expanding to vallejo. thanks for joining us here on kron for news at 5. i'm noelle bellow and i'm grant lotus during the governor's trip to the bay today. he also called out oakland. >> because of its police pursuit policy. capitol correspondent eytan wallace shares what the governor is threatening to do if the city does not make immediate changes. >> yeah. newsom says that policy is too restrictive and we'll get in the way of efforts he says will make oakland safer. we have your back. governor gavin newsom with that message to the people of california as he spoke about his administration's approach to public safety over the last year, he notes his administration allocated more than 250 million dollars in state funding to various law enforcement agencies to help combat retail theft and unprecedented level of support vertical prosecution and investigations to address the issues. property crime. >> in this state, it's bearing fruit. also bearing fruit, he says, is the statewide california highway patrol organized retail crime task

force in 2024 alone. it recovered over 13 million dollars in stolen goods, arrested more than 1400 suspects and conducted 777 investigations. >> he says his decision to add the additional chp patrols and resources to areas he describes as regional hotspots, including bakersfield, bernardino, san francisco and oakland helped get those results. but specifically in the city of oakland, he says he will discontinue his decision to an additional chp patrols. if the city does not take quick action to change its policy that says an officer can engage in a police pursuit only if the suspect is believed to have committed a violent crime or if there is a probable cause. the suspect is in possession of a gun. otherwise no pursuit. newsom says that policy hampers officers ability to do their job. this extreme. pursuit policy. we need to see that policy changed. oakland council members and attendants say they are working on changing the policy. it is my hope that in the new council that we can get this time in

the next 30 days or >> looking ahead, statewide newsom believes doesn't bipartisan retail theft, new laws he signed earlier this fall will make a difference, including one that will increase penalties for those who steal more than $50,000 in items. >> in another allowing prosecutors to combine the value of multiple stolen items to meet the larger penalty for a felony. still, newsom defended his stance against prop 36. the 2024 ballot measure that voters overwhelmingly passed to increase truck treatment and increase penalties for some theft and drug offenses. newsom expressed concerns over lack of state money to fund prop 36 and he believes it could lead to mass incarceration. but republicans hope he helps implement prop 36. now that the past and now that it's law, he continues to look at prop 36 with skepticism. >> and for my colleagues in the legislature, i just a couple weeks ago. >> sent a letter to the governor requesting that he

fully support and prop. 36 is important. >> and we should have a better idea about how newsom plans to fund prop 36 when he unveils his preliminary spending plan in january. reporting in oakland, a ton wallace kron. 4 news. >> interim oakland mayor nikki fortunato bas taking the time to thank governor newsom for the extension into the new year. according to her, oakland has seen crime reduced by 34% this year. she says with chp is help, opd can continue to focus resources on responding to violent crime. while chp targets the traffic violations, car theft, sideshows and illegal gun seizures. and this comes as oakland police are investigating a deadly shooting. >> officers say yesterday afternoon they found a person dead from several gunshots. this is on foothill boulevard near the franklin recs center. no arrests have been made. >> a serial san francisco shoplifter is facing more severe charges tonight marking the city's first case filed under prop 36 on christmas

eve. jason barber allegedly stole cough and cold medications worth more than $400 from a walgreens inouye valley prop 36, which went into effect on december 18th increase punishments for repeat shoplifters instead of citing and releasing suspects for misdemeanors. thieves with long rap sheets are now arrested and charged with felonies. barker has 7 other theft related convictions on his record. >> 14 people including 4 kids are without a home tonight after their east san jose apartment complex caught fire around 5 this morning on good, mentally way close to 6.80, firefighters say 4 apartments are considered unlivable because of all the damage another 4 are still being checked out for smoke and water damage. thankfully, nobody was hurt. the cause of the fire is being investigated. all right. let's talk weather as we get a live look over san francisco, i guess yeah, it's a little soupy out there. at least the days are getting longer. now.

are just now looks like it is benninto recede unless we really watch that rain pick up. it should continue to recede. also further south colgan creek is experncin some minor flooding just over 75 feet. they are also expected to recede overnight tonight. but we've got more storms on the way this weekend and those rivers and creeks are going to rise again. we'll talk more about that coming up in a few minutes. >> thanks, lawrence. now to an update on that mess in santa cruz where the wharf collapsed on monday after be a bunch of big swells kept slamming into the structure. it actually caused 3 city workers there to fall into the water kron four's gayle ong joining us live in studio with the very latest on those efforts to clean up their gayle. >> yeah, dan, i mean, i know. well ahead, grand a santa cruz city leaders say. >> the 3 construction workers suffered minor injuries. they are safe that the focus now is on public safety as cleanup is underway in the hope is to reopen the wharf in 2 weeks. >> incident on monday really the largest swell that we've

seen 30 years. and as a result, santa cruz city leaders say about 150 feet at the end of the war was destroyed after dangerous swells slammed into the structure just before 01:00pm monday while the coast was under a high surf warning, according to the national weather service wave heights were about 30 to 40 feet with the highest breakers around 60 feet at the time. so that combined with end of the war being. under construction. >> really damaged weakened from previous year storms. that was really vulnerable point. the impact causing 3 construction workers to fall into the water along with the dolphin restaurant and a restroom. >> that part of the pier was already closed since january of this year. right now, our immediate concern is >> the balance of the world open and our businesses operating again as soon as possible. the santa cruz city manager at some 400 employees will be receiving funds to offset the amount lost during the closure. >> that may include help with rent in the meantime, crews are working to reopen. the

