new rules that for homeless encampments in the south bay where people cannot be. thank you for joining us here on kron. 4 does the justine waltman. we start with the shooting in san francisco that injured a child and a mother. san francisco police have confirmed one person was killed in the shooting. >> on tompkins avenue around 8 o'clock this morning. police say when they arrived, a woman, a man and a child were all injured. the mans father says his 24 year-old son shot himself after shooting this woman and that child officers say that the man did die at the scene. the woman transported to a local hospital with life-threatening injuries and the child was taken to the hospital with non-life-threatening injuries. >> from ation is preliminary at this time. its an open and

active investigation. >> we are not worried any actual threats at this time. >> we are learning more details about this story here on kron. 4 updates as soon as with they come into the newsroom. now the violence in san francisco continued as there was a shooting in soma that left 2 people injured. this was on bryant street between 6th and 7th between around it at 10 o'clock this morning. no update on the victim's injuries. police say they arrested a woman right before noon today for the shooting. the investigation, though, is still ongoing. one person is dead, another in jail after shooting in san francisco's mission district just after midnight on wednesday, police were called to south van ness right near 17th. once there officers found one man suffering from multiple gunshot wounds. the victim died at the scene. police later located a suspect and they've arrested. 29 year-old jose rivera flores. this, though, is still an ongoing investigation. anyone with information should contact police. a new now at

o'clock. san francisco's incoming mayor announced a new public safety czar and he's calling this position the chief of public safety. today, daniel lurie announce paul yeah will be the first chief of public safety lurie said that gaps primary focus will be on neighborhood safety street behavior and emergency preparedness and response. lori says that yep will work with several different city departments in order to make this happen. he did serve in san francisco police department until his retirement in july of 2023. he worked on assignments, including domestic violence, human trafficking and community relations. to the east bay now or 5 people are dead after a violent few days in oakland kron four's will tran has the details. >> sadly, oakland is used to violence paid even this the wave of violence over a 24 hour span as rock that community and has shocked so

many people in open because it comes at a time when people should be celebrating, not shooting people. but that's exactly what happened. in fact, the latest homicide took place at around 5.30, last night on new year's day. now, this all took place at around second street. this is near jack london square near a sideshow when shots rang out, multiple people were hit. one person actually died and at least 3 others taken to the hospital. and at last check still recovering from their injuries. so the death toll could go up and then earlier on new year's day, a 32 year-old man from richmond. he shows up to work near 24th avenue at around 7 o'clock in the morning. the father of 2 young kids, he was shot by someone who came up to him, opened fire, left him for dead at this particular point. no arrests in any of the homicides and then on new

year's eve, of course, so many people counting down to midnight. the first homicide took place with a stabbing. this person was stabbed at the scene, rushed to the hospital still alive, but injuries so severe that this person did not survive his injuries. 2 others were shot. let me show you a map of the various locations. pretty random throughout oakland, meaning there's not one particular neighborhood. it's spread out throughout oakland, but predominantly in west oakland. in fact, one of them happened near jack london square, which, of course, has a lot of people. >> at this particular time, the oakland police department, they have their hands full. of course, they don't know or not releasing motives behind all of this, whether it was random, it was targeted or even gang violence and to make matters worse. oakland was actually trying to celebrate the end of 2024. meaning this

is no consolation to the families, obviously devastated. but what happened the 2024 saw the fewest homicides in 5 years. and oakland and all of a sudden here it goes. another wave of violence off to a very fast start in 2025. >> now on to developing news as the fbi has released some new details about the suspect that carried out the terrorist attack in new orleans. french quarter. federal investigators believe the suspect. 42 year-old sem sudan, jabar acted alone. the death toll from this is that 15 people, 14 victims and the suspect more than 30 people injured. the 42 year old suspect drove his car through a crowd them celebrating a bourbon street before he died in a gunfight with police. federal investigators are now combing through hundreds of hours of surveillance video and around the historic french quarter. they've also been searching the suspect's home in houston, looking for evidence. we will

have more on this story with a live report coming up at 2.15. we're also learning some more details now about the tesla cybertruck explosion right outside of the trump hotel in las vegas. the clark county sheriff has named the suspect as 37 year-old matthew lives. burger. they are waiting to id him with some dna because the body inside that truck was found burnt beyond recognition. the pentagon has said, though, that this person was a highly decorated soldier, a member of its green beret and was on approved leave when he died. authorities believe that the suspect shot himself in the head before the truck exploded. they found a handgun by his feet and other evidence, including ids and credit cards in the burr truck. they say fireworks, gas, tanks and fuel were used in a detonation system that was controlled by the driver. 7 other people suffered minor injuries. at one point, there were some questions about whether or not this incident

