floor of a 2 story. house. the injured firefighter was sent to the hospital for non-life-threatening injuries. the investigation for the fire still ongoing. >> the man pled guilty to kidnapping of a woman in 2015 has been charged with 2 more violent attacks. police originally said the kidnapping of denise huskins was a hoax before they admitted it actually happened. you'll know this is the famous gone girl case. matthew mueller is currently serving 40 years to life in federal prison for that crime. but now he's also being charged with 2 other attacks that occurred before the attack on huskins. >> kron four's dan kerman reports. >> we don't forget about about rape, about murder, about any crime. >> that's committed in this county. santa clara county's district attorney says that's why he's brought charges against convicted kidnapper matthew mueller for a home invasion attacks that occurred in mountain view and palo alto back in 2009. >> in both of these cases, the defendant broke into a woman's home, tied them up. i found

them make them drink things to make them intoxicated and did this for the purpose of rape in the 47 year-old mueller is now charged with 2 counts of first-degree burglary. >> with the intent to commit rape and faces 2 life sentences. if convicted the da says mueller was linked to the attacks due to advances in dna technology. >> the strap from the palo alto case. it's a velcro strap. we analyzed in 2010 but dna technology has gotten significantly better since 2010. and so recently we've been able to find the defendants dna on that strap, which is not something that we were able to find. in 2010. >> mueller is currently serving 40 years in federal prison after being convicted of kidnapping and sexually assaulting denise huskins. back in 2015 at first vallejo, police called her story a hoax only to change their tune and

>> and you need to be respectful of what they are because if you handle them wrong, they can bite you. >> it takes 2 days and 18 pyro technicians to put on a show like new year's eve. dias says the run time is 15 to 17 minutes. but just how many fireworks are included remains a surprise. but i will tell you that being a world-class city. >> san francisco puts on a world-class firework display. and so the numbers with b dollars or shell counts and the like are commensurate with such a display. >> the 1st half of the fireworks were set up monday. the 2nd half will be put together just hours before the show on new year's eve for safety purposes, the display will be set up 800 feet offshore. the crowd will be treated with unique colors and aerial shells to ring in the new year. many of which will create the classic palm tree explosion effect in the sky. the big ones like >> they'll make a column of orange fire 40 feet high when they fire. so it's a pretty

>> right now back to rain. all right. let's get your role in 8 minutes on the bay bridge. no major delays or accidents. they which was summer feels at 7 that golden gate bridge is at 20 and the san mateo bridge, 15 minutes and the east bay. some city leaders in oakland say a strategy meant to lower violent crime is actually working. run for stephanie rothman. has those statistics. >> city and community leaders gathered in oakland to honor the progress made to save lives in the city. apd says the city has seen a 5 year low in homicides and shootings and interim mayor nikki fortunato bas says this is thanks to the cease-fire strategy. that's a multi-agency program between the department of violence prevention, the police department district attorneys and faith-based leaders who demanded safety on the streets. >> oakland cease-fire was never a government idea, but a community call to action. these community leaders have maintained their belief in the power of the strategy to save lives and have worked with us

every day throughout this year to ensure that it was successfully rerouted in oakland. >> the ceasefire program works by identifying people who are at high risk of violent crime and offering them intensive community-based services to break the cycles of violence. >> we're talking about the people in this city who are driving violence currently and who within the next 90 days may either pick up a gun and shoot someone or become a victim of gun violence themselves. and that case management approach involves identifying individual clients, drivers of violence and then working very diligently to address those so that we can interrupt the cycles of violence and that could include anything from temporarily relocating people out of oakland to make sure that they're not caught in the cycle of gang violence. it could be re unrolling folks in school. it could be reaching out to get employment training, housing, substance use and abuse trauma therapy. >> it really ranges. >> the ceasefire strategy was

created back in 2012 but was deprioritized during covid. now the program was brought back nearly a year ago by the former mayor sheng thao. and since then, oakland is reporting homicides are down more than 30% that says the city will continue funding this program and will also continue this into homicides. go down to 0 reporting in the newsroom on stephanie rothman. kron. 4 news. >> opened says they'll respond to changes. governor newsom is asking for the city to make it and increasingly safe place. last friday the governor said he would discontinue his decision to add additional chp patrols. if the city does not take quick action to change one of its policies. currently, an officer can only engage in a police pursuit if the suspect is believed to have committed a violent crime or if there is probable cause, the suspect is in possession of a gun. otherwise no pursuit. newsom says that policy hampers officers from doing their job. in a statement, the oakland police commission chair says in part,

newsome. earlier this year, the legislation is set to become law in the new year. >> it will not ban homework, but it will formally encourage local school boards and educational agencies to establish homework policies that consider impacts to students, physical and mental health all while including input from parents, teachers and students themselves addressing homework, which is the top stressor for kids. it's often number one. it's definitely top 3. >> their overall lives. this could have an overnight impacting their lives. it comes as a survey of more than 300,000 american students conducted by stanford university and the nonprofit organization challenge success. >> found 45% of workload and homework is their number one source of stress. 13,000, california high school students who took the survey report an average of 2 and a half hours of homework every night. they just toward a school in my district where, you know, they talked about how >> they're trying to reduce the kids who are missing school are dropping out of school and the top reason

they're hearing is because kids are getting behind. they just get into a whole when you when you miss homework and then you have homework the next day. you're trying to catch up from the old hallmark, too much homework really can overwhelm their brain start to shut off. they stay up too late there, not present and available to really learn in school the next day. and so making sure that we find that balance. she knows her legislation is also tailored around equity. something california teacher of the year case, security believes. >> it's crucial noting students from lower socioeconomic backgrounds may not have access to resources at home like high-speed internet at the child's grade should not be dependent on the resources they have at home to do the homework. >> i passionately believe that the grange to really and that should be depended on the learning that takes place in the classroom with the professional. so that's why i support this bill is i think in the end it will be what's best for kids. >> and the legislation has no formal opposition. as for a timeline here and recommends local school districts established a homework policy by the 2027 school year. and
