it's a joining us here on kron. 4 news at 11. i'm noelle bellow, the bay area is getting ready to ring in the new year. >> one of the biggest celebrations as the annual fireworks show at san francisco's waterfront. >> no matter where in the bay area are planning to celebrate. we have you covered. kron four's. lindsey ford live for us from san francisco. after speaking with the folks behind that fireworks show that goes off every year. lindsay, are they ready? >> hey, they're getting ready. today was the first day, but the company called para

spectacular was setting up for the fireworks and it was really cool to see how they all are putting it together. it was also really cool to hear that part. spectacular tells me that the city of san francisco has hired them for about 20 years to do their fireworks displays. >> well, this is called a power of digital field control. it kind of looks like the dashboard of the death star. >> you could say this machine has the most important job of all new year's eve. it's tasked with cindy off a signal for fireworks to light up san francisco's night sky. >> and then it automatically will fire the display. the way it was designed. >> pat dyas is the show producer for pyro spectacular. he says each firework has its wires, shunted until the show begins to avoid a premature spark. when you're handling fireworks, you need to handle them in a professional manner.

>> and you need to be respectful of what they are because if you handle them wrong, they can bite you. >> it takes 2 days and 18 pyro technicians to put on a show like new year's eve. dias says the run time is 15 to 17 minutes. but just how many fireworks are included remains a surprise. but i will tell you that being a world-class city. >> san francisco puts on a world-class firework display. and so the numbers with b dollars or shell counts and the like are commensurate with such a display. >> the 1st half of the fireworks were set up monday. the 2nd half will be put together just hours before the show on new year's eve for safety purposes, the display will be set up 800 feet offshore. the crowd will be treated with unique colors and aerial shells to ring in the new year. many of which will create the classic palm tree explosion effect in the sky. the big ones like >> they'll make a column of orange fire 40 feet high when they fire. so it's a pretty

fun just to watch them fire. but it's more fun to watch perfect. >> dias says after 2 decades of putting on the show, the views of the golden gate and bay bridges on top of the water, reflection never gets old. >> then listen to the reaction of the people and hopefully they like it. then can i get my paycheck? that's hearing the boos and by page. >> this area behind me is san francisco's waterfront where the fireworks will be displayed. but the best place to see the fireworks is anywhere along the embarcadero. but don't if you can't get that close, you can try quite tower. the twin peaks area or crown beach in alameda to see the fireworks in san francisco. lindsey ford, back to you. >> you can also, of course, catch the fireworks from the comfort of your own couch. thank you, lindsay. our coast to coast countdown starts at 09:00pm tomorrow where you can

see fireworks shows from new york and all the other places across the world. and then you'll join grant lotus and justine waldman kron four's newhyear's live. that starts at 11 30 with, of course, the san francisco waterfront fireworks show happening right at midnight. taking a live look now at downtown san francisco tomorrow night about an hour. 25 hours from now, there will be you are really a bright with those fireworks grand first chief meteorologist lawrence karnow is here. we're hoping. >> no fog. >> to handful of those fireworks. yeah, maybe a couple past. don't think it's going affect the fires for tomorrow. i think we're looking pretty good. lot of high and some chilly temperatures. probably the best place to be right at euro. >> for your tv watching kron 4, we've got all of plays right here and certainly it is going to be a little bit chilly out there. maybe not as cold as tonight. tonight is going to be a very chilly night around the bay area. skies clear now, just couple high clouds now in the temperatures are getting cold in spots. you're 49 even in pacifica right now. 41 in

livermore 40 in dublin, down to 47 in oakland, even 49 in san francisco in the north bay starting to break out some 30's. 39 insanely 37 in calistoga and 38 degrees right now. fairfax, 39 in santa rosa. so yeah, it's getting cold out there. in fact, we've got some frost advisories and some cold weather warnings are going to see some chilly temperatures developing and parts of the valley, especially napa. sonoma into santa rosa. those temperatures down into the 30's. some places could even steve down low upper 20's by tomorrow morning's the skies. clear out even further. and then i think as we head toward tomorrow morning, lot of frost early on these temperatures going to be a cold start to the day. but least it's going to be dry tomorrow. what about the new year? we'll talk about that coming up in a few minutes. thank you, lawrence. >> the man who pleaded guilty to kidnapping a vallejo woman in 2015 has been charged with 2 more violent attacks. police originally said the kidnapping of denise huskins was a hoax before eventually admitting it actually happened. matthew mueller currently is serving

