quite wet. >> and the wet weather will continue, but it will start to taper off. so here are my weather headlines. first of all, it tapers off late this morning. and then, of course, there's always a chance of showers this afternoon, but mainly dry conditions. so that's decent right. also, there's another round of rain coming in late tonight into tomorrow. but this next storm will not be as significant as 2 days. so the one today is quite a quite a lot of rain coming so much rain that there are flooding concerns today, especially in the north bay. there's a flood warning in effect till 2.30, this afternoon for areas around santa rosa, forceful cotati learfield wiki up. so you know, the areas where you get that floodings for urban and small stream flooding and also alameda until 6.15, this morning, there's a flood advisory in effect around i-80 at the high street exit. so. in addition at the water's edge, it is a high surf advisory and that is in effect until 4 o'clock on sunday.

look for 50 excuse me 20 to 30 foot, large breaking waves. so again, shoreline is a big, dangerous place to be right now. dangerous to serve. dangerous to swim and of course, is also a danger for some beach erosion. so here's the precipitation coming right across our area and then we'll start to see some changes. it'll be a little bit off again on again. a few more storms coming through for the weekend. again, nothing as heavy as we're seeing tonight into to matt overnight tonight into right now. but overall, we're going to start to see change come monday. windy. oh, yeah, it's windy right now. look at these gusts. 29 mile per hour gusts with aaron give a novato san francisco. 22 in hayward, 25 and santa rosa. but look what happens as we reach sunrise this morning about 7.24, the winds start to taper off and continue to taper off throughout the day. so if it's too windy for you now, at least will start to taper things off. i've got a lot more to talk about in

keep you updated on these numbers throughout the morning. well, the first day of hanukkah businesses targeted with hateful messages and san jose including a swastika and racist language plastered in front of a tutoring facility. kron four's check moment has reaction from customers and community leaders. well, much of the graffiti has already been removed, but some of the as you can is still state into the paint of the exterior. >> of this shopping center, many residents we spoke with today say they are shocked that this happened even though pointing out that this topic center has had its fair share of vandalism this year, a swastika and racial expletive plastered on the a plus math museum tutoring center. >> on christmas day, it was quite shocking. shocking for it to happen in this area or anywhere. marco's herrera took this photo by the time kron 4 arrived. it was god. san jose police telling kron 4 their hate crime unit is investigating the vandalism and whoever did it. they have

been recorded and this shouldn't be happening. so what's going on? how do how do we reach out to the community? >> and to explain to people that this sort of behavior isn't acceptable. the graffiti happened in a popular east side. san jose shopping plaza. the swastika was painted here on the first day of hanukkah. the jewish community relations council bay area sent a statement about the vandalism saying, quote. >> while we don't know this, vandals motive, we do know that california has seen increase in hate crimes, motivated by anti-jewish bias. lot of writing some lot chasing ratings. i would call it the state speech taping. >> and this man walking his dog apollo thursday morning. we'll their typical weekday stroll interrupted by meaning does another kind of speeches. we want to ride on. the idea that i think so get not the part of this community, the san jose naacp also calling out the graffiti saying, quote, this incident occurred in an affluent community on the east side of san jose where political views often differ from the majority.

star dana stubblefield rape conviction has been overturned. >> stubblefield was convicted in 2020 of a woman who we interviewed to babysit his kids in 2015, according to the victim's testimony, stubblefield allegedly locked her in the room at his morgan hill home and pointed a gun before the rape. a court on thursday overturned a rape conviction after police never searched stubblefield home and never found any guns. prosecutors say the home was never searched because stubblefield is a celebrity and african-american stubblefield claims prosecutors are used his race against him. the court determined that the conviction was, quote, legally invalid. in the north bay. a 19 year-old driver is arrested after this rollover crash in santa rosa. this happened wednesday night on steel lane at southbound 101, off-ramp. police say the teen ran away after the crash. officers later found him. they say he was intoxicated. he was taken to the hospital for his injuries and then booked into jail. california's prop 36 -%

