>> in francisco, police had from that one person is dead and at least 2 others hurt following a shooting from this morning. and the fbi has just released new information on the suspect drove a car into a crowd on new year's day orleans. and new rules also kick in for homeless encampments in the south bay. we have live reports. see

what's new now? thanks for joining us here on kron. 4 news at noon. i'm justine waltman. we're following developing news out of san francisco as so many neighborhood right now. san francisco police have confirmed. >> one person was killed. another hurt after a shooting in the bernal heights neighborhood. san francisco police say this happened on tompkins avenue and bronagh at street around 8 o'clock this morning. police say when they arrived, a woman, a man and a child were suffering from gunshot wounds. officers say the man died at the scene. the child was taken to the hospital with non-life-threatening injuries. >> mission is preliminary at this time. its an open and active investigation. >> we are not worried any actual threats at this time. >> we're going to stay on top of the story. we're getting new information from police right now. we'll have updates

for you this afternoon. and federal authorities are investigating a deadly new year's day attack in new orleans when a driver drove into a crowd of people were learning. 15 people are now dead, dozens more wounded. the fbi did give some new information about the shooting earlier this morning, including some details about the suspect. our washington correspondent trevor shirley has the latest. >> authorities from the fbi now say they believe that suspect acted alone. >> authorities say 42 year-old sean sudan jabar an army veteran and u.s. citizen sped a rented white pickup truck into a crowd killing 15 and injuring around 30 others they say was killed in a shootout with police just after crashing the truck. this was an act of terrorism. it was premeditated and evil act. the fbi says agents are executing search warrants in new orleans and other states. law enforcement in houston were seen at one of the homes listed as a recent address of the suspected attacker. we do

not assess at this point that anyone else involved in this attack is involved in this attack except for sham. said jabar. >> the fbi says just before the attack jabar posted several videos to his facebook page, giving some insight into his motives. >> in the first video jabar explains he originally planned to harm his family and friends but was concerned. the news headlines would not focus on the quote. war between the believers and the disbelievers end quote. >> fbi officials say jabar claims to have joined isis last summer. the investigation is ongoing reporting in washington. i'm trevor shirley. >> also learning more details now about that tesla cybertruck explosion in las vegas. clark county sheriff's office has now identified the suspect as matthew levels. burger authorities believe that the suspect shot himself in the head before this

explosion here. they say they found a handgun by his feet. they say that fireworks, gas, tanks and camping feel were used in a detonation system. the can was controlled by the driver inside the truck. the word the driver or the least, we should say the person who was inside the car when they done some of the investigation. now we're learning is an active u.s. army soldier. 7 other people were hurt in this attack. and at one point, there were some questions about whether or not this incident was connected to what happened in new orleans. but fbi agents believe that the 2 cases are not connected. back to the bay now will start in the south bay where there's a new effort underway to remove some homeless encampments along waterways. kron 4 charles clifford is live in san jose with the new rules for the new year. thanks for being here. charles. >> well, good afternoon. yeah. across the santa clara valley, there's about 800 miles of waterways, creeks and streams

and the santa clara valley water district manages about 300 miles of that 800 and starting today, they're launching a new effort to clean up some of the most troublesome homeless encampments. the santa clara valley water district estimates that about 700 people are living in encampments on district property starting january second, the district is going to put each of those camps into either a high or low priority category. they're also launching an educational campaign to let people know where they stand. >> camps that have a small footprint about 12 foot by 12 foot and are creating an environmental or safety hazard and don't cause any access or operational problem for the water district will be considered low priority. those people will be allowed to stay in their camps until they find a place to move to camps that are obstructing access to flood protection or water facilities that pose a safety risk to district staff or the public or are creating an environmental hazard will be considered high priority. the district says they will try to work with those people to improve the conditions of

