francisco was arrested after fired sheriff deputies during a pursuit in sacramento county last night, deputy spotted a stolen car and tried to stop it. the suspect 34 year-old anthony hurtado fired several shots at deputies before surrendering peacefully. a short time later. fortunately, nobody was hurt. hurtado now faces multiple felony charges including attempted murder and is being held without bail. he's scheduled to appear in court on december. 30th. on the first day of hanukkah businesses targeted with hateful messages in san jose c verage. moment brings reaction from community leaders >> well, much of the graffiti has already been removed, but some of the as you can is still stayed into the paint of the exterior of this shopping center. many residents we spoke with today say they are shocked that this happened even though pointing out that this topic center has had its fair share of vandalism this year, a swastika and racial expletive plastered on the a plus math museum tutoring center. >> on christmas day, it was quite shocking. shocking for

it to happen in this area or anywhere. marco's herrera took this photo by the time kron 4 arrived. it was god. san jose police telling kron 4 their hate crime unit is investigating the vandalism and whoever did it. they have been recorded and this shouldn't be happening. so what's going on? how do how do we reach out to the community? >> and to explain to people that this sort of behavior isn't acceptable. the graffiti happened in a popular east side. san jose shopping plaza. the swastika was painted here on the first day of hanukkah. the jewish community relations council bay area sent a statement about the vandalism saying, quote. >> while we don't know this, vandals motive, we do know that california has seen increase in hate crimes, motivated by anti-jewish bias. lot of writing some lot chasing ratings. i would call it the state speech taping. >> and this man walking his dog apollo thursday morning. we'll their typical weekday stroll interrupted by meaning does another kind of speeches.

it's one off incident and it could tell anybody from coming coming here and enjoying the the the process in san jose. jackie moment kron 4 news. well, former forty-niners star dana stubblefield rape conviction has been overturned. >> so phil was convicted in 2020 of a woman who he interviewed to babysit his kids back in 2015, according to the victim's testimony, stubblefield allegedly locked her in a room at his morgan hill home pointed a gun before the rape a court on thursday overturned a rape conviction after police never searched stubblefield home and never found any guns. prosecutors say the home was never searched because stubblefield is a celebrity in african american. still a full claims prosecutors uses raced against him. the court determined that the conviction was, quote, legally invalid. california's prop 46 recently became law increasing penalties for certain theft and drug crimes. rovers and see for spoke about the new law with store managers. the haight ashbury

>> well, heavy rain heading to the north bay this weekend and the national weather service already issued flood advisories. the alerts cover parts of napa, marin and solano counties through early friday morning in sonoma with concerns about urban flooding and small streams overflowing nor the flood warning is in effect for the russian river right near copland where minor flooding is expected to friday afternoon. authorities are asking you to be careful to the weekend. and a reminder the national weather service, they're issued a high surf advisory through sunday that started yesterday at 10:00am when a very coast could see large breaking waves between 20 to 30 feet swimming and surfing conditions are

considered dangerous. beach erosion is expected. high surf is expected in san francisco. the peninsula and the north bay. areas of the high surf advisories stretching along the pacific. >> from the deck of a all the way down to half moon bay and that advisories in effect until sunday at 04:00am again, 20 to 30 foot breaking waves pounding up against the coastline. dangerous place to be. and the flood alerts will. it's a warning in the areas around santa rosa enforce bill and guernville. also cotati windsor rohnert park grayton of really caused the small creeks and streams to rise so that excessive rainfall is causing some flooding in some places such as colgan creek near sebastopol. this flood warning goes into effect and it continues all the way through

2.30, this afternoon. so if you're driving in low-lying areas or places near creeks and streams, places with poor drainage. that is a concern and be careful and aware as you head through those directions. if you're heading across the golden gate bridge into san francisco is a pretty sight. the sun has risen. >> it's beautiful and the roads are slick. so if you're heading out my goodness, we had a lot of rain on the way into work this morning. >> and the roads remain slick. >> how long will the rain continue? well, this afternoon, we dry out a little bit and then another storm comes through tonight into tomorrow. it's a series of storms all the way through sunday and then, of course, precipitation here and snow in the sierra and then high pressure builds in starting on sunday night into monday and going through the end of 2024. looks to be dry. now look at this beautiful counter clockwise circulation right there at area of low pressure. gorgeous court is low and pushing way up. you know what?

