>> is at 6. thanks for joining us tonight for kron. 4 news at 6. i'm grant lotus and i'm noelle bellow governor gavin newsom was in the bay area today. >> he called out the city of oakland over its police pursuit policy force. capitol correspondent eytan wallace reports. >> newsom says that policy is too restrictive and we'll get in the way of efforts he says will make oakland safer. we have your back. governor gavin % newsom with that message to the people of california as he spoke about his administration's approach to public safety over the last year, he notes his administration allocated more than 250 million dollars in state funding to various law enforcement agencies to help combat retail theft.

267 million dollars in grants that went to 55 jurisdictions in the state and unprecedented level of support vertical prosecution and investigations to address the issues, property crime in this state. it's bearing fruit, also bearing fruit, he says, is the statewide california highway patrol organized retail crime task force in 2024 alone, it recovered over 13 million dollars in stolen goods, arrested more than 1400 suspects and conducted 777 investigations. he says his decision to add the additional chp patrols and resources to areas he describes as regional hotspots, including bakersfield, bernardino, san francisco and oakland helped get those results. but specifically in the city of oakland, he says he will discontinue his decision to an additional chp patrols. if the city does not take quick action to change its policy that says an officer can engage in a police pursuit only if the suspect is

believed to have committed a violent crime or if there is a probable cause. the suspect is in possession of a gun. otherwise no pursuit. newsom says that policy hampers officers ability to do their job. this extreme. pursuit policy. you can run a red light. you can come close to sideswiping school bus during the morning hours right in front of a police officer and the pursuit policy in oakland says we can't. we cannot foresee that suspect. we cannot engage that suspect. we need to see that policy changed. oakland council members and attendants say they are working on changing the policy. is my hope that in the new council that we can get this time in the next 30 days or looking ahead, statewide newsom believes a dozen bipartisan retail theft, new laws he signed earlier this fall will make a difference, including one that will increase penalties for those who steal more than $50,000 in items in another allowing prosecutors to

combine the value of multiple stolen items to meet the larger penalty for a felony. still, newsom defended his stance against prop 36. the 2024 ballot measure that voters overwhelmingly passed to increase truck treatment and increase penalties for some theft and drug offenses. newsom expressed concerns over lack of state money to fund prop 36 and he believes it could lead to mass incarceration. but republicans hope he helps implement prop 36. now that past and now that it's law, he continues to look at prop 36 with skepticism. >> and for my colleagues in the legislature, i just a couple weeks ago. >> sent a letter to the governor requesting that he fully support find prop 36 and important. >> and we should have a better idea about how newsom plans to fund prop 36 when he unveils his preliminary spending plan in january. reporting in oakland, a ton wallace kron. 4 news. >> meantime, interim oakland

mayor nikki fortunato bas taking the time to thank governor newsom for extending the partnership into the new year. according to her, oakland has seen crime reduce a total of 34% this year. she says with chp is help, opd can continue to focus. >> its resources on responding to violent crime while chp targets traffic violations, car theft, sideshows and illegal gun seizures. >> accused serial san francisco shoplifter is facing more severe charges tonight marking the city's first case filed under prop 36 jason barber allegedly stole cough and cold medications worth more than $400 from a walgreens inouye valley. this is christmas eve prop 36 which went into effect december 18th, increased punishments for repeat shoplifters instead of citing and releasing suspects for misdemeanors, thieves with longer rapsheet are now arrested and charged with felonies. barbour has 7 other theft related convictions on his record.

>> 14 people including 4 kids are without a home tonight after their east san jose apartment complex caught fire happened around 5 o'clock this morning on comolli way close to i-680, according to firefighters, 4 units are being considered and livable due to fire damage. another 4 apartment units are still being checked out for smoke and water damage. thankfully, no one was injured because of the fire is under investigation. >> tonight we're learning more about that santa cruz collapse. that was monday when that thing just came down. dangerous swells were slamming into the structure and then before, you know of people who were standing on their city workers found themselves standing on wood in the water. it was wild kron four's. gayle ong joins us in studio now with the very latest on those cleanup efforts. and what's next for the pierre gayle? >> yes, no well, and fran, incredible other 3 construction workers suffered minor injuries when that happened and they were rescued

and are safe. so now the focus is on public safety as that they are cleaning out debris in the hope is to reopen the wharf in weeks. >> incident on monday really the largest swell that we've seen 30 years. and as a result, santa cruz city leaders say about 150 feet at the end of the war was destroyed after dangerous swells slammed into the structure just before 01:00pm monday while the coast was under a high surf warning, according to the national weather service wave heights were about 30 to 40 feet with the highest breakers around 60 feet at the time. so that combined with the end of the work being. under construction. >> really damaged weakened from previous year storms. that was really the vulnerable, quite the impact causing 3 construction workers to fall into the water along with the dolphin restaurant and a restroom. >> that part of the pier was already close since january of this year. right now, our immediate concern is the

