good morning. thank you so much for joining us here on the kron. 4 morning news. i'm stephanie lin. >> it's sunday december the 29th. let's check in first with kathy trafton for your weather. kathy. >> good morning, stephanie. we have quite a going on in bay area. it's moving across the bay area, especially strong and heavier in the north bay. it's also wind advisory in many parts of the bay area, not everywhere, not in the santa clara valley, but north. this is a view of the richmond bridge. it shows soggy, soggy lawn roadways there. and so it's kind of a tough drive. and it's good actually talk because of the winds will be kicking up. so today's highs, not remarkable numbers around 60, just a little bit warmer start to head south. it's the rain. that's the big concern and the winds. so the rain is mainly in the morning. this fund is a fast moving front. it's a moderate in the north bay and there's a flood watch in. the concern is in the north bay for the rapid rises
7:02 am
of the creeks and streams and small rivers also concerned about urban flooding is possible, especially the low-lying areas, especially areas with poor drainage. and the problem is, of course, we haven't had this rain falling on saturated soil. so it's not the amount of rain so much as the fact is already falling, where it's already terribly soggy light rain, the rest, the bay area for the most part. and then it starts to clear out. but not before the wind advisory is finally set to expire. so the gusts could be to 15 miles per hour. look at these colors lighting up across the north bay, especially getting a little decreasing a little bit as the day wears on. and also you'll notice is when rafik again on the run. it one more time because of the wind shift. you see little white barbs. those are like little airplanes. they're coming out of the southwest for now. and then they start to move as the day goes on to a northwest flow. so that means colder air is coming in behind this cold front. i've got a lot more to talk about right now. back to stephanie for news. kathy,

donald trump says rather president-elect donald trump says his administration will fire federal workers who insist on a remote work schedule before government employees back into office may not be as easy as it sounds. news nation's joe khalil has more on the challenges the president-elect faces. it's one of the promises that president elect trump made before taking office. he says that he's going to make it a policy that all. >> federal workers who are working either remotely full time or part-time remotely are going to come back into the office or the fire. that's obviously going to be a lot harder to do that actually to say. but he says he's going to pursue that. now, there are reallyo2 different conversations here. you take a look at federal efficiency when it comes to building space and how much taxpayer dollars are going to cover it. the government accountability office to a report that showed that out of 24 federal buildings in d c 17 of them
7:09 am
only had about a quarter of their space. actually being used. 25% or less. that's because, again, a lot of these workers have not yet returned since the pandemic in 2 working in person for that reason. james comer, the chairman of the house oversight committee's pointed out the government is spending anywhere from 2 billion dollars a year on keeping the lights on in these buildings to 5 billion dollars every year. just for potentially even leasing out that space. so there are questions about how the government can be more efficient with those dollars, whether it's maybe combining some agencies into one or 2 buildings rather than each having their own. in addition to that, we've heard the doge representatives talk about losing federal workers are getting rid of hundreds of thousands, if not millions, a federal workers. now, again, in order for them to do that, they're going to face serious legal challenges because many federal workers in their contracts have the right to
7:10 am
work remotely and comer. the chairman of the committee here, the oversight committee acknowledges that's going to be something they will run into legal challenges. so here's what he told me. and this will probably head to court. but in the court of public opinion, i think the people that work hard every day and have to go to work and pay taxes. >> i don't think they're very happy with the fact that such a high percentage of the federal workforce. is is working from home. in the end, they're not held accountable. lucky employees who work for the betterment who have to go to the office every day. now, the other side to the story is that unions representing these workers say just because they're working from home doesn't mean they're any less efficient in the way they work and the jobs. they do some point out that members of congress often work from home, not just in dc and they say that to address the problem of these buildings that are costing so much in federal dollars. solution is not to fill those buildings up. it is
7:11 am
may be to consolidate them and to allow workers to continue working from home. so we know this is something that's going to be debated. what we do know is what it actually looks like in practice. once the new administration takes office in january. that is something we're certainly going to be watching. still ahead on kron, 4 news at 4, a look back at some science breakthroughs that happened in 2024. >> if you're heading outside right now, you better grab your umbrella. it is raining. is this how it's going to be the rest of the year into the new got the weather coming up.

