who pled guilty to kidnapping of a woman in 2015 has now been charged with 2 more violent attacks. police originally saying that the kidnapping of denise huskins was a hoax before they admitted it actually happened. yeah. matthew mueller is currently serving 40 years to life in federal prison for that crime that garnered quite a lot of attention. >> and now has been charged with 2 other attacks that occurred before the attacks on huskins kron four's dan kerman reports. >> we don't forget about about rape, about murder, about any crime. >> that's committed in this county. santa clara county's district attorney says that's why he's brought charges against convicted kidnapper matthew mueller for a home invasion attacks that occurred in mountain view and palo alto back in 2009. >> in both of these cases, the defendant broke into a woman's home, tied them up. i found them made them drink things to make them intoxicated and did this for the purpose of rape in the 47 year-old mueller is

now charged with 2 counts of first-degree burglary. >> with the intent to commit rape and faces 2 life sentences. if convicted the da says mueller was linked to the attacks due to advances in dna technology. >> the strap from the palo alto case. it's a velcro strap. we analyzed in 2010, but dna technology has gotten significantly better since 2010. and so recently we've been able to find the defendants dna on that strap, which is not something that we were able to find. in 2010. >> mueller is currently serving 40 years in federal prison after being convicted of kidnapping and sexually assaulting denise huskins. back in 2015 at first vallejo, police called her story a hoax only to change their tune and arrest mueller. roseann acknowledge the investigations into the palo alto and mountain view cases were also not handled properly. >> there were. >> mistakes made in this

investigation and what we're proud to say now is that we're able to bring this perpetrator to justice and that this nightmare is over. huskins has since started working with police in seaside and how to deal with assault cases. >> roseann credits her with having a conversation with the seaside police chief. the set the ball in motion for these new charges. mueller's expected to return to court on january 17th at which point is expected to enter a plea. >> at the hall of justice in san jose, dan kerman kron. 4 news. >> 608. now with the new year comes new laws for california. they'll impact health education, employment businesses and transportation as well as new protections for retail stores who will now be able to file restraining orders against those sentence for theft, assault or vandalism at the location and suspects could even be slapped with sentence enhancements if committing retail theft alongside other offenses. when it comes to the economy,

francisco's night sky. >> and then it automatically will fire the display. the way it was designed. >> pat dyas is the show producer for pyro spectacular. he says each firework has its wires, shunted until the show begins to avoid a premature spark. when you're handling fireworks, you need to handle them in a professional manner. >> and you need to be respectful of what they are because if you handle them wrong, they can bite you. >> it takes 2 days and 18 pyro technicians to put on a show like new year's eve. dias says the run time is 15 to 17 minutes. but just how many fireworks are included remains a surprise. but i will tell you that being a world-class city. >> san francisco puts on a world-class fireworks display. and so the numbers with b dollars or shell counts and the like are commensurate with such a display. >> the 1st half of the fireworks were set up monday.

cease-fire strategy. that's a multi-agency program between the department of violence prevention, the police department district attorneys and faith-based leaders who demanded safety on the streets. >> oakland cease-fire was never a government idea, but a community call to action. these community leaders have maintained their belief in the power of the strategy to save lives and have worked with us every day throughout this year to ensure that it was successfully rerouted in oakland. >> the ceasefire program works by identifying people who are at high risk of violent crime and offering them intensive community-based services to break the cycles of violence. >> we're talking about the people in this city who are driving violence currently and who within the next 90 days may either pick up a gun and shoot someone or become a victim of gun violence themselves. and that case management approach involves identifying individual clients, drivers of violence and then working very diligently to address those so

that we can interrupt the cycles of violence and that could include anything from temporarily relocating people out of oakland to make sure that they're not caught in the cycle of gang violence. it could be re unrolling folks in school. it could be reaching out to get employment training, housing, substance use and abuse trauma therapy. >> it really ranges. >> the ceasefire strategy was created back in 2012 but was deprioritized during covid. now the program was brought back nearly a year ago by the former mayor sheng thao. and since then, oakland is reporting homicides are down more than 30% that says the city will continue funding this program and will also continue this into homicides. go down to 0 reporting in the newsroom on stephanie rothman. kron. 4 news. >> 6.33, the city of oakland says it will respond to the changes. governor newsom is asking for. it's a make to be a safer place. last friday the governor said he would discontinue the decision to ed

before police shot and killed him earlier this month on december 19, the driver of an suv near union square drove over the sidewalk, hit 3 people. 2 of them had to be taken to the hospital earlier the next morning. police found the suspect a driver near the dior store in union square. according to police. the suspect was believed to be a security guard for the upscale clothing store. police say he had a gun and was shot. he was taken to the hospital. he died from his injuries. police are still looking for one of the people that was hit by car on the sidewalk. well, your help students and teachers repair to go back to school. january 2025, there's a new law set to go into effect. that could mean less homework capitol correspondent tom wallace has that story. well, many californians can probably look back at their upbringings and remember spending hours after school at their desk. >> doing homework. but now one lawmaker says she hopes to change that for the next generation. when the bell

rings in the school day is over for students like 6 grader sophia johnson, the day is nowhere near over. she blames that on hours spent doing homework, whom much is exhausting. it's overwhelming. >> and it's depressing that my until when i go to bed is up - nearly all taken up with schoolwork. and that's why sophia's mother, assembly member polar. she also says she authored ab 2, 9, 9, 9, also known as the healthy home work the time by governor gavin newsome. earlier this year, the legislation is set to become law in the new year. >> it will not ban homework, but it will formally encourage local school boards and educational agencies to establish homework policies that consider impacts to students, physical and mental health all while including input from parents, teachers and students themselves addressing homework, which is the top stressor for kids. it's often number one. it's definitely top 3. >> and their overall lives. this could have an overnight impact in their lives. it