balance of the world open and our businesses operating again as soon as possible. the santa cruz city manager at some 400 employees will be receiving funds to offset the amount lost during the closure. that may include help with rent in the meantime, crews are working to reopen. the wharf is too critical path items. the first is removal of the heavy equipment. >> that fell into the ocean as a result of the incident were working with power. engineering. the contractor on the project as well as other salvage experts as to how best to do that. that's priority number one, that heavy equipment potentially jeopardizes this ability the rest of the as for the future of the borth, i don't think we can speak with any confidence at this point as to whether rebuilding. >> that section of the worst is feasible. or the appropriate thing to in light of the increased frequency and power of the storm events that we're experiencing along our coastline, warm-up ourselves on every coastal community in the world. how some version

those big waves continuing to pound the media co so advisories continue for large swells out toward the beaches, maybe some 20, maybe some 30 foot breakers receipts from huge waves just off the coastline right now, not as large. we've got some pockets of some larger ways just to our north. we're seeing some of these wells running as much as 20 plus feet. you've got 26 footers there off the coastline there. not as big right around the bay area, but that could change just further out the middle of the city. you've got these large storms out there and they are generating some large swells. and you see that big bull's eye out there in the orange. you're seeing some of the waves there about 33 feet of big-time swells off our coastline. so those expected to move in throughout the weekend. so be careful. don't go out on the rocks. careful about fishing nets, the walking next. the beaches up in a way you can say enjoy. enjoy. really, though, the big thunderous ways we just stay away from the immediate coast. all those storms continue to plow into california. more on the way so far, that rain and far northern california that is headed our way. we'll have

more on that coming up in a few minutes. >> thanks, alerts. major new developments with the athletics today. the face of the franchise. gone team. president dave kaval announced he's resigning at the end of the year a couple days and will no longer be a part of the franchise. it ends a rough 8 year reign for kabel one that's on leave the public effort to try to get the a's a new ballpark first in oakland and then ultimately tragically in las vegas, which is where they say they're going after a few years and sac team owner john fisher said in a statement about kabel he guided our organization through a period of significant transition and we sincerely thank him for his unwavering commitment to the team. sandi dean will serve as interim president while the search begins for a new president for the 2025 season. and some sad news to report greg gumbel, longtime sportscaster has died. he spent a majority of his career with cbs. sports also called nfl games as the networks lead play-by-play announcer for several years. the 2001 he

announced super bowl. 35 becoming the first black announcer in the u.s. to be calling play-by-play of a major sports championship. he died after a battle with cancer leaves behind a wife and daughter. he's the older brother to bryant gumbel, greg gumbel dead today at the age of 78. >> this last week of 2024, expected to be a busy one for sfo with some people returned home and others head out for the new year holiday. aaa predicting that today to be one of the busiest travel days for all airport. 7.9 million people flying. that's despite ticket prices being up 4% this year. the average cost of a domestic flight during this time of the year was $830 this year. very expensive. but some say it's worth it. they have this advice for those who are traveling this weekend. leave leave early right. have a safe trip. keep your holiday cheer

>> temple pace, union high school. the school district has settled multiple abuse cases for more than 17 million dollars. according to the lawsuit, tennis coach, former tennis coach, normandy burgos sexually abused students in the early 2, thousands. he was convicted in 2019 on 60 counts of child molestation and is now serving a 255 year prison sentence after an athlete

secretly recorded him admitting to having with a minor. in a statement kron 4 temple pilots union high school district leaders said, quote, we hope this brings closure to all those involved. >> a carjacking suspect from san francisco has been arrested after shooting at sheriff's sheriff's deputies inc sacramento club that stefani and has the very latest. >> this news of all of this is that nobody was hurt, especially back late last night. investigation was underway in sacramento county. >> the sacramento county sheriff's office says just before 11 a deputy was patrolling the area of sunrise and kaluma when the deputy spotted a vehicle matching the description of a vehicle involved in a carjacking in san francisco, the deputy waited for other deputies to assist. >> as soon as they lit up their emergency lights, that vehicle started to speed away. the driver actually reached out from the window and fired several shots back toward the deputies. the sheriff's office tells us at least 2 shots were fired from a grace id and a handgun was used. >> the deputies did not fire

back and continue to pursue the vehicle for under a minute. >> the driver then pulled over and surrendered. >> this is the ending. we always hope for. is that peaceful surrender no matter what happened. we want that person safely in custody without any more incidents. >> the sheriff's office says the 34 year-old suspect was put behind bars and is a convicted felon. he was booked on multiple charges, including attempted murder. he is a convicted felon >> and no business owning a farm in the first place. much less stealing a car and carjacking people. last night. deputies were canvassing the area. >> they were out there last night for several hours. a lot of road closures in that area, obviously just to cover their tracks to see if those bullets struck anything could not find any vehicles hit could not find the property. that was it. obviously that's part no people were hit. >> get your check on the forecast now taking a live look at the bucky ball there on the embarcadero tonight. definitely the bucky ball. here's lawrence little break from the rain right now around the bay area. certainly could

