successful campaign is behind a 5 year low in violent crime. thank you for joining us here on kron for news at 2, i'm justine waltman. we're going to begin with the new charges against the man accused of kidnapping and sexually assaulting a woman. >> the number oil, the police department and controversy. and also just recently inspired a netflix series. matthew mueller did not enter a plea during an arraignment this afternoon. and now mueller's being ordered to remain in custody with no bail until his next court date next month. the santa clara county district attorney's office says that there's new evidence that is tied mueller to to more crimes. the first one in september of 2009 when he allegedly broke into a mountain view woman's home tied this woman up and then made her drink. this concoction of medications before the woman then allegedly talked him out of her. then a month later,

mueller allegedly broke into a pole vaulter home bound and gagged. a woman made her drink night. coleman started to assault her before he was persuaded to stop then before he was transferred to the bay area. the 47 year-old was in a federal prison in arizona serving a 40 year prison sentence after pleading guilty to kidnapping and sexually assaulting denise huskins in 2015. so he now faces these 2 new felony counts of committing a assault during a home invasion. and if convicted, he could face a life. sentence in prison. in the east bay city. leaders in oakland are marking the success of a strategy meant to lower violent crime. and to tell us more about this is kron 4, stephanie rothman she joins us now live from the newsroom. that's right. today. city and community leaders gathered in oakland to honor the progress made the save lives in the city. >> apd says the city has seen a 5 year low in homicides and shootings and interim mayor nikki fortunato bas says this is thanks to the cease-fire

strategy. that's a multi-agency program between the department of violence prevention, the police department district attorneys and faith-based leaders who demanded safety on the streets. >> oakland cease-fire was never a government idea, but a community call to action. these counity leaders have maintained their belief in the power of the strategy to save lives and have worked with us every day throughout this year to ensure that it was successfully rerouted in oakland. >> the ceasefire program works by identifying people who are at high risk of violent crime and offering them intensive community-based services to break the cycles of violence. >> we're talking about the people in this city who are driving violence currently and who within the next 90 days may either pick up a gun and shoot someone become a victim of gun violence themselves and that his management approach involves identifying individual clients, drivers of violence and then working very

diligently to address those so that we can interrupt the cycles of violence and that could include anything from temporarily relocating people out of oakland to make sure that they're not caught in the cycle of gang violence. it could be re unrolling folks in school. it could be reaching out to get employment training, housing, substance use and abuse trauma cherapy. >> it really rain just. >> the ceasefire strategy was created back in 20 tall but was deprioritized during covid. now the program was brought back nearly a year ago by the former mayor sheng thao. and since then, oakland is reporting homicides are down more than 30%. bass says the city will continue funding this program and will also continue this into homicides. go down to 0 reporting in the newsroom on stephanie rothman. kron 4 news. stephanie, thank you. in today's meeting follows the 82nd homicide in the city. and while that number is the lowest in years, some people in oakland told kron 4 is jack molmud. there's still a lot of work left to do.

>> in a neighborhood where just one day ago a person lost their life. life still vibrant titled at the park llamosa case. watts grew up in east oakland. he's enjoying his day off with burkhalter part just hours after a man was shot and killed. >> this is homicide number 18 to this year. >> the shooting is unknown. hopefully our prayers up to anybody. i was involved. we members of the man shot say he was from stockton and just turned 27. they told kron 4 news off camera that they're confused why their loved one was in oakland and not even more confused why he had to that. >> a vigil was planned for him at this park. but family told us they're worried friends will be too scared to come to oakland. >> flashing lights. that's it. the entire block was just flashing lights. very few cars, other than called neighbors still shaken by the shooting on a street. that's pretty quiet. neighbors. we spoke to say this area.

