at sfo. as you can see, the airport is busy and expecting around 150,000 travelers each day through sunday across the country. the tsa says they're expecting to screen 40 million travelers all the way through the start of the new year. we'll have more on the holiday travel locally in just a moment. but first, let's switch over to kron 4. she meteorologist lawrence karnow who is tracking the return. a wet weather, lawrence. >>return to wet weather pattern developing when you know, right for the holidays. lot of folks trying to get out of town coming and going in. well, now we're going to be talking about some rain out towards sfo. right now. the clouds have gathered outside so far remaining dry now. but as we head toward early tomorrow morning, things going to be getting a little bit on the wet side. winds are still like their 52 degrees. some other issues you're traveling across the country, though. boy, it's been kind of a tough go today, but things are looking ok now, but the east coast seen some pretty stormy weather there. that likely factor into some delays as we head toward tomorrow. if you're traveling them as well.

mourn. right now the negativity is something that is completely uncalled for. and the fund raises for king holdings. funeral expenses will be continuing through the weekend with saturday's fundraiser taking place right here again. that street park. it will start at noon. there will be for sale reporting here in san jose. jackie moment kron 4 news. >>now to an update on the mario gonzalez case. prosecutors in alameda county are dropping manslaughter charges against all 3 alameda police officers involved in the death of gonzales. the county's interim da says today's decision was the result of inconsistent statements by forensic pathology. experts. gonzalez ded back in april of 2021. after being detained and pinned to the ground by police. the case then went through several twists and turns in initially none of the officers involved face charges. that was until former da pamela price became the county's da in 2022. and filed involuntary manslaughter charges against the 3 officers

in october of this year. a judge dropped those charges against 2 of the officers and last year's gonzalez's family reached an 11 million dollar settlement in a wrongful death lawsuit. also developing tonight, 2 people, a toddler and an adults are dead and at least 60 other people were injured after a car plows into a crowd at a christmas market in germany. police say they're treating it as a suspected terrorist attack. witnesses say they saw the car crashed through the barrier, set up around the market and drove straight into shoppers. authorities say the car kept speeding down a narrow alleyway and the driver police have identified as 50 year-old saudi doctor has been arrested. the party is over for party city this or announced that they are going out of business. that announcement left customers and staff in shock today. kron four's lezla gooden went to the daly city location to get more details. >>it is officially over for party city after 40 years. the

and a move that will impact millions of californians next year. the state will increase the amount of money it takes out of workers. paychecks to help fund the state disability insurance program. our capitol correspondent eytan wallace has a closer look and has what this means for you. >>if you're a worker in california, get ready for the state to take a little bit more your paycheck in 2025. all to help fund the state's disability insurance program. also known as the sti. as of today, the state already takes 1.1% of your earnings from your paycheck to help fund the sdi program. but come 2025. the state will increase that rate to 1.2%. it comes after the director of the california employment development department edd nancy farias earlier this year approved the

increase. the edd stresses by law ferris is allowed to make such an increase each year as long as that increase is relatively small and is calculated based on a very specific, complicated formula. as for the sgi program itself, the edd wrote this about its quote. this is an insurance plan for more than 18 million california workers, not a tax. the 1.2%aycheck withholding make sure the insurance plan is funded and ready to help workers after an illness or injury pregnancy, childbirth or when they need paid family leave to care for an ill family member bond with a new child help during the family members, military deployment abroad and more. they're taking the money straight out of your paycheck. we think people should be aware of david klein of the california taxpayers association or count tax says the edd decision was made without transparency. klein says he is not opposed to the sdi program as a whole but believes the latest decision to increase paycheck withholdings was made without letting the public know. the