40 years to life in federal prison for that crime. now he's been charged with 2 other attacks that occurred before on hoskins kron four's. dan kerman reports. >> we don't forget about about rape, about murder, about any crime. >> that's committed in this county. santa clara county's district attorney says that's why he's brought charges against convicted kidnapper matthew mueller for a home invasion attacks that occurred in mountain view and palo alto back in 2009. >> in both of these cases, the defendant broke into a woman's home, tied them up. found them made them drink things to make them intoxicated and did this for the purpose of breaking down. the 47 year-old mueller is now charged with 2 counts of first-degree burglary. >> with the intent to commit rape and faces 2 life sentences. if convicted the da says mueller was linked to the attacks due to advances in dna technology. >> the strap from the palo alto case. it's a velcro

strap. we analyzed in 2010, but dna technology has gotten significantly better since 2010. and so recently we've been able to find the defendants dna on that strap, which is not somwthing that we were able to find. in 2010. >> mueller is currently serving 40 years in federal prison after being convicted of kidnapping and sexually assaulting denise huskins. back in 2015 at first vallejo, police called her story a hoax only to change their tune and arrest mueller risen, acknowledge the investigations into the palo alto and mountain view cases were also not handled properly. >> there were. >> mistakes made in this investigation and what we're proud to say now is that we're able to bring this perpetrator to justice and that this nightmare is over. huskins has since started working with police in seaside and how to deal with assault cases.

>> roseann credits her with having a conversation with the seaside police chief. the set the ball in motion for these new charges. mueller's expected to return to court on january 17th at which point is expected to enter a plea. >> at the hall of justice in san jose, dan kerman kron. 4 news. >> city leaders in oakland are marking the success of the strategy meant lower a violent crime. opd says the city has seen a 5 year low and homicides and shootings in durham. mayor nikki fortunato bas says this is thanks to the cease-fire strategy to multi-agency program between the department of violence prevention, the police department, the district attorneys and faith based leaders who demand safety on the streets. >> oakland cease-fire was never a government idea, but a community call to action. these community leaders have maintained their belief in the power of the strategy to save lives and have worked with us every day throughout this year

to ensure that it was successfully rerouted in oakland. >> ceasefire program works by identifying people who are at high risk of violent crime and offering them intensive community-based services to break cycles of violence. >> we're talking about the people in this city who are driving violence currently and who within the next 90 days may either pick up a gun and shoot someone become a victim of gun violence themselves and that his management approach involves identifying individual clients, drivers of violence and then working very diligently to address those so that we can interrupt the cycles of violence and that could include anything from temporarily relocating people out of oakland to make sure that they're not caught in the cycle of gang violence. it could be re unrolling folks in school. it could be reaching out to get employment training, housing, substance use and abuse trauma therapy. >> it really rain just. >> the ceasefire strategy was created in 2012. it was

deprioritized during covid. the program was brought back nearly a year ago by former mayor sheng thao. since then, oakland is reporting homicides are down more than 30%. with the new year comes new laws for california. they will impact health education, employment businesses and transportation as well as new protections for retail stores. they will now be able to file restraining orders against those sentenced for theft, assault or vandalism at any location and suspects could even be slapped with sentence enhancement its committing retail theft alongside other offenses. when it comes to the economy, cities and counties can allow existing cannabis retailers and consumption lounges to sell non cannabis food and drinks. and as far as education goes, school districts will no longer be able to enforce gendered notification policies. tonight we are remembering a former president jimmy carter died over the weekend at the age of

100 along with being the longest living american president ever. carter was also a nobel peace prize winner, a champion for democracy, public health and human rights. earlier today we spoke with the with janice jensen. she's the ceo for habitat for humanity, east bay and silicon valley. she spoke about president carter's legacy with their organization. >> well, you know, have attacked when he got involved in 1984. habitat was very young. and so yes, will there be a habitat? absolutely. would we be as prominent a globally as we are now without the carters. i think that is debatable. and i personally would say no, they brought attention all around the globe to the work that we were doing are doing and continue to do and over. 64 million people have been served by habitat and and so much of that has been the carters hands-on work with habitat. >> former president carter even helped build homes here in the bay area. this is video

of when he joined habitat for humanity in 2013 building homes in oakland to his funeral service will be held thursday, january 9th. take a look here. this golden retriever rescued after falling off a cliff at fort funston in san francisco today. fire officials scaled down the cliff. >> and were able to reach the dog on the beach. >> they say the pup was okay and unharmed. >> fire officials also say nearly a dozen dogs had to be rescued from fort funston, cliff's throughout this year. they're suggesting hikers make sure their dogs or on a leash while they explore the areas trails. still ahead here on kron for more information about the officer-involved shooting that left a man dead in san francisco 2 weeks ago. >> plus, how the asian art museum is ringing in the new year. and a look at snow in the sierra for those headed on the sierra for those headed on a holiday trip. asks, "how can i get fast download

