temperatures stay at the at the ground and we have cold alerts and advisories in effect through 9 o'clock this morning for some areas, including the north bay, the north bay interior valleys some of the north bay mountains and also down part of parts of santa clara. it is so much colder than yesterday morning down. 21 whopping degrees in santa rosa compared to yesterday at this time down 18 degrees in concord. -18 in napa, 15 degrees cooler in oakland at this hour compared to yesterday. and even in san francisco in half moon bay, 13 degrees colder. it is chilly and temperatures. lot of 40's and some 30's. so we'll keep an eye on these numbers for you. and then we'll talk about the 7 day forecast about the forecast for the rest of the year and part of next year, all coming up. but now back to john in right? thank you for let's get a look at morning. >> breaks no major delays were off to an easy start. 7

and into local news. antioch police arrested a man saturday night who's accused of shooting his girlfriend. the incident led to a shelter-in-place warning. it happened know, park circle near country hills drive. officers say a man had shot his girlfriend and also a nearby home. they say he then barricaded himself inside a house in. there was a 6 hour standoff. the man was eventually arrested and no injuries were reported. right now in hayward, police are looking for a missing man who has dementia. take a good look at your screen. his name is gregory manuel, and he was last seen near hays street in the old san leandro neighborhood wearing a burgundy coat in beige pants. if you know where you could be, please call police. >> and san francisco, the chief medical examiner, they need your help. the trauma identify this woman she described as being white about 50 years old, brown hair, brown eyes about 4 feet, 9 inches tall and weighing approximately 147 pounds. the town right in front of 2.41

jones street with our lakes wrapped in multiple bandages. if you have any information, please reach out see in e investigative division. over the weekend, the number of homicide investigations in oaklyn rose to 82 after 2 recent shootings. the number, though, is far lower than the last few years. some people in oakland told coverage moment there's a lot of work left to be done. >> in a neighborhood where just one day ago a person lost their life. life still vibrant titled at the park llamosa case. watts grew up in east oakland. he's enjoying his day off with legit burkhalter part just hours after a man was shot and killed. >> this is homicide number 18 to this year. >> the shooting is unknown. hopefully our prayers up to anybody. i was involved. we members of the man shot say he was from stockton and just turned 27. they told kron 4 news off camera that they're confused why their loved one

was in oakland and not even more confused why he had to that. >> a vigil was planned for him at this park. but family told us they're worried friends will be too scared to come to oakland. >> flashing lights. that's it. the entire block was just flashing lights. very few cars, other than called neighbors still shaken by the shooting on a street. that's pretty quiet. neighbors. we spoke to say this area. oakland is relatively peaceful. they say the shooting, though, has them worried knowing there's an elementary school nearby here with many families with young children. >> it is the second homicide and less than a 48 hour span here in the city. >> oakland police say thursday evening another person was shot and killed left for dead at the scene. candles, flowers more than 80 families changed forever. >> kind of felt shaky as far on political issues with the felt shaky for. wow. watts tells kron 4 he doesn't have a lot of faith in law enforcement, right? they don't communicate with citizens to me. there. >> not very approachable. if

you ask me and i don't see them. >> really, too involved in the community, the city is going through changes a new police chief and more communication with the city through town halls. homicides are down to 82 this year. the last time homicides were this low was before the pandemic throughout this year. residents telling us they still don't feel safe, but some things are improving. >> picking there. there's a lot of positive energy around downtown, especially chef nelson hermenet sober a lesson in downtown oakland. he says business has massively this year. >> a car break-ins and overall crime. they are doubt. he says many parts still feel unsafe and at the fight is not over. streets are definitely in a safer. >> of course. what does a rally that there's it's not fully safe in most places, but what we see here in downtown, it's got a lot better. >> hoping the new year will bring new vibrancy to the town. it's it's happened to

slowly. but when you really come together change that in oakland, jack moment, kron, 4 news. >> all right. thank you, jack. back in time for that report. 609, in san jose volunteers who have worked all year to help feed homeless, have reached a major milestone >> the farmers market project has passed its goal of donating 40,000 pounds of food in 2024. volunteers with saint francis of assisi church routinely collect unsold food from the evergreen village square. farmers market. they showed up every sunday, rain or shine. the food goes to the family, supporting housing project on north king road. >> they support about 80 adults 4 children and that center. >> and they do not buy any canned goods serviceable because we're able to supply them year-round with donations that we get >> this is one of the better year than we have. and it has with generosity of the vendors, giving us those pro

this afternoon. that's when they will allow people to park in the lots. and then, of course, you will be allowed inside the ballpark at around 3.15. it is a prime time game. the san francisco forty-niners. they are not playing for the super bowl 11 months ago. these 2 teams met in the nfc championship game and the winner went to the super bowl and the forty-niners. they were on the ropes and they came roaring back and one of the most exciting games in recent memory. they beat the detroit lions went on to the super bowl. the lies they still have that on their mind. they have nothing to play because they've already qualify for the playoffs. but they are playing for revenge. they want to stomp on the niners, sending them a message that 11 months ago that was a fluke. the forty-niners they have lost 5 of 6 games. they are playing for pride. they're playing for next year. they're playing for contracts. of