their camp to make them low priority. but if improvements aren't made, the district could eventually move in and remove the camp. the idea is to educate the public first and only remove a camp when it's absolutely necessary. >> we don't want to nor do we have the ability to just go out and sweet pollen count. it's everywhere. we want to encourage good behavior so that we don't have to at the very many encampments. and but but it's to the valley. water will take action when we need to to to to remedy the most egregious environmental and safety. and that if the decision is made to remove a camp, the district says they will provide 72 hours notice before the cleanup work begins. >> they will also try to find housing or shelter for those impacted and try to find storage space for any personal belongings. all right, back live now of the district also says that even if a campus considered lot low priority, they won't be allowed to stay there forever. they need to find somewhere else to move to. >> and if they don't, the district could eventually move

in and remove that camp as well. but for now in the south bay, charles clifford kron, 4 news. >> charles, thank you so much. >> we're talk about our forecast now take live look outside see what a nice day it is out here. >> across the bay area, here's a view from our camera on top of mount tam. we have. kyla grogan in the weather center with details on what's going yeah. beautiful blue skies out there today and slightly warmer temperatures to take a live look here at the golden gate bridge. you can see just how pretty it is. little bit of a breeze out there. but temperatures have popped up. and if you can see if you look up in the north, they were about 7 degrees warmer than we were this time yesterday. he had over fairfield 8 degrees warmer. but across the board, we are running a few degrees up and you see that here is we're already kind of flirting with that 60 degree, mark. in fact, we just hit it there in san jose now sitting at 60 degrees or 57 in san francisco and santa rosa about 58 in concord. so you get the idea we're getting a little warmer. we've got some nice sunshine out there. but once you take a look at stormtracker 4, you kind of zoom out here. you notice there's a little bit of rain to the north that's

getting ready to start to roll our way, although won't be until the overnight tonight. let's talk about these temperatures. first highs today will certainly be above average. you can see looking out for about 66 degrees in spot like santa rosa and also san jose. some low 60's around the bay itself. san francisco about 61 degrees. so not bad. futurecast showing that we will see some more sunshine throughout the day. and then as we get later into the evening, this is about 10:30pm, tonight. we stay dry throughout the day. we start to see some of these showers roll in the overnight hours. that's about 05:30am. that me to wake up to march some wet roads. if you're rolling in for your commute now it goes through rather quickly and by the afternoon, even though we're still a little unsettled, we do start to get some clearing. it sets us up for a pretty nice weekend. but we are looking out for between about a 10th of an inch to a quarter of an inch of rain bay area wide. could see higher totals than that up in the north bay and down in the santa cruz mountains. i'll be back in a little bit. we'll talk more about that weekend forecast. sounds good. we're learning 5 people are dead after a violent holiday in oakland. police say 3 people were killed by gunfire.

>> and others in the stabbing that happened that new year's eve officers are saying another person was shot and killed in oakland new year's day. kron four's will tran has the details. >> sadly, oakland is used to violence paid even this the wave of violence over a 24 hour span as rock that community and has shocked so many people in open because it comes at a time when people should be celebrating, not shooting people. but that's exactly what happened. in fact, the latest homicide took place at around 5.30, last night on new year's day. now, this all took place at around second street. this is near jack london square near a sideshow when shots rang out, multiple people were hit. one person actually died and at least 3 others taken to the hospital. and at last check still recovering from their injuries. so the death toll could go up and then earlier on new year's day, a 32

year-old man from richmond. he shows up to work near 24th avenue at around 7 o'clock in the morning. the father of 2 young kids, he was shot by someone who came up to him, opened fire, left him for dead at this particular point. no arrests in any of the homicides. and then on new year's eve, of course, so many people counting down to midnight. the first homicide took place with a stabbing. this person was stabbed at the scene, rushed to the hospital still alive, but injuries so severe that this person did not survive his injuries. 2 others were shot. let me show you a map of the variou locations. pretty random throughout oakland, meaning there's not one particular neighborhood. it's spread out throughout oakland, but predominantly in west oakland. in fact, one of them happened near jack london square, which, of course, has a lot of people. >> at this particular time,