was connected to the attack in new orleans. fbi agents believe that the 2 cases are not connected, but we did learn today that both cars involved in these incidents were rented through that's a car rental app based in san francisco. now to the south bay, where there's a new effort underway to remove some homeless encampments that are causing some problems along waterways. kron first, charles clifford live for us now in san jose with the details. and what's starting now? well, good afternoon across the santa clara valley, there's about 800 miles of waterways that creeks and streams. >> and the santa clara valley water district responsible for about 300 of those miles. and today they kicked off a new effort to clean up some of the most troublesome encampments. the santa clara valley water district estimates that about 700 people are living in encampments on district property starting january second, the district is going to put each of those camps into either a high or low

priority category. they're also launching an educational campaign to let people know where they stand. >> camps that have a small footprint about 12 foot by 12 foot and are creating an environmental or safety hazard and don't cause any access or operational problem for the water district will be considered low priority. those people will be allowed to stay in their camps until they find a place to move to camps that are obstructing access to flood protection or water facilities that pose a safety risk to district staff or the public or are creating an environmental hazard will be considered high priority. the district says they will try to work with those people to improve the conditions of their camp to make them low priority. but if improvements aren't made, the district could eventually move in and remove the camp. the idea is to educate the public first and only remove a camp when it's absolutely necessary. >> we don't want to nor do we have the ability to just go out and sweet pollen count. it's everywhere. we want to encourage good behavior so that we don't have to be very many encampments. and but but

it's true that valley water will take action when we need to to to to remedy the most egregious environmental and safety. and that if the decision is made to remove a camp, the district says they will provide 72 hours notice before the cleanup work begins. >> they will also try to find housing or shelter for those impacted and try to find storage space for any personal belongings. all right, back live now and even camps that are considered low priority will not be allowed to stay forever. >> they have to move in. if they don't. eventually the water district will step in and take those camps away as well. but for now in the south bay, charles clifford kron, 4 news. >> thank you, charles. we're gonna talk about our forecast now with this live look outside across the golden gate bridge. looking real good today. nice to see the sun out there. also nice to see meteorologist kyla grogan in the weather center with more details say they are. beautiful blue skies enjoyed that. we do have a little rain on the way, but it will not get here until very late tonight. in fact, in the overnight hours, really so we

should get home just fine. no problems there. but the temperatures have been a little bit warmer today. a lot warmer if you're up in the north bay. check this out. we're 10, 11 degrees above where we were just 24 hours ago. but you can see across the board everybody a little bit warmer for day to day and that is reflected of those temperatures. we're starting to see now while we're struggling, struggling to get to 60 degrees yesterday. 65 right now in san jose. 64 in fremont. you can see we are also up in those 60's and santa rosa about 61 degrees. napa. 61 degrees as well. so a few spots running above average. today. storm tracker 4 show you some clouds that are starting to move into the north bay. that is an indication of what is to come. but at least it will not be coming until we are well home tonight. it is going to or affect your morning tomorrow morning. as far as the rain being on the roads live. look throughout. am here. show you just how lovely it is out there. but here's what's going to happen as we get into the evening. those clouds will thicken up. this is about 10:30pm. so again, you get home. no problem tonight. it's the overnight hours. that's about 04:30am, in the morning.

we start to see some of these showers roll across will be an early morning thing that does not bode well for the commute. obviously. and by about noon time, we'll start to see some clearing again. now, keep in mind that even though that does start to clear there is a little back and on that, it is still a little unsettled. so a shower or 2 is possible. but by saturday, we're looking great for the weekend. how much rain are expecting? well, between about a 10th of an inch and a quarter of an inch for most spots, a little more than that up in the north bay and also in parts of the santa cruz mountains. also to mention, starting tomorrow, we've got a beach hazard statement in place. we're starting to see us. welcome in. this turns into a high surf advisory. once we get into our friday night through the weekend. so some danger there to kind of keep an eye on back to you. thank you. disco flour market today, dozens of floral vendors set up shop at the markets. >> news space and patrol hill. the san francisco flour market had been located 6th and brannan in the soma neighborhood since 1956. and has been operated in sand in