chilly temperatures this morning. chilly temperatures tomorrow morning into the advisory category and the freezing category. it is so much colder than it was yesterday at this time. it's really quite amazing. down 21 degrees in santa rosa down 17 in that. but -18 in concord, -16 in hayward and 14 degrees. cooler in san jose and in mountain view compared to yesterday morning's you're stepping outside. at least you don't need your umbrella this morning. you certainly needed it yesterday morning. but instead we're going to definitely need the extra layers. a warm coat temperatures. some areas in the 30's into the 40's and a future wind gusts not as impressive as yesterday, but you'll notice these wind barbs little things looked like paper airplanes. they're showing the wind direction coming out of the north and that's in the wake of the cold front, which, of course, is the leading edge of cold air. so that cold front brought as cooler air mass and we're not as breezy but still the at the wind is coming out of the

north and that is the cold direction. so as we head through the day, nothing spectacular in terms of the the winds but still pretty brisk in some areas, especially right along the coast. a bit a at 25 mile per hour gusts, futurecast, high pressure is building it. we have seen a parade of storms across california last couple months. we've gotten as many as 10 inches of rain. cumulatively for oakland and san francisco, maybe 3 times at around eureka, 30 inches of rain. that parade of storms. it is stopping because high pressure is building in all the precipitation. you see is going to be deflected up and over our ridge. so a look ahead shows this morning. yes, it's a cold start. and tomorrow, a very cold start. but you know what? it's the last day tomorrow of the entire year 20 far. 24, it will be in rearview mirror and will usher in a happy new year with dry conditions. clear

>> 6.24 developing over the weekend, daly city police spent most of saturday negotiating with a woman accused of lunging at them with a knife. this is video from the scene. it happened after they responded to a domestic disturbance report at a house on 88th street. officers say moments after they arrived, the woman charged at them with a knife and then lock yourself inside the home police negotiators and swat team members eventually took the woman into custody after 28 hours. she's charged with assault with a deadly weapon. 6 people were arrested for targeting a business in san jose and stealing more than $3,000 worth of merchandise. according to officers, the arrests were made at a marshals on north capitol

department colleagues say his courage and commitment still inspired. >> you can expect to see more chp officers in oakland, governor gavin newsom announcing the crime crackdown on friday. our capitol correspondent eytan wallace gives us that story. >> statewide, california highway patrol organized retail crime task force in 2024 alone. it recovered over 13 million dollars in stolen goods, arrested more than 1400 suspects and conducted 777 investigations. he says his decision to add additional chp patrols and resources to areas he describes as regional hotspots, including bakersfield, bernardino, san francisco and oakland helped get those results. but specifically in the city of oakland, he says he will discontinue his decision to add additional chp patrols. if the city does not take quick action to change its policy that says an officer can engage in a police pursuit. only if the suspect is believed to have committed a violent crime or if there is a

probable cause. the suspect is in possession of a gun. otherwise no pursuit. newsom says that policy hampers officers ability to do their job. this extreme. >> pursuit policy. you can run a red light. you can come close to sideswiping a school bus during the morning hours right in front of a police officer and the pursuit policy in oakland says we can't. we cannot foresee that suspect. we cannot engage that suspect. we need to see that policy changed. oakland council members and attendants say they are working on changing the policy. it is my hope that in the new council that we can get this time in the next 30 days or so. >> looking ahead, statewide newsom believes doesn't bipartisan retail theft, new laws he signed earlier this fall will make a difference, including one that will increase penalties for those who steal more than $50,000 in items. >> in another allowing prosecutors to combine the value of multiple stolen items

to meet the larger penalty for a felony. still, newsom defended his stance against prop 36. the 2024 ballot measure that voters overwhelmingly passed to increase truck treatment and increase penalties for some theft and drug offenses. newsom expressed concerns over lack of state money to fund a prop. 36 and he believes it could lead to mass incarceration. but republicans hope he helps implement prop 36. now that the past and now that it's law, he continues to look at prop 36 with skepticism. >> and for my colleagues in the legislature, i just a couple weeks ago. >> sent a letter to the governor requesting that he fully support and fund to prop. 36 is important. >> and we should have a better idea about how newsom plans to fund props. 36, when he unveils his preliminary spending plan in january, reporting a ton wallace kron. 4 news. >> 6.38 now interim oakland mayor nikki fortunato bas.

think governor newsom for extending the chp partnership into the new year. according to bats, oakland has seen crime fall. 34% this year. she says with chp is help opd can continue to respond to violent crime. while chp focuses on traffic violations, car theft, sideshows and illegal gun seizures. the results are in from chp is holiday max and forsman period from christmas eve to christmas day officers arrested more than 300 drivers for dui. that's less compared to the more than 900 people arrested last year. chp officers also issued more than 3800 citations, including speeding tickets and seat belt violations. >> time now 6.39. and many new laws are set to go into effect at the start of the year, including that daylighting law. the tickets, people parkway to close to a crosswalk. reporter chip yost gives us a closer look. >> stricter, please call the roll. >> one of the new laws passed this year aims to address the

challenge of prosecuting people for breaking into cars primarily the bill. close those the locked door loophole. >> which is a nonsensical barrier holding part burglaries accountable no longer. the bill's author says will prosecutors have to prove a car's doors were locked to prosecute someone for auto burglary? another law that goes into full effect january 1st after being passed in 2023. >> could make parking in your neighborhood a little more challenging by limiting how close you can park to a crosswalk. >> before 13 would make intersections safer by widening sight lines. getting drivers better vision when looking out for pedestrians. >> the new law prohibits people from parking within 20 feet of either side of any marked or unmarked crosswalk or within 15 feet. if a curb extension is present. legislators also attempted to make cannabis shops more
