the message from governor gavin newsom today as he extends the chp presence in the east bay. thank you for joining us here on kron for to i'm justine waldman. our top story today is the rain in the forecast. so we'll take a live look outside right now. so we can see what's going on. >> cross the embarcadero right now can't really see anything from this camera. that's how great is out there. all right. it might be raining right now. we're gonna see how much longer it's going to area moment if ever i saw i'm sure there was a picture there and now it is gone. that happens with our fog or clouds. >> live look here at san jose. i've got some buildings to show you. and even a little bit of blue sky that's trying to break through in parts of the bay area. starting in san jose. you can see here where we're looking good on the radar. we have dried out all across the bay right now. not really any rain to speak of. unfortunately. that's not gonna hold, though, as we head towards our weekend. >> in fact, we have a few more showers that are coming our

way tonight. but it is going to be later tonight. should get home, ok? but you can see how little bit of undisturbed action kind of rolling right across here. and as i zoom out, you can put your eyes to the north and the west and you see that comma head shape that classic comma head. that is a low pressure system. you see that moisture trail right here and that is what's helpingsto feed some of this. and notice 70's clouds are kind of spilling over a little bit of a ridge, which is some high pressure to the south of us trying to help us how it so we're kind of in between these 2 pressure system. so that means we're still gonna get a little rain this weekend. what we got, though, in the last system last night to point to 9 inches of rain in mill valley. really impressive 1.2 in santa rosa. hey, we're just under an inch. oakland about a 10 san francisco just about 7 tenths, the san jose little bit over a quarter. so it was widespread, but certainly mostly concentrated up in the north bay. here's a live look from the east bay hills. and you can see those clouds are out there. temperatures have been a little bit above average today we're seeing at 58 in san francisco average in san francisco this time of year. by the way about 57. so

we're close oakland in the 60's. we're at 66 and had san jose. we've really warmed up there and then you can see low 60's in livermore, napa and santa rosa out at the coast where we do still have that high surf advisory just sitting at 59 degrees. all right. so let's talk about tonight and what we can expect. some of these showers to roll in cloudy skies. 5 o'clock. you get home, ok, about 8 o'clock. we see a little chance of a sprinkle coming into the north bay. little unsettled is that overnight? you see this is mostly stay to the north of us. this is really early morning on saturday, but it still brings a few showers and most likely a north bay kind of a thing, right? so tonight expect about a quarter of an inch in the north bay. everybody else not really getting much of anything, but there's more to come as we get into the weekend. i'll have those details and we'll also talk about that high surf of i advisory straight ahead. all right. going to take a live look now at san francisco international airport is aaa says today will be another. >> they see day across the nation's airports right now flight aware is reporting 176 delays and one cancellation at

sfo kron 4 s michael thomas checks in with travelers as they head to their next holiday destination. >> it is said to be one of the busiest travel weekends for this holiday season. you can see behind me here at san francisco international airport. people are already you're standing in line to drop off their bags and get through tsa. so if you are heading out today, you may want to arrive early because it's not just you hitting the skies. last week of 2024. is going to be a busy one for san francisco international airport as people return home from christmas and head out for new year's. and this mom and daughter duo of the bay area. well, they say they plan to keep that holiday cheer going all the way on the plane can did you make this to make it? no, i wish i could morning. we're going to knoxville, tennessee only well. it is busy sfo. officials say it's been busy. in fact, by next wednesday, they predict about 6.3 million travelers will pass through sfo since thanksgiving. and that's an uptick of about 15% from last year. so how are travelers feeling about the pact airport? thank

arrested a suspect wanted in connection with a carjacking in san francisco after this person allegedly fired at sheriff's deputies who are pursuing this person in sacramento county. last night, deputy spotted a stolen vehicle and attempted to stop it. the suspect 34 year-old anthony do fired several shots at deputies before surrendering. one was injured. and now he faces multiple felony charges, including attempted murder and is being held without bail. in the south end apartment fire displaced. more than a dozen people. san jose firefighters responded to this blaze at an apartment complex and kenley way located very close to i-680, heavy smoke could be seen from the first floor of this complex at about 5 o'clock this morning. the fire was contained to knock down about an hour later of the damage, leaving 10 adults and 4 children without a home. no injuries reported the cause of the fire remains under investigation. during hanukkah, several businesses were targeted with hateful messages in san jose, including a swastika and

