bay area. kidnapper facing assault charges in 2 new cases. we have the latest from ports. thank you for joining us here on kron. produce a 3. i'm justine waltman. matthew mueller back in the headlines today. he is the notorious convicted kidnapper and that so-called gone girl case. >> which later became the subject of a netflix documentary series called american nightmare. so mueller in court today did not enter a plea during his arraignment this afternoon. he now faces 2 felony counts of committing a assault during a home invasion. the santa clara county district attorney's office district attorneys office says new evidence tied mueller to these other crimes. one of them being from september of 22,009 when he allegedly broke into a mountain view woman's home tied that woman up and made her drink a concoction of

medications before the woman then talked him out of her a month later, mueller allegedly broke into a pole all to home bound and gagged. a woman made her drink make wellman started to assault her before he was also persuaded to stop the 47 year-old mother was in a federal prison in arizona. that's where he is serving a 40 year prison sentence after he pled guilty to kidnapping and sexually assaulting denise huskins from full way. how in 2015, that's the basis of that netflix documentary. and if convicted on these new charges he could face a life prison sentence. now to the east bay where oakland city leaders are marking the success of a strategy that is trying to lower violent crime. and to tell us more about this is kron 4, stephanie rothman. she is in the newsroom with the latest here. thanks for being here. of course, justine. well, today city and community leaders gathered in oakland's honor the progress made to save lives in the city.

>> opd says the city has seen a 5 year low in homicides and shootings and interim mayor nikki fortunato bas says this is thanks in part to the cease-fire, shot a g it's a multi agency program between the department of violence prevention, the police department district attorneys and face faith leaders who demanded safety on the streets. >> oakland cease-fire was never a government idea, but a community call to action. these community leaders have maintained their belief in the power of the strategy to save lives and have worked with us every day throughout this year to ensure that it was successfully rerouted in oakland. >> the ceasefire program works by tend to find people who are at high risk of violent crime and offering them intensive community-based services to break the cycles of violence. >> we're talking about the people in this city who are driving violence currently and who within the next 90 days may either pick up a gun and

shoot someone become a victim of gun violence themselves and that his management approach involves identifying individual clients, drivers of violence and then working very diligently to address those so that we can interrupt the cycles of violence and that could include anything from temporarily relocating people out of oakland to make sure that they're not caught in the cycle of gang violence. it could be re unrolling folks in school. it could be reaching out to get employment training, housing, substance use and abuse trauma therapy. >> it really rain just. >> the ceasefire strategy was first created back in was deep priortize during covid. the program was brought back nearly a year ago by former mayor sheng thao. and since that oakland is reporting, homicides are down more than 30%. bass says the city will continue funding the program and will also continue until these homicide numbers go down to 0 reporting in the newsroom. i'm stephanie rothman. back to you. stephanie, thank you. today's

meeting follows the 82nd homicide in the city. and while that number is the lowest in years, some people in oakland told kron 4 is jack molmud. >> there's still a lot of work to >> in a neighborhood where just one day ago a person lost their life. life still vibrant titled at the park llamosa case. watts grew up in east oakland. he's enjoying his day off with burkhalter part just hours after a man was shot and killed. >> this is homicide number 18 to this year. >> the shooting is unknown. hopefully our prayers up to anybody. i was involved. we members of the man shot say he was from stockton and just turned 27. they told kron 4 news off camera that they're confused why their loved one was in oakland and not even more confused why he had to that. >> a vigil was planned for him at this park. but family told us they're worried friends will be too scared to come to oakland. >> flashing lights. that's it. the entire block was just

flashing lights. very few cars, other than called neighbors still shaken by the shooting on a street. that's pretty quiet. neighbors. we spoke to say this area. oakland is relatively peaceful. they say the shooting, though, has them worried knowing there's an elementary school nearby here with many families with young >> it is the second homicide and less than a 48 hour span here in the city. >> oakland police say thursday evening another person was shot and killed left for dead at the scene. candles, flowers more than 80 families changed forever. >> kind of felt shaky as far on political issues with the felt shaky for. wow. watts tells kron 4 he doesn't have a lot of faith in law enforcement, right? they don't communicate with citizens to me. there. >> not very approachable. if you ask me and i don't see them. >> really, too involved in the community, the city is going through changes a new police chief and more communication with the city through town