the oakland police department, they have their hands full. of course, they don't know or not releasing motives behind all of this, whether it was random, it was targeted or even gang violence and to make matters worse. oakland was actually trying to celebrate the end of 2024. meaning this is no consolation to the families, obviously devastated. but what happened the 2024 saw the fewest homicides in 5 years. and oakland and all of a sudden here it goes. another wave of violence off to a very fast start in 2025. >> one person is dead and another is in jail after a shooting in san francisco's mission district just after midnight on wednesday, police were called to south van ness near 17th. and once there officers found one man suffering from multiple gunshot wounds, the victim died at the scene. police later located that suspect and arrested him. it is still an

ongoing investigation and anyone with information should % contact police. a 4.7 quake shook the area of lake county. this earthquake happened about 6.30, last night about 2 miles northwest of cobb lake county, although not one of the 9 bay area counties is the first county just north of napa county in the bay area to be hit with earthquake. >> this year was also felt in san francisco in other parts of the bay area. >> save mount diablo is expanding its free discovered apple hikes and outing programs. >> including areas that are rarely open to the public. the walnut creek based group offers free guided hikes themed walks and other outdoor activities. trail blazers of all ages and skill levels are welcome. this year, the group is going to host a new stargazing event. a photography hike and an lgbtq+ hike with branching out adventures. rsvps are required for each event and they start january 25th. still ahead here

>> residents in the east starting off year with some sideshows. here's video of about 300 people participating in a sideshow from delay. hope. this early yesterday morning about 01:00am. this is an alameda street. the side show that moved oakland on the market street where participants that allegedly set off fireworks. oakland police say as soon as they arrived, all the people there ran away. a person is recovering after a car crash involving an ac transit bus in oakland. here's video from the citizens app of the scene near 80th avenue and international boulevard. >> fire crews say it happened just before 4 wednesday afternoon. the victim suffered a dislocated shoulder. police say the victim might have suffered a medical emergency while operating the vehicle prior to the crash. and you might have gotten a text from fast track saying that you owe money because you recently used a toll. well, you should ignore it because fast track says this message is a scam in that extra told in order to avoid excessive late fees of

potential legal action. you need to pay the real fast track says it does not tax people about billing issues. so just ignore it. if you got we'll talk about our forecast now as we take this live look outside here at sfo about to be a busy place as people start to return home from. somewhere. probably warm, maybe snowy over winter break. kyler gets here. now's happened here in the bay. hey there. lots of sunshine out there today. it's a beautiful, beautiful day. so i hope you can get out enjoy some of that. >> as we take a look at our rain chances. we do have one rain chance in the next 5 days and it will be overnight tonight. so that is it. and as we take a look here, you can see that we really to start to dry out after that. we really don't have any other rain in the forecast. so what's happening is we've got a little low pressure to our north and west. that will start to drop. and that's what's going to bring the showers our way in the overnight as we get into our friday and then a high pressure. ridge starts to build in behind that. you can see it just kind of hangs out and really builds up. so what that means is that's going to keep us dry after those showers on friday. and then

we're gonna kind of stay in that pattern for a minute. and it just kind of keeps rolling. here is i take it through tuesday. so that means thinking about our water year in kind of how we're doing so far. and you can see we're doing pretty well so far. but there are areas like the south bay and the east bay that are certainly a little bit below average. as you can see, they're still at about, you know, 69% there in oakland, 86% of normal, whereas the north bay is obviously far exceeded what would normally be average rate. so they're like 209%. and then we look at the drought map and it kind of plays out exactly that way. where we look at normally dry areas that are in the east bay and a little bit of the south bay. but the rest of the bay area now no longer in any drought whatsoever. so obviously, this is moving thing, right? when we look at our drought conditions and we want to make sure that we're getting some of that rain as we roll through our season. but at least for now, we're gonna put a pause on that after this friday system. so that will bring a little rain to us. a little snow to the sierra and then the ridge builds in. and now you start to see any weather just going to shoot right over the top of

