cancellations potentially impacting holiday travel plans. thanks so much for joining us here on kron. news at noon on stephanie lin. >> let's talk a bit about our forecast now as we take a live look outside at our mount tam camera there. good that like you there and looking a bit overcast. let's check in now with kron 4 meteorologist kyla grogan for more. hey there. yes, you can see behind me in san jose. also overcast definitely to gray clouds winning there. but there are pops of sunshine. >> in and around san francisco and in the north bay right now. so we're getting there. but as you can see in san jose, we have dried out, but we do still have some cloud cover. same story really all across the bay area. you don't see much on the radar at all. but we're still hanging on to some of those clouds. and the reason for that as we zoom out here, you start to see the bigger picture, which is that there is that comma shape system that low pressure with a bit of a tail there

indicating kind of atmospheric river moisture stream still kind of bringing some of that into the pacific northwest. and some of those clouds are spilling over and heading towards the bay area. having said that, we should stay relatively dry today. tonight, a different story. we'll talk about that in a second. but look what we picked up in this last system that just moved through last night to point to 9 inches in mill valley really over performed their 1.2 in santa rosa. hey, we're just under an inch a little over 8 temps oakland. you can see just about 7 tenths there in san francisco and san jose about 3.10. so obviously it was widespread and we all got a little bit of rain from that little too much rain in the north bay, which is why we are under this flood warning. this is for our creeks and streams between basically windsor and heading down towards rohnert park. some of these have started to take on rain because of the excessive rainfall. then it kind of drains into these creeks and streams. they begin to rise and they can rise over their just be very careful if you see things are blocked off, it is probably for very good reason to make sure you're not driving through any water or you kind of can't see how deep it is. my rule of thumb is if you can see that line on the

road, you really don't know how deep it is. all right. let's go through today. so it is going to be just a mostly cloudy day there with a few breaks here. and there as we get into the evening and take you to 6 o'clock. we stay dry. but then as we get later into the night, about 9 o'clock notice, the unsettled weather kicks up and in the overnight hours we will see some showers move through. now, the bulk of this will fall in the north bay. but it does mean there's a chance everywhere. so we wake up tomorrow, little bit soggy and certainly cloudy as we head into our saturday. not a whole lot of rain from this. the bigger totals, as i mentioned, the north bay up to about a quarter of an inch. everyone else really not registering a whole lot. but of course, we have more after but let's talk about where we are today live look from the east bay. and you do have those lowered clouds that are out there, obviously indicating that we are still going to have a bit of that overcast situation. temperatures, however, are a little bit above average. we should be about 57 degrees this time of year for our high in san francisco. and you can see we're already up to 59 low 60's. as we look at oakland, san jose is just popped up to 66. so they are well above

where they're supposed to be today. but for the most part, we should be looking after temperatures in the upper 50's and low 60's and that will be the story as we head across our weekend. i'll be back in just a little bit. we'll talk more about what the rest of the weekend hold and i have a better 7 day forecast for you looking good next week. alright, looking forward to that. thank you, engineers. meantime, continue their inspection today. days after a major section of the santa cruz wharf collapsed into the ocean. >> dangerous well slammed into the structure monday, causing 3 city workers to fall into the water. 2 of them were rescued by lifeguards. the other person managed to swim back to land. officials are urging tourists and beachgoers to avoid this area as debris continues to wash ashore. in the south. bay businesses targeted with hateful messages and eastside san jose growth was jack moment has reaction from customers and community leaders. >> swastika and racial expletive plastered on the a plus math museum tutoring center on christmas day. very, very shocking for it to happen

in this area or anywhere. marco's herrera took this photo by the time a crowd for arrived. it was god. san jose police telling kron 4 their hate crime unit is investigating the vandalism and whoever did it. they have been recorded. how do reach out to the community? >> and to explain to people that this sort of behavior isn't acceptable. the graffiti happened in a popular east side. san jose shopping plaza. the swastika was painted here on the first day of hanukkah. the jewish community relations council bay area sent a statement about the vandalism saying, quote. >> while we don't know this, vandals motive, we do know that california has seen an increase in hate crimes, motivated by anti-jewish bias. lot of writing some lot chasing ratings. i would call it the state speech type thing. >> and this man walking his dog apollo thursday morning. their typical weekday stroll. interrupted is another kind of speeches we want to right on idea that i think so get not the part of this community. the san jose naacp also calling out the graffiti

