today governor gavin newsom called out the city of oakland over its police pursuit policy. our capitol correspondent eytan wallace. >> has a look now at what this policy actually is and shares what the governor is threatening to do if the city does not make immediate changes. yet. newsom says that policy is too restrictive and we'll get in the way of efforts he says will make oakland. >> safer. we have your back. governor gavin newsom with that message to the people of california as he spoke about his administration's approach to public safety over the last year, he notes his administration allocated more than 250 million dollars in state funding to various law enforcement agencies to help combat retail theft. 267 million dollars in grants that went to 55 jurisdictions in the state and unprecedented level of support vertical prosecution and investigations to address the issues. property crime in this state. it's bearing fruit, also

bearing fruit, he says, is the statewide california highway patrol organized retail crime task force in 2024 alone. it recovered over 13 million dollars in stolen goods, arrested more than 1400 suspects and conducted 777 investigations. he says his decision to add the additional chp patrols and resources to areas he describes as regional hotspots, including bakersfield. >> bernardino, san francisco and oakland helped get those results. but specifically in the city of oakland, he says he will discontinue his decision to an additional chp patrols. if the city does not take quick action to change its policy that says an officer can engage in a police pursuit only if the suspect is believed to have committed a violent crime or if there is a probable cause. the suspect is in possession of a gun. otherwise no pursuit. newsom says that policy hampers officers ability to do their job. this extreme. pursuit policy. you can run a red light.

>> you can come close to sideswiping a school bus during the morning hours right in front of a police officer and the pursuit policy in oakland says we can't. we cannot foresee that suspect. we cannot engage that suspect. we need to see that policy changed. oakland council members and attendants say they are working on changing the policy. is my hope that in the new council that we can get this time in the next 30 days or >> looking ahead, statewide newsom believes it doesn't bipartisan retail theft, new laws he signed earlier this fall will make a difference, including one that will increase penalties for those who steal more than $50,000 in items. >> in another allowing prosecutors to combine the value of multiple stolen items to meet the larger penalty for a felony. still, newsom defended his stance against prop 36. the 2024 ballot measure that voters overwhelmingly passed to increase truck treatment and increase penalties for some theft and drug offenses.

newsom expressed concerns over lack of state money to fund prop 36 and he believes it could lead to mass incarceration. but republicans hope he helps implement prop 36. now that the past and now that it's law, he continues to look at prop 36 with skepticism. >> and >> for my colleagues in the legislature, i just a couple weeks ago sent a letter to the governor requesting that he fully support and funds prop 36 is important. >> and we should have a better idea about how newsom plans to fund prop 36 when he unveils his preliminary spending plan in january. reporting in oakland, a ton wallace kron. 4 news. >> in turn, oakland mayor nikki fortunato bas taking the time to thank governor newsom for extending the partnership into the new year. according to her, oakland has seen. crime reduce the total 34% this year. she says with the chp is help opd could continue to focus resources. i'm

responding to violent crime while the chp targets traffic violations, car theft, sideshows and illegal gun seizures. 14 people including 4 children are without a home tonight after their east san jose apartment complex caught on fire this year was around 5 o'clock this morning on way. that's very close to i 6.80, according to firefighters, 4 apartment units are being considered unlivable due to the fire damage. another 4 still being checked out for water and smoke damage. no one was injured and the cause of the fire is being investigated. a suspect wanted in connection with a carjacking in san francisco arrested after firing at sheriff's deputies during a pursuit in sacramento county last night deputies spotted a stolen vehicle and they say they attempted to stop it. the suspect 34 year-old at the new hurtado fired several shots at deputies before surrendering. and now we're learning no one was injured during the shooting and the suspect now faces multiple felony charges,

including attempted murder and is being held without bail. he also has a court date for next week. close to a dozen vehicles now damaged after a massive pot hole opened up in oakland to the chp is incident logs says the pothole was about 8 to 12 feet wide and it spanned the entire lane. multiple lanes of the interstate. we're close near the oak street onramp for some repairs. this is on 8.80. the hazard cause flats to about 10 to 12 vehicles. according to an update that came in this morning, the damage vehicles were moved off the roadway for some assistance. we're taking a live look now at san francisco international airport because triple-a says today is another busy day at airports across the nation right now. flight aware is reporting there are 188 delays and one cancellation at sfo. this plane. they're coming or going there without an issue concourse. michael thomas was at the airport earlier today checking with travelers as they headed off to their

