us on kron. 4 news at noon on saturday or off, man. >> we begin in the east bay where city leaders in oakland's are marking the success of a strategy meant to lower violent crime. the ceasefire program is being credited for a five-year low in homicides and shooting interim mayor nikki fortunato. bas says the strategy was a result of faith-based community leaders coming together to offer services to people who are at high risk of violence. >> ceasefire focuses on those at the highest risk of gun violence. those high-risk individuals who are arrestable are prioritized for law enforcement action. others at the highest risk are informed of their wrists and then offered intensive community-based services to help them exit the cycles of violence. this strategy is proactive rather than reactive

and it has proven time and time again that it works. >> the city says they will continue to invest in the program. this comes following the 82nd homicide investigation in the city over the weekend. and while that number is the lowest in years, some people in oakland told com for shock moment. there is a lot of work left to do. >> in a neighborhood where just one day a person lost their life. fight life, still vibrant titled at the park llamosa case. watts grew up in east oakland. he's enjoying his day off with burkhalter part just hours after a man was shot and killed. >> this is homicide number 18 to this year. >> the shooting is unknown. hopefully our prayers up to anybody. i was involved. we members of the man shot say he was from stockton and just turned 27. they told kron 4 news off camera that they're

confused why their loved one was in oakland and not even more confused why he had to that. >> a vigil was planned for him at this park. but family told us they're worried friends will be too scared to come to oakland. >> flashing lights. that's it. the entire block was just flashing lights. very few cars, other than called neighbors still shaken by the shooting on a street. that's pretty quiet. neighbors. we spoke to say this area. oakland is relatively peaceful. they say the shooting, though, has them worried knowing there's an elementary school nearby here with many families with young children. >> it is the second homicide and less than a 48 hour span here in the city. >> oakland police say thursday evening another person was shot and killed left for dead at the scene. candles, flowers more than 80 families changed forever. >> kind of felt shaky as far on political issues with the felt shaky for. wow. watts tells kron 4 he doesn't have a lot of faith in law enforcement, right? they don't communicate with citizens to me. there. >> not very approachable. if

you ask me and i don't see them. >> really, too involved in the community, the city is going through changes a new police chief and more communication with the city through town halls. homicides are down to 82 this year. the last time homicides were this low was before the pandemic throughout this year. residents telling us they still don't feel safe, but some things are improving. >> picking there. there's a lot of positive energy around downtown, especially chef nelson hermenet sober a lesson in downtown oakland. he says business has massively this year. >> a car break-ins and overall crime. they are doubt. he says many parts still feel unsafe and at the fight is not over. streets are definitely in a safer. >> of course. what does a rally that there's it's not fully safe in most places, but what we see here in downtown, it's got a lot better. >> hoping the new year will bring new vibrancy to the

town. it's it's happened to slowly. but when you really come together change that in oakland, jack moment, kron, 4 news. >> oakland police are remembering a colleague who was killed a year ago on duty. officer twan lay was shot during a botched burglary at a cannabis dispensary back on december. 29th in 2023. he was working undercover at the time. unmarked car. 1, 4, men were initially charged but charges for one of the men have been dropped in a statement from opd colleagues say his courage and commitment still inspire them. in daly city, a woman is in custody following a standoff that lasted more than a day. saturday evening. police responded to a report of a domestic disturbance at a house on 88 streets west of 2.80, police say a 45 year-old woman holding a knife charge officers when they got to the home. police backed away and contain woman inside the home. and this is video from that incident. 28 hours later, police negotiators and swat team members got the woman to come out peacefully. they arrested her for assault with