halls. homicides are down to 82 this year. the last time homicides were this low was before the pandemic throughout this year. residents telling us they still don't feel safe, but some things are improving. >> picking there. there's a lot of positive energy around downtown, especially chef nelson hermenet sober a lesson in downtown oakland. he says business has massively this year. >> a car break-ins and overall crime. they are doubt. he says many parts still feel unsafe and that the fight is not over. streets are definitely in a safer. >> of course. what does a rally that there's it's not fully safe in most places, but what we see here in downtown, it's got a lot better. >> hoping the new will bring new vibrancy to the town. it's it's happened to slowly. but change that in oakland, jack moment, kron, 4 news. >> in daly city, a woman is in custody following a standoff that lasted more than a day. saturday night. police responded to a report of a

domestic disturbance at a house and 88th street just west of 2.80, police say 45 year-old woman holding a knife charged officers when they got to the home. police backed away and say that contained the woman inside of that house. here's video from the incident. 28 hours later, police negotiators and swat team members got the woman to come out peacefully. they arrested her for assault with a deadly weapon. 6 people arrested for targeting a business in san jose and stealing more than $3,000 worth of merchandise. according to officers, the arrest were made at the marshals on north capitol avenue. police shared these photos of some of the items that were recovered along with a gun that they found on. one of the people arrested. >> we'll talk about our forecast a live out it seems the city of san francisco looking looking like as we wind down 2024, we have meteorologist kyla grogan in the weather center with details on. >> our chilly mornings.

>> we've got another one on tap as we get into the overnight tonight. let's talk about where we were this morning. we got down to about 36 degrees in santa rosa 36 degrees in santa rosa petaluma and sonoma. no off on a creek at 38. 41 in livermore and the oakland airport and sfo around that mid 40 mark. by the way, san jose got down to 37 degrees this morning. 2 so very chilly out there. and that's part and parcel of clear skies when you don't have that cloud cover, it allows things to get really cool really fast. and that's what happened this morning. having said that, it's worked his way to a really nice day today. 59 degrees right now in oakland looking good. wind is just at 9 miles per hour out of the west. so pretty nice out there. and if you take a look around the rest of the bay area where it's 60 now in concord and sunny, though, we're at 61 down in san jose says starting to warm up in spots. we just hit the 60 degree mark in santa rosa as well. happening bathe a little cooler out there at the coast about 55 degrees. but this is what's happening. we've got a little bit of a ridge of high pressure that's building in. that's allowing all the sunshine giving us a break for many rainy weather because we've had plenty of lately.

and as we zoom in here, you can see it's just really nice. we've got nothing but a few high clouds out there to speak of out of half moon bay. also beautiful. the sunshine has reached the coast as well. i'm happy to say that we don't have this well that we had last week where we had all those wild waves either. so tonight will be another chilly night. as i mentioned, some of our inland valleys in the more sheltered areas could actually get down to the 20's, the upper 20's, but still very cold. so we'll talk about this when i come back. it is a frost advisory and a freeze warning for parts of the bay area. >> america was not built on. >> timidity, all panic, all uncertainty about the future. all lack of confidence in our own. technology. our own will or ability. america was built with vision. >> he was the longest living american president ever a nobel peace prize winner and a champion of democracy also of public health and human rights. former president jimmy carter has died after nearly 2 years in hospice care.

reporter marni hughes takes a look back at his life. >> jimmy carter, the peanut farmer who became president that it will be on the world. we always looking forward to getting back hall born in 1924. in plains, georgia raised in a small farming community. he joined the navy and married the love of his life in 1946. will eventually i would. it was mary motion. >> that's a fairly close like they took over the family farm when his father passed in the 50's. the couple raised a family and the business grew. so did jimmy carter's standing in the state? i believe i know our people. >> well, this state. well as anyone could, he became georgia's governor in 1971 and then set his eyes on the white house in 1976. name. >> it's jimmy carter and i'm running for president. >> carter ousted gerald ford as the nation moved on from