destinations. >> it is said to be one of the busiest travel weekends for this holiday season. you can see behind me here at san francisco international airport. people are already you're standing in line to drop off their bags and get through tsa. so if you are heading out today, you may want to arrive early because it's not just you hitting the skies. last week of 2024. is going to be a busy one for san francisco international airport as people return home from christmas and head out for new year's. and this mom and daughter duo of the bay area. well, they say they plan to keep that holiday cheer going all the way on the plane can did you make this to make it? no, i wish i could morning. we're going to knoxville, tennessee only well. it is busy sfo. officials say it's been busy. in fact, by next wednesday, they predict about 6.3 million travelers will pass through sfo since thanksgiving. and that's an uptick of about 15% from last year. so how are travelers feeling about the pact airport? nationwide. aaa is predicting 7.9 million

tam looking real green up there. we can see something at least pilot has right step in the right direction. >> and by the way of this is a live look at san jose did just check all the airports, including san jose and everything is running on time right now. so if you're waiting for folks to come in, you should be doing ok, and if you're headed out, well, we're glad you came visited. our wonderful bay area. we'll see you next time. we do have some of those cloudy skies out there still, but we have dried out today, at least as we take a live look here at stormtracker 4, as you can see around the bay area. really not a whole lot going on on the radar here. probably some of this not even hitting the ground, but that will change as we get later into the evening. that's when our next wave will come through. these are just some disturbances that are rolling as we go through the weekend and it will be huge rainmakers. but tonight looking out for the north bay to get about a quarter of an inch of rain. let's talk about what we got in the last system here. the last night mill valley got over 2 inches over 2 and a quarter really of rain. santa rosa. 1.2. hey, we're just under an inch. oakland, little over a 10. so everybody got in on this one. san francisco just under 7 tenths and just

over a quarter there in san jose. so a little bit of everybody got to getting in on it, but also a little too much of the north bay because we have some flooding concerns there. in fact, this has been extended. now. you can see it's for about winds are down to boehner park and this is for the creeks and streams that have taken on some of this runoff. after all of this rain and they start to kind of overrun their their banks a little bit. so just be aware. you may want to make sure you don't drive through any water that you can't tell how deep it is. live. look right now from the east bay. you can certainly see. we definitely have some of that cloud cover out there. temperatures ranging anywhere from about the upper 50's to low 60's. so a pretty good day. temperature wise. i'll be back in a little bit. we'll take a look at that 7 day forecast and the sunny side of it that i know you're all be happy to see. >> thanks so much. some major developing news now with the athletics. the face of the franchise is now out. team president dave kaval has announced he is resigning at the end of the year and will no longer be part of the franchise. the sense of rough eight-year reign for him. one that's often lead the public

effort to get the a's new ballpark first in oakland and then in vegas. team owner john fisher said in a statement about dave kabel, he guided our organization through a period of significant transition and we sincerely thank him for his unwavering commitment to the team. santi dean will serve as interim president while the search begins for a new president for the 2025 season. former forty-niners star dana stubblefield rape conviction has been overturned. he was convicted in 2020 of a woman who he was interviewing to babysit his kids in 2015, according to the victim's testimony, stubblefield allegedly locked her in a room at his morgan hill home and pointed a gun at her before the rape. a court on thursday overturned the rape conviction after police never searched stubblefield toma, never found any guns. prosecutors say the home was never searched because stubblefield is the celebrity. african-american. he claims, though prosecutors used his race against him. the

court determined that the conviction was, quote, legally invalid. in the north bay, the tamil pius union high school district has now paid over 17 million dollars to settle multiple abuse cases involving a former high school involving former high school students. the plaintiffs say that a tennis coach at the school district sexually abused them in the early 2. thousands, the coach, normandy burgos was convicted in 2019 on 60 counts of child molestation after an athlete secretly recorded him admitting to having with a minor. he is currently serving a 255 year prison sentence in a statement kron for the school district said, quote, we hope this brings closure to all those involved. still ahead 3 officials in santa is giving an update on the wharf repairs days after that devastating collapsed. >> also, businesses in the south bay targeted with

with more on this push to resume in person working the challenges that this could face in court. many thanks for being here. >> and justine currently about half of the country's more than 2 million federal workers work from home in some capacity. the incoming administration is trying to get them back in the office, but they could face some legal challenges. >> empty office buildings in the nation's capital. some lawmakers say should be a thing of the past. the federal government. >> pays for too much square footage for office space, kentucky republican congressman james comer says a lack of in-person work hurts government services if you're a senior with trouble with social security, it's almost impossible to get someone on the phone. the social security administration recently signed a contract to extend remote work protections until 2029. >> comer and president-elect donald trump say that needs to end a lot of federal workers to get back to the office in person or be terminated from his job of immediately. but