there. we got down to 36 in santa rosa in petaluma. sonoma also made it down to 36 degrees. you can see upper 30's and walnut creek. 41 in livermore and just give a comparison here. oakland sfo, those airports got down to the mid 40's. so it was definitely a good morning. but a chilly morning can see my camera is kind of this disturbing. the why there we see the blue skies. that is a live look from the east bay and oakland right now that 57 degrees wind out of the west, very light to set of 7 miles per hour. so it's a pretty nice day out there. and as we take a look at temperatures right now, san francisco, 55 for all kind of sitting in those mid to upper 50's and a lovely day on tap. so something to look forward to this afternoon. if you're out and about the reason this is happening as we have a little bit of a ridge that is building in here and that is allowing for that sunshine to get to make it our way and keeping any rainy weather away from us, at least for today, at least for tomorrow. and you can see on storm tracker here. it's just beautiful, right? we don't even have anything but a few high clouds out there and that's about it. so highs

today will be seasonal. we're looking out for those upper 50's perhaps the 60 degree mark or 2, the kind of right where we should be for this time of year. now, the question is what happens as we get into this evening? we've got all those blue skies out there. and the answer is that we are going to get very, very chilly. i'll be back. we'll talk about frost advisory and freeze warnings that have gone up for the overnight. plus, take a look at that. all important new year's eve forecast. all right. thanks so much in san jose volunteers who have worked all year to help feed the homeless have reached a major milestone. the farmers market project has passed its goal of donating 40,000 pounds of food this year, volunteers with saint francis of assisi church routinely collect unsold food from the evergreen village square. farmers market. they showed up every sunday, rain or shine. and now the food will go towards family, supportive housing project on north king road. >> they or about 80 adults and 104 children. and that center. >> and they do not buy any canned goods serviceable

because we're able to supply them year-round with donations that we get and talk. >> this is one of the better year than we have. and a half. in generosity. the vendors giving us those pro and the number of the volunteers come out every sunday to help. >> it's been happening for the last 15 years and this past weekend workers passed their goal by about 1000 pounds. once the food is donated, it's going to be used in meal plans for the shelter. >> and that's hard governor newsom wants see it. oakland, he sends more chp officers to help combat crime. plus, do you know this woman investigators in san francisco putting out a new sketch? a woman found dead earlier this month. they were.

>> the results are in from chp is holiday max and forsman period from christmas eve christmas day. officers arrested more than 300 drivers for dui. that's less than compared to the more than 900 people arrested last year. chp officers also issued more than 3800 citations, including speeding tickets and seat belt violations. well, you can expect to see more chp officers in oakland, governor newsom announcing the crime crackdown on friday. our capitol correspondent eytan wallace reports. >> statewide, california highway patrol organized retail crime task force in 2024 alone. it recovered over

13 million dollars in stolen goods, arrested more than 1400 suspects and conducted 777 investigations. he says his decision to add additional chp patrols and resources to areas he describes as regional hotspots, including bakersfield, bernardino, san francisco and oakland helped get those results. but specifically in the city of oakland, he says he will discontinue his decision to add additional chp patrols. if the city does not take quick action to change its policy that says an officer can engage in a police pursuit only if the suspect is believed to have committed a violent crime or if there is a probable cause. the suspect is in possession of a gun. otherwise no pursuit. newsom says that policy hampers officers ability to do their job. this extreme. >> pursuit policy. you can run a red light. you can come close to sideswiping a school bus during the morning hours right in front of a police officer and the pursuit policy

in oakland says we can't. we cannot foresee that suspect. we cannot engage that suspect. we need to see that policy changed. oakland council members and attendants say they are working on changing the policy. is my hope that in the new council that we can get this time in the next 30 days or >> looking ahead, statewide newsom believes a dozen bipartisan retail theft, new laws he signed earlier this fall will make a difference, including one that will increase penalties for those who steal more than $50,000 in items. >> in another allowing prosecutors to combine the value of multiple stolen items to meet the larger penalty for a felony. still, newsom defended his stance against prop 36. the 2024 ballot measure that voters overwhelmingly passed to increase truck treatment and increase penalties for some theft and drug offenses. newsom expressed concerns over lack of state money to fund a prop. 36 and he believes it could lead to mass incarceration. but republicans hope he helps implement prop 36. now that the past and now

