joining us here tonight at 11, i'm noelle bellow, a new report tonight claims homelessness across the country has increased by more than 100,000 people. and that's just in the last year. >> here in the bay area, specifically in santa clara county, nearly 10,000 people are unhoused. the new numbers come ns hundreds of people will have their encampments swept by next week. kron 4 shock moment reports from one of the south bay's largest homeless encampments. >> i know one week from friday. this notice posted along a several mile long stretch of coyote creek. this one-off story votes as sweeps will start in the new year. these people are criminals. these people are down on their luck. >> these people have lost houses, lost jobs, lost loved ones. john cartwright has been spending her holidays, telling the hundreds of people along coyote creek that they need to get moving. >> the silicon valley water board recently approved a ban on all camping along their

waterways, citing an hygiene concerts. the band starts on january second, but it's unclear how quickly law enforcement will force people out of their tents. if you're sweeping people out of the creeks where they supposed to go and if you don't have any answer, you should be sweeping people out of anywhere. shelter space is routinely fall in the south bay and the number of people living on the streets is increasing. according to the latest housing and urban development data. >> nearly three-quarters of a million people were found living on the streets across the u.s. california has by far the largest number of people living on the streets. a total of 160,000 more recorded this year. cartwright's not surprised. not at all. and i'm sure that's an under count. everyone who anyone who's ever counted knows that's undercount into the bike path. she hands out supplies and some belated christmas cheer. but you know what? i'm not going to tell you a flavor there. it's horrible man. >> it's harwell mercy. watson has never been on house before, but he ended up here just 6 weeks ago. he was evicted after his roommate who

paid rent was hospitalized. many some more substantial. i mean, i could go to a shot of it. >> if this, if this pope at there. it's like you got to do a raffle ticket. you got to stand up if you don't get well, people live pretty deep into these waterways here. we are standing at one of the park's by happy hollow park and zoo. >> to give you a little idea of how deep these people live. take a quick look to my right. you can see this bridge that people made. and if you follow that bridge up the hill, there are dozens of tense, all lining this waterway of people who will be forced out over the next couple months. i mean, i lost a career job. i was working for caltrans. and everything just crumble and well, murphy is in limbo, just figuring out how to live on the street. >> he will likely be forced out of his newfound hold. you in that rules against a group of people. it will never be successful. robert gear, it helps with the yearly point in time. count for the unhoused. he disagrees, however, with the county steps towards removing people from the

creeks and rivers, he says more people like murphy should be included in the conversation and not labeled a criminal. you must involve them in those decisions so they can agree to it. so it he? >> a fair contract in san jose jacmel but kron 4 news. >> with that, let's get you a check of the forecast. taking a live look now at quite tower lit up tonight as a little bit of rain comes back into the bay area. kron first chief meteorologist lawrence karnow has all the details for us. hey, lauren, know, well, get ready for the last weekend of the year. company that here we go. we're gonna get ready for 2025. pretty quickly. but >> that rain not leaving us alone. just yeah. we've got some more showers. >> pushing to the bay area as we speak out toward the golden gate bridge right now. a lot of clouds, a little slick out there on the roads to and well, kind of active out there. we've had the storms kind of rolling in throughout this holiday week. most that the moving further north today. but now it's just beginning to sag a little further south and starting to

see some of that activity moving into the bay area. that's what's going to play out overnight tonight. not going to be as heavy as last night, but we are expected to see scattered showers popping up around the bay area. so yeah, maybe a 10th of an inch of rain or little bit more in spots in the north bay. moving a little further south down the peninsula. now you can see some of the rain begin to push him toward half moon bay, also in the pacific as well. san jose are fairly dry right now. but even that we could see a couple scattered showers to very interesting. we still have a flood warning that is in effect in the north bay get up toward forest hills. and we're talking about green valley creek, seeing some moderate flooding, their it estate above flood stage over the past. 24 hours, of course, there are so saturated in the north bay running about 250% of normal precipitation. all the water that falls from the sky is just running right down in many the creeks and streams there. and that's causing some rapid rises. so we are continue to see some flooding there expected to recede as we head toward tomorrow morning. as long as we don't see substantial rain overnight

tonight and it's tomorrow. but yeah, we're going to see more showers on and off tonight as we head toward early tomorrow morning. expect couple more raindrops, a little bit bigger storm headed our way, too. we'll talk more about that coming up a few minutes. thank you, lawrence. >> and the north bay temple peice union high school district has settled multiple abuse cases for more than 17 million dollars. according to the lawsuit, tennis coach, normandy burgos sexually abused students in the early 2, thousands. he was convicted in 2019 on 60 counts of child molestation and it's now in prison and a statement to kron 4. the district said, quote, we hope this brings closure to all those involved. in the south bay, a 19 year-old behind bars tonight in san jose accused of making ghost guns and selling them. police say lucien cabrera posted these photos and some videos online showing him shooting the illegal guns at open fields in east palo alto and san jose. officers say one

