freezing cold this morning and now the freeze warning has been dropped and the frost advisory has been lifted and we are on the way with warmer temperatures throughout the afternoon. up to the 50's. this is beautiful shot of the golden gate bridge. you can see a few clouds in the sky will see in some creasing clouds throughout the day. you also might glory flapping in the breeze. there. it's at half staff in honor of president jimmy carter. so are off for this weekend, whether it's the increasing clouds now with the advisories are canceled. the main thing is it's a dry new year's eve in a dry new year's day, just about everywhere across the bay area, except in the north bay. there's a chance of some rain drops in the afternoon wednesday. so that's the only place we'll see. some rain will dry it out again for thursday. and then on friday, light to moderate rain across the bay area. so don't put your umbrella away quite yet. you know what today will see temperatures about seasonal so high temperatures in the mid

new year's eve window, which starts at 6 o'clock tonight. >> goes all the way through new year's day. they arrested 900 people for driving impaired. and that's after telling them. >> they will be out because they want to make the roads safe. now, if you're not driving and if you're going into san francisco, of course, public transportation is a very safe way to get around as well. take a look at your screen. these are options for you. and they're wonderful options because most of them are free. bart will not be free. its full fair, but they will have extended lines for the blue, yellow and orange all the way through about one 30 tomorrow morning. so that is a good option for you. if you're in san francisco, muni that is free, starting at 8 o'clock samtrans on the peninsula. that's also free vta in the south bay. 8 o'clock as well. and caltrans, lots of options for you.

they're not going to charge you. so make sure you put away your clipper card so you don't accidentally pay for something that you don't need to. but if you do want to pay and you want to make it very convenient for you, of course, you can always do rideshare. that is a good option for you as well. chp. they will have hundreds of police officers all over the state and on the overpasses as well. looking for impaired drivers, not just that, but even people texting or not having their seat belt on because that's very dangerous this time as well. and keep in mind, if you are planning to stay up until midnight and you over 30 years old, my tip for you is make sure you take it back to you. when police are investigating a drive-by shooting on saint francis drive near contra loma boulevard. >> they say this happened monday night. police got multiple calls for shots fired. officers found around 53 shell casings on the road. no one was reported injured. a

total of 5 cars and a side of a building in the area was struck by bullets. anyone with information is asked to call in police. the man who pled guilty to kidnapping a vallejo woman in 2015 has been charged with 2 more violent acts. police originally said that the kidnapping of denise huskins was a hoax before admitting that it actually happened. matthew mueller is currently serving 40 years to life in prison for that crime. and now he's been charged with 2 other attacks that occurred before the attack on hoskins kron four's. dan kerman reports. >> we don't forget about about rape, about murder, about any crime. >> that's committed in this county. santa clara county's district attorney says that's why he's brought charges against convicted kidnapper matthew mueller for a home invasion attacks that occurred in mountain view and palo alto back in 2009. >> in both of these cases, the defendant broke into a woman's home, tied them up. i found

them made them drink things to make them intoxicated and did this for the purpose of rape in the 47 year-old mueller is now charged with 2 counts of first-degree burglary. >> with the intent to commit rape and faces 2 life sentences. if convicted the da says mueller was linked to the attacks due to advances in dna technology. >> the strap from the palo alto case. it's a velcro strap. we analyzed in 2010, but dna technology has gotten significantly better since 2010. and so recently we've been able to find the defendants dna on that strap, which is not something that we were able to find. in 2010. >> mueller is currently serving 40 years in federal prison after being convicted of kidnapping and sexually assaulting denise huskins. back in 2015 at first vallejo, police called her story a hoax only to change their tune and

arrest mueller. roseann acknowledge the investigations into the palo alto and mountain view cases were also not handled properly. >> there were. >> mistakes made in this investigation and what we're proud to say now is that we're able to bring this perpetrator to justice and that this nightmare is over. huskins has since started working with police in seaside and how to deal with assault cases. >> roseann credits her with having a conversation with the seaside police chief. the set the ball in motion for these new charges. mueller's expected to return to court on january 17th at which point is expected to enter a plea. >> at the hall of justice in san jose, dan kerman kron. 4 news. >> with the new year comes new laws for california. impact health education, employment businesses and transportation as well as new protections for retail stores who will now be able to file restraining orders against those sentence