that it's law, he continues to look at prop 36 with skepticism. >> and for my colleagues in the legislature, i just a couple weeks ago sent a letter to the governor requesting that he fully support fund to prop. 36 important. >> and we should have a better idea about how newsom plans to fund props. 36, when he unveils his preliminary spending plan in january reporting a tonn wallace kron. 4 news. >> interim oakland mayor nikki fortunato bas think governor newsom for extending the chp a partnership into the new year. according to bas oakland has seen crime fall. 34 1% this year. she says with chp is help opd can't continue to respond violent crime. while chp focuses on traffic violations cart that sideshows and illegal gun seizures. and san francisco, the chief medical examiner is asking for the public's help to identify a woman. she's on your screen.

you can see she's described as being around 50 years old with brown hair and brown eyes standing 4 feet and 9 inches tall and weighing approximately 147 pounds. she was found on joan street a couple blocks north of market street. her legs were wrapped in bandages. anyone with information is encouraged to reach c and e investigative division. hey, where police are looking for a man who has dementia. take a good look at your screen. his name is gregory manuel, and he was last seen near hays street in old san leandro neighborhood wearing a burgundy coat and beige pants. if you know where he could be, please call police. 2 men were rescued from lake berryessa napa county sheriff's office posting these photos. the marine patrol found overturned canoe near a campground at the lake on yesterday. they found 2 men were found in the water yelling for help. deputies say they were wearing life jackets and the men were treated for mild hypothermia that made it

home safely. now let's talk about our forecast as we take a live look outside at mount tam looking nice out there. a little foggy. get think kron 4 meteorologist hi kyla. grogan is here with more details. hi there. you've got lots of sunshine out there today. beautiful day and some seasonal temperatures as well. even though we started off very chilly this morning >> now, tomorrow we're going to have another chilly start. in fact, this could be one of the coldest days of the year tomorrow. so just be prepared for that tonight. as you go to sleep, make sure the pets are inside. make sure your plants are protected. make sure everybody is doing okay. we do have a freeze warning in a frost advisory going to talk about that. and then as we look ahead to new year's eve warmer, but it looks like we'll have some cloudy conditions to contend with. let's talk about the cold first. this is the freezer risk and you can see where it is going to be, which is obviously those inland valleys in particular in our north beatty stay but south big year in on this, too, as well as the santa cruz mountains. these are the lows that are projected for tonight. you can see we get get down to that freezing mark in santa rosa and awfully clock close to it in spots like livermore and

even heading down into morgan hill. so a chilly night on tap. you can see even those 30 showing up at half moon bay hayward. that means that it's going to be a very involved situation with this cold in a lot of it has to do with the fact that we don't have that cloud cover and you get the heat of the day escaping very quickly because the clouds generally act as insulation to kind of keep that heat in a little bit longer. but once they're gone, that said all bets are off. so you can see with a freeze warning is and then you can see the frost advisories that go into a good portion of the east bay and along the peninsula and right along the north bay coast. notice that freeze warning is also for those eastern santa clara hills, as well as the north bay valleys and the north bay mountains. so it does go into effect tonight at 8 o'clock and it goes through 10:00am tomorrow morning. so just be ready for it. when you get up tomorrow, you're going to feel that one here is future cast to show you that we just got a few high clouds out there. and then as we roll into our tuesday morning, notice we start off clear. and this, of course, is our new year's eve day. so as we get a the evening notice those clouds start to thicken up a bit until we get to about midnight. it looks like we might start to get a little bit of a break there. but that is to say that those fireworks

