well, good friday morning to thank you for waking up with us. i'm reyna harvey. we start off very slick and wet. kathy trapped in the weather center tracking that forecast morning. cathy. >> good morning. it's very last friday of 2024. started out with an awful lot of rain overnight and gusty gusty winds. now things are starting to taper off diminish and actually seeing some peaks of blue skies in some areas. it's a mixture of sun and clouds in san francisco and it's just beautiful. actually. little bit of blue sky showing up now in that image. so what we've got going on is the rain overnight is diminishing and that is great news. as the rain starts to go away, we start to dry out. so it's going to be just a terrific chance to really enjoy some rain-free hours. i say hours because in the north bay, the rain starts again tonight. into one of the questions is how far south does the rain got? will probably see some showers

in the peninsula, but there are flooding concerns today, especially in the north bay. and there are concerns at the coast as well in the form of a high surf advisory. here's the flood alert. this is the area around santa rosa. windsor sebastien pool around. great 10 around for us. bill its concerns because the creeks and streams are so full and the soils are so saturated that the creek since james have risen and with all the rain from last night, it really put it over the edge. so cold colgan creek near sebastopol that's actually hit the flood of flood stage, medium flood stage. so that's a problem there. but if you drive around the areas where low lying areas of poor drainage areas near all the creeks and streams, you could see some flooding. so be careful. the roads are not only slick, but there could be some flooding that you would encounter as well. that warning expires today at to 30 in the afternoon. right along the water's edge. it's a high surf advisory 20 to 30 foot waves, not as big as we saw

earlier this week, but still very dangerous conditions at the water's edge beach erosion quite possible. and it's it's very dangerous to be walking on the beach or certainly dangerous to be swimming or surfing. in the meantime, here's a forecast model. it shows again a few more rounds of rain for us and snow in the sierra nevada. and then a ridge builds in. so we're in for some dry weather coming in say monday into tuesday. s the end of 2024. looks on the dry side. made it back to you for news. all right. let's talk about those flights. aaa predicting a peak travel day. >> this is a live look at sfo and we've been tracking those flight delays. look at that. 114 delays at sfo and one cancellation there. also in the east and south bay and oakland international. we've got 18 delays, 0 cancellations while san jose sits at 30 delays and 0 cancellations. we're going to keep you updated with these numbers throughout the morning and online. meanwhile, michael

7.9 million people were taken to the skies these last few weeks of 2024. and that's just my ticket. prices being up 4% this year, the average cost of a domestic flight $830. but some say it's worth it. if you are heading out this morning or this evening, well, they've got this advice. leave leave early right? have a safe trip. keep your holiday cheer in. officials say if you are traveling, arrive early, have your ids and boarding passes out and remember, no liquids over 3 ounces. and of course, pack your patience. and remember, always check your flight times to make sure it's not too late. that very latest here at sfo, michael thomas will send it back to you live in san francisco. all right, michael, thank you for that. breaking news overnight, a suspect wanted in connection with a carjacking in san francisco was arrested after fire sheriff deputies. >> this all happened during a pursuit in sacramento county last night deputy spotted a stolen car. they try to stop it. the suspect 34 year-old anthony hurtado fired several shots at deputies before surrendering peacefully. a

short time after fortunately, nobody was hurt. hurtado now faces multiple felony charges including attempted murder and is being held without bail. he's scheduled to appear in court on december. 30th. and on the first day of hanukkah businesses targeted hateful messages and settles a kroger's jacked moment. has that story. >> much of the graffiti has already been removed, but some of the as you can is still stayed into the paint of the exterior of this shopping center. many residents we spoke with today say they are shocked that this happened even though pointing out that this topic center has had its fair share of vandalism this year, a swastika and racial expletive plastered on the a plus math museum tutoring center. >> on christmas day, it was quite shocking. shocking for it to happen in this area or anywhere. marco's herrera took this photo by the time kron 4 arrived. it was god. san jose police telling kron 4 their hate crime unit is investigating the vandalism and whoever did it. they have

