the animals in the community. we do a lot of work out in the community for folks that that need assistance and we want to make sure that we're able to continue doing that. despite this, the fire that happened. all right. and of glad to hear that you found some alternative options when it comes to the medical treatment of facilities. but of course, >>it sounds like those monetary donations and help

>>it's been nearly 5 months since amelia jones says she was tackled and arrested by san francisco police. while the bruises have healed, she says she's still on edge around officers. we do want to warn you some of the video you see may be disturbing. it's really shocking and obviously was not something i was expecting on that morning. what was supposed to be another workday changed in the blink of an eye for emilia jones? on july, 24th jones as she was walking her bike on sacramento street in san francisco when she came upon. police in riot gear lined up at a war in gaza. protests. >>jones says she saw officers tackle another >>for police officers jumped on top of her and had her pinned down on the ground. jones says she started yelling for others to help her as officers started to corner her. >>spring street. panic and

falls or insolvency. the oakland city council may some difficult choices tuesday night approving legislation that includes cutting both police and fire services. that's to help close a multimillion dollar budget deficit as kron four's. dan kerman reports. those cutbacks will go into effect the first of the year. motion passes. >>it's official. the city of oakland will shut down to fire stations at the beginning of next year as part of an effort to close 129 million dollar budget gap before july. 1st of next year, the city council made the decision by a 5, 1, vote at its meeting tuesday night. >>we have our hands full trying to figure out which to we can, you know, brown out for the foreseeable future. what the least amount of impact. >>oakland's fire chief has made it clear any reduction in fire stations will slow response time to both fires and medical emergencies. >>we will not. let these

work out in washington. i'm hannah brandt. >>house lawmakers are trying to figure out how prevent foreign interference in u.s. elections. >>they say the u.s. needs to close some loopholes and strengthen lost to help washington correspondent maddie beer-temple reports on wednesday's hearing describing it all. >>during a house hearing wednesday, lawmakers and experts outlined how foreign adversaries tried to influence the last election. one way they say is through hoax videos, a fake video depicting someone burning ballots. another is foreign spending on state ballot initiatives. we were able to trace 37 million in foreign back cop funds coming into 8 competitive ballot issues, other methods of interference coming from questionable donations on digital platforms. system for identifying individuals is quite broken. wisconsin congressman brian style says bad actors can also take advantage of legal loopholes to spend money on campaigns is

currently legal for foreign nationals to indirectly funnel money through 501 c organizations. these organizations can then channel that money to super pacs or another 501, c to directly help a candidate or influence the policy. lawmakers say congress needs to close those loopholes and strengthen laws that keep foreign money out of elections were all under attack. bradley bowman with the foundation for defense of democracies says the main countries of concern are russia, iran and china. russia sought to undermine vice president harris's campaign and iran attacked president elect donald trump's campaign. china for its part attacked both candidates. bowman says republicans and democrats will need to work together to find solutions to. this is absolutely in my my view, a national security issue and we make a would be a mistake to make it a partisan war in washington. i'm maddie beer-temple. >>more news weather and sports

jones? on july, 24th jones as she was walking her bike on sacramento street in san francisco when she came upon. police in riot gear lined up on a war in gaza. protests. >>jones says she saw officers tackle another >>for police officers jumped on top of her and had her pinned down on the ground. jones says she started yelling for others to help her as officers started to corner her. >>spring street. >>panic and confusion and really just desperation to get out of that situation was the main thing going through my head. officers can be seen tackling jones to the ground to arrest her. >>while in custody, jones as they started to ridicule her, they were just insinuating that i was doing it for

attention. >>which and absurd thing to say. jones spent 36 hours in jail and was charged with resisting or obstructing an executive officer. >>battery on a peace officer and resisting arrest. a judge eventually dropped all of the charges after reviewing this body cam footage watched it together with my partner. >>and you know, he was crying watching it and kind of like both of us were like shaking was validating to see the footage and kind of be like, ok, i didn't do anything. and i did not deserve that. and the public defenders, integrity unit agreed so much. so they helped jones filed a complaint against the department for excessive force filed on december 18th. so that won't happen again. so we address. >>the behavior i would like to see disciplinary action against them. the department of police accountability will be reviewing this complaint and then sending recommendations to the police

$2000 voucher and applicant must be over 18 years of age, verify household income below some forms and complete an online application now about her priority will be giving to applicants at or below the 225% federal poverty level. for example, for one individual that would mean making at or less than $33,885 every year. now applicants making more than i can still qualify. the just will be given priority for this voucher. now you can find more details laid out for you on bike incentives, dot org. now, once that applicant is approved, they must watch and a bike training video before getting that voucher e-bike use the bikes scooters and mopeds do not qualify for this statewide program and it's not just any bike, by the way, the bikes have to be a specific class time have working pedals have a minimum of a one year warranty and be fully assembled. once the applicant is approved, the $2000 voucher can cover the cost of the bike, letting that applicant customize it to their liking. one resident, we caught up