us. so it is going to be a little bit of a dry start to the new year, except for that friday blue skies out there so you can get out and enjoy it at least and make the best of it. temperatures pretty nice out there, too, are sitting in the 50's in most spots. san jose is already made it to the 60's. when does nice and calm and as we take a quick look here at your seven-day forecast, you can see what i was talking about. really, it's just that rain on friday and then sunshine. nice temperatures including those overnight lows, by the way, in the 40's and upper 30's, which i think is welcome back to you. >> thank you. kyla 2025 is expected to be a very busy year at the state capitol. are governor gavin newsom and legislative leaders are already speaking about their goals for the new year. capitol correspondent eytan wallace has what we need to know. >> together, let's make this a year. we can all be proud governor gavin newsom and his wife first partner, jennifer siebel newsom delivering that message on this new year's day. comes just days before state lawmakers are set to return to the capitol and right away. they will take part in newsom's special

legislative session to allocate 25 million dollars in state funding to california attorney general rob bonta and the california department of justice. all with the goal to help fund a future lawsuit against the trump administration. as we step in a 2025 newsom not mentioning trump by name in this new year's message, but he did say this no matter what challenges lie. ahead california, we will always stand strong. republicans vowing to push back against newsom. special session. they urge the governor to work with trump. there is a better path forward and unfortunately gavin newsom continues down the same old, tired path. >> 2025 is going to be a very busy year mcgeorge school of law at and professor chris mckay lee says in addition to newsom, special legislative session this year, legislators will also focus on introducing new bills on all kinds of topics, things from ai and social media to perennial issues like housing and homelessness, energy policies and insurance. let's get to work. thank you so much.

during his welcoming remarks to lawmakers last month, assembly speaker robert reavis announced he is reducing the number of bills each assembly member can introduce from 50 to 35. he called on lawmakers to narrow in on the issue of affordability. our constituents. they don't fill that. the state of california is working for them. anxious about our state's cost of living. and that's why i'm calling on us. >> to consider every bill this session through their lands. doesn't lower day-to-day costs for families. does it build more housing quickly? does it improve public services in ways that people can actually see and feel? does it help small businesses start thrive? >> on top of all that governor gavin newsom's constitutional deadline to unveil his preliminary state budget is coming up by the end of next week. the non-partisan legislative analyst's office recently released this report

showing the state is facing a projected 2 billion dollar deficit in the year to come and 20 to 30 billion dollar deficit in the following years through 2029. when i asked newsom about it ahead of the new year, he responded with optimism amid data showing state tax revenues are coming in higher than expected will be submitting a balanced budget. we've had some really good revenues of the course of the last 5 months significantly. >> by billions and billions of dollars exceeding our original estimates and expectations. so all of that is very, very good news. >> so here we go. lawmakers will officially return to the capitol on monday reporting at the state tom wallace kron 4 news. >> and with the new year comes some new laws for people in california will take a look at some of them are now in effect. one allows businesses to sell food and coffee while customers use marijuana products. a previous version of this bill was vetoed last year. newsom finally signed it after the bill added more protections for workers and secondhand smoke impacts.

another law will require businesses to have a simplified click to cancel option for subscription services. and in education. a new law prohibits school districts from creating policies to inform parents if their child identifies as transgender or changes their pronouns at school. and the christmas season is officially over. so if you're taking down your decorations now or this weekend, we have some tips on what you should do. >> with yotr christmas tree. new year new finances. how people are hopeful this year about getting there money in order