oakland is relatively peaceful. they say the shooting, though, has them worried knowing there's an elementary school nearby here with many families with young children. >> it is the second homicide and less than a 48 hour span here in the city. >> oakland police say thursday evening another person was shot and killed left for dead at the scene. candles, flowers more than 80 families changed forever. >> kind of felt shaky as far on political issues with the felt shaky for. wow. watts tells kron 4 he doesn't have a lot of faith in law enforcement, right? they don't communicate with citizens to me. there. >> not very approachable. if you ask me and i don't see them. >> really, too involved in the community, the city is going through changes a new police chief and more communication with the city through town halls. homicides are down to 82 this year. the last time homicides were this low was before the pandemic throughout this year. residents telling us they still don't feel safe,

but some things are improving. >> picking there. there's a lot of positive energy around downtown, especially chef nelson hermenet sober a lesson in downtown oakland. he says business has massively this year. >> a car break-ins and overall crime. they are doubt. he says many parts still feel unsafe and at the fight is not over. streets are definitely in a safer. >> of course. what does a rally that there's it's not fully safe in most places, but what we see here in downtown, it's got a lot better. >> hoping the new year will bring new vibrancy to the town. it's it's happened to slowly. but when you really come together change that in oakland, jack moment, kron, 4 news. >> napa county sheriff's office rescued 2 men from lake berryessa. the marine patrol found overturned canoe near a campground at the lake yesterday. they found 2 men in the water yelling for help. and deputies say they were wearing life jackets. the men were treated for mild hypothermia, but they did make

it home safely. we'll talk about our forecast now as we take this live look outside across the golden gate bridge. no rain, no clouds, but it is cold. meteorologist cocoa get here. now details on what's going on yet. not cold right now. we're actually right at our average temperatures and where we should be. but it was awfully cold this morning. we're going to even more of those cold temperatures in the overnight tonight. these are the lows this morning. we got down into the 30's santa rosa petaluma at sonoma. >> walnut creek about 38. 41 in livermore. you can see 45 at oakland airport in ffo came in at about 46. just for comparison there. by the way, san jose also got out about 37 degrees this morning. right now, blue skies out there. beautiful visibility can see all the way to the golden gate bridge is just really, really nice out there. and as you can see an open right now, we just hit the 60 degree mark wind out of the northwest, not bad about 9 miles per hour and temperatures all across the bay basically sitting in the upper 50's to about 60 degrees. so again, that's kind of the sweet spot of where we should be for temperatures. here's a look at stormtracker. the reason we're seeing the sunshine is a little bit of a ridge of high pressure has

started to build in here and that is allowing us to get that cloud cover kind of away from us. but we'll be playing cat and mouse with that as we go throughout the week. however, right now, perfect, right, barely a cloud in the sky. and that is not bad as we take a live look outside at half moon bay, beautiful blue skies there as well. the coast obviously much calmer than it was when we talked last, right. we're in last week. it was still dealing with some of those high waves that were out there. but tonight it's going to be not about that. but about the cold temperatures. as i mentioned, some spots could get into the upper 20's. that would be in our inland valleys in the north bay. we do have freeze warnings and frost advisories for tonight. i'll have those details. when i come back. >> america was not built on. >> timidity, all panic, all uncertainty about the future. all lack of confidence in our own. technology. our own will or ability. america was built with vision. >> he was the longest living american president ever a

noble peace prize winner and a champion of democracy, a public health and human rights champion. former president jimmy carter has died after nearly 2 years in hospice care. reporter marni hughes takes a look back at his life. >> jimmy carter, the peanut farmer who became president that it will be on the world. we always looking forward to getting back hall born in 1924. in plains, georgia raised in a small farming community. he joined the navy and married the love of his life in 1946. will eventually i would. it was motion. >> that's up from the like they took over the family farm when his father passed in the 50's. the couple raised a family and the business grew. so did jimmy carter's standing in the state? believe i know our people. >> well, this day. well, as anyone could. >> he became georgia's governor in 1971 and then set

his eyes on the white house in 1976. name. >> it's jimmy carter i'm running for president. >> carter ousted gerald ford as the nation moved on from watergate. jimmy carter do solemnly swear. i jimmy carter do solemnly swear. one defining moment of carter's one term in office framework. >> for in the middle east. >> affords a peace treaty between egypt and israel. but the iran hostage crisis consumed his final 14 months in office with 52 american captives finally being released only after carter's presidency ended. and ronald reagan's began carter's popularity grew as time, went on, winning the nobel peace prize in 2002 honoring his decades, long advocacy for human rights around the world. we can choose. >> to work together for peace. we can make these changes.