>> welcome back. jimmy and rosalynn carter became almost synonymous with the charity habitat for humanity. reporter phil scoggin shows us their journey and the impact on the nation far after carter's presidency. >> for over 35 years, former president jimmy carter land his time and talents helping habitat for humanity. a nonprofit organization that got its start in americus, georgia, not far from the president's hometown of plains. jonathan record has been the ceo of habitat since 2005. >> he describes the way president and miss's carter first got involved with habitat when they return to plains in the early 80's in march of 1984. >> they came out and built locally in americus, georgia that fall. they came up with a busload of volunteers from

planes in americus and spent a week rehabbing a tenement building on the lower east side of manhattan. and that's when the world really found out about habitat for humanity, redford accompanied president miss's carter on over a dozen bills for habitat which came to be known. >> as annual jimmy carter work project, they were a week-long which gave record an opportunity to observe the president on the job. >> purposely try to give him the harder high-skilled jobs versus just manual labor because he is an accomplished builder. >> and president carter rarely let anything hinder him from his commitment to habitat in the fall of 2019 p fell at his home, striking his head and needing 14 stitches. and we were just panic3ed. this was the day we were going to be going up to nashville and and to open the week. >> and then i got and that's it's not that long after from president carter saying i'm fine, i'm coming black eye on all the former president did his part to help construct 21

habitat houses alongside hundreds of volunteers at the end of the week, the houses were dedicated and president of miss's carter were right there presenting a bible and the keys to the new homeowners. president carter admitted that those special moments moved him to tears. right? i think that's the times in my life. >> when i have more any other full excitement clarification that powers village along with my life to participate in a great project. redford says president carter's involvement with habitat for humanity was simply an extension of his fate. >> for me, president carter's faith is inseparable from his service. he is said many times that habitat for humanity is the best way that he knows. to put his christian faith into action in a tangible way. >> among the many places they joined in to help build homes. oakland in 2013, this was the scene as they celebrated the 30th anniversar of the carter

work project habitat for humanity, east bay. silicon valley operation released a statement in light of this calling jimmy carter a champion for affordable and decent housing. >> talk about more can now take a live look outside at walnut creek. look at all that beautiful scenery right there. kron 4 meteorologist kyla grogan is here with your forecast and you see all the green out there, too, right, stephanie? because i've had so much decent rain so far this winter season. but nice to get a break in the blue skies are certainly giving us that. today's we take a live look at downtown san francisco. just gorgeous out there. 55 in san francisco right now. but you can see we're pretty much 50's all across the board with the exception of a few spots that are about to tip into the 60 degree mark. and that would be. >> san jose down in the south bay getting some of that sunshine to wind relatively cobb high summer. it got them at 12 miles per hour around half moon bay coming out of the northwest. so it's just kind of a nice average, lovely day. all confirmed by storm tracker here. as we take a look at as we zoom out, you get the sense of the little bit of high pressure that is right here. now there is a low

pressure system to our north and west. and so that will change things a little bit for us as we head later into the week. but today get the dog out and enjoy it. we've had a minute for some of that water to soak in. so it's not quite as muddier mckee as it's having a clean the dog's paws lately. so i think if you're going to be well, that creek today, beautiful out there about 57 degrees this afternoon. enjoy that. if you are headed to the game today, headed down to santa clara. they're taking on the lions, the san francisco forty-niners. and this is a good forecast. 55 degrees about the time we have that kick off about 5.15, and as you can see, partly cloudy skies, windy, negligible. so it should be a really good run for you for that to over the next couple of days. we stay relatively steady. now we do start off mostly sunny on tuesday. we do get into some clouds tuesday evening. so that could have an effect on our fireworks for new year's eve. we'll talk about that a little bit when it come back. and we do have just ever so slight chance of a sprinkle on wednesday. i think it's north bay only next chance of rain will likely be friday. none of it looks that robust, though. i'll talk you through your 7 day forecast. when i come back of it. >> awesome. thanks so much.