video shows him shooting a gun on a school campus cabrera is suspected of importing those weapons from out of state. tonight. police in oakland are investigating a deadly shooting. they say they found the victim yesterday afternoon on foothill boulevard near the franklin recreation center. they say. the person was shot several times. no other information was given other than no arrests have been made so far. but if you have any information you are asked to give oakland police a call. this all comes as chp is presence in the east bay is being extended. governor gavin newsome made that announcement today. however, he also called out the city of oakland over its police pursuit policy. pcapitol correspondent eytan wallace reports statewide. california highway patrol organized retail crime task force in 2024 alone. it recovered over 13 million dollars in stolen goods, arrested more than 1400 suspects and conducted 777

investigations. >> he says his decision to add the additional chp patrols and resources to areas he describes as regional hotspots, including bakersfield, bernardino, san francisco and oakland helped get those results. but specifically in the city of oakland, he says he will discontinue his decision to an additional chp patrols. if the city does not take quick action to change its policy that says an officer can engage in a police pursuit only if the suspect is believed to have committed a violent crime or if there is a probable cause. the suspect is in possession of a gun. otherwise no pursuit. newsom says that policy hampers officers ability to do their job. this extreme. >> pursuit policy. you can run a red light. you can come close to sideswiping a school bus during the morning hours right in front of a police officer and the pursuit policy in oakland says we can't. we

cannot foresee that suspect. we cannot engage that suspect. we need to see that policy changed. oakland council members and attendants say they are working on changing the policy. it is my hope that in the new council that we can get this time in the next 30 days or >> looking ahead, statewide newsom believes it doesn't bipartisan retail theft, new laws he signed earlier this fall will make a difference, including one that will increase penalties for those who steal more than $50,000 in items. >> in another allowing prosecutors to combine the value of multiple stolen items to meet the larger penalty for a felony. still, newsom defended his stance against prop 36. the 2024 ballot measure that voters overwhelmingly passed to increase truck treatment and increase penalties for some theft and drug offenses. newsom expressed concerns over lack of state money to fund prop 36 and he believes it could lead to mass incarceration. but republicans hope he helps implement prop 36. now that the past and now that it's law, he continues to look at prop 36 with

skepticism. >> and for my colleagues in the legislature, i just a couple weeks ago. >> sent a letter to the governor requesting that he fully support and find prop 36. it will be important. >> and we should have a better idea about how newsom plans to fund prop 36 when he unveils his preliminary spending plan in january reporting a tonn wallace kron. 4 news. >> a serial san francisco shoplifter is facing more severe charges tonight marking the city's first case filed under prop 36 on christmas eve. the man allegedly stole medications worth more than $400 from a walgreens. and no, we now due to prop 36 instead of citing and releasing the suspect he is facing felony charges. several other laws coming into effect in 2025, if you parked too close to a crosswalk, new parking restrictions get you a ticket.

that's one of several new laws set to take effect. reporter chip yost has a look. >> secretary, please call the roll. >> one of the new laws passed this year aims to address the challenge of prosecuting people for breaking into cars primarily the bill closes the locked door. new poll. >> which is a nonsensical barrier holding part burglaries accountable no longer. the bill's author says will prosecutors have to prove a car's doors were locked to prosecute someone for auto burglary? another law that goes into full effect january 1st after being passed in 2023. >> could make parking in your neighborhood a little more challenging by limiting how close you can park to a crosswalk. >> before 13 would make intersections safer by widening sight lines. getting drivers better vision when looking out for pedestrians. >> the new law prohibits people from parking within 20 feet of either side of any

marked or unmarked crosswalk or within 15 feet. if a curb extension is present. legislators also attempted to make cannabis shops more marketable by allowing them to prepare and serve none. cannabis food and beverages on site. here's what the bill's author said about the idea in an interview last we know from places like amsterdam. >> that there's a huge demand for this. and california can become a destination for cannabis just like we are for winds bringing hundreds of thousands of people to our state. >> that was chip yost reporting for us tonight. new at 11, a northern california resident is starting the new year. a billion dollars richer lottery player in shasta county. one the 1.22 billion dollar mega millions jackpot tonight. officials say that lucky winner bought the ticket at a gas station in cottonwood

in santa cruz after the war collapsed during dangerous swells this week. >> it slammed into the