>> the white house has announced the january 9th will be a national day of mourning as the official state funeral for former president jimmy carter will be on that day. our washington correspondent jessi turnure joins us now live with how washington is honoring carter's legacy. >> yeah, good afternoon, justin. so the tributes are really just continuing to pour in from democrats and republicans alike and really show that many will be remembering the former president, not for his politics, per se, but for the person he was. >> you know, room trying more like jimmy carter. president joe biden. remember his predecessor, jimmy carter as a dear friend, not only to him but also to millions of americans in ordered u.s. flags to fly at half-staff in his honor to be carted lived. the life measured, not by words, but by his deeds. president biden highlighted the work harder did after leaving the white house from are advocating disease around the world to advancing civil

rights, to building homes for the homeless people up in chiefs lives and save lives all over the carter's grandson jason carter said he was proudest of that work he was able to do through the carter presidential center. i think he. well always appreciate. >> how much he got to see of that life's work being done even up into that area work that didn't go unnoticed. >> crowds of supporters waited in line monday to sign a condolence book for carter near the white house. and the white house announced a state funeral and a national day of mourning for carter january 9th. you're going to do it. >> a major service in washington, d.c.. >> and we're also learning those services do include as well. carter lying in state at the u.s. capitol in the public. will be able to start paying tribute to him january 7th, but have a full 24 hours of viewing from 07:00am january 8th to 07:00am january 9th live washington. i'm jessi tenure, justine. jesse, are

there other ways that the public can honor carter's legacy? >> so there has been, of course, a lot of talk about his time post white house. but the national archives is doing a special exhibit to honor some of his accomplishments. while president and those include things like the camp david accords and the egyptian israeli peace treaty of 1979 that the public will be able to view and people will also be able to sign a condolence book there as well. jessie, thank you so much. and now back here to the bay area. president carter played a huge role and habitat for humanity and there was. >> some builds here in the bay area. joining us now live is janice jensen, the ceo for habitat for humanity, east bay silicon valley. thank you for being here. >> thank you for having me. so we reported that and we were there when it happened in 2013 when president carter and his late wife, they helped build some homes in oakland. what do you remember about when they were here? >> was a very exciting time. we that oakland. they did. and in san jose and it was

wonderful. so oakland to be built, 12 homes and in a very short period of time and they worked right alongside the volunteers that the would-be homeowners soon to be homeowners and thousands of volunteers. during that time. it was really quite phenomenal to watch up close and personal. and that jimmy carter has always been one of my personal hero is so getting to do that with him and his wife rosalynn, because they were truly a team together with this was amazing. and it was definitely life affirming for me and getting a little bit of time to have a chat with him inside bars was really amazing. yeah, it was. they were they work. but there's no no photo op that, think the cameras were annoyance to him show some video that we had from that not yet well. belmont holding the hammer. he's out there getting active. do you think that there would be?

>> a habitat for humanity and the success that it's had all throughout the country. president jimmy carter had been so involved so hands on. >> well, you know, have attacked when he got involved in 1984. habitat was very young. and so yes, will there be a habitat? absolutely. would we be as prominent a globally as we are now without the carters. i think that is debatable. and i personally would say no, they brought attention all around the globe to the work that we're doing are doing and continue to do and over. 64 million people have been served by habitat and and so much of that has been the carters hands-on work with habitat. >> he really rolls up his sleeves and get involved here. i got to participate in the habitat for humanity june of 1998. fallout houston, texas at the time it was the largest bill that they had ever done. it was 100 homes in 5 days. and i went with my dad and we

were down there and what i remember what he remembers because we're talking about it this morning is that at the end of the building was all done. jimmy carter went and shook the hands every single new homeowner, all 100 of them. more than that and also handed them a new bible to go inside house. >> they're all the that woods to me show just how involved he was and how personal was. >> and so many people are men remembering him beyond just politics today. >> absolutely. and i think if anybody and you are one of who have the chance to engage the carters, both of them, you know, they're not only are they very hands-on, but when he's talking to you, he's talking to you. he's focused on you and it's not good live, they care about everybody they get to interact with. and i think they and it said it many times of what an honor it is to get to be part of some

buddies transformation as they are able to achieve homeownership for the very first time. oftentimes generationally. so i think he derived as dan rosen as much pleasure from doing their work as that. they receive that the pomeowners received in the volunteers. it wasn't really an honor to get to spend that time with him and them. they're truly forces of nature for good. >> janice, i'm so glad you could join us so we could talk about former president carter and the work that he did for habitat for humanity here in the barry. appreciate your time. happy new year. >> thank you. you too. and thank you for volunteering. >> so, you know, poor memory of was a great time. i highly recommend. all right. we'll talk about our weather now as take this live look outside from mount tam. it's so nice to see the sun kyle roof. and that last know that i'm with the carters. they were just that walk the walk kind of people, right? not just talk the talk. i love that. i hope we have more americans like

