the exterior of this shopping center. many residents we spoke with today say they are shocked that this happened even though pointing out that this topic center has had its fair share of vandalism this year, a swastika and racial expletive plastered on the a plus math museum tutoring center. >> on christmas day, it was quite shocking. shocking for it to happen in this area or anywhere. marco's herrera took this photo by the time kron 4 arrived. it was god. san jose police telling kron 4 their hate crime unit is investigating the vandalism and whoever did it. they have been recorded and this shouldn't be happening. so what's going on? how do how do reach out to the community? >> and to explain to people that this sort of behavior isn't acceptable. the graffiti happened in a popular east side. san jose shopping plaza. the swastika was painted here on the first day of hanukkah. the jewish community relations council bay area sent a statement about the vandalism saying, quote. >> while we don't know this vandals motive, we do know that california has seen an

increase in hate crimes, motivated by anti-jewish bias. lot of writing some lot chasing ratings. i would call it the state speech type thing. >> and this man walking his dog apollo thursday morning. their typical weekday stroll interrupted by meaning it does another kind of speeches. we want to care ride on. the idea that i think so get not the part of this community, the san jose naacp also calling out the graffiti saying, quote, this incident occurred in an affluent community on the east side of san jose where political views often differ from the majority. >> those responsible must be held accountable. san jose councilmember tim, a coke and ellis also called out the vandalism saying he's hopeful san jose police will catch whoever did. this man has been pretty daunting in the but many customers thursday say the vandalism is a sign of the times for the shopping center. people telling broken windows, vandalism and robbery. call been there for more than 6 plus months. >> and a camera finished getting her dogs gripped this pet store. she tells us used

>> creating all those large waves. another round of rain moving in as we speak. showers around the bay area. some heavier amounts begin to pop up outside. but these waves have been a major problem. we've seen the santa cruz wharf collapse, at least part of it. there were also got more waves rolling along the coastline. people getting caught up and swept out to sea and those waves. we're watching for that possibility. again, you got to be very smart of you head toward the coastline. just stay away from the water's edge. you can see some 20, maybe some 30 foot breakers out toward the beaches. and that is certainly dangers along the coastline. here's a look at some of the latest waves of being picked up by our computer models. you can see for the most part, not gigantic along the coast. just that so far and a half moon bay, some of those waves to about 12 feet. that's still a very large wave in the san francisco 10. get her point. raise your about 10 feet as well. but off the coastline, a little further north were talking. 22 feet and then further around the pacific, much larger waves. and that's why the national weather service has issued this least sunday as we're ntil at --

expecting these waves that are well off the coastline of well over 20 feet, still push onshore and cause more problems out toward the beaches. in the meantime, these storms just continue to roll off the pacific and they continue to wind up all those waves outside. more rain is also coming our direction. we'll have more on that coming up in just a few minutes. >> all right. thanks, lauren swell. new at 10, a 19 year-old driver is arrested after this rollover crash in santa rosa. it happened last night on steel lane at the southbound 101, off-ramp. police say the teen ran away from the after the crash and officers later found him saying he was intoxicated. he was taken to the hospital for his injuries and then booked into jail. and cotati police arrested a man for this crash. that flap flipped an suv leaving children trapped inside. this happened yesterday in the area of highway one, 16 and northbound one-on-one off-ramp. officers got the children out and sent

them to the hospital for injuries. they say they arrested the driver for dui and for trying to run away after the crash. tonight, police in antioch now believe a deadly double shooting near a bowling alley earlier this month was part of attempted robbery. the shooting happened on december 7th at the delta ball parking lot. and police say one of the men was sitting in his car when the other man approached him. they say then the suspect and victim exchanged gunfire that killed them both investigators believe the suspect and the victim knew each other. california's prop 36 recently became law increasing penalties for certain theft and drug crimes. kron four's on c-four spoke about the new law was store managers and one of san francisco is busiest shopping areas. >> the haight ashbury neighborhood is bustling this holiday season with shoppers and diners but it's also a popular target for criminals all the time. so the front right now is currently wooden

board because of people driving through the overnight. >> it happened 2 times this and then we get stolen from all-time second street is a vintage retail shop that's been in business for 3 years. store manager roman says the shop has lost an estimated $50,000 in merchandise. we have security and but it doesn't always. >> people really brazen in the past is coming in and gotten something walking out. it's really annoying over at kerry lane. another retail store is having the same issues. levine care, which i'm a lof. the assistant manager shows photos on her phone of a reoccurring thief. they never caught him or anything. he know hughes. >> verbally assaulted us like he's like threaten the u.s.. she says it's not just about the looting. that's disturbing. its safety for her. and employees said that he was going punch if we try to stop him, you know, stuff like that. and you never actually done anything. but, you know, he was he's