saying, quote, this incident occurred in an affluent community on the east side of san jose where political views often differ from the majority. >> those responsible must be held accountable. san jose councilmember to make oak and ellis also called out the vandalism saying he's hopeful san jose police will catch whoever did. this man has been pretty daunting in the but many customers thursday say the vandalism is a sign of the times for the shopping center. people telling broken windows, vandalism and robbery comment been there for more than 6 plus months. and a camera finished getting her dogs gripped pet store. she tells us used to be an edible arrangements until they were targeted. they had been here. want to see maybe about a year or so. and then a cup and a i want to twice. i think that's why they close. and now we have. i'm hoping that the commercial stay here for a while, hopeful something in this area will change soon. >> cameron says it's still a fun place to take your family. i just hope that it it's one off incident and it could tell anybody from coming coming here and enjoying the the the

process in san jose. jackie moment kron 4 news. more than a dozen people in the south bay. jose. firefighters responded to the blaze at a cedarville joe, not a neighborhood apartment complex. >> on the 2500 block of game leeway. heavy smoke could be seen from the first floor of the complex around 05:20am. that fire was contained and knocked down about an hour later. the damage is leaving 10 adults and 4 children without a home. no injuries reported. the cause of the fire remains under investigation. police arrested a suspect wanted in connection with a san francisco carjacking. the man is also accused of firing a sheriff's deputies during a pursuit in sacramento county last night, deputy spotted a stolen vehicle and tried to stop it. the suspect a 34 year-old anthony hurtado fired several shots at deputies before surrendering peacefully. a short time after investigators say no one was injured. hurtado faces multiple felony charges, including attempted murder. he's being held without bail and is scheduled

to appear in court on december. 30th. happening now, the alameda county sheriff's office is searching for a missing man. take a look at the picture on your screen. o'brien melo was last seen leaving his sister's home in san lorenzo on december 14th. deputies say miller was without wearing this red spiderman hoodie matching sweat pants and white shoes. police say he has tattoos that say cal bear and humboldt on his calf. if you seen him, please contact police. in the east bay. police in oakland are investigating a burglary at a lucky grocery store. this is a picture of the aftermath. investigators say the suspects rammed into the store on mountain boulevard thursday morning. anyone with information is asked to contact oakland police. and close to a dozen vehicles are now damaged after a massive pot hole opened up in oakland. chp is incident logs says the pothole was about 8 to 12 feet wide and spanned an entire lane. multiple lanes of the

interstate were shut down near the oak street on-ramp before repairs. the hazard caused flats to 10 to 12 vehicles. according to an update around 06:00am the damaged cars were moved off the road for assistance. the way this afternoon was take a live look now at san francisco international airport. a number of plans out there. aaa says today will be another busy day at the nation's airports right now. flight aware is reporting 154 delays and one cancellation at sfo. it was michael thomas was there earlier this morning. checking in with travelers as they headed to their destinations. >> it is said to be one of the busiest travel weekends for this holiday season. you can see behind francisco international airport as people return home from christmas and head out

for new year's. and this mom and daughter duo of the bay area. well, they say they plan to keep that holiday cheer going all the way on the plane can did you make this to make it? no, i wish i could morning. we're going to knoxville, tennessee only well. it is busy sfo. officials say it's been busy. in fact, by next wednesday, they predict about 6.3 million travelers will pass through sfo since thanksgiving. and that's an uptick of about 15% from last year. so how are travelers feeling about the pact airport? nationwide. aaa is predicting 7.9 million people taken to the skies these last few weeks of 2024. and that's just my ticket. prices being up 4% this year. the average cost of a domestic flight $830. but some say it's worth it. and if you are heading out this morning or this evening, well, they've got this advice. leave leave early right? have a safe trip. keep your holiday cheer in. officials say if you are traveling, arrive early, have your ids and boarding passes out and remember, no liquids over 3 ounces. and of course,

capitol correspondent eytan wallace has the story. >> homeowners insurance market in california is in deep, deep trouble. federal nava not mincing words about california's homeowners insurance crisis. nava is the chair of the state, nonpartisan little hoover commission and oversight agency in charge of providing policy recommendations to the legislature. the governor and insurance commissioner ricardo, >> in the last year and a half 7 of the 12 major home insurance companies in california, including allstate, state farm and farmers insurance have either limited their business within the state or in some cases stop selling new policies altogether for homeowners living in some of california's most fire prone areas. that resulted in some californians struggling to find any insurance coverage at all. a key requirement to carry a mortgage for a home. for their part. insurance companies have said they have no other choice but to pause or stop selling

policies out of concerns. they could face huge losses. should a major disaster like a wildfire destroyed homes and at-risk communities that but now the little hoover commission has released these policy recommendations, commissioners believe can help the state address the crisis we're trying to do with these recommendations say to the governor. >> the legislature into the insurance commissioner, here are some practical steps that you can take now. to provide some relief to homeowners and moving forward to provide for a more stable insurance market for all californians among the commission's recommendations, one that would require insurance companies to incorporate a homeowner's fire mitigation efforts, one underwriting and setting rates. if you spend the money to make it on fire safe. >> and you do it based on a certain rules that have been accepted by the state of california and the insurance industry. >> to help reduce to prevent another recommendation would allow insurance companies to incorporate the cost of reinsurance when setting rates. >> in a nutshell, reinsurance is often described as insurance for your insurance