sacramento. now, sacramento county sheriff's deputies are investigating this as a homicide lauda stefani and has the latest. >>sacramento county sheriff spokesperson amar gandhi says this is the worst call he's received in the past 20 years. this has been a heartbreaking situation and we're now learning the father has been arrested in connection with all of this. it's a rare i'm at a loss for things. sacramento county sheriff's deputies arrested this man. 28 year-old andre demsky after his son was found decapitated in a home along versailles way in north sacramento. a neighbor heard some of this morning's disturbance. >>around 4 o'clock this morning, my son and i both were welcome to a woman screaming outside top of her lungs. deputies say they responded to a domestic disturbance call just after 4 this morning found a grandmother and mother outside of the home. the mother says they were both assaulted by the suspect when deputies tried to contact him inside the home. demsky refused to open the door a short time later, deputies say demsky was

city of san jose is seeing a push in ai as a way to improve pedestrian safety kron. 4 stephanie lin spoke with san jose mayor matt mahan. talk about that and other big headlines coming out of the city. let's start with the big tech stories coming out of your city. and just signed a deal with san jose university to train and recruit local students. >>we know that you've been a big proponent of using ai to improve city services as well.

so can you walk us through the significance of this moment and how you see ai shaping the future workforce in san jose. >>yeah, absolutely. is an exciting moment and actually nvidia signed use with the city of san jose and san jose state university and the 3 of us are partnering to bring these powerful new tools into the public sector to make sure that through the university we are preparing our future workforce to use new technologies, new capabilities machine learning allows us to be more predictive, more responsive, more efficient with the tools that we have and we want to make sure that that doesn't just stay within the private sector, but that we bring it into city hall to transform government. let me give you a couple of examples. we are today beginning to pilot the use of ai to better optimize bus routes and time when buses get 2 intersections to avoid red lights, we're already finding on the routes where we're testing this approach that we can reduce

wait time at red lights by over 50%. we're improving language translation so that anyone in our city can participate in our public meetings in their native language. we are beginning to experiment with object detection so that we can proactively identify a pothole and in an automated way flag that 4 dot so that our departments out there filling those potholes before the damage or vehicle. there are so many more use cases that i'm excited about. i come out of the tech sector and, you know, we're really invested in ensuring that we do this with a mind toward privacy and security, but that we're also leveraging these new tools to make people's lives better. all right. i seem to recall from the earlier conversation we had that there was interest in using ai to address the unhoused population in san jose as well. >>well, i think there's some interesting ways that we want to explore. their one is just predicting who's likely to fall into homelessness. and we know we're not the only city looking at that, but there are signals that can allow you to understand if someone

sticking to their commitment, you know, and we have proved to that campus and they envision what they wanted to build near on station s ap center where the sharks play. of course it was a lot of that work with pre-pandemic and now as we see the evolving nature of war, people spending less time at the office. yeah. i think they'll be some work to do on on there and really to figure out what they're envisioning for that future campus. so we know it'll be slower to be built out, but there's no better place in all of silicon valley still available for development. the land that they've purchased right in the downtown next to the train station next to sapd center site of a future entertainment district. i think there's just there's so much there. so, you know, they committed to pay into a community fund to support nonprofits and really address the housing crisis in our community and support other needs as they built the

campus. the campus has slowed down, but they are still there said they're acting in such good faith that they've actually made the commitment up front that they're making the donation now to the community fund for a community visor e committee to figure out how to allocate some of those funds to local nonprofits. i appreciate that and want to keep you posted on the build out of the future campus as we learn more from google, ok, got it. so it sounds based on what i'm hearing here, but this campus is going to be specific for. >>google employees. >>well, one envision was a mixed use campus for thousands of jobs. thousands of housing units and a certain amount of public space and retail. i suspect many of those elements will still be there. we expect who will jobs, housing to be built in retail. the exact mix, the format, how it's structured the timeline. a lot of that remains to be seen as google figures out their future growth plans. in the meantime, we're continuing to work to invest, injured on station. make sure we secure the sharks for a long-term commitment and help to