been recorded and this shouldn't be happening. so what's going on? how do how do reach out to the community? >> and to explain to people that this sort of behavior isn't acceptable. the graffiti happened in a popular east side. san jose shopping plaza. the swastika was painted here on the first day of hanukkah. the jewish community relations council bay area sent a % statement about the vandalism saying, quote. >> while we don't know this, vandals motive, we do know that california has seen an increase in hate crimes, motivated by anti-jewish bias. lot of writing some lot chasing ratings. i would call it the state speech type thing. >> and this man walking his dog apollo thursday morning. their typical weekday stroll interrupted by meaning it does another kind of speeches. we want to care ride on. the idea that i think so get not the part of this community, the san jose naacp also calling out the graffiti saying, quote, this incident occurred in an affluent community on the east side of san jose where political views often differ from the majority.

>> those responsible must be held accountable. san jose councilmember to make oak and ellis also called out the vandalism saying he's hopeful san jose police will catch whoever did. this man has been pretty daunting in the stadium, but many customers thursday say the vandalism is a sign of the times for the shopping center. people telling broken windows, vandalism and robbery comment been there for more than 6 plus months. and a camera finished getting her dogs gripped pet store. she tells us used to be an edible arrangements until they were targeted. they had been here. want to see maybe about a year or so. and then a cup and allies. i want to see twice. i think that's why they close to now. we have. i'm hoping that the commercial stay here for a while. hopeful something in this area will change soon. >> cameron says it's still a fun place to take your family. i just hope that it it's one off incident and it could tell anybody from coming coming here and enjoying the the the process. jack moment kron. 4 news, former forty-niners star dana stubblefield rape conviction has been overturned.

>> stubblefield was convicted in 2020 of a woman who interviewed to babysit his kids back in 2015, according to the victim's testimony, stubblefield allegedly locked her in a room in his morgan hill home pointed a gun before the rape. court on thursday that overturned rape conviction after police never searched home and then find any guns. prosecutors are saying the home was never searched because stubblefield is a celebrity and african-american stubblefield claims prosecutors uses raced against him. the court determined that that conviction was, quote, legally invalid. california's prop 36 recently became law increasing those penalties for certain theft and drug crimes numbers. as the ford has that story. the haight ashbury neighborhood is bustling this holiday season with shoppers and diners >> but it's also a popular target for criminals all the time. so. >> the front right now is currently wooden board because of people driving through the overnight. it happened 2 times

this and then we get stolen from all-time second street is a vintage retail shop that's been in business for 3 years. storm manager roman says the shop has lost an estimated $50,000 in merchandise. we have security and stuff, but it doesn't always. >> people really brazen in the past is coming in and gotten something walking out. it's really annoying over at kerry lane. another retail store is having the same issues. levine care, which i'm a lof. the assistant manager shows photos on her phone of a reoccurring thief. they never caught him or anything. he you know, he is. >> verbally assaulted us like he's like threaten the u.s.. she says it's not just about the looting. that's disturbing. its safety for her. and employees said that he was going punch if we try to stop him, you know, stuff like that and you never actually done anything. but, you know, he was he's obviously violet. >> the thievery has to stop, she says, but she doesn't know if prop 36 will help because

the times she's reported looting to the police, nothing was done. >> you know, i've seen how they handle that. you know, when prop 36 wasn't pass, but i'm not sure how that's going change. i don't know if they're response time is going to change or how they would crack down on and more. >> prop 36 allows felony charges and sentenced increases for certain retail theft and drug san francisco district attorney brooke jenkins says repeat offenders like over at kerry lane will now face felony charges. we have to have something. and this is about having a tool to really kind deal with folks who continue to be a problem in our system and in our neighborhoods. >> in a in a greater way. >> edwin flores, a sales associate at kerry lane is happy prop 36 is now law, but he also agrees with his manager about the response time from police and sometimes will be alone at the store. so we'll even more vulnerable.

