lockdown is for residents near lone tree way and country hills drive. >> it's not clear why officers are there, but they have released an alert asking people to stay indoors. 2 back-to-back homicides are being investigated oakland. the shootings happened just within a 48 hour span of each other and have left to neighborhood shaken. it's brought the number of homicide investigations in oakland to 82 and that number far lower than the last few years. but people in oakland still say there's a lot of work to be done to feel safe. kron 4 shock moment has more details. >> in a neighborhood where just one day ago a person lost their life. life still vibrant titled at the park llamosa case was grew up in east oakland. he's enjoying his day off with burkhalter part just hours after a man was shot and killed. >> this is homicide number 18 to this year.

>> the shooting is unknown. hopefully our prayers up to anybody. i was involved. we members of the man shot say he was from stockton and just turned 27. they told kron 4 news off camera that they're confused why their loved one was in oakland and not even more confused. why he had to >> vigil was planned for him at this park. but family told us they're worried friends will be too scared to come to oakland. >> flashing lights. that's it. the entire block was just flashing lights. very few cars, other than called neighbors still shaken by the shooting on a street. that's pretty quiet. neighbors. we spoke to say this area. oakland is relatively peaceful. they say the shooting, though, has them worried knowing there's an elementary school nearby here with many families with young children. >> it is the second homicide and less than a 48 hour span here in the city. >> oakland police say thursday evening another person was shot and killed left for dead at the scene. candles, flowers more than 80 families changed

forever. >> o'connor felt shaky as far on political issues with the felt shaky for. wow. watts tells kron 4 he doesn't have a communicate with citizens to me. there. >> not very approachable. if you ask me and i don't see them. >> really, too involved in the community, the city is going through changes a new police chief and more communication with the city through town halls. homicides are down to 82 this year. the last time homicides were this low was before the pandemic throughout this year. residents telling us they still don't feel safe, but some things are improving. >> this picking there. there's a lot of positive energy around downtown, especially chef nelson hermenet sober a lesson in downtown oakland. he says business has massively this year. >> a car break-ins and overall crime. they are doubt. he says many parts still feel unsafe at the fight is not over. streets are definitely in a

even trees down because the ground is so saturated from all the rain we've have received. when i come back, have details because we also have dangerous waves. still back to stephanie. >> thanks, gayle and francisco. police are looking for the person responsible for shooting a man near the tenderloin district. it happened around one this morning. officers say they found a man with a gunshot wound near eddy and high streets. the victim was taken to the hospital for multiple gunshot wounds, but is expected to survive anyone with information is asked to contact oakland police. saturday. police recovered these drugs and illegal guns after a trough, a traffic stop last night. police say they pulled over an rv in the downtown area and after a search they uncovered meth, marijuana pills. and more than $26,000 in cash, the driver was booked into jail. president elect trump says his administration will go as far as firing federal workers who will return to the office and

insists on a remote work schedule, but forcing government employees back into the office might not be as easy as it seems. reporter joe khalil has more on the challenges the president-elect is facing and how republican lawmakers are reacting. it's one of the promises that president elect trump made before taking office. he says that he's going to make it a policy that all. >> federal workers who are working either remotely full time or part-time remotely are going to come back into the office or the fire. that's obviously going to be a lot harder to do that actually to say. but he says he's going to pursue that. there are really 2 different conversations here. you take a look at federal efficiency when it comes to building space and how much taxpayer dollars are going to cover it. the government accountability office to a report that showed that out of 24 federal buildings in dc 17 of them only had about a quarter of their space. actually being

used. 25% or less. that's because, again, a lot of these workers have not yet returned since the pandemic in 2 working in person for that reason. james comer, the chairman of the house oversight committee's pointed out the government is spending anywhere from 2 billion dollars a year on keeping the lights on in these buildings to 5 billion dollars every year. just for potentially even leasing out that space. so there are questions about how the government can be more efficient with those dollars, whether it's maybe combining some agencies into one or 2 buildings rather than each having their own. in addition to that, we've heard the doge representatives talk about losing federal workers are getting rid of hundreds of thousands, if not millions of federal workers and again, in order for them to do that, they're going to face serious legal challenges because many federal workers in their contracts have the right to work remotely and comer. the chairman of the committee

here, the oversight committee acknowledges that's going to be something they will run into legal challenges. so here's what he told me. and this will probably head to court. but in the court of public opinion, i think the people that work hard every day and have to go to work and pay taxes. >> i don't think they're very happy with the fact that such a high percentage of the federal workforce. is is working from home. in the end, they're not held accountable luck. the employees who work for the betterment who have to go to the office every day. now, the other side the story is that unions representing these workers say just because they're working from home doesn't mean they're any less efficient in the way they work and the jobs. they do some point out that members of congress often work from home, not just in dc and they say that to address the problem of these buildings that are costing so much in federaa dollars. solution is not to fill those buildings up. it is may be to consolidate them and to allow workers to continue