obviously violet. >> the thievery has to stop, she says, but she doesn't know if prop 36 will help because the times she's reported looting to the police, nothing was done. >> you know, i've seen how they handle that. you know, when prop 36 wasn't pass, but i'm not sure how that's going change. i don't know if they're response. time is going to change or how they would crack down on it. more. >> prop 36 allows felony charges and sentenced increases for certain retail theft and drug san francisco district attorney brooke jenkins says repeat offenders like over at kerry lane will now face felony charges. we have to have something. and this is about having a tool to really kind deal with folks who continue to be a problem in our system and in our neighborhoods. >> in a in a greater way. >> edwin flores, a sales associate at kerry lane is happy prop 36 is now law, but he also agrees with his manager about the response time from police and sometimes

season. the number of new applications for unemployment benefits dipped slightly to their lowest levels in a month and estimated 219,000 people filed for benefits for the week before christmas. economists say it shows that the u.s. is still having a healthy labor market. but economists do also say, and those who do file for unemployment are relying on benefits for a longer period of time. switching gears to weather now taking a live look at sfo tonight. rainy weather over there. aaa says today marked another busy day for air travel kron four's michael thomas caught up with some of the travelers at the oakland international airport. >> it's the day after christmas in were just a few days away from new year's eve. you can imagine these airports are going to be packed. take a look. this is oakland airport. if you're heading out in the next few days, you can expect a lot of people to be waiting ahead of you and behind you. triple a says 119 million people are said to be traveling this holiday season, which is up 3 million from last year. and so is the

campground in bodega bay. deputies say the u.s. coast guard found them tuesday morning saying that the remains had wash up at the decadence campground. it's unclear where they came from or how long they've been there and density of the body has not been revealed. a man in san jose has been arrested after running a brothel out of his home. police say the man was taken into custody last week. the brothel was located south 24th street near east santa clara street and the benita park neighborhood. officers found 2 women inside the home and recovered about $10,000 in cash. the man has been booked into jail. as california grapples with the homeowners insurance crisis. the state agency is calling on lawmakers to make some changes to help capitol correspondent eytan wallace has that story. >> homeowners insurance market in california is in deep, de trouble. federal nava not

mincing words about california's homeowners insurance crisis. nava is the chair of the state, nonpartisan little hoover commission and oversight agency in charge of providing policy recommendations to the legislature. the governor and most recently, california insurance commissioner ricardo, >> in the last year and a half 7 of the 12 major home insurance companies in california, including allstate, state farm and farmers insurance have either limited their business within the state or in some cases stop selling new policies altogether for homeowners living in some of california's most fire prone areas. that resulted in some californians struggling to find any insurance coverage at all. a key requirement to carry a mortgage from home. for their part. insurance companies have said they have no other choice but to pause or stop selling policies out of concerns. they could face huge losses. should a major disaster like a wildfire destroyed homes and at-risk communities. but now the little hoover commission has released these policy

recommendations, commissioners believe can help the state address the crisis we're trying to do with these recommendations. it say to the governor. >> legislature into the insurance commissioner, here are some practical steps that you can take now. to provide some relief to homeowners and moving forward to provide for a more stable insurance market for all californians among the commission's recommendations, one that would require insurance companies to incorporate a homeowner's fire mitigation efforts, one underwriting and setting rates. if you spend the money to make it on fire safe. >> and you do it based on the certain rules that have been accepted by the state of california and the insurance industry. >> to help reduce to prevent another recommendation would allow insurance companies to incorporate the cost of reinsurance when setting rates. >> in a nutshell, reinsurance is often described as insurance for your insurance company, its the process where your insurer can transfer at least part of risk to another company to help offset any potential losses. and then

there's the recommendation to allow insurance companies to consider what's known as catastrophe. modeling with public oversight, which in a nutshell will allow them to factor in climate change and environmental risks. when setting prices. >> the ultimate goal is to get the insurance carriers can come in and compete, where they believe that there is enough certainty in california's market that they are willing to come back in and make investments and provide policies to people who going to get the scripts during an interview with us over the summer in3urance commissioner. lot of spoke to us about his insurance reform plan. the department of insurance recently responded to the little hoover commission with this letter indicating lot as plan includes several of their recommendations. once we have these reforms in place. >> more companies are going come back into the market and one-party state. >> and the timing is still up in the air, but a lot of hopes his reforms take effect sometime early next year reporting late tom wallace kron. 4 news. >> engineers in santa cruz are