>> well, engineers and santa cruz are still working to assess the damage of the war after a portion of it was wiped out dangerous. well, slam into the structure monday, causing 3 city workers to fall into the water. 2 of them were rescued by lifeguards. the others managed swim back to land officials urging tourists and beachgoers to be careful and avoid the area. >> well, what a difference. just a few hours makes my goodness. we had quite a bit

of rain overnight. really gusty winds. this image was all gray with the winds blowing just a few hours ago. and now look at that. what is this a little bit of blue sky? not bad. even the rain and the wind cooperating. so there's still a flood of were alert because of the rivers and streams in the north bay have been so swollen with all of the storms that have passed through all that rainfall and then the overnight rainfall that fell just added to it and cause some rivers to go over. so when you have a flood warning, that means that the flooding is imminent are actually happening actually happening and colgan creek near sebastopol. and you've got many areas around santa rosa, including windsor and forced lingering feeling great and so best to pull these areas are under the flood warning. so if you're driving anywhere near these rivers and creeks, be careful to could be some flooding. if you're driving in low-lying areas, areas of poor drainage, that is a concern. so definitely keep your eye out as you as you go this morning is set to

expire at 2.30 this afternoon. and at the water's edge starts up its 20 to 30 foot breakers. really huge. not as huge as last week. monday, but still we've got these impressive breakers causing dangerous conditions right at the water's edge. so local erosion could be happening and some sneaker waves could come on the beaches and the rocks and the jedi's and could really sweep someone off the beaches and into the cold water. and you don't want that. in the meantime, here's the forecast model showing a few more waves of precipitation heading toward us toward the bay area with some sierra snow as well. and then come sunday night into monday. look at this. it's a ridge. you start to see a clockwise circulation and the areas of low pressure that start to push up against it. i just nudged up to the north so that the rain doesn't get here. so if you like dry weather, just hang on till monday because the end of 2024 as we go from monday forward

looks to be dry with some sunshine future. rain totals across the bay area. starting now all the way through sunday. not terribly impressive. although santa rosa gets close to an inch in sodas, napa, half an inch vacaville 4 tenths of an inch for san francisco and about a 3rd of an inch in san jose. so with that little bit more rain coming but not a lot. so for saturday morning we've got the overnight rain with some morning showers. little bit more showery activity on sunday and look, there is your monday, the last monday of 2024. and then here is what's going to happen. the long-range outlook, the 6 to 10 day precipitation outlook looks dry. when you see these sort of tan colors, brown color that is drier than normal. so that's great news. i've got the 7 day forecast coming up in just a bit now. i kathy, thank you that. the year might be winding down but for team trump, the transition to the white house is in high gear. so that includes tech

washington, raquel martin, back to you. holiday shopping was up this year with plenty of shoppers making their purchases at the last minute. >> according to mastercard, u.s. retail sales rose 3.8% between november first and december. 24th the last 5 days of the season accounted for 10% of all holiday shopping. in-store sales went up more than last year. 3.1% increase online sales even want to even at a greater rate of 6.7% compared with the 6.3 rise last year. major retailers like walmart target and amazon ramped up promotions and high value during the competitive holiday season. in new york city, the world's largest menorah is lit for the hanukkah season. the festival lights was marked with lighting of the 36 foot menorah, dancing music, filled the air. and those in attendance celebrated the holiday. the massive symbol is just one of more than 15,000 public menores scattered across the world. thursday marked the beginning of

>> well, welcome back to the kron. 4 morning news. we've been tracking the forecast. kathy, it has been a wet 1, 1, and how long the reins can stick around. >> well, short term or long term, we've got several and who's to question reyna because already the rain is really tapered off. we've actually seen some clearing and even some blue skies and areas across the day. so it's beautiful hears now. tampa, pius, you see the winds there barely at the and then in the trees there, a cop mount tam, a pious. and here's a view of downtown san francisco. transamerica pyramid, some clouds and yes, some blue skies. so it's drier weather now. the rains have really dissipated and dry into the afternoon to that's how long it's going to be dry because you know what? we've got more rain on the way, especially in the north bay. it's going to be arriving late tonight into tomorrow. question is how far south does it get? maybe some