implementation. it's i'm glad you're asking the question. we all need to the push a non public agencies to fully implement prop. 36, i'll tell you the biggest barrier right now and this is what i'm now turning my attention to, at least as an advocate. it's not something the city can do directly, but we need more secure treatment centers. inpatient treatment options. and only our counties and the state of california can do that because it's a health and human service that they have the jurisdiction for. but we need more treatment beds. we passed prop one. we need to use those dollars now and will need to do even more to build in patient and secure treatment facilities so that when someone is a repeat offender, they've been arrested for the 3rd 4th 5004th time using hard drugs in public spaces. they actually have a place to go where they can detox. get treatment and get their get on a better path. that's the goal. but with a hold people accountable for it in to do it. we need those treatment

beds. >>now we do want to end here with one of the big topics facing san jose and that's homelessness. you announced this year location of the city's first safe sleeping site to serve 500 unhoused people. can you walk us through what that site is going to look like of the services that are going to be provided here. >>absolutely. next year we are asked the expanding our shelter system. we're adding over 1000 new safe and manage placements. many of those will be converted motels that the city is in the process of acquiring prefabricated modular units on government-owned land to keep the cost down. but we are experimenting with our first safe sleeping site actually went down to san diego mayor. gloria, there was kind enough to give me a personal tour of their safe sleeping site and the idea as we're imagine it is that it's able to call navigation center. it's a place where people can come directly off the streets out of unmanaged encampment into a

site with with neat, orderly rows of tents, on-site security, fencing, access control, sanitation. so porta potties and handwashing stations, 3 meals a day and most importantly, intensive case management. we are targeting and this is ambitious, but we're targeting average length of stay of just 30 days as we navigate someone, if you will, too, all to another place. they can be such as a converted motel, a tiny home, a treatment center or if it's available more permanent, affordable housing placement or reconnecting with family. wherever that outcome, maybe we want to stabilize people and then get them on their way to something more permanent. and that's what we'll run that experiment next year as we open the safe sleeping site, the first one in the city. and i'm hopeful that it'll be one of those rungs on the ladder that will that will add value and help us accelerate our march toward ending unsheltered homelessness in san jose. >>all right. so much what we want to ask you about. but that's all the time we have today. we'll have to see you

tops the passes. a little snow up there as well. so coming days we've got a series of storms really gonna impact the sierra nevada. tomorrow, yeah, some showers. more showers on the way on sunday. a bigger storm begins to move in on monday with more rain and snow watch on the central valley. if you're traveling that way down, high-five. we've got some dense fog developing overnight tonight until 10 o'clock in the morning. then it should begin to lift by tomorrow. otherwise some thick fog. visibility is down less than a quarter of a mile out the door right now. a lot of clouds out there so far tonight, the clouds on the increase leading to showers likely by tomorrow morning. that rain coming in the morning. then a tapering off by the afternoon. so not a rainout, but more rain on the way as we head in toward the beginning of this next week to, in fact, a series of storms looking to press about the right now. the storms rolling on in the first one coming on shore tomorrow behind them that we've got more that focus of that rain in the north bay, all the northern california, some very heavy rainfall expected with some of that atmospheric river event. and that means lots of moisture coming on shore. that's a big storm early in

the day on christmas eve. then clearing out as we head in toward christmas day and dry. more storms line up after that. so we're likely going to see some flooding. we're gonna be talking about not only inches, maybe feet of rain in parts of far northern california get or crescent city or just a ton of rain up there. you can see that rain moving in for tomorrow. not that big, but the one behind it. that's things start to pick up. and then you start to add up those totals, local and boy, we're going to see a lot of rain around the bay area, several inches, maybe 3 to 5 inches in the north bay. looking impressive over the next 7 days here. that rain is going to be on and off. by the way, tomorrow, the beginning of winter. and it's going to feel like it to that rain coming back just on time and then kind of on and off throughout much of next week. the only dry day i see really this christmas day. >>and that here for us at kron. 4 news will be back with the morning news. starting at 7 o'clock. and stephanie rothman have a happy holiday and we'll see you in the new year.