still working to assess the damage of the war after a portion of it was wiped out. dangerous. well slammed into the structure on monday, causing 3 city workers to fall into the water. 2 of them were rescued by lifeguards and the other managed swim back to land. officials are now urging tourists and beachgoers to avoid the area as debris continues to wash ashore. a lot of crazy weather recently. just a roll coaster. but if there's one thing i know and larson said this multiple times, just stay away from the coast, especially because we're seeing it all up and down. yeah, like you just mentioned not just the waves but the debris out there. so get those waves picking up large logs that are floating out there in the water, not just from the war, but anywhere. you see all that driftwood along the coastline. >> and when they get picked up by those big waves, boy, they could do some damage or if they were to hit you. but it's just not here. it's around much of the coastline. of course, the bay area under that high surf advisory all the way down into southern get point conception. santa

barbara area pretty close to that area as well. and so >> these large waves will continue to roll in. and you can see a lot of that's will continue along the coastline and just off the coast. and so we're looking for large waves again, not just here, but even off the coast of southern california. so waves moving large in that direction all by these storms that really just a rolled in across the pacific and has a strong winds from these deep low blow across that open water. they generate that larger swell. and boy, that rain coming back on shore. of course, yesterday we had a break on christmas day. now that rain will come back in again. you can see some heavier bands begin to move in across the bay area. some that sliding into parts of the east bay heavier ban now just making its way in the north bay in mill valley. we're watching that really closely. of course, the north bay has really been the center of attention for all the storms so far this season, they're running about 250% of normal rainfall. now because of that just doesn't take much to really get the rivers and creeks and streams to rise rapidly as that water just doesn't soak into the ground. so flood advisory has been issued by the national weather

service cross the entire north bay and continuing into parts of east bay as well parts of richmond area. after going to see rapid rise of some of the creeks and streams that rain really get going out there right now and more that on the way. so we're going to be watching this very closely as we head throughout the night tonight and tomorrow as well. looks like the advisories coming down, though, by about 5 o'clock in the morning. tomorrow. >> all right. thanks, lawrence. we'll take a look at this. hundreds of fur seal pups seen taking over shoreline about 30 miles south of from san francisco. this is in the farallon islands. biologists say that this could be a sign of return for the endangered species. social media users having fun with the phenomenon calling it seal pup daycare and even nature's mosh pit. christmas trees can be used as a healthy snack for goats. the independents, 4 h club in sonoma county is asking for tree donations to feed goats at their local farms. the orgauization offers tree pickup since abbas to

pull all santa rosa and rohnert park. they say the trees are source of vitamins, a and c which helps good health for the animals, the ones that are to try for goats tommy's will return to the soil as compost tree sprayed with fire retardants are not accepted, but because the chemicals are bad for goats. christmas tree recycling has kicked off in san francisco and workers will be making stops around the city to pick up trees. all decorations, tinsel and stands should be removed. important to note that artificial trees will not be picked up. >> so make sure you put those trees out might occur next to your garbage bin so we can pick them out is a free program during that time frame. it ends on january. 17th. so please ensure that you put your christmas trees out important to keep our streets clean and free of debris. and we appreciate his service is healthy. let's give it the streets. >> last year, francisco

>> by this time next month, san francisco will have a new mayor, his past election season. the city's approach to public safety, homelessness and it's struggling. downtown area were heavily scrutinized. stephanie lin sat down one-on-one with mayor elect daniel lurie to lay out his plans to turn the city around. >> well, first of all, congratulations on your victory. this is a pretty big one. how has the moment fully sunk in for you yet? i think there are moments where i do

catch myself, but i have to tell you, we are already getting to work, getting results for the people of san francisco. our administration is came b, it rooted in 3 things. accountability. >> service and change. the city needs to be shaken up and hope is alive and well in san francisco. >> very good now. when i first interviewed you back in january, we talked a bit about how you largely fell underestimated through very much of your life. but here you are. the newly elected mayor. you're going to be inducted into office in january. looking back on the campaign. how does it feel to get to this moment? >> well, listen, we ran a campaign. it was it was a tough campaign against some really it great opponents a-d people that have committed their lives to san francisco. so i'm honored and this is going to be a privilege. but i am already thinking about how we can change this city and make sure we get results. as i said before, listen, there are some great people inside city hall. i've been meeting with

department heads. i've been meeting with people that have been in there quite a while. and i know one of the lead. and so i'm very hopeful. i'm very optimistic. and change is coming to san francisco and change. fact, it seems like it's already happening under your watch. you're not not officially in office yet. >> but it's been widely reported today. you had a hand in helping to stop the marriott hotel worker strike. tell us a bit about that. well, i am so grateful to both sides coming together after you know, what was one of the longest hotel strikes in our city's history. 89 they came to the table. they worked on this for 5 days. non-stop negotiations. >> both unite to the union here locally and the hotel owners. i'm really, really pleased with the outcome. and now we can focus on 2025 and getting jp morgan healthcare conference in the nba all-star game coming here and our hotel workers are back to work.

