michael thomas will send it back to you live in san francisco. all right. breaking news overnight. a suspect wanted in connection with a carjacking. >> in san francisco was arrested after fire sheriff deputies. this all happened during a pursuit sacramento county last night, deputy spotted the stolen car. they tried to stop it. the suspect 34 year-old anthony hurtado fired several shots at deputies before he surrendered peacefully. fortunately, nobody was hurt. her total now faces multiple felony charges, including attempted murder and is being held without bail. he's scheduled to appear in court on december. 30th. all the first day of hanukkah businesses. they were targeted with hateful messages in san jose. well, there's that moment has reaction from community leaders. >> much of the graffiti has already been removed, but some of the as you can is still stayed into the paint of the exterior of this shopping center. many residents we spoke with today say they are shocked that this happened even though pointing out that this topic center has had its fair share of vandalism this

year, a swastika and racial expletive plastered on the a plus math museum tutoring center. >> on christmas day, it was quite shocking. shocking for it to happen in this area or anywhere. marco's herrera took this photo by the time kron 4 arrived. it was god. san jose police telling kron 4 their hate crime unit is investigating the vandalism and whoever did it. they have been recorded and this shouldn't be happening. so what's going on? how do how do reach out to the community? >> and to explain to people that this sort of behavior isn't acceptable. the graffiti happened in a popular east side. san jose shopping plaza. the swastika was painted here on the first day of hanukkah. the jewish community relations council bay area sent a statement about the vandalism saying, quote. >> while we don't know this, vandals motive, we do know that california has seen an increase in hate crimes, motivated by anti-jewish bias. lot of writing some lot chasing ratings. i would call it the state speech type thing. >> and this man walking his dog apollo thursday morning.

stay here for a while. hopeful something in this area will change soon. cameron says it's still a fun place to take your family. i just hope that it it's one off incident and it could tell anybody from coming coming here and enjoying the the the process. jack moment kron. 4 news. well, former forty-niners star dana stubblefield rape conviction has been overturned. >> stubblefield was convicted in 2020 of a woman who we interviewed to babysit his kids back in 2015, according to the victim's testimony, stubblefield allegedly locked her in a room at his morgan hill home pointed a gun before the rate, a court on thursday overturned a rape conviction after police never searched double fields home and they never found any guns. prosecutors say the home was never searched because stubblefield is a celebrity in african american stubblefield claims prosecutors uses raced against him. the court determined that the conviction was, quote, legally invalid. california's prop 36 recently became law increasing those

heavy rain is headed to the north bay this weekend and the national weather service. we're already issuing flood advisories. the alerts cover parts of napa marin, sonoma counties through early friday morning with concerns about urban flooding and small streams overflowing out of north. a flood warning is in effect for the russian river. right near half plan where minor flooding is expected through friday afternoon. authorities are asking the community to be careful. also, let's talk with a high surf advisory reminder, the national weather service is issuing that high surf

advisory through sunday. the advisory started yesterday at 10:00am the greenwich area coast could see large breaking waves between 20 to 30 feet swimming and surfing conditions are going to consider dangerous. and beach erosion is expected so high surf is expected in san francisco, the peninsula and the north bay. there is storm kicked up the waves and it caused the flooding concerns. >> it's advisory, the high surf advisory continues through sunday morning at 4 o'clock 20 to 30 foot breaking waves at the water's edge beach erosion, of course, concern for people being swept off the beaches of the rocks of the jetties. so you definitely want go there in terms of live camera network hits the golden gate bridge as you head into san francisco. and it's beautiful commute, but the roads are slick. after all that rain fell last night, gusty winds and lots of rain.