>> the white house announced the january 9th will be a national day of mourning and the officials state funeral for former president jimmy carter, our washington correspondent jessi tenure just now live with how washington is honoring carter's legacy. thanks, jesse, for being here. >> yeah, good afternoon, justin. so the tributes just continue pouring in from democrats and republicans alike and really show that many will largely be

remembering the former president, not for his politics, but for the person he was. >> you know, they won't try to do news in morning carter, president joe biden. remember his predecessor, jimmy carter as a dear friend, not only to him but also to millions of americans in ordered u.s. flags to fly at half-staff in his honor to be carted lived. the life measured, not by words, but by his deeds. president biden highlighted the work harder did after leaving the white house from are advocating disease around the world to advancing civil rights, to building homes for the homeless. people up in chiefs lives and save lives all over the carter's grandson jason carter said he was proudest of that work he was able to do through the carter presidential center. i think he. well always appreciate. >> how much he got to see of that life's work being done even up into that area work that didn't go unnoticed. >> crowds of supporters waited in line monday to sign a condolence book for carter near the white house. and the

where we should be this time of year. now, tomorrow we're going to start really c-illy once again, a little colder than possibly last night. and then as we look ahead, we've got new year's eve to look forward to in. the question is, will the weather hold always the question. let's talk about the cold temperatures tomorrow morning. so this is about 07:00am and it shows you where the risk of freezing temperatures are meeting. 32 degrees or below. obviously it's those interior valleys in the north bay east bay and south bay. but notice even along the peninsula, we have this cold is a little more widespread. so lows and looking out for tonight. now here in san francisco about 42 degrees. but 32 up in santa rosa. 35 in napa. you head over to the east bay conquer. 36 34 in livermore in down in the south bay. 36 in san jose. 33 in morgan hill and some of the more wind sheltered valleys could certainly get colder than that. in fact, possible even see some of those upper 20's in the north bay where they're under that freeze warning. now you can see the frost advisories also for the coast and for parts of the east bay and the peninsula. but notice that we also have that freeze warning down in parts of the santa clara hills, the eastern santa clara hills, too. so this is

very widespread. so just make sure you're ready for it. now, let's talk about new year's eve at the forecast for that. we go through tonight. obviously some high clouds out there, but really nice to start tomorrow. nice and sunny once again, i don't think we'll see much in the way of marine layer and then this happened. not really good timing. 5 o'clock. you start to see some of these clouds roll in. now they do lighten up at one point later in the evening. but this is about 9 o'clock. so that's gonna make our fireworks a little bit tricky. and there is the midnight hour there, as you can see. so our new year's forecast, the upside is that we are going to see temperatures improve a little bit. san francisco looking out about 48 degrees when midnight hit. when we get into the new year. but as far as the cloud cover is concerned, it's a little tough, right, because we've got that over spilling of clouds from the systems to the north of us that even though we stay dry, some of the clouds make make it in. so we'll cross our fingers for that. keep an eye on it for you tomorrow. the rest of the week looking good. we do have a slight shower chance on friday. looks like a 10th of an inch of rain at best. back to you. all right. still ahead, tomorrow, new year's eve. and you can ring in here

thing that we're wondering and waiting to see, we know that some of the guys will absolutely not be out there. we do know that some of the younger guys will get a chance to show what they have. some of the guys like ricky pearsall make it more snaps this time around being that they have nothing to lose. however, they have a lot of great to show this going to be a gritty game or at least we hope so on the niners side being that they are hosting the detroit lions here at home. if you remember last year around same time, they host the detroit lions here for the nfc championship now and that they were fighting for a super bowl appearance in this one, not nearly as heavy of implications, however, if they are able to write spoiler tonight against the detroit lions that not only lead to the fact that they continue to keep the bragging rights, least here at home over the detroit lions beating a very strong team and a team that's been very dominant this season, 13 to 2 on the season. the lions, however, they can also if the lions tie against the minnesota vikings next week. that means because they lost to the niners, they will not be able to lock up the nfc