>> top law enforcement officials are briefing president joe biden and congress on 2 deadly new year's day is attacks one in new orleans and the other at president-elect donald trump's hotel in las vegas. our washington correspondent jessi tenure joins us now live with the latest on the federal government's response. >> yeah, good afternoon, justin. and so officials are saying that there is no evidence that these 2 incidents are connected, but both investigations do continue and lawmakers are already requesting congressional hearings on them. >> new orleans, the city, tremendous spirit. you can't keep a town. president joe biden is trying to heal a grieving nation after the fbi says a u.s. army veteran killed at least 14 people. >> and injured dozens of others when he drove a pickup truck into a bourbon street crowd early new year's day. this was an act of terrorism.

it was premeditated and evil at the fbi says the driver, a u.s. citizen from texas, acted alone reversing its position from a day earlier. but the agency says it sure of his motive. he was 100% inspired by isis. police killed the driver during a shootout and also found guns and explosive devices in the area. the fbi briefed lawmakers including new york congressman nicolo to on the investigation this morning. this incident very fresh just hours after the new orleans attack, a tesla cyber truck exploded outside president elect donald trump's las vegas hotel. officials say the blast killed a suspect. also a u.s. army veteran inside the truck and injured others nearby. now, more questions are going to be answered within the first couple of days. but at the briefing will notice as the fbi confirmed this about the 2 new year's events so far, there's no evidence they are connected. >> now the new orleans attack

did prompt officials there to postpone the sugar bowl game between georgia and notre dame until this afternoon live in washington. i'm jessi tenure, justine and jesse. we know this impacted the sugar bowl that was delayed was being played at the moment. did it impact any other events across the country? >> none that we're aware of. but it does sound like law enforcement agencies across the country have been upping their security just really out of an abundance of caution and dc police are certainly no exception here, especially with the new congress gambling in tomorrow. >> and then all of the major events former president jimmy carter kicking off next week and inauguration as well. jessie, thank you so much. in other developing news, at least 3 people are dead in honolulu after a large new year's eve fireworks blast. emergency crews arrived to what they're describing as a chaotic scene. >> just after midnight on new year's nikki schenfeld has the latest. >> videos captured the horrific moments as the clock

struck midnight. exactly. it will win that everything went off. that's when the big bull was exactly at 12 was deputy. >> and then i knew it was bad because just by my house with at the old jealousy windows rattled and i've never had that before. i looked in and people screaming and stuffing. everybody was everywhere. >> officials say 2 women were dead on arrival and more than 20 were taken to the hospital in critical condition. vice as neighbors quickly assisted alcohol wipes and water bottles were seen littered across the streets. >> ana said look pike good. the injuries looked like was in a war zone. the first ambulance pulled in. it wasn't just for 6 patients. it was. 5 and then 10 and then 15 and then early estimates were at least 20 patients and all very, very >> severely injured from critical burns pleading for help surrounding initial am he says it's standard for ems to set up triage for a mass casualty incidents. what was

>> significant about this event is there were just so many in the red category of the 21. >> patients transported to hospitals. most of them were considered red or critical homes and cars across the street damaged. windows blown out. one woman took us inside of her home to show us her cracked ceiling and said all of the photos fall to the ground. a 12 year-old told me her friend lives at that house and was calling out for her name for help saying she couldn't feel her leg. she hasn't received an update governor green says another patient is on life support, donating their organs and he's worried for another child who is also in critical condition over half of the people that are in the hospital probably going to have vice life, transforming injuries with burns and disability. there will be limits last they >> you know, they got to stop. this is not a this is actually a bomb and it becomes a war zone with what you're looking at behind me is a war zone.

>> all right. we'll talk about our bay area forecast now we take this live look outside here at coit tower. on thursday, the first thursday of the new year. lots of sun out there today. let's see how much longer it's going to stick around with kyla grogan. hey there. so we've got one little bit of rain coming through the overnight tonight. and then after that, i've got a dry forecast and some really nice temperatures to right now. the boy, it's all about the blue skies. gorgeous out there. look at half moon bay. pretty today. so many nice. this is. so i mentioned that we only have one shot of rain. this is the next 5 days. you can see that it it's overnight tonight into tomorrow and then we're done and we dry out for a little bit, which is a good thing in general. but we are going to see that we need more rain eventually, right? we can't stay dry for too long. but what's going to happen here as we get into our friday is this low pressure is going to dip down. that's going to bring some of that rain our way. but then after that pretty quickly, we'll see a ridge of high pressure developing. it starts off. and then it really strengthens. you see that kind of build up and you see that ridge become more pronounced and that's why