that. it's a good thing. it's good things. let's go for all right now. the good thing is whether it's beautiful out there, blue skies that she's mentioning. visibility is great. we take a live look at the golden gate bridge and it's just lovely. can see the flag on the right hardly moving. when does. >> you know pretty negligible. temperatures are about right where we should be for this time of year. we're kind of hitting all the heights today. so a sunny skies out there tomorrow. we're going to have another chilly start like we did this morning only a little bit colder. believe it or not. we've got a freeze warning and frost advisory out. we'll talk about that. >> and new year's eve on new year's eve. that forecast is always tough. what we're gonna be a little bit warmer. >> in that overnight, our right. but we are also going to be dealing with a few clouds talk you through that to first. let's talk about the cold temperatures. this is the freezer. it's kind of gives you an idea of where we're likely to see temperatures hit the freezing mark or below. and obviously it's the usual suspects. it's that north bay, its parts of the interior east bay and south bay, those eastern santa clara hills. and that is exactly where you'll see some of these coldest temperatures now up in the north do expwct we'll see the coldest in some of those wind sheltered valleys. but our

interior mountains, valleys are all in this for the freeze. warning them to show you that. but 32 degrees santa rosa tonight for the overnight low 40 in oakland. 33 down in spots like as you head down into the south into morgan hill, 34 in livermore. so obviously we've got a lot of cold out there. so that freeze warning, not just for the north bay, but also those interior said interior santa clara hills, eastern santa clara hills. but notice the frost advisory just about everywhere what this means is that once we get into this evening through tomorrow morning, we're all gonna be dealing with some of these cold temperatures. now, let's talk about that. cloud cover was mentioning for new year's eve. so here we are today. we've got a few high clouds out there, but beautiful. we're going to go into tomorrow morning. another sunny start to the day. shouldn't have a whole lot of marine layer to speak of and then we get a the afternoon and evening. that's about 5 o'clock. you see those clouds starting to push. and so this could get a little tricky for new year's eve. that's 9 o'clock. and then it lightens up just a little bit right when we hit about midnight. so if we are lucky, we will get these fireworks off at. okay. but we are going to be dealing with some of the clouds and

that's just kind of i can't i can't sugarcoat it. there's going to be some clouds to contend with. hopefully will clear a little earlier. but other than that, temperatures are looking good. the rest of the week. we do have a few sprinkles possible wednesday afternoon in the north bay and a little shower chance on friday. doesn't look like it adds up too much, though. we're talking maybe about a 10th of an inch. back to you. >> we're going to go now to southern california as it is a busy day at the rosemont pavilion as volunteers are putting the finishing touches on the rose parade floats. the final stage includes adding thousands of fresh cut flowers to each float. >> it's wild. a lot of and it's like a bucket i've always wanted to do this all how they fit all of them one building. >> the rose parade airs wednesday at 8 in the morning and you can watch it right here on kron 4. still ahead, we're going to ring in the new year with. >> some of our favorite musicians will take a look at the iconic rocker is headlining the coast to coast.

>> happening tonight, the forty-niners are set to play their last home game of the 2024 season. it's against the detroit lions and lions quarterback jared goff grew up here in the bay area. he played for cal and he has the lions competing for a top seed in the nfc. the niners, though, are trying to send fans off on a high note. kron now from levi's. >> what a difference. 11 months makes 11 months ago. niners lions nfc championship game at levi's stadium with the winner going to the super bowl. we all know how that ended with the niners coming.