company. it's the process where your insurer can transfer at least part of risk to another company to help offset any potential losses. and then there's the recommendation to allow insurance companies to consider what's known as catastrophe. modeling with public oversight, which in a nutshell will allow them to factor in climate change and environmental risks. when setting prices. >> the ultimate goal is to get the insurance carriers can come in and compete, where they believe that there is enough certainty in california's market that they are willing to come back in and make investments and provide policies to people who are going to get the scripts during an interview with us over the summer insurance commissioner. lot of spoke to us about his insurance reform plan. the department of insurance recently responded to the little hoover commission with this letter indicating lot as plan includes several of their recommendations. once we have these reforms in place. >> more companies are going come back into the market and one-party state. >> and the timing is still up

in the air, but a lot of hopes his reforms take effect sometime early next year. les tom wallace kron 4 news. >> well, 17 this afternoon live look outside at walnut. create quite a few cars out there and a big gray as well. kyla. that's right. little gray out there. we also have some danger out at the coast said it wanted to make sure everyone's we've been talking about this last few days, but if you look to the north, you can see some of those wave heights right now from the swell that 22 feet high. now, not quite as high as we move in towards the bay area. you can see here off the coast of point raise about 12 feet. but that is to say that we are still under this high surf advisory and it does go into the early morning hours of sunday. so we could potentially see waves that are 20 to 30 feet high. and depending on the topography of the beach that you're at, you could be in real danger of a sneaker wave, kind of rolling up and knock you off your feet into very cold, very unpleasant water. so just a heads up. if you can avoid the coast for the next couple of days, that's the best idea if you must be there, make sure you never turn your back on the ocean and are very aware.

this is a live look at the golden gate bridge. different view than we're used to seeing. but these are the toll plazas. and you can see where we've got a little bit of blue breaking through and san francisco. plenty of clouds out there, too. right now stormtracker 4 showing you that things are relatively quiet. so we have moved away from the rainy weather, the drizzly weather that we kind of had throughout the night. and now as we take a look here in the bigger picture, you can see where we have this low pressure that is to our north and west. but there is high pressure to our south and that is trying to nudge in and build a little bit of a ridge. ultimately that will be successful once we get into next week. but until then, we're kind of stuck with some of this drizzly weather that's going to roll through the weekend. so as you can see, our rain chances over the next 7 days here, obviously way up as we get into our saturday and sunday and then things really start to calm down as we get into next week and get into the new year. so as we take a look here, futurecast, this is what's coming our way as we get into tonight and tomorrow morning to wake up a little soggy. here is a little bit of shower rolls through. and then as we get into sunday

again, this is sunday morning and you can see the next it coming through. i think that one's going to be a heavier of the 2 between what happens saturday. what happened sunday little snow with that one for this year as well. but then by monday, now we start to see that ridge take shape. and when that happens, it shoots any weather to the north of us. so tonight, looking out for about a quarter of an inch of rain in the north bay. and then if we add to that, what's going to happen over the weekend, you can see that the rest of the bay area starting to pick up about that quarter of an inch. and then we're going to say, ok, bring it up to almost an inch in the north bay. when you add that quarter that we back to other 3 quarters of an inch of rain for the north bay. so it's a little soggy. we're going to have to pick our moments, right? had to pick our moments in between the showers. so as you can see, we do have the chance of a shower there saturday overnight into sunday. some morning rain. they're getting better sunday afternoon and evening next week. looking really nice, albeit a little cool in our overnight. so right now that new year's eve forecast looking pretty good. all right. some good news there. thanks so much. a cause of the annual celebration of african-american culture kicked off this week in

your around. >> retailers are blaming porch pirates for raising shipping prices. tens of thousands of retailers plan to add an extra charge to order as shipping insurance. that extra charge helps them reimburse customers for lost or stolen packages, including those taken by porch thieves. certain retailers are moving to make those charges. mandatory. the christmas tree recycling kicked off in san francisco workers making stops all around the city to pick up those trees, all decorations, tinsel and stands should be removed and important to note here that artificial trees will not be picked up. >> so make sure you put those trees out by tucker next to your garbage bin so we can pick them out is a free program during that time frame. ends on january. 17th. so please ensure that you put your christmas trees out. important to keep our streets