the federal workers union has promised to push back. >> the american federation of government employees said in a statement, quote. >> collective bargaining agreements entered into by the federal government are binding and enforceable under the law. the union says 54% of federal workers are required to work in person every day. and for those who don't, they say, quote, telework and remote work, our tools that have helped the federal government increased productivity and efficiency. this is something that probably going to head to court. >> the federal workers union says it will be ready to enforce their contracts if the incoming trump administration doesn't honor them. >> in washington, i'm maddie beer-temple so many. how is this part of the incoming administration's plan to cut government spending? >> workforce is something that elon musk and vivek ramaswamy have talked about. the 2 of them have been tapped by president-elect trump to lead this new department of government efficiency where they say they want to cut 2 trillion dollars in federal

spending. all right. maddie live for us there in dc. thank you so much. today, the last chance to ride a free ferry from richmond to san francisco since november. 1st, the ferry has been offering these free rides. >> today, though, is the final free friday. the 35 minute trip from richmond's terminal at harbor way to the market takes you across the bay with 14 weekday trips and 5 on the weekends. but after today, it's going go back to that regular fare for 70 on fridays. now the u.s. coast guard pulled off an impressive christmas day rescue. they saved this man and a dog from a stranded sailboat off the coast of washington state. >> the video shows pulling the dog off the boats. and people said the man called for help after he was struggling to sail and the strong winds, both the man and the dog made it to shore on her. going to take a live look now pacifica beach as the bay area is currently under a high surf advisory. looks really nice out there, though. just want

to be that guy walking the dog. they're not in the water for sure. pilots here with a look at what's going yes of the coast is a little dangerous today. no doubt about it. and it's going to be that way through the weekend. this goes this high surf advisory until sunday. you can see are some of the wave heights a little to the north of us about 24 feet. now, mizzou man towards point raise here. >> and you can see we're not quite that high. we're at 14, but we have the potential for some of these waves to be 20 to 30 feet. so that is why we have the high surf advisory out. and as i mentioned, not just today, but it goes through sunday morning, sneaker waves. that is really one of the big concerns that way a rogue wave can kind of come up in just sweep you off your feet. we've had some very, very sad stories in the last week or so. so just be careful if you can avoid the coast as we roll through the weekend asd things should get a bit better. here's a live look at san francisco. this is actually the toll plaza for the golden gate bridge here. and you can see a little bit of blue sky there trying to break through at least we dried out a bit. unfortunately, as i mentioned up in the north bay, they are still looking out for some of that small stream flooding that is there. so if you're in

that area, just make sure you're aware of that and be careful. but storm tracker 4 showing you the right now. at least the break is real. now as we zoom out, you start to see the bigger picture and what's happening here is low pressure which is providing some of the rainfall kind of battling it out with high pressure. that's to the south of us and what's going to happen as we get into monday as this high pressure is going to strengthen bill this ridge a bit more and that will keep any of the low pressure away from us. but we're not quite there yet. we're kind of writing between the 2 systems as we head through the weekend. so we take a look at our rain chances. you notice that we definitely have a little bit of a chance as we get into saturday and then much bigger chance for sunday, particularly sunday morning as we've got some rain moving through. and after that, our chance to stay relatively low as we head through next week, which is where the break is. let's take a look at this in future cast. that's tonight system that rolls in and then you can see later in saturday we get a little break. but then here comes the early sunday morning system that may have a little sierra snow just a little with it. couple of inches and then this is when the high pressure starts to

build in. so that had to get to monday. you start to see things change and that pattern will be a little bit different. but between now and then we have some rain to pick up to the tune of almost an inch in the north bay. it between, you know, half an inch an inch and then about a quarter of an inch to about 3 quarters of an inch and the rest of the bay area. you can see santa cruz mountains like little pickup a little bit more than other folks. but here's the 7 day forecast and it's a pretty good looking forecast. once we get past the weekend. so once we get to monday, some nice sunshine. new year's eve looks like pretty good weather for that new year's day. we start off pretty nice with that, too, with a little sunshine. so a little more of a soggy run last couple of days this weekend. and then we're off to sunnier times next week. thank you. police are investigating a deadly shooting in oakland. it happened yesterday. >> a bar near the franklin recreation center. officers found one victim who had been shot several times. that person died at the scene. no arrests have been made. in the east bay police in antioch now

believe a double shooting near a bowling alley earlier this w% month was part of an attempted robbery. the shooting happened on december 7th at the delta bowl parking lot. police say one of the men was sitting in his car when another man approached him. they say the suspect and the victim exchanged gunfire that killed both of them. investigators believe that the suspect and the victim knew each other. still ahead here at for the big fellow mega. >> williams drawing is tonight. how much money could win. the new year comes with a new tax season. so still ahead here we have some tips to get you ready where your money is next.