>> all the way back beating the lions and then going to the super bowl, leaving a bad taste for the lions. >> and that bad taste still has not left them. the lions they have nothing to play for tonight because they are guaranteed a playoff spot. but they are looking for revenge. the niners playing for pride. they had expectations to go back to the super bowl. but thanks to injuries and just underperforming. that's not going to happen. but they will be playing in front of thousands of fans. let's face it. you bought tickets months ago at a premium price because this was a marquee matchup and thousands of people. they're not going to let that take it go to waste. so we do expect nearly a full stadium tonight. there are tickets still available. the niners. they have lost 5 of 6, but they also want to end the season. on a strong note, this is the last home game for them. and

they're looking for improvements come 2025. kickoff. >> 5.15, tonight, monday night football. the only game in america. >> chp has a maximum enforcement period for new year's eve. that's kicking off tomorrow night at 6 and will last until the end of the year's day. we also have the results from the chp is holiday maximum enforcement period over christmas from christmas eve to christmas day officers arrested more than 300 drivers for dui. that's less compared to the more than 900 people arrested last year. the chp also issued more than 3800 citations, including speeding tickets and seat belt violations. and this new year's eve, you can get on the vta in the south bay for free. the free service starts at 08:00pm and it goes until 05:00am on new year's day in san francisco. you can hop on muni for free on new year's eve. the buses run from 8 through 5 wednesday morning

>> thrive. city is celebrating. hanukkah this weekend was live music, food, art and crafts. families having a good time. this is part of the winter wonderland celebration. tonight is the 6th night of hanukkah. the holiday ends on wednesday evening for the 8th night. all right. let's talk about our forecast now we look outside here across the city of san francisco to get ready for new year's eve, kyla. and we want to see what the weather's going to be doing. yeah, it looks like we'll stay dry, at least so that is good that we could have a few clouds to contend with, but not today. today is beautiful. as we take a live look here at the transamerica pyramid. >> just gorgeous. sunshine in san francisco. temperatures pretty nice to 57 degrees here in san francisco. 60 in oakland. and we've 61 in san jose. now i've got some upper 50's in livermore. napa coming in at 56 santa rosa. 59 getting a little there, too. and 55 out of half moon bay. pretty nice. wind has been relatively calm here. so we're all, you know, 10 miles per hour or lower with the exception of san jose. the winds out of the northwest. so

very nice day out there today. nothing to complain about here. you see it on storm tracker 4. and as we zoom out, we take a look what's coming our way. you can see that there is a low pressure system that is to our north and our west is not going to be a big rainmaker for us, but it will bring us a few clouds. so today you can get out and take a long walk with the dog. i know a lot of the dogs are cooped up and we have that rain going on to the ready to take a long walk. and in walnut creek, you should be looking pretty nice for the afternoon in some 50's. if you're headed out to the game. 55 degrees at about 5.15 when they kick off against the detroit lions and looking out for some partly cloudy skies there. so should be pretty nice weather for that as well. we're kind of looking good today when it gets a little tricky we get into tomorrow, we're going to start to see some clouds spillover from those systems to the to the north and west of us. it's going to start off with mostly sunny skies. but by the time we get to new year's eve that we could get a few clouds rolling into the picture. and you can see we have kind of partly cloudy skies there on wednesday as well. i'll be back in a little bit. we'll track that for you. take a closer look. >> all right. the chp marin county sees nearly 30 pounds of marijuana and a handgun

during a traffic stop over the weekend. officers say they polled a car over because of some expired registration. and that's when they found dozens of bags of marijuana. they shared this photo. of the hall with us. the driver arrested and booked into jail on gun and drug related charges. in the late hall man arrested in connection with a home burglary on christmas eve also accused of committing to more burglaries after getting released from jail. officers say the first one happened at solano avenue and on the door street. the man accused of being inside the home when a woman came back, he left and police arrested him for burglary. then 2 days later, a business owner reported that his store on warren stre and court hola parkway was burglarized. police say that surveillance video confirm that it was the same man. and then just yesterday, the same guy as accused of a home burglary in fairfield. he's been arrested again in but now into the solano county jail. in daly city, a woman is in custody following a standoff

that lasted more than a day started saturday night when police responded to a report of a domestic disturbance at a house on 88th street just west of 2.80, police say that a 45 year-old woman holding a knife charged at officers when they got into the home. police then backed away and contained the woman inside of that house. here's video from the incident to show you. and then 28 hours later, police negotiators and swat team members got the woman to come out peacefully and they have arrested her for assault with a deadly weapon. 6 people are arrested for targeting a business in san jose and stealing more than $3,000 worth of merchandise. according to officers. the rest were made and marshals on north capitol avenue. police shared these photos of some of the items that were recovered and also a handgun. they say they found on one of the people arrested. also in san jose, volunteers have worked all year to help feed the homeless have reached a major milestone. the farmers market project has passed its goal of