>> a family of 6 in the south bay is beginning the new year without a home. their house caught on fire early wednesday morning. kron four's lindsey ford reports from mountain view. >> the fire started at 3.20 this morning in a mountain view neighborhood outside west you know, reale the couple and their 4 children are in the home at the time of the fire, but made it out safely. >> but this is severely crazy happening on new year's eve. yeah. so pretty rare. we see fire engines here. >> pieces of tile, roofing, wood and other debris lay in piles outside of this mountain view home. it went up in flames just after 03:00am on new year's day and shanker who lives across the street was awake when the fire trucks came through the neighuorhood.

ice could see like really bright red lights from behind. my do. >> when i stepped out, i saw like do what fire engines the street was blocked. do that. >> the homeowners say the fire started inside of a trash can next to the attached garage. the flames then traveled to a fence and then up to the roof of the garage. shanker watched as fire crews cut a hole in the roof. they using some kind of a chain saw to cut a part the roof open to when the heat out. the homeowners did not wish to go on camera, but they say there is severe smoke damage inside of their home. they're able to stay at hotel tonight. thanks to a donation from the california professional firefighters union. the neighbors are concerned kevin quinn has lived in the neighborhood for 28 years. he lives next door to the family and says the whole neighborhood is sending them well wishes. and i spoke to we're getting e-mails and calls people saying zipping, okay. >> so everybody's watching

>> the homeowners say their focus right now is to work with their insurance company to fix the damage in their home and looking toward a brighter new year. the cause of the fire is still under investigation in mountain view. lindsay forward kron 4 news. >> police have arrested 2 teens in nevado in connection to 2 gun-related crimes in early december. a woman says she was held at gunpoint and robbed near in nevado high by a group of teens. and then on sunday a girl was shot in the house, but police have not found a suspect. investigators later worked with school resource officers to arrest 2 teenagers. were police are asking for the public's help to identify these 2 women who they say stole a wallet from a car last month. police say the woman took the wallet and a cellphone from the victim's car while they were parked visiting a loved one at a cemetery. the suspected thieves used the stolen credit cards to make purchases at various businesses in gilroy. so if you recognize these women, you should call police.

in the east. bay crews put out an rv on fire in newark. this happened monday on dunbar d-street. as you can see the rv there covered in flames. no one was hurt and no word on what started the fire. in response to that deadly new orleans attack that killed 15 people. governor newsom says the state threat assessment center is on high alert closely coordinating and sharing information with multiple law enforcement agencies. kron four's gayle ong has more on this story. checked in with local law enforcement. we heard back from a san francisco oakland and san jose police. >> who are all monitoring the tragic situation in new orleans and all say while there is no credible threats in their cities, the public is advised to stay vigilant. >> new year's celebrations turned into terror in new orleans as a truck plowed into people on the famed bourbon street killing at least 15 people, injuring at least 30

of the city of new orleans was impacted by a terrorist attack. the fbi is investigating the attack as an act of terrorism. investigators recovered and islamic state group flag and said the truck driver with a u.s. citizen from texas. he was killed in a shootout with police. 3 of our officers. >> engage this care roast. who shot at them? 3 of the officers returned fire. those officers did not run in fear. new orleans police chief anne kirkpatrick, who also used to be oakland's police chief, says the officers are recovering. the fbi believes the driver did not act alone. meantime, back in the bay area. >> it's scary. >> the news of the attack is on people's minds like cody larkin in many boston. it's really scary. and it's at 7. we. >> we're live in a place where this is something that we have to think about. honestly, one of the first that's a had was when i was just how many people are out celebrating now, it just makes me more anxious about crowds just now going through any type of really crowded space. i'm

thinking of days is going to be targeted because there's a lot of people here. it's not it's not going to governor gavin newsom's office released a statement in response to the new orleans attack reads in part, quote, the state threat assessment center is on heightened alert closely, coordinating and sharing information with partner law enforcement agencies and a governor gavin newsom adds while there is. >> are no credible threats directed at california events. >> cal oes urges all californians to remain vigilant while attending public events our local law enforcement agencies echoing the governor's remarks and are asking the public to always report any suspicious activity in the newsroom. gayle ong kron, 4 news. >> heavenly resort in lake tahoe is now reopened. its left for the first time since multiple skiers were hurt in an incident last week. fire officials say that 5 people fell 30 feet from the lift last monday. they were all taken to the hospital earlier this week. the resort posted on x that the lift is now operating normally after a