>> now to an update on the santa cruz wharf collapse. dangerous swells slammed into that structure causing 3 city workers to fall into the water. we got an update today. i'm the progress to possibly fix it and reopen kron four's. gayle ong joins us now live from the newsroom with the latest here. thanks for being here. gal. >> yes, just annual santa cruz city leaders say the 3 construction workers who fell in the water. they are. they suffered minor injuries and they were focus now is the cleanup that is under way. we're told about one. it at the end of the war was destroyed. officials say the partial collapse was caused by 2 main factors. historic swells on record combined with the end of the war being under construction and already closed due to previous storms. so just before monday afternoon. that's when those dangerous swells slammed into the pier causing those 3 workers to fall in the water. and according to the national weather service wave heights were 30 to 40 feet with the highest breakers around 60 feet at the time. engineers

and santa cruz are still working to assess the damage and are actively working to repair the wharf. >> is too critical path items. the first removal of the heavy equipment. that fell into the ocean as a result of the incident were working with power. engineering. the contractor on the project as well as other salvage experts as to how best to do that. that's priority number one, that heavy equipment potentially jeopardizes this ability. the rest of the world. >> and over 2 dozen businesses have been impacted by the war disclosure. that's about 400 employees. santa cruz city leaders are looking into helping the businesses with his rent as an option for the last time. as for the timeline, when they're worth will be open. the hope is in weeks out when i come back later on this afternoon, we'll have a full report on the future of rebuilding the war back to justine. cal, thank you so much. we'll see you next hour. >> where to take a look now at

time lapse. so. >> this is a pacifica beach, right? pacifica beach. yeah. so we're going to talk about the high surf in a moment. but first call us here with a look at what's going on with the the snow. yeah. want to talk about reports that we've gotten some snow in the overnight hours here. so a few totals to show you've got about 12 inches at palisades were yelled at 10. >> 8 in kirkwood. you can see 5 and dime in pekin mammoth heavenly, about 2 inches. so they've had some nice skiing out there today. obviously, things cleared up a bit just like they did here. you can see a diamond peak. a whole lot of people out there enjoying it today. a very different story than what we had yesterday. we had that snow coming down now. 43 degrees out the surface. winds out of the south winds been calming down as we go throughout the day today. here's a live look at stormtracker. so we started off the morning when i came in with a little snow still happening. but now things have changed in obviously we are very calm and we're even starting to see some of those breaks of clear skies. so in the overnight tonight, when we get a little bit of rain, there will be a little bit of snow that will try to make its

way through. and then sunday that push of rain that comes in sunday morning will go up to the sierra and bring anywhere from about 4 to 7 more inches of snow. so it's not a huge system, but just a little bit on top of what is all ready there. so today, obviously partly cloudy skies tomorrow. some cloudy skies there. so not bad. if you want to go skiing and then a little bit of that rain snow mix is going to start happening as we move into sunday. that will be the next push for them. all right. so take a look at the snow pack because obviously we've done pretty well this season so far overall in the state, our snow packs about 119% of average. we can see upper northern sierra. it's 180% and the central 99% 83 in southern sierra. so so far, so good. of course, we still have quite a ways to go in our season and we'll see how we do. but you can certainly see it when we take a look at halftime here, yosemite started off. we have no snow. now, obviously we've got these nice snow-covered peaks that are up there. an indication that things going pretty well for our snow pack, bringing it back to the bay area. we've been dealing with the cloudy skies today. this is a live look from the east bay, a little hazy out there.

