>> thanks for joining us here at 10. i'm noelle bellow tonight, the san francisco community rallying behind the family of the woman who was killed by a driver on the great highway. community. members say the woman had dementia and wandered from her home. kron 4 sarah stinson spoke with advocates who say the car ban on the great highway. we'll make the area safer. >> a 68 year-old woman was struck by a car right here on

the upper great highway. she later died at the hospital. the executive director of walk sf says that marks the final death of pedestrians in 2024. and the deadliest year in the last decade. >> just 2 days after christmas, melissa light show was killed after being hit by a car on the upper great highway in san francisco. police say they got the call around 5.45 friday morning. officers are still investigating and say the driver is cooperating. a gofundme page created by chao's family says she suffered from dementia and despite taking precautions to keep her safe, she managed to wander from home on that tragic morning. we feel terrible to any family that loses a mom, a sister, a father, a brother. >> and and we think that these can be a >> preventable child was the 24th pedestrian to be hit and killed by a car in 2020 for the deadly crash happened at

you lois street, which will soon be permanently closed to cars after voters passed prop k in november. the measure will make the upper great highway car-free 7 days a week executive director of walk jodie medeiros says the closure is a step in the right direction. closing the great highway 2 vehicles and opening it to people. that's just one more step for san francisco to be a safer place for all of us to walk. but not everyone agrees. opponents of the measure say closing stretch of road will create more congestion in nearby neighborhoods. want to disclose full time. is there anything we can do to make sure, but that is used. the pilot enabled the city to do the research to understand where the traffic can go in sunset boulevard. is that logical space for? >> that north south traffic efforts to create safer streets in san francisco have not been full proof over the last decade. the city implemented vision 0 2014 installing 700 traffic calming devices like speed, bumps

raised sidewalks and median islands. but madero says sadly pedestrian deaths only increased over the years. that's the heart break of it. all with arrows hopes the city puts forth a renewed policy for vision 0. this new year. the city needs to be doing much more of the tools and then treatments that work. we reached out to the child family. they did not want to speak at this time in terms of the upper great highway project. no date has been set as to when it will close 24 7. right now officials are working through the designs. i'm sara stinson reporting in san francisco. back to you. >> new at 10 santa cruz is set to reopen its worth this weekend after it partially collapsed just days before christmas. city officials say an assessment showed the wharf is safe to reopen, but the portion of the pier that collapsed will, of course, remain closed. leaders are set to hold a ceremony saturday morning for the reopening on december 23rd about 150 feet of the war of collapse. within seconds as huge waves battered

the pilings beyond their breaking point. big pieces of the broken dwarf are still scattered across santa cruz county beaches. this reopening will take place as officials are warning about another high surf advisory this weekend conference. chief meteorologist lawrence karnow joins us now with a little bit more on that morning. last winter time in the bay area. we've got some big storms in the middle of pacific. and once they move across those waters. >> those winds are strong enough. they'll generate some big swells. and we've seen that play out this winter so far. these large storms out over open waters and those winds blowing across that the open water and well on generating some big swells out there. and we're going to see more on the way for tomorrow. in fact, expecting some 18, maybe some 25 footer is moving in along the coastline. national weather service has posted a high surf advisory out toward the beaches starting at 9 o'clock on friday night, continuing all the way until sunday. so, yeah, you've got to be prepared for that. go along with that. also, we've got very strong rip currents. so you gotta be careful along the

water's edge. you know, surfers the like these big swells. and that's just going to kind of get rough out there. be prepared for that. if you're going out to watch the big swells million, make sure that you stay well away from the water to see the swells out there. a crash along the coastline. don't want to get swept away other right now, here's a look at the current buoy so far. some smaller waves moving in to 6 feet and toward the san francisco bowie. but off the coastline. yeah, we've got some much bigger waves on the way. some 19 plus footers out there. more to come. but morning weather coming up in a few minutes. >> thank you, lawrence man is dead and a woman and toddler in the hospital after shooting and san francisco's bernal heights neighborhood. this happened this morning on tompkins avenue near the parking lot where money farmers market takes place. the father of the man who was killed says he believes his son killed himself after shooting the woman and toddler. >> tell people to stay away from guns and it just just try to work out the problems the best way. what you can and i

have you know, bury bury my son, which of with russian have to do. >> police did not reveal the relationship of the 3 were shot or their identities. if you or someone you know, is having suicidal thoughts, you are encouraged to call the national suicide prevention lifeline. that number is 9, 8, 8, about 2 hours after that deadly shooting. another shooting did break out in san francisco, injuring 3 people in the city's soma neighborhood. this happened on bryant between 6th and 7th streets. police say they later arrested a woman on hide connected to the shooting. no word yet on the condition of the victims. san francisco is having a violent start to the year. today's shootings come after a man was killed in the mission district on new year's day. happened at the gas and shop gas station on south van ness avenue near 17th street. as we reported last night, a suspect has been booked into jail. in the wake of this already a violent 2025. san francisco's mayor elect to daniel lurie has created a new