into rivers and the extra rain overnight last night and to this morning have triggered these big floods. so that's a concern there in the meantime, we do have beautiful weather as we start to dry out this afternoon. but not so fast, not dry. not too long because tonight a new storm heads again to the bay area. and this new storm is going to be causing rain overnight tonight into tomorrow night. but it's not going to be as much rain. so that's good news. we're going to see a little bit more rain again on sunday and then things dry out and we are in for a treat, dry weather

snow winter advisory? i do anticipate any lifts are areas of the resort to be closed. >> yeah. with storm that's coming in. we're expecting over a foot and a half of snow by sunday. really exciting out yet. it's going to be pretty windy throughout the entire weekend. so our upper mountain lifts might be affected terms just the way. and in general. but we will have multiple lifts open on our laura mountains, both about pine and palace safe areas. okay. great. so still options for folks who want to try and head out there. in terms of safety, though, is there anything that people who are planning to visit palisades? is there anything that they should prepare for? no. >> i mean, just in general, you want to wear layers, especially when it's when you have your wind breaker and you know anything waterproof because of that snow elevation will be fluctuating. >> but on top of that, you know, just make sure you're driving safely. check in with caltrans before you're driving up for this year's because it could get a little bit icy out there. and have you guys also increase staffing on your and just into anticipation of all the interest? i'm sure that's building about the snowfall. >> i mean, we are fully staffed in general. so we're

wonderful afternoon. it's the calm before the storm. yes, another storm overnight tonight. here is the view of mount tam a pious. lot of gray up there and some wind in the trees. but overall, it's going to be nice. so we do get a bit of a break, but it doesn't last for long. that's the main message for today because another round of rain. the other message for today is the flooding concerns because of that rainfall that fell overnight into this morning. it fell on already saturated soils and already flooded swollen creeks and streams and has triggered a flood warning in effect for parts of sonoma county. and there's a high surf advisory that sunday until 4 o'clock in the morning. looking at the graphics, there's the area, the flood alerts that would be santa rosa cotati. that would be for us. we'll going to go there live field, wiki up area rate and sub asked to pull colgan creek near sebastopol that is actually reported moderate flooding. so there is flooding on the roads and some

broke out pretty early this morning at an apartment complex. jose cedarville neighborhood fighters responded to the blaze on million way. 5.15, they've been working for the sing for a little over an hour. fortunately, there were no injuries reported. firefighters say this is causing travel delays right near capitol square mall. so authorities say avoid the area, if you can. they're trying to get everything under control. it's california grapples with a homeowner insurance crisis. a state agency calling on lawmakers to help make changes. capitol correspondent eytan wallace brings us that story. >> homeowners insurance market in california is in deep, deep trouble. federal nava not mincing words about california's homeowners insurance crisis. nava is the chair of the state, nonpartisan little hoover commission and oversight agency in charge of providing policy recommendations to the legislature. the governor and most recently, california insurance commissioner ricardo, >> in the last year and a half

7 of the 12 major home insurance companies in california, includifg allstate, state farm and farmers insurance have either limited their business within the state or in some cases stop selling new policies altogether for homeowners living in some of california's most fire prone areas. that resulted in some californians struggling to find any insurance coverage and all a key requirement to carry a mortgage from home. for their part. insurance companies have said they have no other choice but to pause or stop selling policies out of concerns. they could face huge losses. should a major disaster like a wildfire destroyed homes and at-risk communities. but now the little hoover commission has released these policy recommendations, commissioners believe can help the state address the crisis we're trying to do with these recommendations say to the governor. >> the legislature into the insurance commissioner, here are some practical steps that you can take now. to provide some relief to homeowners and

moving forward to provide for a more stable insurance market for all californians among the commission's recommendations, one that would require insurance companies to incorporate a homeowner's fire mitigation efforts, one underwriting and setting rates. if you spend the money to make it on fire safe. >> and you do it based on a certain rules that have been accepted by the state of california and the insurance industry. >> to help reduce your another recommendation would allow insurance companies to incorporate the cost of reinsurance when setting rates. >> in a nutshell, reinsurance is often described as insurance for your insurance company. it's the process where your insurer can transfer at least part of risk to another company to help offset any potential losses. and then there's the recommendation to allow insurance companies to consider what's known as catastrophe. modeling with public oversight, which in a nutshell will allow them to factor in climate change and environmental risks. when setting prices. >> the ultimate goal is to get the insurance carriers can come in and compete, where they believe that there is enough certainty in

near the flooding is imminent or actually happening right here. sonoma county, santa rosa guernville for us. bill cotati winds are great and sebastien pull the whole deal. colgan creek reported moderate flooding today and that's near sebastopol. so that is the area with the concerns for flooding and that flood warning expires this afternoon at 2.30, along the water's edge. a high surf advisory continues for large breaking waves, 20 to 30 foot waves. now, these are not as big as a monstrous waves. we had earlier this week say last monday. nevertheless, these are very dangerous waves heading in our right toward the coastline, the strongest waves today. they'll start to abate tomorrow. start to abate on saturday before finding the advisory is allowed to expire on sunday morning. series of storms still heading in our direction. here we go.