palace safe areas. >> okay. great. so still options for folks who want to try and head out there. in terms of safety, though, is there anything that people who are planning to visit palisades? is there anything that they should prepare for? no. >> i mean, just in general, you want to wear layers, especially when it's when you have your wind breaker and you know anything waterproof because of that snow elevation will be fluctuating. but on top of that, you know, just make sure you're driving safely. check in with caltrans before you're driving up for this year's because it could get a little bit icy out there. and have you guys also increase staffing on your and just into anticipation of all the interest? i'm sure that's building about the snowfall. >> i mean, we are fully staffed in general. so we're just happy and excited to welcome everybody here. we always have a ton of programming going on, especially during the holidays. >> so, you know, we've had 11 inches of snowfall this week and all that being said, it's been some great powder skiing. and in terms of events, we've had johnnie mosley, he's going to be here for skiing both tomorrow of all the 30th. so he'll be speaking with the public and then we'll also

gray skies and you see the trees wafting in the breezes headlines for you. well, the rain basically is tapering off and will be mainly dry this afternoon. i wouldn't be surprised if you saw an errant shower or 2, but overnight tonight into tomorrow, another round of rain. but he's lighter rain. so that's good news. we'll see a series of storms coming through and through sunday. but in the meantime, because of all that cumulative rain, we have flooding concerns and a high surf advisory. the flood warnings. yes, warnings, meaning right now happening or imminent, that to happen. and that's up in sonoma county. santa rosa sebastopol for us. bill guernville great and mark field wiki up all those areas are seeing concerns because of all that excessive rains because of creeks and streams to rise and some areas low lying with bound, bad drainage are having problems. colgan creek near sebastopol reported moderate flooding and

news, a ire breaking out early this morning at an apartment complex in san jose's cedarville neighborhood. firefighters responded to the blaze on giveaway at 05:15am. they've been working the scene for about over an hour. fortunately, nobody was hurt with. we don't have any report. energy injuries. firefighters say this is causing traffic delays. this is right near capitol square mall. authorities are telling people to avoid the areas. if you can. petaluma. police arrested a 47 year-old man on tuesday after a tip led them to a drug bust. right in the area hopper street in college hill lane. police say the man from san refill it's called nearly a pound of methamphetamine packaged for sale. police say the suspect was on active parole at the time he was arrested and booked for charges of methamphetamine possession and also for sale along with a parole hold. as california grapples with the homeowner insurance crisis. the state agency is now calling on lawmakers to help make those changes. capitol correspondent

eytan wallace reports. >> homeowners insurance market in california is in deep, deep trouble. federal nava not mincing words about california's homeowners insurance crisis. nava is the chair of the state, nonpartisan little hoover commission and oversight agency in charge of providing policy recommendations to the legislature. the governor and most recently, california insurance commissioner ricardo, >> in the last year and a half 7 of the 12 major home insurance companies in california, including allstate, state farm and farmers insurance have either limited their business within the state or in some cases stop selling new policies altogether for homeowners living in some of california's most fire prone areas. that resulted in some californians struggling to find any insurance coverage and all a key requirement to carry a mortgage from home. for their part. insurance companies have said they have no other choice but to pause or stop selling policies out of concerns. they

could face huge losses. should a major disaster like a wildfire destroyed homes and at-risk communities that but now the little hoover commission has released these policy recommendations, commissioners believe can help the state address the crisis we're trying to do with these recommendations say to the governor. >> the legislature into the insurance commissioner, here are some practical steps that you can take now. to provide some relief to homeowners and moving forward to provide for a more stable insurance market for all californians among the commission's recommendations, one that would require insurance companies to incorporate a homeowner's fire mitigation efforts, one underwriting and setting rates. if you spend the money to make it on fire safe. >> and you do it based on a certain rules that have been accepted by the state of california and the insurance industry. >> to help reduce your another recommendation would allow insurance companies to incorporate the cost of reinsurance when setting rates. >> in a nutshell, reinsurance is often described as insurance for your insurance