racist language that was plastered in front of a tour, a facility kron four's. jeff moment has the story. well, moment has the story. well, much of the graffiti has of the as you can is still states into the paint of the exterior. >> of this shopping center, many residents we spoke with today say they are shocked that this happened even though pointing out that this topic center has had its fair share of vandalism this year, a swastika and racial expletive plastered on the a plus math museum tutoring center. >> on christmas day, it was quite shocking. shocking for it to happen in this area or anywhere. marco's herrera took this photo by the time a crowd for arrived. it was god. san jose police telling kron 4 their hate crime unit is investigating the vandalism and whoever did it. they have been recorded and this shouldn't be happening. so what's going on? how do how do reach out to the community? >> and to explain to people that this sort of behavior isn't acceptable. the graffiti

happened in a popular east side. san jose shopping plaza. the swastika was painted here on the first day of hanukkah. the jewish community relations council bay area sent a statement about the vandalism saying, quote. >> while we don't know this, vandals motive, we do know that california has seen an increase in hate crimes, motivated by anti-jewish bias. lot of writing some lot chasing ratings. i would call it the state speech type thing. >> and this man walking his dog apollo thursday morning. their typical weekday stroll interrupted by meaning does another kind of speeches. we want to care ride on. the idea that it ok at this. i'm not the part of this community. the san jose naacp also calling out the graffiti saying, quote, this incident occurred in an affluent community on the east side of san jose where political views often differ from the majority. >> those responsible must be held accountable. san jose councilmember to make oak and ellis also called out the vandalism saying he's hopeful san jose police will catch whoever did. this man has been pretty daunting in the but

many customers thursday say the vandalism is a sign of the times for the shopping center. people telling broken windows, vandalism and robbery comment been there for more than 6 plus months. >> and a camera finished getting her dogs gripped pet store. she tells us used to be an edible arrangements until they were targeted. they had been here. want to see maybe about a year or so. and then a cup and a i want to twice. i think that's why they close. and now we have. i'm hoping that the commercial stay here for a while. hopeful something in this area will change cameron says it's still a fun place to take your family. i just hope that it it's one off incident and it could tell anybody from coming coming here and enjoying the the the process in san jose. jackie moment kron 4 news. >> former forty-niners star dana stubblefield rape conviction has been overturned. stubblefield was convicted in 2020 of a woman who he interviewed to babysit his kids in 2015, according to the victim's testimony, he

allegedly locked her in a room at this morgan hill home and pointed a gun at her before the rape. a court on thursday overturned the rape conviction after police never search stubblefield home and never found any guns. prosecutors say the home was never searched because stubblefield is a celebrity, an african-american. now he claims prosecutors used his race against him. the court determined that the conviction was, quote, legally invalid. wager. new developments with the a's. the face of the franchise is now out. team president dave kaval has announced that he is resigning at the end of the year and will no longer be part of the franchise. now, this ends our rough eight-year reign for kabel. one that saw him leave the public effort to get the a's a new ballpark first in oakland and then in vegas, team owner john fisher said in a statement about kabel he guided our organization through a period of significant transition and we sincerely thank him for his unwavering commitment to the teen. sandi dean will serve as interim president while the

>> all right. we're taking a live look here at pacifica beach. see lots of waves. there's some sun and it seems to be windy based on the flags there. people, though, are enjoying the coast of the moment, but the bay area is currently under a high surf advisory. kron. 4 meteorologist kyla grogan going join us not to go over what we need to know. if you have plans to go to the coast this weekend. you're recommending definitely not know. we have a high surf advisory. want to avoid the coast. if you can. >> if you are out there, you've got to be very careful. take a look at this. you can see are some of these wave heights not too far from us already up to about 24 feet. that's little to the north of us. if we go off the coast of point rays have been watching these go up today. they started off at about 12 feet. now we're up to 4 teens that gives you an indication that sweat that wave height is growing, right? which means the danger at the coast is still growing as well. so we are under this high surf advisory. it does go until the early morning hours of our sunday. we can see waves upwards of 20, even 30 feet,