showers in the south bay, not a sure thing in the meantime, even though we've started to see some clearing flooding concerns continue for parts of the north bay and the surf continues to pound the coast of the pacific ocean. so here's a flood alert area. it's in sonoma county. it's santa rosa. its sub asked to pull its great and it's pet. rohnert park. it's windsor. and this is concerned for low lying areas and areas of bad drainage and areas near cleat the creeks because there's been flooding on the creeks and streams and rivers as more and more rainfall is accumulated. there's a lag and that rain does cause a weeks and rivers to really rise. so if you're heading in that direction, that's a big problem. also right along our coastline, 20 to 30 foot breaking waves, dangerous hazardous coastal conditions there. and now back maine for news. all right. thank you. get and san jose has been arrested for running a brothel out of a home. >> they say the man was taken

into custody last week brothel located on south 24th right near east santa clara street in the benita park neighborhood. police found 2 women inside the home. they recovered about $10,000 in cash. the man has been booked into jail. in developing news. a fire breaking out pretty early this morning at an apartment complex. this is in sales, a cedarville neighborhood. firefighters responded to the blaze on milling way at 5.15, they've been working that scene for over an hour. and fortunately, no injuries have been reported. firefighters say this is causing traffic delays in the area right near capitol square mall. authorities are asking you to avoid the area. time is now 10 32. and as california grapples with a homeowner insurance crisis, a state agency is calling on lawmakers to help make changes. capitol correspondent eytan wallace has that story. >> homeowners insurance market in california is in deep, deep trouble. federal nava not mincing words about california's homeowners insurance crisis. nava is the

chair of the state, nonpartisan little hoover commission and oversight agency in charge of providing policy recommendations to the legislature. the governor and most recently, california insurance commissioner ricardo, >> in the last year and a half 7 of the 12 major home insurance companies in california, including allstate, state farm and farmers insurance have either limited their business within the state or in some cases stop selling new policies altogether for homeowners living in some of california's most fire prone areas. that resulted in some californians struggling to find any insurance coverage at all. a key requirement to carry a mortgage from home. for their part. insurance companies have said they have no other choice but to pause or stop selling policies out of concerns. they could face huge losses. should a major disaster like a wildfire destroyed homes and at-risk communities. but now the little hoover commission has released these policy recommendations, commissioners believe can help the state

address the crisis we're trying to do with these recommendations say to the governor. >> legislature into the insurance commissioner, here are some practical steps that you can take now. to provide some relief to homeowners and moving forward to provide for a more stable insurance market for all californians among the commission's recommendations, one that would require insurance companies to incorporate a homeowner's fire mitigation efforts, one underwriting and setting rates. if you spend the money to make it on fire safe. >> and you do it based on a certain rules that have been accepted by the state of california and the insurance industry. >> to help reduce to prevent another recommendation would allow insurance companies to incorporate the cost of reinsurance when setting rates. >> in a nutshell, reinsurance is often described as insurance for your insurance company. it's the process where your insurer can transfer at least part of risk to another company to help offset any potential losses. and then there's the recommendation to allow insurance companies to consider what's known as

catastrophe. modeling with public oversight, which in a nutshell will allow them to factor in climate change and environmental risks. when setting prices. >> the ultimate goal. all right. we've got some breaking news to bring you, california governor gavin newsom make an important announcement regarding public safety in oakland. let's listen extreme. pursuit policy here in oakland, pursue that suspect. this is an outlier in the state of california. it may be an outlier in the united states of a america. it's an extreme outlier in the state of california. and so we need to see this pursuit policy change in july, i wrote a letter to the police ission wrote a letter to the city council wrote a letter to local leaders, the mayor at the time requesting some common sense not going back to an extreme or not looking for know, binary here. trying take best practices across the state for that matter. across the nation. it's been a decade now since that policy was rivard, it and