company. it's the process where your insurer can transfer at least part of risk to another company to help offset any potential losses. and then there's the recommendation to allow insurance companies to consider what's known as catastrophe. modeling with public oversight, which in a nutshell will allow them to factor in climate change and environmental risks. when setting prices. >> the ultimate goal is to get the insurance carriers can come in compete, where they believe that there is enough certainty in california's market that they are willing to come back in and make investments and provide policies to people who are going to get this fixed. during an interview with us over the summer and charts. commissioner lot of spoke to us about his insurance reform plan. the department of insurance recently responded to the little hoover commission with this letter indicating lot is plan includes several of their recommendations. once we have these reforms in place. >> more companies are going come back into the market and one-party state. >> and the timing is still up in the air, but a lot of hopes

this holiday season. good morning. thanks for having me. fortunately, school did not have a ton fires. there was a fire yesterday and also, unfortunately, a vehicle far that someone cares while driving. so are quite a bit of fires that go on during this holiday season. plus, why this message that you're giving us this morning is so important. okay. let's talk about the main causes of home fires during the season. so quite a bit fires do start through electrical. problems. some of those things are overloading outlets and putting too many plug-in devices into the alice, depending on where you live in the age of the whole. of course, they're still has a lot of older homes and some of the wiring may be old or something to be aware if using power strip that's recommended. but it also is

recommended to use a strip that is certified through agency similar to underwriters laboratories. another problem that we see is christmas lights that have frayed electrical cords. so all the wiring, maybe exposer cut up a free. so one thing we do ask folks to do is to just take a look at wearing when you put before you put it away that way, you will see that it's damage they should discard them. you know, be aware of not putting, for example, christmas tree near a heat source. so some of those sources could be a space heater. we recommend putting space heaters at least 5 feet away from the area. you, for example, going to be sleeping near or near christmas tree and then the tree. if you going to have one national tree that is keep it away from the fireplace. so those catch on fire very quickly. we were talking a little bit about

christmas trees causing those electrical problems in the fact that at this point, some people's christmas trees are a little dry it out. is there any sort of recommendations that you have for? >> making sure people can make those trees last as long as possible. yes, so the recommendation is toamake sure to water your tree daily. >> but we do say about this time of year, even going into the new year, they're starting to dry up big been out for quite a while. and we check with your local garbage company to see if they have a recycling program. sometimes the boy scouts of america offer recycling services as so you have to check with your garbage company to remove it out of your home. we ask that just keep it away from any heat source and then water. it daily continually. all right. so i'm wondering if we're pretty gutting ready for the holidays, what sort of maintenance needs to be done on your home? >> what should i be checking to make sure that i can lower the fire risk?

>> but another problem we ducey's is cooking. we have family gatherings. we see that folks are cooking in their ovens, but and people don't always clean their of so sometimes having drippings, the bottom of your oven can cause fire within compartment. so that's another thing general housekeeping. and then, of course, candles. hanukkah is also going on right now. so any life candles we recommend to either use battery operated candles or to be very vigilant. also with having pets around candles, they can potentially knock them over. so do. a lot of cars are basically accidental with grease fires on the cook top. you do see that the greece does ignite and to have a fire extinguisher available. obviously calling 9-1-1 for a fire emergency and evacuating

the home along with your family. obviously, we do see people trying to fight the fire before calling 9-1-1. and we tried to ask people not to do that. just color want evacuate and close the door. when you leave, preferably to keep the fire getting larger. so there are some things you can do. we ask people just be aware. some general housekeeping tips we want people to be safe at home. lieutenant now that we've made it through christmas, i'm sure you're protocols going to change a little bit as we approach new year's eve a whole new set of fire risks for that next holiday. >> yes, we do see some emergencies regarding fireworks and a large gatherings. so once against general awareness where you are, you know, basically travel, right? you have your medications with you. if you are taking any, you know, we're exits and on where