we'll be staying dry. and that's why we will also be seeing some sunshine there. so got me thinking about where we're at farrar rain totals since october. 1st, if look at our water year from october, first to now, san francisco is about 121% of normal. but notice san jose oakland livermore story stay in our south bay. we're below where we would hope we would be this time of year. north bay, on the other hand, has well exceeded where we would like to be this time of year. so some spots that could definitely stand to be picking up a little bit more rain. and as we take a look at our drought monitor today that comes out. you can see that this distralts right east bay and south bay, parts of the east bay and south bay are in what's called abnormally dry conditions. so we could certainly use some more rain there. having said that after this next system. and i do think we'll get some in the east bay in the south bay from this and a little bit of snow in the sierra. but after this, that ridge is going to keep everything going right over the top of us heading into the pacific northwest and skirting the bay-area altogether. so in general, we're starting our new year. pretty quiet right? and certainly today with the

blue skies out there. pretty lovely as we take a look at temperatures above average in a few spots today to you can see those 60's right now in napa and santa rosa. 65 though, in san jose, south bay, israeli overperforming wind is relatively calm so far today. and we've seen a little bit of an offshore flow. we are going to see a little bit of a breeze as the system goes through. so that will be part of the forecast as we see a little bit of rain tomorrow morning into the afternoon. but after that, it's a good looking weekend and it just gets better as we head into next week. thank you, kyla. still ahead, we have new numbers from the snow pack. >> and just in today, so we'll see what this means for our water use. after the break and look at san fr

>> the vallejo city manager andrew murray, has officially selected the cities next. permanent police chief. so meet the new chief jason ta ta has served for over 27 years with the san jose police department, including undercover investigations. chief todd has been serving as interim police chief. they are in full a host since november of 2022 and will officially take charge in the coming week. people in san francisco starting the new year off in style with the city's longesttrunning nears day celebration. the 25th breakfast of champions block party. this was yesterday. there was a lot of music arts and of course, breakfast. >> new year's day party.

>> a family of 6 in the south bay is starting off the new year without a home. their house caught on fire early on wednesday morning. kron four's lindsey ford reports from mountain view about how the families dealing with this

tragedy. >> the fire started in a mountain view neighborhood outside west you know, reale the couple and their 4 children are in the home at the time of the fire, but made it out safely. >> this is severely crazy happening on new year's eve. yeah. so pretty rare. we see parent and tear. >> pieces of tile, roofing, wood and other debris lay in piles outside of this mountain view home. it went up in flames just after 03:00am on new year's day and shanker who lives across the street was awake when the fire trucks came through the neighborhood. ice could see like really bright red lights from behind. might do. >> when i stepped out, i saw like to what fire engines the street was blocked or that. >> the homeowners say the fire started inside of a trash can next to the attached garage. the flames then traveled to a fence and then up to the roof of the garage. shanker watched as fire crews cut a hole in the roof. they using some kind

of a chain saw to cut a part the roof open to when the heat out. the homeowners did not wish to go on camera, but they say there is severe smoke damage inside of their home. they're able to stay at hotel tonight. thanks to a donation from the california professional firefighters union. the neighbors are concerned. that kevin quinn has lived in the neighborhood for 28 years. he lives next door to the family and says the whole neighborhood is sending them well wishes. and i spoke to we're getting e-mails and calls from other people saying zipping, okay. >> so everybody's watching the homeowners say their focus right now is to work with their insurance company to fix the damage in their home. >> and looking toward a brighter new year. the cause of the firenis still under investigation in mountain view. lindsay forward to kron 4 news. >> a person is recovering after a car crash involving an ac transit bus in oakland. this is video from the citizens app of the scene near 80th avenue and international boulevard. fire crews say this

happened just before 4 o'clock on wednesday afternoon. the victim suffered a dislocated shoulder. police say the victim might have suffered a medical emergency while operating the vehicle prior to the crash. heavenly resort at lake tahoe has now reopened the lift for the first time since multiple skiers were hurt in an incident last week. fire officials say that 5 people fell 30 feet from the lift last monday. they were all taken to the hospital. the lift is not operating normally after a thorough inspection. new at to some good news to report on when it comes to california. snowpack, new measurements from the state department of water resources show the snowpack is slightly above average for this time of year at the sierra nevada phillips station just south of lake tahoe this afternoon. the snow sure bay survey results showed california snowpack stands at 110% of average for this time of year. and 39% of average for where we should be

by april. 1st. >> as of right now feeling okay. but if we don't get more storms, we'll need a progression of monthly storms to keep going because otherwise we will end up maybe similar under average by the end of the year. >> and the snow pack is significant because it helps to supply water to our farms and our homes up to this point, the northern tier region has done a pretty good job with the snow pack with just over 160% of average for this time of year. other areas not doing as well. you can see that they're not a time wallace. we'll have more from today's snow survey during kron. 4 news at 3. >> and we'll take a live look now at some out time lapse video of lake tahoe. so we can see what's going on there right now. and meteorologist kyla grogan has details on the snow. i love the clouds coming in. i could watch that all day long. it's like my yule log. you know, the people watching i can watch time lapses. >> of different weather phenomena. okay. so let's talk