structure is kron four's. gayle ong reports the hope is to reopen the wharf in a couple of weeks. >> incident on monday was really the largest swell that we've seen 30 years. and as a result, santa cruz city leaders say about 150 feet at the end of the war was destroyed after dangerous swells slammed into the structure just before 01:00pm monday while the coast was under a high surf warning, according to the national weather service wave heights were about 30 to 40 feet with the highest breakers around 60 feet at the time. so that combined with the end of the work being. under construction. >> really damaged weakened from previous year storms. that was really the vulnerable point. the impact causing 3 construction workers to fall into the water along with the dolphin restaurant and a restroom. >> that part of the pier was already closed since january of this year. right now, our immediate concern is the balance of the world open and our businesses operating again as soon as possible. the santa

cruz city manager at some 400 employees will be receiving funds to offset the amount lost during the closure. that may include help with rent in the meantime, crews are working to reopen. the wharf is too critical path items. the first is removal of the heavy equipment. >> that fell into the ocean as a result of the incident were working with power. engineering. the contractor on the project as well as other salvage experts as to how best to do that. that's priority number one, that heavy equipment potentially jeopardizes this ability the rest of the as for the future of the borth, i don't think we can speak with any confidence at this point as to whether rebuilding. >> that section of the worst. is feasible. or the appropriate thing to in light of the increased frequency and power of the storm events that we're experiencing along our coastline warm-up ourselves on every coastal community of the world. how some version this conversation going and there will be several conversations

going main beach in >> expected to reopen as early as saturday. but santa cruz officials are asking the public to avoid the beaches until monday. there's a ton of debris out on the beach that still needs to be cleared out n the studio. gayle ong kron. 4 news. >> wild situation there in santa cruz. a live look at the embarcadero tonight. pretty slow night out there. i think everyone's trying to catch up on some rest after the holidays, lawrence. hopefully folks are paying attention if they're going to the coast, though, because those swells are still pretty large. yeah. huge waves moving in along the coastline over the next few days. here is we're going to see. >> one looks like a large swells still building off the coastline, going to be moving on shore. but gale made a very important point to its not just those waves, but some of that debris in the water wonder sometimes you see some of those big logs as you walk down the beach. you wonder how they got there. will this all they get there? but once they're churning around him, that open water can be very,

very dangerous. if you're out there, swimming outside tonight, we are looking at some clouds rolling in. the showers will begin to pick up just a bit, too. temperatures running generally in the 40's and 50's outside. but yeah, we're looking at that. high surf continue until least sunday morning as these waves that have been rolling across the pacific, really some very large systems out there. so here's a look at some of the waves that are moving along the coastline right now. some of those waves right look toward the beaches now in half moon bay. some of those are running to about 10 to 12 feet. there. further out, though, we've got some larger waves just off the coastline of 22 feet and even further out this what i'm talking about, that larger swell, you've got much higher waves out there. some of those almost 30 feet high that is going to be pushing along the california coastline as we head through the weekend. stormy out there now in spots of most of it in far northern california, although we've got a few scattered showers popping up around the bay or this evening. that's coming it's going to play out tonight and tomorrow, 2 more widely scattered showers. not going

to rain out. a lot of room here saturday. just have an umbrella or like the rain jacket with you as it looks like tomorrow will kind of a transitional day. and then as we get into early on sunday morning, a much larger storm begins to move in that one more substantial. some heavy rainfall in the morning on sunday morning. then that clears out. as we start to head toward new year's day, guess what? high pressure builds in the jet stream lifts to the north. we start to dry things out. i think that's the way it's going to kind of play out as we head in toward the new year. so there is some sunshine inside as we get toward the new year. but we get together, get through the weekend. looks a little drippy and wet outside 50's and 60's for highs by tomorrow. over the next couple of days. we're going to see the rain continuing that larger system moving in on sunday. not a huge storm, but more rain expected sunday morning dry on monday and tuesday. a new year's day. sunny and bright. nice day to get out there and enjoy the new year. well, the north bay for sure needs to dry out. so that's definitely a welcome sight. yeah, looks like they get at least a week, maybe more. some dry weather

in the north bay. they could use it so cold, though. >> that's still still weren't things aren't right. will lift is suing the city of san francisco. the company claims it was over charged 100 million dollars in taxes over the last 5 years. the suit filed lasc week says the fees paid by riders to drivers are not a part of the company's revenue and should not be taxed. lyft says it makes most of its money from the fees. it charges the drivers. >> the company wants refunds for overpaid taxes as well as interest and penalties. san francisco says it will review the complaint. traveling isn't always the most calm experience. but sfo just opened up a sensory room at the airport. it's designed to support neurodiverse travelers and their families. the room offers an activity area with digital and hands-on options. a calming and soothing area for relaxation as well as a life-size airplane cabin experience to help families