depending on the topography of the beach and where you're at. right. so you just want to make sure that you are not putting yourself in danger, meaning not going out on jedi's making sure you're not turning your back to the ocean because sneaker waves can come up very quickly. knock you off your feet and have absolutely terrible consequences. as we have seen taking a live look outside here. this is actually a different view of the golden gate. usually see the bridge in this camera. but today we're seeing the toll plaza and you can see a little bit of a blue sky. this is, of course, where you go. if you're headed to the north bay. >> and in the north bay this afternoon, they still have a flood warning. and this is because of the water that's still draining into some of the creeks and streams from the rain that we got last night. obviously this on top of other water that we've had other rainfall that we've had. so this is for small stream flooding from winds are down to rohnert park and just want to make sure if any roads are blocked off telling you can't walk somewhere. you can't drive somewhere, take their word for it because that is why they've got some of those creeks streams over running some of the banks live. look at stormtracker 4, though, shows he that we are drying out right now. so at least we get a little bit of a break.

and even the rain we get tonight will not be extreme. now, what happens after that? once we get to monday, we start to clear out it's because this high pressure he's going to move in. it's going to bump this ridge up and that will keep the low pressure away from us. low pressure is where we get the rainfall rates of it pushes it to the northwest. they get their pain and then we stay dry. so as we look at our rain chances over the next 7 days, you can see how it really pops up here as we get into sunday and then it kind of ramps downright. we get a break and we get more than just one day of a break. we get several days of a break. so let me show you this. as i put it into motion. there's tonight's rain that rolls through. then we're going to have the rain that comes in overnight into sunday morning. that's that one. you could see a little bit of sierra snow possible with that, too. and then here comes the break. there it is on monday. so that's when the ridge will start to build in. keep some of that rainy weather away from us and give us a chance to really dry out. but between now and monday, we do have some rain to pick up and you can see it's quite a bit about, you know, 3 quarters of an inch or more in the north bay about a quarter of an inch elsewhere around the bay area. but if you look

at your seven-day forecast, it looks really nice once we hit next week. now the only downside there is that those overnight lows are going to get chilly. once we start to get the clear skies. but it looks like we start the new year looking pretty good. now, the fog cold for the fireworks. we had a little get a little closer to that for you. kind of dial that in. but at least it's looking good. >> all right. take a look at this. the u.s. coast guard pulling off an impressive impressive christmas day rescue here. they rescued a man in the dog from a stranded sailboat off of the coast of washington state. the video shows rescuers pulling the dog from the boat. the man called for help after struggling to sail and the strong winds. but both the man and the dog made it to shore unharmed. a new report says the u.s. saw 18% rise in homelessness this year. the department of housing and urban development says nearly 800,000 more people were counted during the annual homeless count. then last year, hud says part of the blame is soaring, rent prices and the end of pandemic

assistance. hud says one of the most concerning national trends was a nearly 40% rise in family. homelessness. according to this report, 86% of people without homes in california, our individuals, california, is also grappling with a homeowners insurance crisis. the state agency is now calling on lawmakers to help make some changes. our capitol correspondent eytan wallace has the story. >> homeowners insurance market in california is in deep, deep trouble. federal nava not mincing words about california's homeowners insurance crisis. nava is the chair of the state, nonpartisan little hoover commission and oversight agency in charge of providing policy recommendations to the legislature. the governor and most recently, california insurance commissioner ricardo, >> in the last year and a half 7 of the 12 major home insurance companies in california, including allstate, state farm and farmers insurance have either limited their business within