for theft, assault or vandalism at the location and suspects could even be slapped with sentence enhancements. it's committing retail theft alongside other offenses. when it comes to the economy, cities and counties can allow existing cannabis retailers and consumption lounges to now sell non cannabis food and drinks and for education. school districts will no longer be able to enforce gender notification policies. take a live look at the bay bridge. reminder, starting january first, it's going to cost you more to get around the bay on our bridges and public transportation. all bay bridges, except for the golden gate will raise their price from $7 to 8. in addition, a plan to increase the told by $0.50 every year for 5 years was also approved. as for muni and bart, you could expect to pay $0.25 more per ride. officials say the increase will help the transit system. keep pace with inflation. well, the bay area's getting

ready for the new year festivities tonight. and one of the biggest celebrations is the annual fireworks show at san francisco's waterfront. no matter where in the bay area you're planning to celebrate. we've got you covered. kron four's. lindsey ford spoke with the folks behind the scenes of the big show. well, this is called a >> pirate digital field control. it looks like the dashboard of the death star. >> you could say this machine has the most important job of all new year's eve. it's tasked with cindy off a signal for fireworks to light up san francisco's night sky. >> and then it automatically will fire the display. the way it was designed. >> pat dyas is the show producer for pyro spectacular. he says each firework has its wires, shunted until the show begins to avoid a premature spark. when you're handling fireworks, you need to handle them in a professional manner.

>> and you need to be respectful of what they are because if you handle them wrong, they can bite you. >> it takes 2 days and 18 pyro technicians to put on a show like new year's eve. dias says the run time is 15 to 17 minutes. but just how many fireworks are included remains a surprise. but i will tell you that being a world-class city. >> san francisco puts on a world-class firework display. and so the numbers with b dollars or shell counts and the like are commensurate with such a display. >> the 1st half of the fireworks were set up monday. the 2nd half will be put together just hours before the show on new year's eve for safety purposes, the display will be set up 800 feet offshore. the crowd will be treated with unique colors and aerial shells to ring in the new year. many of which will create the classic palm tree explosion effect in the sky. the big ones like >> they'll make a column of orange fire 40 feet high when they fire. so it's a pretty

carlos. 57 and you get down toward the south bay, a little warmer santas a all the way up to 61 degrees to do for santa clara milpitas. another hot spot at 60 58 degrees in pleasanton. you see these numbers are just quite similar across the entire bay area. 57 from walnut creek and for napa and personnel 56 in petaluma and 55 degrees in stinson beach. a look at the extended forecast shows dry conditions for your new year's eve. and then for your new year's day, partly cloudy skies. the best chance for rain will be for all of us on friday. and then we have the very first weekend of 2025. looking dry. john, back to thanks so much, kathy. >> one early morning crash on the freeway left. one person dead in richmond. chp reported the accident around 12:30am, in the morning. on i-80 westbound near cutting boulevard. we can see the car involved up against that center divide. all lanes were

blocked for about an hour. it is not clear at what this time what led to the crash. former president jimmy carter who died this weekend at the age of 100 along with close friends and relatives is the longest living american president ever. carter was also a noble peace prize winner and a champion of democracy, public health and human rights. yesterday we got a chance to speak with janice jensen, ceo of habitat for humanity, east bay and silicon valley about president carter's legacy with their organization? >> well, you know, have attacked when he got involved in 1984. habitat was very young. and so yes, will there be a habitat? absolutely. would we be as prominent a globally as we are now without the carters. i think that is debatable. and i personally would say no, they brought attention all around the globe into the work that we're doing are doing and continue to do and over. 64 million people have been served by habitat