>> governor gavin newsom announced today plans to expand chp presence in the city of oakland. he shared details in a press conference. watch this. >> the reality is, however, we're at a point and inflection. >> well, the interim mayor of oakland, nikki fortunato bas responded to newsom's announcement saying, quote, i applaud his decision to extend the california highway patrol's partnership with the oakland police department into the new year and welcome the advice and counsel of his team. for your money starting january first, a new state law bans banks and credit unions from charging customers fees when withdrawals are declined due to insufficient funds. the bill signed by governor newsom is aimed at protecting consumers from junk fees that

are always willing to vote for in champion. good ideas. >> this committee is a top priority for president-elect donald trump. he says the goal is to have its were complete by july 4th, 2026. for now in washington, raquel martin, back to you. >> week president biden signed 50 bills into law, one backed by paris hilton for tax teenagers living in residential treatment facilities. another sets anti-hazing standards on college campuses. another prevents members of congress from collecting pensions if convicted of crimes related to public corruption. biden also signing a bill making the bald eagle, the national bird of the u.s.. the federal government had never designated an official bird until now. a big push for the incoming trump administration focuses on mass deportations. news nation's ali bradley brings us an interview with the president-elect so-called border czar. >> president elect trump's border czar tom homan telling us that when it comes to these

right now. 45 degrees. also some pretty nice temperatures here in south lake tahoe. they've been a bit breezy so out of the south at 18 miles per hour down at the surface, up in elevation, some spots have actually been pretty windy up there and things are starting to wind down. as you see on storm tracker 4 here, the radar kind of showing this as it's pulled back and we're finally getting a little bit of that blue sky that is out there. so that's why you're seeing that in and around tahoe right now in those live pictures. so what do we have left to pick up? well, not a whole lot tonight, right? to see a few inches. but then by the time we add in 2, what's going to come through sunday into monday morning. now we're seeing a few more so they do have a little bit more pick up over the weekend. it got me thinking about the snow pack and where we're at because we've had a pretty good season so far and you can see here in the northern sierra 180% of normal. that's where we're at central that 99% a little less and southern tier there. 83% overall. it's about 119%. that's great news for this time of year. of course, it's always a moving average rate. so we have to just see how we go over the next month or 2 before we can really call it

of miles to kazakhstan, but the plane never made it to its destination. of course, the last moments of the plane in the air all got captured on video and footage shows pieces of the plane scattered on the destroyed in total. 38 people died in this crash. will 29 others on board survived reuters sites for sources who say russian air defenses downed the plane and some reports describe a russia diverted the plane from its airspace and j and its gps system. investigators say it will take about 2 weeks to analyze the black boxes found at the crash site. but investigators may 0 and on holes seen on the tail after the crash. whether or not this plane got mistaken for a ukrainian drone still remains officially unknown. but one of the sources who spoke to news nation says that if comes true and investigators find that out to be true, once again shows how reckless russia has been during this ongoing war in europe in washington, d.c., on tom dempsey, news nation.

pretty warm. there are at 63 and oakland, 60 to pittsburgh in francisco. 59 and head up to the north bay. every city in the low 60's in most spots of the sonoma. they're a little chilly at 55. so probably hanging on to a little bit of fog. there. wind is calm down. get a little breezy last night. word about 14 miles per hour. we have that onshore flow. not expecting the wind to kick up again today, but we are going to see some showers later today was really the overnight. this is about 9.30, cca chance rate or 2 popping up. then we get into the overnight hours. you start to see this is 03:00am early morning hours. some of that moving to the north bay, a shower or 2 coming through and then tomorrow we remain unsettled. and then here comes early morning sunday when we get another hit of some showers, i think that we could be the bigger hit of them that rolls through on sunday morning. and then we finally clear out and this time it holds for a little bit, everyone. so as we get later to the day on sunday, we'll start to see that weather improve. here's the rain that we're going to pick up as we get into the overnight tonight. you can see about a quarter of an inch in the north bay. not a whole lot for everyone else. then we get into the overnight saturday

into sunday morning. that's when we have the bigger push where we could see more of that rain making it across the bay. and so parts of the east bay, south bay getting in on about a quarter of an inch of rain. and then of course, we add another 3 quarters of an inch there almost up in the north bay. so i want to say this that as we look at the 6 to 10 day precipitation outlook. so this is looking ahead into next week. so you think january first through 5th and you look across the country here, you can see if we bring it out over to the west coast. we are expected to have drier than normal conditions that what that translates to is that we will start to see things dry out, not just for a day, not just for an afternoon before stretch of days where we can actually get some meaningful drying because obviously we've had some really soggy, soggy weather. also, mentioned we still have that northwest swell that has come in and that has left seth with a surfeit visor e so high surf expected through the weekend. we could see some of those waves get up to 20, even 30 feet. so that with that has a lot of danger. so please be very careful if you have to be at the coast. this does go through sunday morning. so