use a longer one. if you can believe it was so got some flood warnings up in the north bay as some of the smaller creeks and streams there continue to see some flooding eves right now, even though the rain. >> hasn't. but the rain going to pick up again tonight, then maybe a stronger storm moving in on sunday. so may we have to do this again as we head throughout the weekend. but right now it's dry out toward the embarcadero at this time. a lot of clouds rolling in. and there you go. that big area all the way from windsor, a colgan creek looking at some flooding a little further south. that one just a minor flooding right now. but again, the ground so saturated from the storms that have come through early on this season. doesn't get take much get some rapid rises in some of the smaller creeks and streams are going to see more of that rain on the way. so most of our right now hung up in far northern california. more showers on the way as we head

throughout the night tonight. in fact, that rain going to be dropping in and moving further south tonight. so yet, get ready. we're going to see more of that rain over the weekend to the showers going to be coming in. doesn't look like it's going to be too heavy tonight. yeah, but you see all that rain is coming to an end? but we're seeing the creeks and streams continue to rise as the water kind of rolls down the hills. it's been relentless. specially or weeks now. yeah. coming on. so we could use a break. i think we're going to get a more on your new year's day forecast. coming up. >> and a thanks, lawrence. >> openai is planning to transform into a for-profit company in a blog post. the company's board says it will replace its existing structure and will become what's called a public benefit corporation. that's a for-profit company operating for the good of society. the division will now run and control operations and business of openai. bloomberg says ceo sam altman will receive a 7% stake in the for-profit venture ride-hailing company. lyft is suing the city of san francisco. the company claims it was overcharged.

>> 100 million dollars in taxes over the last 5 years. says the fees paid by riders to drivers are not part of the company's revenue and shouldn't be taxed. lyft says it makes most of its money from the fees. it charges drivers. the company wants refunds for overpaid taxes as well as interest and penalties. the city says it will review the complaint and respond accordingly. >> still ahead here on kron 4, the trump administration may have some legal challenges and its goal to bring workers back to the office. after the break, we'll take a look at. >> some of the preparations underway for the rose parade.

>> volunteers are decorating floats for the big rose parade. artistic entertainment services is the company in charge of 16 floats in the parade this year. they're being decorated in pasadena, every inch of the floats must be covered in natural materials, volunteers cut, prepare, sort and glue things like dried flowers, nuts, seeds. legumes or lagoons are. however you say also throw some shows up there on the floats. it's a whole thing. where we just completed a one float decorating. we have about 14 floats being decorated by volunteer decorators starting at 08:0ham every day this week. >> you can catch the rose parade right here on kron 4 on new year's day at 08:00am and try to spot the >> tis the season to celebrate, but also to prepare for the upcoming tax season. the irs are urging people to

those illegal guns at open fields in east palo alto and san jose. >> the videos were a way to solicit potential buyers of the guns. officers say one of the video shows videos shows him shooting a gun on a school campus cabrera is suspected of importing these weapons from out of state. >> how about this for a getaway car? you have 4 girls between 13 and 15 who are accused of stealing more than $7,000 worth of merchandise from the town shopping center in corte madera and employee told police girls ran and ransacked the perfume and makeup shelves and then got away in an uber. officers eventually pulled over the driver on 101, and arrested the girl's. >> let's get you a check of the forecast. taking a live look outside at coit tower pretty dry tonight out there across the bay area, which is nice dry for now. if the trend holds probably not for long

yet, not for long that rain, not it's just kind of knocking at the door. the north bay right now. so more rain on the way got a bigger storm coming saturday night into sunday. but you got to get away forecast for you if headed out to sfo right now. >> of course, there's been a lot of delays and some of those connecting flights across the country. sfo right now, though, looking pretty good. no delays being reported sfo, mostly cloudy skies. just a light wind out of the west northwest at 6 miles an hour. >> spots around the country yet to get a connecting flight to chicago o'hare. you may see some delays there as well. and you see some cold temperatures settling in some 30's around parts of the country as well as some cold weather and some storms likely to cause more delays there as well too. in the more of a let's get you get away forecast for you if you're headed that direction about 59 degrees. moderate 59 in common. a lot of clouds tomorrow and again, watch out for some big-time surf along the coastline. those large swells also affecting that area further south southern california, going to see some windy conditions over some of the mountain tops. the temperatures, though, not bad at all. 64 in san diego about 65 degrees in pasadena. and