>> looking into the new year, what is the first thing that voters can expect you to do as soon as you enter office? >> number one, focus on public safety. i walked 6 street with sfpd going to continue to walk the streets and figure out how do we get control again of our streets. we cannot have the open air drug markets and drug dealing and drug use happening in our streets. we have to get people off the street and into mental health and drug treatment betts. we're gonna work that. and then we need to streamline the bureaucracy. we have to make sure the taxpayers dollars are being spent effectively and efficiently. and so those will be my top priorities. starting on january. >> you also mentioned that you declare a fentanyl state of emergency on day one. is that still the case? we are going you know, there's a lot of people saying why we can't do something well, we are going to find a way to make sure that we get a handle on the drug crisis on our streets. that's what at the voters voted me in with the mandate

that they did because they want to see change on our streets. they want to see public safety and i'm committed to it. now. let's talk a bit about your transition team as well of very interesting cast of characters. you've got the ceo of a >> openai sam altman. you've also got former sfpd commander, paul yet, but as well, us about walk us through the conversations that you guys are having every week and what's the game plan? what we want to build administration rooted in accountability and diversity of our great city. we have great candidates for many different positions, said and team has been helping me think through who those candidates are. i'm sitting down with current department heads and we're having conversations like i said, we would and there's some great candidates coming through our portal and sundown with one-on-one and i have to give a shout out to our co chairs. they have been incredible. paul. yep. sam altman, mayor michael tubbs, nancy tung and jose can yanis among others.

>> very good. >> san francisco obviously has a bit of an image problem. people often ask if it's safe to visit. is there a message of reassurance you can provide for folks who want venture out to san francisco, but they're not sure if it's safe. it is s a p d is doing an incredible job downtown. i was just down in union square yesterday talking to >> business owners and small business owners about how we are going to tackle the public safety crisis and behavioral health crisis and we're already seeing the fruits of that labor. so there are green shoots. i'm telling you when we are at our best, this is the greatest city in the world. we have to claim that narrative again, but we have to do the work. and so i don't i don't want to say, you know, that we don't have work to do, but i was at union square black friday after thanksgiving and it was packed. that skating rink. you can't get a slot because it's full. so people are already coming downtown. and i invite

you to come join over the holidays no one again, going back to our conversation back in january when we first sat down with you. >> you mentioned that if you won the mayor seat. that would be it for you. you serve your time in office. you're not a career politician. you just want to serve the city of san francisco and that's it. is that still the case? i haven't even taken office so, you know, listen, i have said it loudly and proudly that i am a lifelong san francisco. >> san francisco, i of city is the greatest city in the world. i have no interest in going to sacramento or d c weve got work to do. we've got to get results for the people of san francisco. i'm going to do that and i hope for 8 years and i hope everybody knows let tell you may be straight with you never you moore tirelessly that me and bring that to my administration and everyone coming in to serve. we'll have to have that same work ethic because we've got work to do. but we're going get it done.

look at soda springs on i-80 tonight. there's a lot going on out there. >> as you can see, it looks like a looks like it's loading actually right now. well, crop or she meteorologist lawrence karnow is joining us as he's tracking everything on the cameras and he has more on what to expect. yeah, camera frozen up there right now. some heavy snow now falling across much of the sierra nevada headed up there. boy, it is a rough go would do it now. >> as you get stuck, fact, their chin up above 50 80, of course, heavy snow. some very gusty winds developing overnight tonight. maybe some gusts over 100 miles an hour. plus, a heavy snow expected tonight. those gusty winds expect some major delays through tonight and early tomorrow morning. the snow level down to about 6,000 feet. means boy getting over the pass is going to get caught. that's no. there's no getting around. maybe upwards of 20 inches. maybe a little bit more than that across some of the highest peaks. the latest likely if you are headed up there and those cold temperatures settling in. be prepared if your head the high country. but it started to come in in the afternoon. see

as we head in towards sunday has a much stronger storm system going to move in overnight tonight. we're going to see more of that rain continue one 30 in the morning. you see some heavier bands. the front finally making its way through the bay area, then turning to scattered showers as we head toward early tomorrow morning. so not a rainout early on, but it will definitely be slick out there on the roads. then i think we dry things out as we head in toward noon tomorrow. lot of clouds lingering. and then we may see some patchy fog and then another round of showers begin to move in as we head in toward tomorrow night. so a very active pattern setting itself up, at least for the next few days across the bay area. more on the way as we head in toward a bigger storm system. looks like late saturday night into sunday. but after that, how about this? we get into monday and tuesday we get a new year's eve. well, hey, we dry things out. i think we're gonna stay dry. no rain expected that day. but may have to worry about some patchy, dense fog. but your next 10 days as we round out the year and head into the next a rainy for the next few. and then we'll dry things out starting on monday and tuesday, new year's day looks dry. the temperatures going to be a bit on the chilly side. but overall looks like we'll dry things out as