look that quake tower in san francisco just been an absolutely beautiful day. temperatures here. 57 degrees. 59 in oakland, you see a few low 60's out there, too. but for the most part, we're really where we should be seasonally for this time of year. we started a little cold, but we kind of made up for it working our way into the afternoon. wind is relatively calm. that'll be nice for the game as well, obviously. but this is a pretty good. it's, you know, north northwesterly flow and everything kind of under that 10 mile per hour. mark stormtracker 4 showing the beautiful blue skies that we've got will keep those as we work our way through the night. that unfortunately kind of blends itself to getting a little cold tonight, though, too, because when the clouds are not there, you just get the heat of the day escaping very, very quickly. and those temperatures do start to plummet. so as we know that is coming, let's get the dogs out for the long walk today because we've dried out a little bit. you don't have to worry about the muddy paws as much today as maybe you did this weekend or last week. temperatures looking good for you. wanna creek? we're going to be sitting in the 50's for the rest are afternoon into the early part of our evening. so there you go. pets. take it. take to the streets. all

products or any other drug out there that can cause you to drive. corley is what we're looking for. >> and so maximum enforcement means no days off. guys got overtime. your positions on all the highways and freeways throughout the bay area. looking for these drivers. also, people are not wearing their seat belts speeding when you see the most stuff. >> you know it exactly. so it's all hands on deck. more people than we would normally have out there on chance. we have extra people out there with that focus for dui. so obviously i think everyone knows new year's very commonly associated with people going out and partying. so our biggest thing is dui. but really any safety? hazard that we see out there is what we're there for. but also other goal is just making sure that people that are out and about are getting where they're going safely. so if they're broken down or running across other issues on our freeway, having those additional chp resources out there means that they can get help faster. >> have the numbers from the

maximum enforcement period over christmas. still a lot of people arrested for a dui and other citations over that holiday period. as you approach this next maximum enforcement period. is there anything you learned from years past of how you kind of handle things differently or places the position yourself? >> well, i think every every chp office kind of has their hot spots that they're aware. we all, you know, when you work in an area, you learn to identify where you may or may not see more impaired drivers, but really it's just about having as many of us out there in as many different places as possible. so, you know, our big message to people, as always, is just designate a sober driver before you start that party. and i promise you, no matter what mood of transportation you may end up choosing whether it's ride share or even renting a limo. it's going end up being far less expensive. then getting a dui. >> like way easier. i'm like your wife in just absolutely just a just way better did stay out of trouble for sure.

what are things that people can do to. i know you're not like hiding, you know, but you're just you're just like driving around, like looking looking for people like the president says is more visual. >> yeah, and you know, really, i i would say to the important thing to remember is that we can't be everywhere at once. and so we rely on the public as well to alert if they see drivers, they believe to be impaired. there's really no secret to figuring out or to spotting somebody who you think is impaired. we all know what those signs are. swerving that fluctuating speeds just, you know, things like that. so please, by all means, if you're out driving and you see somebody that you think may be impaired or just shouldn't be out on the road. pick up that phone and call 9-1-1 and let us work to get officers out there to intercept that driver. >> and when does the maximum enforcement period for new year's eve start? >> so we're kicking off tomorrow night at 6 o'clock. and that's going to run all the way through wednesday

>> as students and teachers prepared to return to school after the holiday break. in january, a new law set to go into effect in the new year that could eventually lead to less homework. our capitol correspondent eytan wallace spoke with the lawmaker behind this legislation and shares reaction from students. >> well, many caifornians can probably look back at their upbringings and remember spending hours after school at their desk. doing homework. but now one lawmaker says she hopes to change that for the next generation. when the bell rings and the school day is over for students like 6 grader sophia johnson, the day

is nowhere near over. she blames that on hours spent doing homework, whom much is exhausting. it's overwhelming. >> and it's depressing that my whole day from when i wake up until when i go to bed is nearly all taken up with schoolwork. and that's why sophia's mother assembly member polar szabo says she authored ab 2, 9, 9, 9, also known as the healthy home work the time by governor gavin newsome. earlier this year, the legislation is set to become law in the new year. >> it will not ban homework, but it will formally encourage local school boards and educational agencies to establish homework policies that consider impacts to students, physical and mental health all while including input from parents, teachers and students themselves addressing homework, which is the top stressor for kids. it's often number one. it's definitely top 3. >> and their overall lives. this could have an overnight impact in their lives. it comes as a survey of more than 300,000 american students conducted by stanford