about tahoe. beautiful out there today. people enjoying it obviously hanging out here at diamond peak. >> and you talked about the overall snow packs. i'm gonna break it down now into regions. and you can see if you look at northern sierra were actually 161% of normal. so that is really bumped that overall state total we're at 94%. the central sierra and the southern sierra just 75%. and that happens sometimes because a lot of these storms when they come in for the pacific northwest, we kind of catch the tail end of them. a happy, strong enough to make it all the way down to the central and southern sierra put the northern sierra generally does benefit from them a little bit more a little bit earlier, but it is a moving target, right? as he was saying. we have to keep getting these storms to make sure that we're keeping up with it right now. 46 degrees in south lake tahoe. no snow falling there right now. having said that, we are going to get a little rain as we get into the overnight and that rain, of course, will roll right into lake tahoe area there. go right up the mountains and make for a little snow now it's not going to be huge system. it's going to be pretty short lived as you can see there. but it does mean that we're under these winter weather advisories and winter storm warnings for

tomorrow from 07:00am till 10:00pm on friday. so in and around tahoe, expecting 2 to 5 inches above 5,000 feet up at the peaks. we could see a foot of snow and of course, gusty wind to a company. my rule of thumb is you just ought to be traveling during these times. we have these advisories and warnings that are up. so tomorrow's kind of a no-go. and then if you want to get -p there for the weekend, you the snow we're looking to pick up and again, it could be a little higher up at the highest elevation peaks. but, you know, somewhere around 5, 6 inches. so it's going to be today, partly cloudy skies tomorrow. snow to deal is starting in the afternoon in particular. and then saturday looking good for the weekend, bringing it back to the bay beautiful view here from our mount tam cam. we've got that rain coming in in the overnight tonight. i'll be back in just a little bit. we'll track that. take a look at your seven-day forecast. this session of congress is about to begin. and republican lawmakers need to choose someone to leave their majority tomorrow. they're set to hold an election for house speaker. things, though, could get kind of messy. >> our washington correspondent hannah brandt explains why.

>> with the house poised to choose a leader on friday? current speaker mike johnson has president elect trump's support is a good man is a very and that's what you need. that endorsement is powerful among republican lawmakers but their majority in the house is slim. so johnson needs almost every republican vote and he told fox and friends he's well aware that it's a numbers game with the smallest margin. >> in u.s., history will have a margin of probably 2 votes. tamara during that so can only afford to lose one or 2. >> but i think we'll get it done. one of the votes in doubt is congressman chip roy, who next he's undecided about speaker johnson because of disagreements over how he's led the caucus. but johnson argues he's got a plan implement trump agenda and he's urging republicans to get behind him. we cannot afford pallister. ahmed here. we have got to get the congress started, which begins tomorrow and we have to get immediately to work. if a few republicans do decide to oppose johnson, it could take multiple rounds of voting to pick a speaker. but it's unclear who else

would be able to get enough votes to secure the top spot. and the incoming president says he'll work to rally republicans for johnson needed and they want >> and he's the one that can win right now. people almost everybody who lives in washington. i'm hannah brandt. >> research finds that most people abandon their resolutions by the second friday in january, according to some new data from the associated press, more than half of u.s. adults say they will make at least one resolution for 2025. with roughly 3 in 10 adults making resolutions involving exercise or eating healthier to stay on track with your goals. psychologists recommend keeping them small. and if you're not sure where to start considering barking intentions and activities that you're familiar with, 21 states have increase the minimum wage starting january first. that includes here in california. california's minimum wage will increase to 16 50 per hour. some cities, though we'll have even larger races. january has

become more popular as americans look to shun alcohol during the month to make up for all the drinking that they did during the holidays. the alcohol industry, though, has figured out a way to adapt to the sober season by making non-alcoholic beverages. there are lots apps to help you. try to stay with dry january, including tried dry. i am sober and drinkers helper, which matches you with a group of people that can offer some support. how highly contagious norovirus on the rise across the nation. the cdc reports that cases of norovirus mostly known as a stomach flu are higher this season than in years before this infection is characterized by its impacts to the stomach. but fever, headaches and body chills can also get those. the illness is most common with children under the age of 5. but the weather could keep people inside. so officials are warning the contamination can spread to all age groups. you can really happen in many