the state or in some cases stop selling new policies altogether for homeowners living in some of california's most fire prone areas. that resulted in some californians struggling to find any insurance coverage at all. a key requirement to carry a mortgage from home. for their part. insurance companies have said they have no other choice but to pause or stop selling policies out of concerns. they could face huge losses. should a major disaster like a wildfire destroyed homes and at-risk communities. but now the little hoover commission has released these policy recommendations, commissioners believe can help the state address the crisis we're trying to do with these recommendations say to the governor. >> to the legislature, into the insurance commissioner. here are some practical steps that you can take now. to provide some relief to homeowners and moving forward to provide for a more stable insurance market for all californians among the commission's recommendations, one that would require

insurance companies to incorporate a homeowner's fire mitigation efforts, one underwriting and setting rates. if you spend the money to make it on fire safe. >> and you do it based on a certain rules that have been accepted by the state of california and the insurance industry. >> to help reduce to prevent another recommendation would allow insurance companies to incorporate the cost of reinsurance when setting rates. >> in a nutshell, reinsurance is often described as insurance for your insurance company. it's the process where your insurer can transfer at least part of risk to another company to help offset any potential and then there's the recommendation to allow insurance companies to consider what's known as catastrophe. modeling with public oversight, which in a nutshell will allow them to factor in climate change and environmental risks. when setting prices. >> the ultimate goal is to get the insurance carriers can come in and compete, where they believe that there is enough certainty in california's market that they are willing to come back in and make investments and provide policies to people who are going to get the scripts

during an interview with us over the summer insurance commissioner. lot of spoke to us about his insurance reform plan. the department of insurance recently responded to the little hoover commission with this letter indicating lot is plan includes several of their recommendations. once we have these reforms in place. >> more companies are going come back into the market and one-party state. >> and the timing is still up in the air, but a lot of hopes his reforms take effect sometime early next year. les tom wallace kron 4 news. >> all right. it is the season to celebrate, but also to prepare for the upcoming tax season. the irs is urging people to take steps to prepare to file their federal tax returns and consider what may be owed in the months ahead. financial experts suggest contributing as much as possible to retirement accounts. they say doing so can not only reduce your upcoming tax bill, but also boost retirement savings down the road 5.29 plan is a strategy that allows your money to grow tax deferred.

also want to look at any tax credits that you're eligible for. also, there has been changes to the tax bracket. so you want to see how that might >> potentially affect your income or rather the taxes that you have to pay for next year. the irs is expected to begin accepting tax returns in mid-january. but you do have until april 15th to file. >> unless you have an extension. in national news, president elect donald trump has promised mass deportations for anyone here illegally. and now we're hearing from the person who will be in charged with carrying this out. our washington correspondent in a somewhat explains the plant. >> it's a campaign promise. president elect trump says he'll fulfill. we will begin the largest deportation operation in american history. president elect trump tapped tom homan to lead the operation. he spoke with news nation's ali bradley. the operation start day one home and says the operation will include reinstituting the remain in mexico policy. it

forces people applying for asylum to wait in mexico before it's approved. >> he says the administration will bring back work site raids and detain and deport parents, even if their children are u.s. citizens. he says that may separate families having u.s. citizen job does not make you mean for our laws to carry out their immigration plans. the trump team will need congress's support. reactions are mixed. we need our immigrant community after the election. new york democratic congresswoman alexandria ocasio cortez offered one alternative. our solution instead of turning the military on our own people. >> to document them. to document the undocumented and texas senator john cornyn says he wants to control illegal immigration but says the trump administration should prioritize. we need to focus on the criminals. the people who were affiliated with terrorist organizations to me that's or should be our priority. homan says his plans for mass deportation would

threatening to do if the city does not make immediate changes. >> yet newsom says that policy is too restrictive and we'll get in the way of efforts he says will make oakland safer. we have your back. governor gavin newsom with that message to the people of california as he spoke about his administration's approach to public safety over the last year, he notes his administration allocated more than 250 million dollars in state funding to various law enforcement agencies to help combat retail theft. 267 million dollars in grants that went to 55 jurisdictions in the state and unprecedented level of support vertical prosecution and investigations to address the issues. property crime. >> in this state, it's bearing fruit. also bearing fruit, he says, is the statewide california highway patrol organized retail crime task force in 2024 alone. it recovered over 13 million dollars in stolen goods, arrested more than 1400