morning. the faa has launched an investigation after a private jet. >> nearly crossed a runway as another flight was taking off at lax. the friday flight was carrying the gonzaga university men's basketball team. traffic controllers ordered the plane to stop as another aircraft. a delta aircraft took off. the faa says the jet never cross the runway edge a line and luckily nobody was hurt. criminals are taking advantage of the santa cruz wharf collapse. officials are warning of a donation scam. they say scammers are claiming to represent businesses impacted by the collapse and are asking people for money last monday, about 150 feet at the end of the work was destroyed due to historic swells and the work being under construction and closed due to previous storms. all official fundraising efforts will come through the city of santa cruz website and social media pages. ford motor

the city has seen a 5 year low in homicides and shootings and interim mayor nikki fortunato bas says this is thanks to the cease-fire strategy. that's a multi-agency program between the department of violence prevention, the police department district attorneys and faith-based leaders who demanded safety on the streets. >> oakland cease-fire was never a government idea, but a community call to action. these community leaders have maintained their belief in the power of the strategy to save lives and have worked with us every day throughout this year to ensure that it was successfully rerouted in oakland. >> the ceasefire program works by identifying people who are at high risk of violent crime and offering them intensive community-based services to break the cycles of violence. >> we're talking about the people in this city who are driving violence currently and who within the next 90 days may either pick up a gun and shoot someone or become a victim of gun violence themselves. and that case

management approach involves identifying individual clients, drivers of violence and then working very diligently to address those so that we can interrupt the cycles of violence and that could include anything from temporarily relocating people out of oakland to make sure that they're not caught in the cycle of gang violence. it could be re unrolling folks in school. it could be reaching out to get employment training, housing, substance use and abuse trauma therapy. >> it really ranges. >> the ceasefire strategy was created back in 2012 but was deprioritized during covid. now the program was brought back nearly a year ago by the former mayor sheng thao. and since then, oakland is reporting homicides are down more than 30% that says the city will continue funding this program and will also continue this into homicides. go down to 0 reporting in the newsroom on stephanie rothman. kron. 4 news. >> the city of oakland says they will respond to the

changes. governor newsom is asking for to make the city a safer place. last friday the governor said he would discontinue its decision to added additional chp patrols. if the city does not take quick action to change one of its policies. currently, an officer can only engage in a police pursuit. if the suspect is believed to have committed a violent crime or if there's probable cause to suspect is in possession of a gun. otherwise no pursuit. newsom says that policy hampers officers from doing their job. in a statement, opd says we give our commitments to respond to call for action to do our part of work within the city to make oakland a safer place to work live and visit by imminent smart policies and best practices to deter reckless behavior in our city streets. a warning for this next story. this next video may be disturbing to some people. newly released body cam video shows sand. >> we're going to use kids and just put your hands up. hit

rings and the school day is over for students like 6 grader sophia johnson. >> the day is nowhere near over. she blames that on hours spent doing homework, whom much is exhausting. it's overwhelming. >> and it's depressing that my whole day from when i wake up until when i go to bed is nearly all taken up with schoolwork. and that's why sophia's mother, assembly member polar. she also says she authored ab 2, 9, 9, 9, also known as the healthy home work the time by governor gavin newsome. earlier this year, the legislation is set to become law in the new year. >> it will not ban homework, but it will formally encourage local school boards and educational agencies to establish homework policies that consider impacts to students, physical and mental health all while including input from parents, teachers and students themselves addressing homework, which is the top stressor for kids. it's often number one. it's definitely top 3. >> their overall lives. this could have an overnight impact in their lives. it comes as a survey of more than 300,000

american students conducted by stanford university and the nonprofit organizaiion challenge success. >> found 45% of workload and homework is their number one source of stress. 13,000, california high school students who took the survey report an average of 2 and a half hours of homework every night. they just toward a school in my district where, you know, they talked about how >> they're trying to reduce the kids who are missing school are dropping out of school and the top reason they're hearing is because kids are getting behind. it is get into a whole when you when you miss homework and then you have homework the next day. you're trying to catch up from the old hallmark, too much homework really can overwhelm their brain start to shut off. they stay up too late there, not present and available to really learn in school the next day. and so making sure that we find that balance. she knows her legislation is also tailored around equity. something california teacher of the year case, security believes. >> it's crucial noting students from lower socioeconomic backgrounds may