temperatures today have been pretty mild are going to see that as we head across the weekend as we work our way into next week. you'll notice the overnight lows are going to start dropping. that will be after sunday when that system passes us by so that last train that will see that push of it will be sunday morning into sunday afternoon. so if you have plans this weekend, i think you're going to do a little bit better on saturday. it's not going to be spectacular. it's going to be cloudy and a little bit soggy in the morning, especially in the north bay. but that will be the drier day of the 2. i'll be back in a little bit. we'll take another look at your seven-day forecast. >> all right. now, during the first day of hanukkah, businesses were targeted with hateful messages in san jose, including a swastika on some racist language that was plastered on the front of a tutoring facility. kron four's jeff moment has the story. >> well, much of the graffiti has already been removed, but some of the as you can is still stayed into the paint of the exterior of this shopping center. many residents we spoke with today say they are shocked that this happened even though pointing out that this topic center has had its fair share of vandalism this

year, a swastika and racial expletive plastered on the a plus math museum tutoring center. >> on christmas day, it was quite shocking. shocking for it to happen in this area or anywhere. marco's herrera took this photo by the time kron 4 arrived. it was god. san jose police telling kron 4 their hate crime unit is investigating the vandalism and whoever did it. they have been recorded and this shouldn't be happening. so what's going on? how do how do reach out to the community? >> and to explain to people that this sort of behavior isn't acceptable. the graffiti happened in a popular east side. san jose shopping plaza. the swastika was painted here on the first day of hanukkah. the jewish community relations council bay area sent a statement about the vandalism saying, quote. >> while we don't know this, vandals motive, we do know that california has seen increase in hate crimes, motivated by anti-jewish bias. lot of writing some lot chasing ratings. i would call it the state speech type thing. >> and this man walking his dog apollo thursday morning.

their typical weekday stroll interrupted by meaning it does another kind of speeches. we want to care ride on. the idea that i think so get not the part of this community, the san jose naacp also calling out the graffiti saying, quote, this incident occurred in an affluent community on the east side of san jose where political views often differ from the majority. >> those responsible must be held accountable. san jose councilmember to make oak and ellis also called out the vandalism saying he's hopeful san jose police will catch whoever did. this man has been pretty daunting in the stadium, but many customers tsursday say the vandalism is a sign of the times for the shopping center. people telling broken windows, vandalism and robbery or comment been there for more than 6 plus months. >> and a camera finished getting her dogs gripped pet store. she tells us used to be an edible arrangements until they were targeted. they had been here. want to see maybe about a year or so. and then a cup and allies. i want to see twice. i think that's why they close to now. we hoping into commercial stay here for a

while. hopeful something in this area will change soon. cameron says it's still a fun place to take your family. i just hope that it it's one off incident and it could tell anybody from coming coming here and enjoying the the the process in san jose. jackie moment kron 4 news. police arrested a san jose man accused of making ghost guns and selling them social media. police say. >> a 19 year-old posted these photos and videos of himself shooting the illegal guns at open fields in east palo alto and in san jose. officers say one of them of these photo shows him shooting a gun on a school campus. so now this person is suspected of bringing the weapons in from out of state. he's been arrested by san jose police and has been booked into jail on several charges. now to marin county where police arrested 4 teenage girls accused of stealing from businesses and then trying to get away in uber officers

responded to the town shopping center in court, a midair after employee reported this theft that happened earlier this month. the worker told police the group ransacked perfume and makeup shelves and then got away in the scooper officers eventually pulled over the driver on highway 101. police say the girls ranged in age from 15 to 13 years old and they stole allegedly over $7,000 worth of merchandise. in the north bay as well. and 19 year-old driver has been arrested after this rollover crash in santa rosa. it happened wednesday night and steele lane on the southbound one a one off ramp. police say that the teen ran away after the crash in officers later found him intoxicated. he was then taken to the hospital for his injuries and booked into jail. a suspected dui driver pulled over after chp officers caught him driving the wrong way on 5.80. this happened on christmas eve in the driver was just hours away from his

right. wind has been relatively decent to. we've got an onshore flow. you can see to about 14 miles per hour in fairfield. but other than that, not bad. and then we have a little rain to come tonight. i know that's not the best news, but we're going to get you home, ok? and then as we get into the evening, you can see it just kind of starts a little bit here and that in the overnight we get a slight push of some rain, mostly a north bay, kind of a thing, which means that we wake up tomorrow, a little unsettled with that chance of a shower around. and then it kind of continues through the day on saturday. sunday morning. it's gonna be the next push of some probably measurable rain that will have that will come down. so that's 07:00am on your sunday. leaving us a little unsettled to start sunday. but by later in the day now we're going to get some clearing as we get into sunday evening. and that is the beginning of some really nice weather that we're going to read into as we get into next week. so the rain that we're looking to pick up tonight about a quarter of an inch up in the north bay. everybody else not much at all. if anything. and then as we get to that sunday morning, that's when we see the rest of the bay area. get it out. a little rain here. so about a quarter of an inch in spots that are down in the