suspects and conducted 777 investigations. he says his decision to add the additional chp patrols and resources to areas he describes as regional hotspots, including bakersfield, san bernardino, san francisco. >> and oakland helped get those results but specifically in the city of oakland, he says he will discontinue his decision to an additional chp patrols. if the city does not take quick action to change its policy that says an officer can engage in a police pursuit only if the suspect is believed to have committed a violent crime or if there is a probable cause. the suspect is in possession of a gun. otherwise no pursuit. newsom says that policy hampers officers ability to do their job. this extreme. pursuit policy. you can run a red light. >> you can come close to sideswiping a school bus during the morning hours right in front of a police officer and the pursuit policy in oakland says we can't. we

cannot foresee that suspect. we cannot engage that suspect. we need to see that policy changed. oakland council members and attendants say they are working on changing the policy. is my hope that in the new council that we can get this time in the next 30 days or >> looking ahead, statewide newsom believes doesn't bipartisan retail theft, new laws he signed earlier this fall will make a difference, including one that will increase penalties for those who steal more than $50,000 in items. >> in another allowing prosecutors to combine the value of multiple stolen items to meet the larger penalty for a felony. still, newsom defended his stance against prop 36. the 2024 ballot measure that voters overwhelmingly passed to increase truck treatment and increase penalties for some theft and drug offenses. newsom expressed concerns over lack of state money to fund prop 36 and he believes it could lead to mass incarceration. but republicans hope he helps implement prop 36. now that the past and now

of new snow in the mountains. >> yeah. if it's beautiful out there and we have a little more snow to get this weekend, but it's a pretty nice king that's out there right now about to take a look at what they've gotten in the last 24 hours. and you can see at the top the list here, palisade got about a foot little under that boreal but 8 inches in kirkwood diamond peak and mammoth. about 5 new inches of snow at about 2 at heavenly. they've had a mix of kind of partly cloudy to cloudy skies and then a little breezy out there, too. but here, time of peak, they've got some really nice sunshine. and boy, what a difference when the sun is out. yesterday we had one lone person sitting out here in the snow it today. obviously the benches are just filled up with people that are having a good time and enjoying what's happentng in tahoe, which is to say the dow, the surface, at least 45 degrees. and some sunshine been a little breezy out there to southerly breeze right now about 14 miles per hour. so here's a live look at stormtracker 4. you can see over the last few hours, everything kind of dissipated there in see in the sierras. so it's got a lot calmer. so if you do need to drive up there now is a good time to do it. you've got that open

window where we've got the weather giving you a little bit of a break for a couple of hours, at least. but as we get into the weekend note that we will pick up another few inches of snow. so it's not going to be a huge system, but a little bit on top of a little bit right. we keep adding to it as we go along. so today, obviously we've got partly cloudy skies out there. pretty nice conditions tomorrow, cloudy, but that means you can get some skiing in and then it is really going to be that sunday that we start to see that rain and snow mix where we start to see a little bit more come in. that will add to those totals which got me to thinking about our season and how are we doing so far over all across the whole state? our snow packs at 119%, which is impressive. but boy, look at what's going on. the northern sierra were at 180% of average central 99%, southern sierra little less there at 83. but that is to say that so far, so good, right? the total is always a moving situation. so we have to kind of keep an eye on it as we go through the season, pleased with where we're at so far. a live look beautiful. look here at half dome in yosemite, you can see a little more snow on the

of the road. this was during a traffic stop. the violent crash causing an oklahoma trooper into a ditch. thankfully he suffered only minor injuries and heart pounding moments when a 16 year-old snowboarder seen dangling from a ski lift. it happened in california. the teen sliding off the seat as the lift went up, mammoth mountain. she was suspended high above the ground before plunging into a net and the snow pack ground below. she was then rushed to the hospital and that's a 1400 pound bull jumping a fence at a rodeo in oregon. the bull charging into the crowd threw concession stands and into the parking lot. at least 3 people were injured in the chaos. that bull was eventually wrangled in that one. and a driver in savannah, georgia, screaming after witnessing the final dramatic moments of a police chase. you can see an officer performing a pit maneuver to stop the suv,