kyla. according to a new report, homelessness across the country has increased by more than 100,000 people in the last year alone. >> in the bay area, specifically in santa clara county, nearly 10,000 people are on house next week. encampment sweeps are expected take place. kron 4 shock mobile reports from one of the south bay's largest homeless encampments. >> i know one week from friday. this notice posted along a several mile long stretch of coyote creek. this one-off story votes as sweeps will start in the new year. these people are criminals. these people are down on their luyk. >> these people have lost houses, lost jobs, lost, loved ones shot. cartwright has been spending her holidays, telling the hundreds of people along coyote creek that they need to get moving. >> the silicon valley water board recently approved a ban on all camping along their waterways, citing safety and hygiene concerns. the ban starts on january second, but it's unclear how quickly law enforcement will force people out of their tents. if you're sweeping people out of the creeks where they supposed to go and if you don't have any

answer, you should be sweeping people out of anywhere. shelter space is routinely full in the south bay and the number of people living on the streets is increasing. according to the latest housing and urban development data. >> nearly three-quarters of a million people were found living on the streets across the u.s. california has by far the largest number of people living on the streets. a total of 160,000 more recorded this year. cartwright's not surprised. not at all. and i'm sure that's an under count. everyone anyone who's ever counted knows that's an undercount into the bike path. she hands out supplies and some belated christmas cheer. but you know what? i'm not going to tell you a flavor there. it's horrible man. >> it's horrible. murphy watson has never been on house before, but he ended up here just 6 weeks ago. he was evicted after his roommate who paid rent was hospitalized. many some more substantial. i mean, i could go to a shot of it. >> if this, if this pope at there. it's like you got to do a raffle ticket. you got to stand up if you don't get

well, people live pretty deep into these waterways here. we are standing at one of the park's by happy hollow park and zoo. >> to give you a little idea of how deep these people live. take a quick look to my right. you can see this bridge that people made. and if you follow that bridge up the hill. >> there are dozens of tents, all lining this waterway of people who will be forced out over the next couple months. i mean, i lost a career job. i was working the counter. it. and everything just crumble and well, murphy is in limbo just figuring out how to live on the street. >> he will likely be forced out of his newfound whole. you enact rules against a group of people. it will never be successful. robert gear, it helps with the yearly point in time count for the unhoused. he disagrees, however, with the county steps towards removing people from the creeks and rivers, he says more people like murphy should be included in the conversation and not labeled a criminal. you must involve them in those decisions so they can agree to it. so it

didn't. he? >> a fair contract in san jose jacmel kron. 4 news. >> chp amarin county sees nearly 30 pounds of marijuana and a handgun during a traffic stop over the weekend. officers say they pulled over this because of an expired registration. that's when they found dozens of bags marijuana. they shared this photo with us and the driver was arrested and booked into jail on gun and drug related charges. and delay. how a man is arrested in connection with a home burglary on christmas day and his keys of committing to more pro griese after getting released from jail. officers say the first one happened at solano avenue and amador street. the man is accused being inside a home when a woman came back. he left and police arrested him for that burglary. well, 2 days later, a business owner reported his store on bridge street and cart hola parkway was burglarized as well. police say surveillance video confirmed it was the same man. and yesterday he was accused of a home burglary in fairfield. he was arrested and

booked into solano county jail. many new year laws are set to go into effect at the start of 2025, including that daylighting law which tickets people parking too close to a sidewalk. reporter chip yost gives us a closer look. >> secretary, please call the roll. >> one of the new laws passed this year aims to address the challenge of prosecuting people for breaking into cars primarily the bill closes the locked door loophole. >> which is a nonsensical barrier holding all part burglaries accountable no longer. the bill's author says will prosecutors have to prove a car's doors were locked to prosecute someone for auto burglary? another law that goes into full effect january 1st after being passed in 2023. >> could make parking in your neighborhood a little more challenging by limiting how close you can park to a crosswalk.

