>> our top story this half-hour as students and teachers prepared to return to school from the holiday break. a new law set to go into effect in the new year could eventually lead to less homework. kron four's capitol correspondent eytan wallace spoke with the lawmaker behind the legislation. >> and he has reaction from students. >> what many californians can probably look back at their upbringings and remember spending hours after school at their desk. doing homework. but now one lawmaker says she hopes to change that for the next generation. when the bell rings and the school day is over for students like 6 grader sophia johnson. >> the day is nowhere near over. she blames that on hours spent doing homework, whom much is exhausting. it's

overwhelming. >> and it's depressing that my whole day from when i wake up until when i go to bed is nearly all taken up with schoolwork. and that's why sophia's mother, assembly member polar. she also says she authored ab 2, 9, 9, 9, also known as the healthy home work the time by governor gavin newsome. earlier this year, the legislation is set to become law in the new year. >> it will not ban homework, but it will formaely encourage local school boards and educational agencies to establish homework policies that consider impacts to students, physical and mental health all while including input from parents, teachers and students themselves addressing homework, which is the top stressor for kids. it's often number one. it's definitely top 3. >> their overall lives. this could have an overnight impact in their lives. it comes as a survey of more than 300,000 american students conducted by stanford university and the nonprofit organization challenge success. >> found 45% of workload and homework is their number one source of stress. 13,000,

california high school students who took the survey report an average of 2 and a half hours of homework every night. they just toward a school in my district where, you know, they talked about how >> they're trying to reduce the kids who are missing school are dropping out of school and the top reason they're hearing is because kids are getting behind. they just get into a whole when you when you miss homework and then you have homework the next day. you're trying to catch up from the old hallmark, too much homework really can overwhelm their brain start to shut off. they stay up too late there, not present and available to really learn in school the next day. and so making sure that we find that balance. she knows her legislation is also tailored around equity. of the year case, security believes. >> it's crucial noting students from lower socioeconomic backgrounds may not have access to resources at home like high-speed internet at child's grade should not be dependent on the resources they have at home to do the homework. >> i passionately believe that

the grange to really and that should be dependent on the learning that takes place in the classroom with the professional. so that's why i support this bill is i think in the end it will be what's best for kids. >> and the legislation has no formal opposition. as for a timeline here and recommends local school districts established a homework policy by the 2027 school year. and before that, it calls on the california department of education to post home or guidelines on its website within the next year reporting outside the california department of education in sacramento, eytan wallace kron. 4 news. >> well, starting january first, it's going to cost you more to get around the bay, both on our roads and public transportation. all bay bridges, except for the golden gate. we'll raise their price from $7 to $8 to cross. in addition, a plan to increase the tolls by $0.50 every year for 5 years was also approved. as for muni and bart, you can expect to pay $0.25 more per single ride. officials say

this increase will help the transit systems keep pace with inflation, pay for operations and also restore financial stability. if you are celebrating new year's eve out and about and you're in the south bay, you can get on the vta for free. the free service rides start at 08:00pm tomorrow night and go through 05:00am new year's day in san francisco. you have an option there as well. muni is going to be free on new year's eve. buses will take folks home from 08:00pm until 05:00am wednesday morning. and reminder, kron 4 is the place to be this new year's eve. as we always do. we'll count it down. >> to 2025 in every time zone. so our coast to coast countdown starts at 9 o'clock. and then we'll bring it back to the bay. you can join justine and me for kron four's new year's live. that starts at 11 30 tomorrow night. we'll take it right through to 12 30 and have live fireworks. the only live fireworks broadcast in the bay area at midnight.

unbelievably cold across much of the eastern half united states as we start out this january. so a big dome of high pressure building into following thursday. and that means, well, we're going to see some dry weather. but tomorrow, enjoy the last day of 2024.wshould be nice and dry temperatures in the 50's and the 60's. >> thanks, lawrence. swell. homelessness is not only a huge problem facing communities here locally in the bay area nationwide. homelessness is up significantly in 2024. now newsnation's mills. hayes breaks down those latest numbers. >> according to the latest data from the department of housing and urban development overall, homelessness rose 18% in 2024. with families with children experiencing homelessness at more than double that rate annual homeless assessment report to congress found record levels of homelessness across nearly every demographic. but it was people with families that saw the worst of it. nearly 150,000 children experienced

homelessness on a single 9 2024, a 33% rise from the year before and children under the age of 18 with the age group that saw the largest increase in homelessness overall older americans also saw a dramatic rise in homelessness with more than 140,000 people over the age of 55 going on house in the u.s. this year. nearly half of whom reported living in places not meant for humans. and once again, black americans were over represented among the homeless population, making up about 32% of the homeless population. despite accounting for just 12% of the population. and in fact, nearly every demographic in the u.s. recorded record levels of homelessness in 2024. with only veterans seeing a drop in homelessness this year. but it wasn't all bad news. like i mentioned found veteran homelessness dropped in 2024. down 8% from 2023 in down 55% since the department began collecting data on veteran homelessness in 2009. and while homelessness is going up, so

are the numbers of beds available for them in shelters across the country found that the national inventory of beds for people experiencing homelessness went up 18% over the last year and has doubled since 2007. and while homelessness is rising across the u.s. some communities in and around major cities have seen a significant drop, including los angeles, which saw homelessness declined for the first time in 7 years in chicago, mills hayes. president elect donald trump is siding with elon musk who is in favor of h one b temporary worker visas. >> but some say those visas are taking jobs away from american citizens. news nation's tom dempsey has the very latest on this growing divide in the republican party. >> today marks 3 weeks to go until the presidential inauguration. but we are seeing this fight grow between some of the hardline anti-immigration republicans versus some of the president elect donald trump supporters in the and business fields.

this all revolves around what's known as the h one b visa program which provides a temporary work visa and not immigration status to highly skilled workers from other countries. we see this used by companies and tech financing and supporters of the program say it helps united states keep an edge in those fields. but opponents believe it can actually undercut wages for americans. controversy grew in recent days when president-elect trump didn't interview with the new york post in which you said, quote, i have many h one b visas on by properties. i've been a believer in h one i've used it many times. it's a great program. a billionaire elon musk also voiced support for the program and said he'd go to war over the issue posting to axe the reason i'm in america along with so many critical people who built spacex, tesla in hundreds of other companies that made america strong is because of h one b. but like i said, we've seen not opposition voice, too. former presidential candidate nikki haley posted

the acts. if the tech industry needs workers invest in our education system, invested or american workforce, we must invest in americans first before looking elsewhere to dive a little bit deeper into this, though, the work visas last 3 years but can be extended and the recipients of the program must have a bachelor's degree or higher in a field relevant to their specialty. u.s. immigration services cap the number of new h one b visas at 85,000 per fiscal year. according to data from the department of homeland security as well in fiscal year 2023, 72% of h one b petitions approved involve people born in india while 12% were born in china. in total, 71%. the approved petitions were men. now in response to some of the criticism elon musk has proposed some reforms to the h one b visa program, including increasing the minimum salary requirement which could potentially fight back against low-cost labor abuse at the white house. tom dempsey, news station.