recently became law increasing penalties for certain theft and drug crimes. kron four's lindsey ford spoke about the new law with store managers and one of san francisco's busiest shopping areas. >> the haight ashbury neighborhood is bustling this holiday season with shoppers and diners but it's also a popular target for criminals all the time. so the front right now is currently wooden board because of people driving through the overnight. >> it happened 2 times this and then we get stolen from all-time second street is a vintage retail shop that's been in business for 3 years. storm manager roman says the shop has lost an estimated $50,000 in merchandise. we have security and but it doesn't always. >> people really brazen in the past is coming in and gotten something walking out. it's really annoying over at kerry lane. another retail store is having the same issues. levine

>> here's 4 things for you to know today. police in oakland are investigating a burglary at a lucky grocery store. they say the suspects rammed their way into the store on mountain boulevard thursday morning. police say they stole items and ran away in their cars. a man in san jose has been arrested for running a brothel out of a home. officers found 2 womeand recovered about $10,000 in cash. the man had been booked into jail. fed-up aluma police arrested a 47 year-old man on tuesday after a tip led them to a drug bust. officers say the man from sandra fell was caught with nearly a quarter pound of methamphetamine packaged for

sale. police say the suspect was on active parole at the time and was arrested and booked on charges of methamphetamine possession for sale along with parole. hold. san francisco international airport has introduced a new sensory room designed to support neurodiverse travelers and their families. it features an activity area calming and soothing space and a life-size cabin experience that lets families explore a mock-up of an airplane cabin to prepare for the flight. the sensory room is located after security and harvey milk terminal one open daily from 05:00am to 11:00pm. heavy rain is heading to the north bay this weekend and the weather service is already issuing flood advisories. the alerts cover parts of marin, napa and sonoma counties through early friday morning with concerns about urban flooding and small streams overflowing and up north. a flood warning is in effect for the russian river near hovland where minor flooding is expected through

friday afternoon. authorities are asking the community to take precaution through the weekend. at the coast. a reminder the national weather service's again issuing a high surf advisory through sunday. the advisory began yesterday at 10:00am the greater bay area coast could see large breaking waves between 20 to 30 feet swimming and surfing conditions will be considered dangerous. and beach erosion is expected. high surf is expected in san francisco, the peninsula and the north bay and kathy has a lot more on that. >> but isn't great video? much then to go out to look at those ways is not a good idea to be anywhere near the coastline. isn't this lovely the view of the toll plaza? >> golden gate bridge heading into the city with that beautiful old clock and notice the slick roads. he yes, we've had quite a bit of rain overnight. so it's been quite quite a drive if you're going to head out right now. still some showers and rain in forecast. now, john was just talking about the flood alerts. first of all, this

flood warnings for parts of santa rosa. sonoma county looking at a warning, especially where flooding is imminent. happening right now for a concern, especially as a small streams or rivers. the creeks, low-lying areas, areas with poor drainage because there is some flooding. so be careful if you're heading on out and will also extend that through parts the greater parts of santa rosa. and so also down in sonoma. and that's a the sausalito area. you can see that that warning is in effect there. also in alameda county until 6.15, this morning. those concerned around i-880, the high street off-ramp. there's some flooding possible there. so if you're heading in that- direction, definitely keep an eye out here's where this high surf advisory is along our coastline. of course. and that goes into effect now until sunday morning. foot breakers are possible 20 to 30 foot breaking wave. so no wonder

there's a possibility for beach erosion and very dangerous conditions right at the water's at if you're traveling up to the sierra. well, there's a winter weather advisory until noon today. slippery rhodes, tough travel conditions, 5 inches of snow possible even more in the higher peaks with gusting winds to 60 miles per hour. here's what's going on. the forecast model shows us a series of storms heading right across the san francisco bay area and into this year, bringing rain to us and snow. it's off again on again. rain for us. the rain we've had overnight tonight into this morning that has really been the strongest storm i expect to see through the weekend and then things do start to change because, look, there's a ridge and we are going to see drier conditions and probably some chilly morning. so all in all, we've got a lot to talk about right now. we're going to talk about news with john. thanks so much, kathy. >> let's get a look at the roads. and yes, absolutely. a tie-in with the weather is just how slick it is out there. your bay bridge commute