forecast model friday. well, this morning you see the scattered showers and some snow in the sierra. that happens again overnight tonight into tomorrow. and even another storm on sunday. and then all of a sudden things change. high pressure starts to build in. it's going to be a beautiful start to the workweek and a beautiful end to the year of 2024, look at this. you can see the clockwise flow and the ridging he's pushing. all the storm is way up to the north. so that means we stay dry, although it'll be chilly in some of the inland valleys. but in the meantime, our rainfall totals for norhhern california starting today through sunday. this is cumulative as much as almost 3 inches in eureka. 4 tenths of an inch, though, in san francisco. so it's not that much coming through 4 tenths of an inch there and also down toward then and in the santa cruz mountains about 3 quarters of an inch, which is a rainier spot. forecast highs for today. much like the current temperatures, not

junior with the san francisco fire department live about how to protect you and your family. here's that conversation. >> marciano, did you respond to it? a lot of home fires this holiday season. good morning. thanks for having me. fortunately, school did not have a ton fires. there was a fire yesterday and also, unfortunately, a vehicle far that someone cares while driving. so are quite a bit of fires that go on during this holiday season. plus, why this message that you're giving us this morning is so important. okay. let's talk about the main causes of home fires during the season. so quite a bit fires do start through electrical. problems. some of those things are overloading outlets and putting too many plug-in devices into the alice, depending on where you live in the age of the whole. of course, they're still has a lot of older homes and some of

the wiring may be old or something to be aware if using power strip that's recommended. but it also is recommended to use a strip that is certified through agency similar to underwriters laboratories. another problem that we see is christmas lights that have frayed electrical cords. so all the wiring, maybe exposer cut up a free. so one thing we do ask folks to do is to just take a look at wearing when you put before you put it away that way, you will see that it's damage they should discard them. you know, be aware of not putting, for example, christmas tree near a heat source. so some of those sources could be a space heater. we recommend putting space heaters at least 5 feet away from the area. you, for example, going to be sleeping near or near christmas tree

and then the tree. if you going to have one national tree that is keep away from the fireplace. so those catch on fire very quickly. we were talking a little bit about christmas trees causing those electrical problems in the fact that at this point, some people's christmas trees are a little dry it out. is there any sort of recommendations that you have for? >> making sure people can make those trees last as long as possible. yes, so the recommendation is to make sure to water your tree daily. >> but we do say about this time of year, even going into the new year, they're starting to dry up big, been out for quite a while. and we check with your local garbage company to see if they have a recycling program. sometimes the boy scouts of america offer recycling services as so you have to check with your garbage company to remove it out of your home. we ask that just keep it away from any heat source and then water. it daily continually. all right. so i'm wondering if we're

pretty gutting ready for the holidays, what sort of maintenance needs to be done on your home? >> what should i be checking to make sure that i can lower the fire risk? >> another problem we ducey's is cooking. we have family gatherings. we see that folks are cooking in their ovens, but and people don't always clean their of so sometimes having drippings, the bottom of your oven can cause fire within compartment. so that's another thing general housekeeping. and then, of course, candles. hanukkah is also going on right now. so any live candles we recommend to either use battery operated candles or to be very vigilant. also with having pets around candles, they can potentially knock them over. so do. a lot of cars are basically accidental with grease fires on the cook top.

you do see that the greece does ignite and to have a fire extinguisher available. obviously calling 9-1-1 for a fire emergency and evacuating the home along with your family. obviously, we do see people trying to fight the fire before calling 9-1-1. and we tried to ask people not to do that. just color want evacuate and close the door. when you leave for ugly to keep the fire getting larger. so there are some things you can do. we ask people just be aware. some general housekeeping tips we want people to be safe at home. lieutenant now that we've made it through christmas, i'm sure you're protocols going to change a little bit as we approach new year's eve a whole new set of fire risks for that next holiday. >> yes, we do see some emergencies regarding fireworks and a large gatherings. so once against