working from home. so we know this is something that's going to be debated. what we do know is what it actually looks like in practice. once the new administration takes office in january. that is something we're certainly going to be watching. rideshare company lyft is suing the city of san francisco after claims the company was overcharged 100 million dollars. >> in taxes over the last 5 years. the lawsuit filed last week says the fees paid by riders to drivers are not part of the company's revenue and should not be taxed. lyft says it makes most of its money from the fees that it charges. drivers. the company wants refunds or pay taxes as well as interests and penalties. city officials say they will review the complaint and respond accordingly. officials warning of a donation scam connected to the santa cruz wharf collapse. scammers are claiming now it's represent businesses that were impacted by monday's partial collapse and asking people for money about 150 feet at the end of

the war was destroyed and officials say it was caused by 2 main factors. one being historic swells and the war being under construction and close to the previous storms. well, if you're looking to get rid of your christmas tree, recycling kicks off today in san francisco workers with recology will be making stops around the city to pick up trees, all decorations, tinsel and stands should be removed. flock trees and artificial ones will not be picked up. >> so make sure you put those trees out might occur next to your garbage bin so we could pick him out. he's a free program during that time frame. it ends on january. 17th. so please ensure that you put your christmas trees out. important to keep our streets. >> clean and free of debris. and we appreciate his service is healthy. let's give it the streets. >> last year, san francisco, recycle 274 tons of christmas trees. residents have until january 17th to leave their tree out for recycling. and

the christmas trees can also be used as a healthy snack for goats. the independence, 4 h club in sonoma county is asking for tree donations to feed the goats at their local farms. the organization of offers tree pickups and subhash to pull santa rosa and rohnert park. the trees are source of vitamins, a and c which helps the gut health for their animals. the ones that are to try for goats, tommy's will return to the soil as compost tree spray with fire. it hardens are not accepted because of the chemicals and they're bad for the goats. still ahead on kron, 4 news officials say bird flu continues to spread after a batch of frozen pet food tested positive for it. >> they're also warning people of how dangerous the blue bird flu can be. the cast. plus fire officials partly launched a new program to help homes from wildfires and the nation's debt limit is expected the region next month. what experts say needs to be done to pay it off

selling in near hopper street and caulfield lane on thursday. police allegedly found a quarter pound of meth package on him for sale. frozen pet food in 12 states is recalled after a bash tested positive for bird flu. officials in oregon say led to the death of a house cat and in southern california, health officials are investigating the death of multiple house cats. according to the cdc, the virus has been detected in all 50 states and there have been more than 1000 reported outbreaks. news nation reporter nancy loo has more details. >> well, there have been at least 3 house cat deaths linked to bird flu so far this month. 2 here in la county and another in oregon. so health officials are urgently warning all pet owners about raw foods and exposure to wildlife in the newest case, oregon health officials say a house cat contracted h 5 n one by eating

northwest naturals raw and frozen pet food, which is sold nationwide. the portland based company has voluntarily recalled the frozen turkey line linked to the death earlier this month. health officials in la county reported 2 house cat deaths both had consumed raw milk linked to a statewide recall due to infected dairy herds. the virus has been detected on farms in at least 16 states and hundreds of herds are quarantined in washington state. the deaths of 20 big cats, including a tiger in just the past month, according to the facility's director, all had become infected with bird flu. now dozens of human bird flu cases have also been reported in california, oregon, washington and other states. but so far, no deaths or known spread from human to human contact. >> i strongly advise people not to drink raw milk. this is

taking a live look now at downtown san francisco. looking nice and lit up for the holidays. if you're having some plans for the new year's eve celebrations kron 4 meteorologist gayle ong has all your details. >> a mostly dry for a new year's eve. i know we had some sprinkles or light rain last year, but it does look like we have a drying trend. stay tuned. but that's before tomorrow's rain or overnight. rather. so we're pretty quiet here at the golden gate bridge as well. overnight showers expected tonight with cloudy skies and that will linger into the morning. we'll start to see some strong winds to go along with that stormy pattern. and then next week we see dry weather ahead. but some chilly temperatures in the morning. so here's that front right to our north. pretty quiet on our satellite and radar right now. but take a look at our future cast model. and you can see right off shore here. that rain expected around midnight. so lets played in motion for you were mostly cloudy about an hour from now. and then the 04:00am to 06:00am hours. that's when we're expecting

that rain to intensify, especially for you in the north bay. it's more widespread. you could see some moderate cells move through san francisco around 7. i 07:00am. and that breaks apart by the late morning and we will remain unsettled to the afternoon with some partly cloudy skies. so it's going off to a stormy morning and we have a flood watch in place for the north bay until noon, this could easily become a flood advisory or even a flash flood warning depending on the rate of the rain, it's going to be a lot coming down all at once. rain totals about a quarter of an inch around the bay area. but more in the north bay, as you can see, so probably can be more than an inch tomorrow. and with that, we've talked about the winds that early morning hour 04:00am to 06:00am. that's when we see. that's the winds are going to pop to 30 miles per hour along the coastline in our highest peaks and the gap. so it's going to be breezy in the morning and told the afternoon because the ground is already saturated.