thorough inspection. >> we'll talk about our forecast now to what's going let's get to this live look outside here. >> at some breezy looks here across the embarcadero kind than in the weather center with what's going on yet. busy this week. you can see this view here at diamond peak and all week long. i think lot of folks, patient going on, it's been, you know, hard to find a let's just say that sometimes we don't have a lot of people up there. we sure have this week wanted to look at our snow pack out of where we're at. there's going to be a measurement of snowpack for the northern sierra later today. we're at 161% so far with the data that's out. northern sierra snow pack 94%. the central 75 in the southern. so obviously we've done very well in the northern sierra and not really looking up to pick up a whole lot of snow in the next couple of days. but we will get a tiny bit. i'll show you in just a moment. 49 degrees there right now. sunshine, beautiful wind under 10 miles per hour. as we look at futurecast, we are looking out for that rain that's going to come to the bay area and the overnight tonight. but then, of course,

all that moisture has right on over to tahoe. and there you see some snow there showing up. this will be friday afternoon for them. and it is pretty quick and it comes in. it goes and that's the end of that. but in its wake, it does leave a little bit of snow. so it looks that we get probably a 4 to 6 inches, maybe a few more in some spots, but just a little bit to top off some of that ice snow base that they've got going on. storm tracker 4 right now showing though the things that quiet same story here in the bay area as we wait for a little rain to come in in the overnight tonight. so enjoy the sunshine and the warmer temperatures. both here and over in tahoe. you can see a few clouds that are rolling over there. now. but tonight will be the overnight hours when we start to see a little bit of rain that's going to be heading our way. so the next couple days in tahoe, it's only one day of a little bit of snow outside of that. we're gonna be looking at 40's and mix of clouds and sunshine. back to you. >> thank you so much. a broccoli brand that sold at walmart is now coming off store shelves. the brand bragg, a fresh issued, a voluntary recall for its 12

ounce bags of marketside broccoli florets. they were sold at wal-mart locations in 20 different states, including california. and now there's some concerns that the products may have been contaminated with listeria. now, this contamination for the different bags. but you look for us. it has a date of a best buy used by date. that's what you're trying to do. but keep those products. and if you do keep them in the freezer, you should discard it immediately. the company reports no illnesses related to this recall. also baby food labels across the nation now have to show levels of lead and mercury in their products. thanks to a new california law, baby food makers and are required to test their products monthly for heavy metals and then disclose the results. it may take time for these newly labeled products to hit store shelves. the law was inspired by 2021. congressional investigation that found very high levels of heavy metals and packaged baby foods. all right. now, that's

between about a 10th of an inch and a quarter of an inch for most a little bit higher up in the north bay. you can see they're looking between about a quarter to half of an inch. we could see more than that as well down in parts of the santa cruz mountains. so it's mostly beneficial rain that's going to come through. we will be watching out for those creeks and streams up in the north bay, though, because they have taken on so much water recently. this is tonight, 7.30, see, get home, ok? this is 03:30am, in the morning. now you start to see some of these showers rolling through. so that means you wake up 07:00am that commute going to be a little bit soggy tomorrow. so just be prepared for it. this is about 10:00am and then you can see it rolls right through the east and south bay and heads out on the afternoon. now we remain a little unsettled throughout late afternoon early evening. but then after that, it's done. and here's your saturday, right? we're going to be looking really good. so we'll get those blue skies back. and certainly we've got them today. it is absolutely lovely out there tonight. temperatures will not be horribly cold. so those of you, my inland valleys up in the north bay and east bay, we're talking 40's for your overnight lows. not bad. so a little overnight rain tonight. that will be the story but certainly temperature wise