to update in september, the police commission have that opportunity to do so in the decided not to do it. we need to see that policy changed. this commitment from the state can't continue unless we see commensurate changes with our partners here in oakland. this partnership has been extraordinarily successful. and it's a partnership that is not just exclusive to law enforcement. this partnership is much more comprehensive than i want to just remind everybody of that. this is not a law enforcement only engagement in oakland or for that matter. alameda county, quite the contrary. caltrans commitment at 10 point specific plan that we put out in july and beautification. on state investments to deal with quality of life, to support. our local nonprofits continues to this day. it's not exclusively a law enforcement. posture only that said the law

enforcement component has been critical. not only the supplemental as it relates to the quadrupling again of this initiative, but also the work that the deputy commissioner highlighted as relates to the flock cameras. those 480 flock cameras went up. she noted in record time 290 of them are within the city jurisdiction in oakland, about 190 of them on state. right. araiza jason to the city. oakland, you've already seen the benefits of those cameras and you've also seen the protocols that are in place as it relates to concerns around privacy and how those cameras are utilized as it relates to a t supporting law enforcement. but we also saw what the voters expressed and pretty. clear terms. they want change. they're demanding chenge. there's no longer an alameda county district attorney. no longer mayor interim mayor here in oakland. the voters have spoken. and we need to

see the change. but the people of oakland. folks here in alameda county deserve and we are prepared to continue to support those efforts. but we need to see commensurate performs locally. i want to thank president adams here the double acp for their extraordinary clarity. and support of these efforts for calling us all out. for calling us to a higher level of commitment to the bishop for doing the same, demanding more of the state. them anymore. all of us in advancing this partnership. also want to call out too council members that are here. houston yank its thank you for being thank you for stepping up. thank you for having our backs. thank you for having backed this partnership for some time. thank you for your

commitment and resolve to to see what you too can do to help advance this broader effort and need and desire to see the kind of change that all of us are expecting here in oakland proud of the city. i grew up a stone's throw away. when i was mayor of san francisco, we looked across the bay and the at oakland used to call it the brooklyn. the bay. and that was deep complement. the number of businesses that were coming to downtown oakland, the revitalization of neighborhoods, restaurants, the culture, the artistic expression. this is a spectacular city. it remains a spectacular city. but it's lost its way a little bit lost a little bit of confidence, but we can revise that that sense of spirit and pride is all about community. and that's why i'm here to sort of really invigorating that sense of optimism and possibility

back in to oakland. but it starts foundation, with public safety. it's at a tipping point. we were just talking. biden made the point. how many businesses are today deciding what to do tomorrow? next quarter next year. are they going renew their lease? they need to see change. now they need to see monster bowl resolve and they see need to see this partnership advance. but in return, that partnership require us that local change and local support. so that's why we're with gratitude and appreciation for the progress to date. and i'll just close with deep regret to depreciation for the men and women in uniform to the california highway patrol and behalf of commissioner gary on behalf of deputy commissioner. thank you guys. all the extraordinary work you guys do

high-pressure and that brings dry conditions. cool. overnight lows and plenty of sunshine as we head toward the end of this year. can't think that. >> well, your health this morning, the most the time of the year can also be a very difficult one. well, dealing with stress are preparing for the perfect family. get together all the shop and you gotta do or just being alone. jon travel, i would talk to doctor is white with some guidance on your mental health. take a listen. >> dr. i'm so glad that we're talking about this because oftentimes we really just talk about, you know, the excitement of the holiday season. but this time of year can be really tough for so many of us. >> good morning rain and john. hope you had a good christmas. yes. stare. happy holidays to all of you celebrating hanukkah, christmas and kwanzaa and all the things. thank you so much, doctor. so can you tell us, let's start with what seasonal depression is. yes. so it's also called seasonal affective disorder. and it's a type of depression that's characterized by what