causing it to spin out and crash and hit a guardrail. 2 people hopped out and ran off. they were later caught and a chick-fil-a worker proving he's no chicken. surveillance video capturing the tense moments that employee fought off an armed robbery in georgia. the victim telling police the would-be thief pointed a gun at him and demanded he open the safe or die. the employee didn't know the combination. so we chose to fight instead wrestling punching and kicking until the suspect ran off. he was later captured and arrested in south dakota. drivers got quite the surprise when ostrich parked itself in the middle of a busy four-lane road. good samaritans trying to coax it away from danger before that 7 foot tall creature is captured and safely returned to its owner. a phoenix home rocked when a car comes crashing through the wall. so brenda rivera was preparing to eat dinner with her partner when

get a little bit unsettled as we head into the later evening hours. you're looking 11:30pm, tonight. you'll get home tonight. no problem. but in the overnight hours you'll see a little bit of a system kind of skirting the north bay and that will bring to the north bay, maybe quarter of an inch of rain. now saturday, this is your saturday going into sunday. so sunday morning we've got another push of some showers. so tonight overnight and then again early morning on sunday and this one looks like it's gonna leave a little bit more rain in its wake. and it's gonna be more widespread meeting that will all get in on the action. not just the north bay. so when it's all said and done, then we get to clear out and have a really nice week ahead. so we're talking about about a quarter of an inch of rain tonight for the north bay. you can see everyone else. it's negligible, nothing or maybe a couple 101 hundredths of an inch. then saturday, we are a little cloudy. and then early morning sunday, that's when this next push comes in. and these are the totals for both of those systems together. so for the rest of the bay, we're talking about a quarter of an inch with that second push sunday morning. and we're going to add to that quarter of an inch up in the north bay, make it another about

half an inch for you. so little more rain coming now. let's talk about this. this is looking ahead to the new year. so january 1st through the 5th. if we take a look at the prediction here it is that we will be a little bit drier than normal meeting. we're going to catch a break from some of this rainy weather. so that's on tap. we also have this northwest swell that has come in and that has left us with some danger out of the coast. high surf advisory is there until early sunday morning. the potential for some of those waves to be 20 to 30 feet high. you can see right now we're at about 14 feet. so again, if you're headed towards the coast, please be careful. stormtracker 4 to show you that we have had a bit of a break this afternoon. that will not last, unfortunately, but we'll take it while we have it right. and as we get into next week, finally, the high pressure will start to kind of muscle out the low pressure that's been hanging out. and that is just in time for a nice new year's forecast. as we get into next week. so something to look forward to. you know, i'm looking forward to yes, no

umbrella. >> alright, christmas is over. hanukkah. still going on, though. and a lot of people are looking forward to new year's eve next week. yours truly included. but for a lot of people that have pets, all those fireworks can make them a little anxious to. joining us now is the marin, humane society, ceo nancy mckinney. thanks for being here. >> oh, you're welcome. so fireworks go off and just some dogs and some cats may be birds to bunnies. >> they get so anxious when it happens. do you have any advice for people like how to keep their pets com and those like loud bangs and flashes go off. >> for sure. it's very traumatic for animals to have that unusual loud noise. their hearing is so sensitive, more sensitive than sometimes humans forget about that. so we like to tell owners, make sure you keep your animals inside the house so that they don't dart and run get in too many accidents they're out running away from the noise because they will panic and

run away to keep in that part of the house. that's why it may be quiet music, be with them, if you can, instead of leaving them alone and for some dawn's, there's what's called a thunder shirt. you can have dog where a thunder shirt read some of your tax them. it's like take 15 best. sometimes that helps calm the animal. and again, just being around your animal, making sure that they are in com protected part of the house is probably the best and the easiest way to protect them. you have a lot of people coming and going in your house maybe during the holidays and the party. lot of us to lot of food. so just also be aware of that that change of people routine and noise and it may be tempting food that they might get into that could cause harm to your that that night and the days after and >> worst case scenario here, your pet does, you know, run away during all those loud bangs. what advice you have for people to try to no