>> before 13 would make intersections safer by widening sight lines, giving drivers better vision. one looking out for pedestrians. >> the new law prohibits people from parking within 20 feet of either side of any marked or unmarked crosswalk or within 15 feet. if a curb extension is present. legislators also attempted to make cannabis shops more marketable by allowing them to prepare and serve none. cannabis food and beverages on site. here's what the bill's author said about the idea in an interview last we know from places like amsterdam. >> that there's a huge demand for this. and california can become a destination for cannabis just like we are for winds bringing hundreds of thousands of people to our state. >> president elect donald trump is endorsing white house speaker mike johnson as he prepares to fight to keep his role leading republicans in congress and a social media

temporary work visa and not immigration status to highly skilled workers from other countries. we see this used by companies and tech financing and supporters of the program say it helps united states keep an edge in those fields. but opponents believe it can actually undercut wages for americans. controversy grew in recent days when president-elect trump didn't interview with the new york post in which you said, quote, i have many h one b visas on by properties. i've been a believer in h one i've used it many times. it's a great program. a billionaire elon musk also voiced support for the program and said he'd go to war over the issue posting to axe the reason i'm in america along with so many critical people who built spacex, tesla in hundreds of other companies that made america strong is because of h one b. but like i said, we've seen not opposition voice too. former presidential candidate nikki haley posted the acts. if the tech industry needs workers invest in our education system, invested or american workforce, we must invest in americans first

before looking elsewhere to dive a little bit deeper into this, though, the work visas last 3 years but can be extended and the recipients of the program must have a bachelor's degree or higher in a field relevant to their specialty. u.s. immigration services cap the number of new h one b visas at 85,000 per fiscal year. according to data from the department of homeland security as well in fiscal year 2023, 72% of h one b petitions approved involve people born in india while 12% were born in china. in total, 71%. the approved petitions men. now in response to some of the criticism elon musk has proposed some reforms to the h one b visa program, including increasing the minimum salary requirement which could potentially fight back against low-cost labor abuse at the white house. tom dempsey, news station. >> still ahead on kron, 4 news the forty-niners are getting ready for their last home game

degrees right now in dallas. 61 in dc and of course, the head over to las vegas. 63 degrees there. 63 in los angeles here in the bay area. we're having a nice sunny day. really beautiful out there live. look now from mount tam. you can see our visibility is pretty good. as we take a look at temperatures across the bay area right now, it's mostly upper 50's with a few almost 60 degree mark sun. there's pittsburgh just got up to 61. 57 in berkeley. 61 in nevada right now. it's an rose about not bad, right? really. nice day tonight, though, we are going to get chilly chillier than we were last night, which is already pretty cold. so freeze warning for our interior mountains and valleys in the north bay. and you could see a frost advisory for those along the coast of that frost advisory extends parts of the peninsula all throughout the east bay. and then as you can see south bay, those santa clara hills on the east, they're also going to be in that freeze warning. so that is overnight tonight. and the reason for that is these temperatures are going to get very close to freezing in many spots. and you certainly see that in those north bay valleys that we were talking about. i think those sheltered

spots could even get out down into the upper 20's to night. same story over in the east bay livermore, like you got about 34 you can see 36 in san jose and some low 40's in san francisco. so it's really going to be colder for everybody. just obviously those interior valleys get the coal dust. so i've got my hot cocoa meter out and i'm going to say we're going to go with colds. you're going to that. that extra large one there as we get into the morning tomorrow morning and just be ready for it. all right. future cast. let's talk about this as we go through today. just a few high clouds are out there taking you into tomorrow. this is our new year's eve day. we start off with some beautiful sunshine just like today. and those chilly temperatures that by the afternoon and evening notice the clouds move and that's about 6 o'clock. that doesn't bode well for our fireworks. this is about 11, 30. so you see that we have a chance hits. kind of always like this in the bay area. really have to watch that hour by hour. as we get into the day by wednesday. just a little bit of a sprinkle trying to make its way into the north bay. i don't think it'll be terribly successful, but well, look out for that. our next shot of a little rain would be friday and on friday that one has a little more of a chance of bringing about a 10th of an inch to potentially