we call a recurrent seasonal pattern means that say some people actually getting in the summer, but they are way less usual. most commonly people experience it in the winner. and it's usually associated with less light. so there's not a good assessment of exactly what causes they were still studying this. you know, it's the brain. so still learning more about it. but we know that it has to do with the night and how some people process light. and so for most people, a happens in the winner. interestingly, more women experience it than men. and so, yeah, it's it's associated with depression like symptoms, dr, white. would you say that especially as we move into the holidays, this can really trigger a lot of people, seasonal depression, that stress and that that pressure to, you know, show up. >> yes, and so stress is definitely a triggered stress is a trigger for pretty much every mental health disorder and for a lot of physical illnesses as well. but also the weather changes the cold. that blue minutes. >> i remember for me when i

moved to seattle, i didn't drink coffee before that. even though i'm from jamaica where the best coffees on stat, rain and grain, us. just how do you feel? he had me feeling sleepy. and so the stress is definitely there. you know, the pressures, the financial concerns out of that, the cold, gloomy weather. so we're not going outside and getting as much sun as we normally would. and also for some people reduced physical activity. if you're like me, you're most people are less physically active in the winner because, you know, going outside is putting on the coat boots and a scarf and all of that. but because of the reduced pace, connectivity to stress some social isolation as well. because, again, we're not interacting with people as we normally would, because we're not going outside as much so social isolation can also be a risk outlook. so common signs that you might be experiencing this. so like regular depression, people often feel like a sadness or, you know, moved. they also feel less interest or pleasure in activities that you once

enjoyed. so, you know, if you used to hang out or go to dance class or whatever, and it feels more of a slog to get there changes in appetite or weight. so some people either eat more. some people eat less. and of course, the weight response to that not being able to sleep as well. so some people just feel sleepy all the time. so sleeping all the time were sleeping too little. also fatigue or low energy levels. so everything just feels like it's just hard to do. the last 2 are about concentration or focus. so depression often has us feeling like it's hard to concentrate on something part, to focus on what we're trying to do as well as some people feel worthless or hopeless in terms of feeling about themselves. they'll feel like, you know. the world is on me. it's hard to get through and some people can feel need for self-harm or desire to in some way. but that's usually in the

extreme, you knor white. one of the reasons i'm so glad we're talking about this is i feel like people can really feel like they're just going through this all by themselves and realizing that this is just generally a hard time of year for a lot of people, whether you're spending the holiday alone, whether it's seasonal depression. >> whether it's family pressures, what's your advice to someone who just needs to take care of themselves this holiday season? >> yes, and i do want to re sure everybody that millions of people experience experience that so you're not alone. and if you experience the symptoms for more than 2 weeks, it's important to seek help because dot its the two-week mark in which we start to think that this might be a clinical condition. so how can you take care of yourself, want to stay connected again? just spend time with loved ones. even virtually. all right. so do it by tax facetime. i video get sunlight. this is so so important because a lot of the

depression in thwinner is leading to that lack of sunlight. so we often suggest that people get some light on their face in the morning and that actually helps with sleep. so if you don't want to go outside, have your morning coffee by a window so that the sunshine is on your face. set boundaries. you can say no to invites. you don't have to go to everything. at the same time. don't isolate yourself. so find a healthy balance of that. not feeling so much pressure to do everything while at the same time. not isolating yourself, exercise and eat well now. yes, it's the holiday season. so yesterday, like everybody else, you know, i had carb coma at some point because eating. a lot, which is not necessarily always eating well, but make sure you get a lot of fruits and vegetables, get some physical activity. and even if you don't want to go outside of the lie still. so just going outside and getting sunshine and air on your face moved during the commercials, a city. if you're watching football during the holidays during the breaks, get up to some movement

stretch. do something that makes your body move. and then whatever it is that you like to do for relaxation or mindfulness or any activity. that brings you, joy, whether it's crafting you know, your crow say or you like to create things doing would work. what ever thought is that brings you? >> joy, do as much of that as possible, but also carve out some time to just relax. you can't do nothing. a lot of people find it hard to do not think takes to 3 days on a vacation to actually relax a practice because that relaxation is really important. lastly, keep her routine. so, you know, during the holidays, we often sleep and we go to bed later and that this regulates our body. so try and maintain some stability in your routine during chaotic season. and the other thing take vitamin d so biden mean the is and that's linked to the sunshine that i talked about out. that's a way