university and the nonprofit organization challenge success. >> found 45% of workload and homework is their number one source of stress. 13,000, california high school students who took the survey report an average of 2 and a half hours of homework every night. they just toward a school in my district where, you know, they talked about how >> they're trying to reduce the kids who are missing school are dropping out of school and the top reason they're hearing is because kids are getting behind. they just get into a whole when you when you miss homework and then you have homework the next day. you're trying to catch up from the old home art, too much homework really can overwhelm their brain start to shut off. they stay up too late there, not present and available to really learn in school the next day. and so making sure that we find that balance. she knows her legislation is also tailored around equity. something california teacher of the year case, security believes. >> it's crucial noting students from lower socioeconomic backgrounds may not have access to resources

at home like high-speed internet at the child's grade should not be dependent on the resources they have at home to do the homework. >> i passionately believe that the grange to really and that should be depended on the learning that takes place in the classroom with the professional. so that's why i support this bill is i think in the end it will be what's best for kids. >> and the legislation has no formal opposition. as for a timeline here and recommends local school districts established a homework policy by the 2027 school year. and before that, it calls on the california department of education to post home or guidelines on its website within the next year reporting outside the california department of education in sacramento, eytan wallace kron. 4 news. >> and north bay brewery recognized as one of the best in the country. the publication fine pair has named russian river brewing company as a top business for contemporary beer lovers. the brew is known for a limited edition ipa called playing the younger. that ipa has also been recognized as one of the highest-rated beers in the state. in the east bay. the

doing okay with temperatures to where we're pretty lucky because in parts of the country. >> pretty chilly minneapolis. 32 degrees. but look at the east coast. pretty nice. 50 degrees in boston. that's not bad. 75 in houston and as we head to las vegas, 62 degrees there. so we're going to do just fine temperatures. once we get past this overnight low thing, we're going to be very, very chilly tonight live look from our mount tam cam. you can see it's really just clear as a bell, you can really see san francisco so well as some days we get a little bit of haze when you're up that high or a little bit cloud cover. but not today. beautiful, 70 right now. 53 degrees. 61 in san jose. alameda about 57. see see those upper 50's couple spots that are a little cooler than that to know was one of them sitting about 52 upper 50's to about 60 degrees today. not bad at all. but tonight it is going to be very, very cold out. so just make sure you're ready for this interior north bay mountains and valleys under that freeze warning, starting at 8 o'clock tonight. but notice we've got also frost advisories in the coastal areas of the north bay. then you head down to the east bay, the peninsula. the frost advisories are there as well.

and that freeze warning also for the interior portions of santa clara county there in the eastern santa clara hill. so that is to say that you don't see a lot of area, really san francisco and the coast there along the peninsula. the only exception to the rule of this very cold air that's going to coming in tonight as we start to see these temperatures drop. so make sure you are ready for this. make sure your house is ready for this. your pets are ready for this and also make sure you check on any people that you might be concerned about who don't have heat because it's gonna be really tough. 1, 7, to go ahead and go with the max warming on the commuter tonight. make sure everyone is staying nice and warm. and then tonight will give way to tomorrow. of course, we'll start off tomorrow with some sunshine. but then we get into our new year's eve and watch what happens here. as we go throughout the day on tuesday, we start to see the clouds pick up and then we're we are midnight. it's going to be tough. it's going to be really tough. every a few sprtnkles they could come through on wednesday afternoon as well. doesn't look like much of anything. but just a heads up that that is a possibility. again, you can see we have a little chance on friday, but we're talking about maybe a 10th of an inch probably less

amazing concert lineup to incredible. bill graham was the known for some pretty incredible act. >> it's going to be incredibly cold tonight. how's that for your segue? everybody is going to be chilly. we've got a freeze warning in the north bay. we've got frost advisories also in parts of the north bay. but then frost advisory for the east bay. and you can see that freeze warning also in place for those of you in santa clara county and the interior portions there. so just be ready for this. some of these temperatures set to get down into that. 32 or less mark. so i think some of those interior valleys in the north bay are the ones that have the most concerned about. but having said that, you see 30's around the bay itself tonight. so it's going to be cold if you are chilly last night, get ready because tonight going to be a little bit of a kick down in numbers. now. highs tomorrow are going to be similar to today. maybe a degree or 2 cooler as we start to have some clouds will move in later in the day. that's not great timing, of course, for our new years eve. but we are going to say dry. we are going to see the overnight lows start to rise up tomorrow. not be quite as cold us tonight. and so i think we're looking at about 48