7:16 am
according to flightaware with 6 cancellations. as we look at the other areas so far. san jose. okay. but there are 27 delays being reported. and 37 in oakland, but you still see the green saying is fairly low and then really across the nation, the only area with the rhetoric playing which indicates major delays as s so if you're heading that direction, check your flight before you leave. and here's the storm. here is a fetch of moisture coming right across the pacific heading right into northern california and the bay area. heaviest amounts of rain. yes, the north bay and the concern is, you know, as moderate to heavy rain, but it's saturated soils. so this rain is falling onto already saturated soils already swollen creeks and therefore, we could have a rapid rise and some of the creeks and streams possible flooding in urban areas and areas of low lying and that drainage and also a concern for maybe some landslides as possible. concerned also for downed
7:17 am
trees because the soil so saturated and the winds are kicking up, which could really make the trees fall, tree limbs or danger too. maybe even some power outages. so this is quite a storm, but he's moving rapidly. that's the good news. and compared to the north bay, it's fairly light for the rest of the bay area. the wind advisory mention the yes, that advisory excess set to expire at 03:00pm. it could have gust to 50 miles per hour. look at the gas right now in the north bay. some of these gusts are you see the areas of red and even the purple. that's where strongest gusts are. but again, this storm is moving quickly. and so then the winds start to die down and then the winds shift a little bit instead of coming out of the southwest. they start to come out of the northwest and that's the northerly direction that brings us the colder air future rain totals about a 3rd of an inch for eureka about the same in san francisco and a lot more in the santa cruz mountains. 70.7 6 for ben lomond. but you'll notice about a quarter of an inch for novato about the same in
7:18 am
hayward about the same in mountain view. so it's not a huge amount of rain, even though it's quite impressive at first because it moved so rapidly. so here comes the storm. it brings, of course, rain to us and more snow to the sierra nevada, which of course, if you're a skier, that is great news. here is your new year's eve. ridge is building in looks it will be dry. it also be dry for your new year's day. that's wednesday. so we are and really having a big change our weather with cooler conditions. and after this cold front and dry conditions for at least a good part of the week. temperatures today, not remarkable ranging from 57 in santa rosa on the cool side to 63 in san jose. so it's not a big range. a look ahead does show again the heaviest rain in the north bay. cool start. as we say goodbye to 2024, we start out 2025. with cool conditions. clear skies and some sunshine. stephanie, what do you think? i kept it sounds

that president elect trump made before taking office. he says that he is going to make it a policy that all. >> federal workers who are working either remotely full time or part-time remotely are going to come back into the office or the fire. that's obviously going to be a lot harder to do that actually to say. but he says he's going to pursue that. now, there are really 2 different conversations here. you take a look at federal efficiency when it comes to building space and how much taxpayer dollars are going to cover it. the government accountability office to a report that showed that out of 24 federal buildings in d c 17 of them only had about a quarter of their space. actually being used. 25% or less. that's because, again, a lot of these workers have not yet returned since the pandemic in 2 working in person for that reason. james comer, the chairman of the house oversight committee has pointed out the government is spending anywhere from

2 billion dollars a year on keeping the lights on in these buildings to 5 billion dollars every year. just for potentially even a leasing out that space. so there are questions about how the government can be more efficient with those dollars, whether it's maybe combining some agencies into one or 2 buildings rather than each having their own. in addition to that, we've heard the doge representatives talk about losing federal workers are getting rid of hundreds of thousands, if not millions, a federal workers. now, again, in order for them to do that, they're going to face serious legal challenges because many federal workers in their contracts have the right to work remotely and comer. the chairman of the committee here, the oversight committee acknowledges that's going to be something they will run into legal challenges. so here's what he told me. and this will probably head to court. but in the court of public opinion, i think the people that work hard every day and have to go to work and pay taxes. >> i don't think they're very happy with the fact that such
8:09 am
a high percentage of the federal workforce is is working from home. in the end, they're not held accountable. lucky employees who work for the betterment who have to go to the office every day. now, the other side to the story is that unions representing these workers say just because they're working from home doesn't mean they're any less efficient in the way they work and the jobs. they do some point out that members of congress often work from home, not just in dc and they say that to address the problem of these buildings that are costing so much in federal dollars. solution is not to fill those buildings up. it is may be to consolidate them and to allow workers to continue working from home. so we know this is something that's going to be debated. what we do know is what it actually looks like in practice. once the new administration takes office in january. that is something we're certainly going to be watching. >> president elect trump is now targeting canada claiming