parole at the time he was arrested and booked on charges of methamphetamine possession for sale along with parole. hold. is california grapples with a homeowners insurance crisis. state agency is calling on lawmakers to make some changes to help capitol correspondent eytan wallace has the story. >> homeowners insurance market in california is in deep, deep trouble. federal nava not mincing words about california's homeowners insurance crisis. nava is the chair of the state, nonpartisan little hoover commission and oversight agency in charge of providing policy recommendations to the legislature. the governor and most recently, california insurance commissioner ricardo, >> in the last year and a half 7 of the 12 major home insurance companies in california, including allstate state farm and farmers insurance have either limited their business within the state or in some cases stop selling new policies altogether for homeowners living in some of california's

most fire prone areas. that resulted in some californians struggling to find any insurance coverage and all a key requirement to carry a mortgage from home. for their part. insurance companies have said they have no other choice but to pause or stop selling policies out of concerns. they could face huge losses. should a major disaster like a wildfire destroyed homes and at-risk communities. but now the little hoover commission has released these policy recommendations, commissioners believe can help the state address the crisis we're trying to do with these recommendations say to the governor. >> the legislature into the insurance commissioner, here are some practical steps that you can take now. to provide some relief to homeowners and moving forward to provide for a more stable insurance market for all californians among the commission's recommendations, one that would require insurance companies to incorporate a homeowner's fire mitigation efforts, one underwriting and setting rates. if you spend the money to make it on fire safe.

>> and you do it based on a certain rules that have been accepted by the state of california and the insurance industry. >> to help reduce your another recommendation would allow insurance companies to incorporate the cost of reinsurance when setting rates. >> in a nutshell, reinsurance is often described as insurance for your insurance company. it's the process where your insurer can transfer at least part of that risk to another company to help offset any potential losses. and then there's the recommendation to allow insurance companies to consider what's known as catastrophe. modeling with public oversight, which in a nutshell will allow them to factor in climate change and environmental risks. when setting prices. >> the ultimate goal is to get the insurance carriers can come in and compete, where they believe that there is enough certainty in california's market that they are willing to come back in and make investments and provide policies to people who are going to get this fixed. during an interview with us over the summer insurance commissioner lot of spoke to us about his insurance reform

>> well, the roads are slick pretty much everywhere across the bay area there heading across the golden gate bridge. this is the view. roads are slick, kind of a pretty sight, though, as you head into san francisco this morning. >> here are your weather headlines. its been really rainy overnight. you probably knew that it may have woken you up, but it tapers off late this morning. that could be a few more showers into the afternoon, but mainly dry for the afternoon. you get a bit of a time to ring yourself out dry off just a little bit until the next storm comes in late tonight into tomorrow. so that's the next round of rain that you know, what it is not as significant as the rain we're experiencing this morning. so that's the good news little bit lighter. but there are flooding concerns today because the rain, the rain has triggered some rising creeks and many parts of the entire northern california. but gosh, in sonoma county, we are seeing some big flooding

concerns. high surf advisory. well, 15 20 to 30 foot waves breaking waves that is triggered the high surf advisory. so here's the area with the flood warnings up in santa rosa rohnert park. sebastopol like field wiki up many areas in the north bay are seeing the streams rising. in fact, colgate to a creek near sebastopol is at flood stage. so we are seeing real concerns here and some of the low-lying areas, areas with bad drainage, a warning means that flooding is imminent or occurring. and also there's some flood advisories. one of them is in the east bay. that is for alameda county. some areas around i-80 at the high street off-ramp. there's some flooding concern there. so if you're heading out, beware, also if you're heading out to the coastline, 20 to 30 foot breakers. wow, pounding the california coastline. concern, of course, is for beach erosion. if you go up to the sierra, not a great travel day winds gusting to 60 miles per