a ton of debris out on the beach that still needs to be cleared out in the studio. gayle ong kron 40's. >> gayle, thank you. new at 5 ride-hailing company lyft is suing the city of san francisco claiming it was over charged 100 million dollars in taxes over the last 5 years. the suit filed last week says the fees paid by riders to drivers are not part of the company's revenue and should not be taxed. lyft says it makes most of its money from the fees. it charges the drivers. the company wants for overpaid taxes as well as interest and penalties. san francisco says it will review the complaint and respond accordingly. >> major new developments now with the athletics. the face of the franchise for many years is gone. team president dave kaval has announced he's resigning at the end of this year and will no longer be a part of the franchise. it ends a at times rough 8 year reign for kabel. one that's often leave the public effort to get the a's. a new ballpark first

back. >> a carjacking suspect from san francisco has been arrested after shooting at sheriff's deputies in sacramento, according to authorities and claudette stephanie and has the latest. >> this news of all of this is that nobody was hurt, late last night, investigation was underway in sacramento county, the sacramento county sheriff's office says just before 11 a deputy was patrolling the area of sunrise and kaluma when the deputy spotted a vehicle matching the description of a vehicle involved in a carjacking in san francisco. >> the deputy waited for other deputies to assist. >> as soon as they lit up their emergency lights, that vehicle started to speed away. the driver actually reached out from the window and fired several shots back toward the deputies. the sheriff's office tells us at least 2 shots were fired from a grace id and a handgun was used. >> the deputies did not fire back and continue to pursue the vehicle for under a minute. >> the driver then pulled over and surrendered. >> this is the ending. we always hope for. is that

peaceful surrender no matter what happened. we want that person safely in custody without any more incidents. the sheriff's office says the 34 year-old suspect was put behind bars and is a convicted felon. >> he was booked on multiple charges, including attempted murder. he is a convicted felon >> and no business owning a farm in the first place. much less stealing a car and carjacking people. last night. deputies were canvassing the area. >> they were out there last night for several hours. a lot of road closures in that area, obviously just to cover their tracks to see if those bullets struck anything could not find any vehicles hit could not find the property. that was it. obviously that's part no people were hit. >> a suspected dui driver was pulled over on christmas eve after chp officers caught him driving the wrong way on i-580, we're told the driver was just hours away from his 21st birthday. chp is reminding people to celebrate responsibly and use a rideshare service if necessary. he's also sharing numbers from their holiday

will you know the weekend's mall. yeah, that's a good thing. and they. >> we've got some more storms for the weekend. but after that, as we head toward the new year, looks like things are going to start to calm down that sunshine. going to break out. boy, do we need that? we've seen all that rain around the bay area and parts of the north bay still seeing some flooding issues tonight and those huge waves moving along the coastline. you're looking live at half moon bay some large waves along the coastline right now. so the big breakers out there kind of watch out all weekend long. show you why we've got a large swells still moving in off the coastline. some of those breakers, maybe 20, maybe 30 feet to average than love that the servers have been eaten it up out there. but in general, you got to be very, very careful out along the water's edge. extremely here's the very latest. you can see the conditions along the coastline, not gigantic swells and toward half moon bay. right now, those are running to about 9.10, feet. you make a way to san francisco to swells. also not as large, but not too far away. you're talking about some larger swells out there and 26 feet just off the coast of northern california. but look at that big dot right there in the

middle of the pacific. that is a major swell. that is coming our way. in fact, those wave right now up to 33 feet. so that is going to be rolling in as we head throughout the weekend. storm clouds continuing to track a little further to the north today, although they're gonna start to sag south as we head throughout the night tonight. right now, most the rain in far northern california, not going to be a significant is a storm that came through last night, but we'll see some showers on and off a little bit later on tonight. so, yeah, it looks like as you head out the door this evening, i think fairly dry to start. but then that rain begins to move in as we head right toward about 8 o'clock specially in the north bay. and then it's gonna start to drop south throughout the night tonight and tomorrow morning, maybe couple lingering showers. nothing to ruin your plans tomorrow. i think of the 2 days over the weekend, probably tomorrow is gonna be the nicest. a pretty wet early in the morning, especially on sunday with a larger storm. all right. now, the mondays next week, just so, you know, ok, thank you for going to probably need to be reminded a few more time. we got learn to write >> you could get a ticket if you parked too close to a

being evaluated medically at the time of her death. the zoo is working on reuniting donna with osha, 30 year-old male elephant. that was her companion in oakland. unfortunately, that reunion never materialized. donna was 44. she first arrived at the oakland zoo in 1990. >> according to a new report from the u.s. department of housing and urban development, homelessness hit a record high in the united states this year. the amount of people experiencing homelessness grew to more than 770,000, which is 18% increase in the last year. the department points to the surge in migrants seeking asylum. a national housing crisis and the end of pandemic-era measures as root causes for this record increase. the report did find veterans were the lone group or homelessness actually declined. there's a new cause for concern over the bird flu. it stems from a patient in