found the driver and san jose arrested him. >> we're going to >> newly released body camera video shows san francisco police approaching a suspected hit and run driver before officers shot and killed him on december. 19th the driver in an suv near union square drove over the sidewalk and hit 3 people. 2 of them were taken to the hospital or early the next morning. officers found that suspected driver near the dior store in union square. according to police. the suspect was believed to be a security guard for the upscale clothing store. police say he had a gun and after the officers shot him, he was taken to the hospital and died from his injuries. in vallejo, a man has been arrested twice in less than a week after 3 burglaries. officers say the first one happened on christmas day at solano avenue

and amador street police arrestedhe man as he left the home and booked him into jail. it's not clear how long he was held, b the second burglary happened just 2 days later at a business on marin street and kurt hola parkway officers were able to connect the same man to the scene with urveillance video. then the suspect was arrested yesterday in fairfield after police say he burglarized another home. taking a live look at the bay bridge starting on wednesday, january first, it'll cost you more to get around the bay both on the road and on public transportation. all bay bridges. >> except the golden gate will be raising their prices from $7 to $8. in addition, a plan to increase the told by $0.50 every year for 5 years was also approved. those charges are going to keep going up year over year. that's for muni. and bart, you can expect to pay $0.25 more per single ride. officials say the

increase will help the transit systems keep pace with inflation, pay for operations and restore financial stability. palisades tahoe releasing new video of 8 inches of fresh snow. the resort >> has seen more than 10 feet of fresh snow already this season to celebrate the new year palisades is going to have an annual torch lighting parade. live music as well fireworks been kind of hard to get up there leading up to christmas, but seems the roads are pretty clear now. it's pretty cold up there. i can imagine, lawrence. yes, no getting around that cold conditions up in the high country. the good news is, yeah, climate, this kind of cleared things out now as we're going >> to see some fair weather ahead. and that means if you want to drive up there, you don't have to worry about all that snow rolling in all the delays going up there. do watch out for some patchy valley fog going across the central valley. but other than that, i think we're looking great. fact, open and clear right now, 15, 80 looking

good. it has quieted down across the high country after a ton snow fallen there. boy, it is getting cold indeed. in fact, down to 24 degrees south lake tahoe right now. 28 at incline your to 29 zephyr cove and about 25 in homewood. so chilly temperatures no getting around that storm track, though, has moved to the north and that means all those storms that have been rolling in bringing us that wonderful snow in the high country. finally catching a break. so you give you a chance to get up there and enjoy that. if you want to drive out there tomorrow. looks like a great day to do it. in fact, if you're sticking around, really, the weather is holding as we head in toward a wednesday. we'll see some passing clouds. the temperatures by day. yeah, pretty chilly in the 40's and of course, by not going to be a lot colder than that. but at least the roadways should stay open and clear if you're headed in that direction. high-pressure holding on here in the bay area, the jetstream going to kind of flatten out a little bit as we look toward tomorrow, still guiding all that rain up in pacific northwest are going to be dealing with some stormy conditions up toward seattle, portland, much of oregon just

clip northern california for crescent city rica. but we stay dry here in the bay area. just some passing clouds. you'll notice that as we head through the night tonight, mostly clear skies by tomorrow morning, starting out with a frosty day. then by the afternoon, some low clouds start to roll in on new year's eve. but overall, we keep things dry. the big picture, we may get back to some rain. i think as we head in toward lot of part of this new year's we get in toward the following friday. maybe some rain builds back in that high pressure takes over, keeps a pretty dry think through the middle of the month. while the east coast, maybe some of the coldest temperatures they've seen and many, many temperatures for tomorrow looking at 50's and some 60's for highs over the next few days. there we go. we're going to see a well a return to some showers possibly on friday, but staying dry on new year's eve. in fact, look good but bundle up. if you're headed outside, maybe not quite as cold as it is tonight. still 30's and 40's out there and some patchy fog developing some of the valley's after midnight tomorrow. so if folks want to sit home and watch our

>> new year's eve live fireworks show, that's probably your best bet that he iowa that's what i would be doing. thanks, lauren. thanks. >> the asian art museum ringing in the new year. quite literally. the museum hosting the thirty-ninth annual japanese new year bell ringing ceremony on sunday. a traditional buddhist ceremony was held followed by museum guests being able to bring the 2000 pound bell themselves created in the 16th century. that bronze bell is struck 108 times every new year's eve throughout japan to bring good luck for the new year. >> the bell ringing ceremonies about reflection coming together as the community. can it go of the past and embrace the new year with hope and peace? >> izium guests were also able to explore a new exhibit in the museum on sunday. it features art from a chinese