hour. 5 inches of snow and higher at the higher elevations. here's what's going on. the forecast model showing the current storm and then the next storm coming in overnight into tomorrow morning. and again through sunday and by sunday evening, it all clears up and everything starts to change because a ridge builds in and that means you get a chance to dry out. should be a beautiful end to 2024. rainfall totals cumulative. well, we're seeing maybe almost 3 inches in eureka, about 4 tenths of an inch in san francisco. so certainly not as significant as it could be. forecast highs today, 50 60's, no big changes there. and look ahead, my goodness gracious. yeah, we get the showers often on through the weekend, and a look at that sunshine. but we'll have some chilly overnight temperatures as we head into the workweek. john, back to you for is all take the even if it comes with the chilly nights. thanks, kathy. >> well, here's a look at the

that someone cares while driving. so there are quite a bit of fires that go on during this holiday season. plus, why this message that you're giving us this morning is so important. >> okay. let's talk about the main causes of home fires during the season. so quite a bit of fires do start through electrical. problems. some of those things are overloading outlets. >> and putting too plug-in devices into the alice, depending on where you live in the age of the whole. of course, still has a lot of older homes and some of the wiring may be old or something to be aware if using power strip that's recommended. but it also is recommended to use a strip that is certified through agency similar to underwriters laboratories. another problem that we see is christmas lights that have frayed electrical cords. so

all the wiring, maybe exposer cut up a free. so one thing we do ask folks to do is to just take a look at wearing when you put before you put it away that way, you will see it's damage they should discard them. you know, be aware of not putting, for example, christmas tree near a heat source. so some of those sources could be a space heater. we recommend putting space heaters at least 5 feet away from the area. you, for example, going to be sleeping or near christmas tree and then the tree. if you going to have one national tree that is keep it away from the fireplace. so those catch on fire very quickly. we were talking a little bit about christmas trees causing those electrical problems and the fact that at this point, some people's christmas trees are a little dry it out. is there any sort of recommendations that you have for? >> making sure people can make those trees last as long as possible. yes, so the

recommendation is to make sure to water your tree daily. >> but we do say about this time of year, even going into the new year, they're starting to dry up big been out for quite a while. and we check with your local garbage company to see if they have a recycling program. sometimes the boy scouts of america offer recycling services as so you have to check with your garbage company to remove it out of your home. and we ask that just keep it away from any heat source and then water. it daily continually. all right. so i'm wondering if we're preventing ready for the holidays, what sort of maintenance needs to be done on your home? >> what should i be checking to make sure that i can lower the fire risk? >> another problem we ducey's is cooking. we have family gatherings. we see that folks are cooking in their ovens, but and people don't always clean their of so sometimes

having drippings, the bottom of your oven can cause fire within compartment. so that's another thing general housekeeping. and then, of course, candles. hanukkah also going on right now. so any life candles we recommend to either use battery operated candles or to be very vigilant. also with having pets around candles, they can potentially knock them over. so you do. a lot of cars are basically accidental with grease fires on the cook top. you do see that the greece does ignite and to have a fire extinguisher available. obviously calling 9-1-1 for a fire emergency and evacuating the home along with your family. obviously, we do see people trying to fight the fire before calling 9-1-1. and we tried to ask people not to do that. just color want you

back uae and close the door. when you leave ugly to keep the fire getting larger. so there are some things you can do. we ask people just be aware. some general housekeeping tips we want people to be safe at home. lieutenant now that we've made it through christmas, i'm sure you're protocols going to change a little bit as we approach new year's eve, whole new set of fire risks for that next holiday. >> yes, we do see some emergencies regarding fireworks and a large gatherings. so once against general awareness where you are, you know, basically view if you travel, right, you have your medications with you. if you are taking any, you know, we're exits and on where you're at, what kind of establishment are you visiting? so the building and that's what we want people to do is to it to basically say their own lives if they can. and that's the most important thing is is their own rights.