position within city government hopes of leading san francisco in a safer direction. kron four's. stephanie rothman joins us now live from the newsroom to explain how the new public safety chief paul plans to achieve that goal. stephanie. >> noel, yep. is a former sfpd commander and work with the department for 28 years. but the recent crime uptick and safety concerns with the violence at large gatherings across the country. it's clear there's more work to be done. >> we share a passion for making sure our safe for visitors, people that you're working so it is a big job that very much looking forward to. >> yeah. pull work with multiple law enforcement agencies including fire and police. he will also serve as the administration's point of contact with the sheriff's office district attorney and the public defender all to focus on improving community and neighborhood safety, emergency preparedness and a more timely response,

including the fentanyl crisis. we need to leverage our resources. >> right from the beginning to get a handle and making those issues because that's going to save lives. affects many, many people's lives. >> according to sfpd crime overall is down. 29.4% in 2024. compared to the previous year. homicides are down. 31.4% and robberies are down. 22.2%. but despite this, many residents voted out. mayor london breed citing a lack of safety, yelp says effectiveness and accountability are their top priorities. >> major goal is to get our staffing right. so we need our first responders, police fire the to get to. part of fire staffing >> his new year resolution for san francisco are double or sleeves gets work. you know, it's good see that safer. there were proper.

>> and ulery administration will begin next wednesday, january 8th and yep says they will hit the ground running. reporting in the newsroom. stephanie rothman kron. 4 news. >> stephanie, thank you. meantime, oakland is dealing with its own a string of violence to start the new year. 5 people killed between new year's eve and new year's day. the latest deadly shooting happened last night on 60th avenue. the victim was taken to the hospital where they later died hours before that, a 32 year-old father was also killed. and just yesterday we reported 3 people were killed in 2 separate shootings and a stabbing in oakland. no arrests have been made in any of those incidents in the south bay. a pregnant woman killed after a head-on crash in gilroy's hppen last night on lves lee road near new avenue. chp says a man was speedinghen veered into another lane and crashed head-on into the car. the pregnant woman was riding in. officers. do believe alcohol may be a factor in

this crash. they're asking any witnesses to give them a call. santa clara county water officials have begun their push to remove encampments along waterways. the valley water district estimates about 700 people are living near the water. officials say those encampments are creating environmental and safety hazards before they start those sweeps. the district says it's going to categorize each of those camps as high or low priority. >> we don't want to nor do we have the ability to just go out and sweet pollen count. it's everywhere. we want to encourage good behavior so that we don't have to at the very many encampments. and but but it's to the valley. water will take action when we need to to to to remedy the most egregious environmental and safety of that. >> if the decision is made to remove the cap, the district says they will provide 72 hours. notice before that cleanup work begins. still

mary beth mcdade has the story from fullerton. >> 5 media writing part. my god. >> moments after a may day call a small experimental plane crashes into a warehouse near the fulton airport, creating a fireball explosion killing 2 people and injuring many others. firefighters responded evacuated the building and nearby businesses and set up a triage area to start treating 20 people that were injured. we did transport several people to the hospital with varying degrees of injuries. it took firefighters more than an hour to put out the four-alarm fire. >> the faa identified the four-seat aircraft as a single engine vans. rv 10 based in fullerton. authorities say the plane took off at approximately 02:00pm. >> prime straight ahead to that 900 feet. and a short time later, the pilot cooled

for an immediate return to ntsb. officials say the tower cleared the pilot to land on any runway. plane then appeared to make 180 degree left turn and flee. the left downwind for runway 2, 4, and ultimately crashed about 1000 feet short of runway to the ntsb is now eading the investigation. the plan is to continue on scene. the on-scene investigation tomorrow within the facility. >> and then have the up recover probably tomorrow evening late afternoon. and then the investigation will continue with remote storage facility throughout the weekend. >> mary beth mcdade reporting for us tonight? a man is in custody after police say he took over the driver seat of a way. most happened this morning and downtown los angeles. police say they found the man in the vehicle and he refused to get out locking the doors when the door finally opened, he was able to be taken into custody. waymo has not said whether or not that man was a customer. san francisco police used drones

to help fight theft. it's part of a growing trend for law enforcement across california. officers say the technology is helping them in all kinds of situations. but many are questioning whether law enforcement using the technology it might be happening to much. reporter chip yost looks at both sides of the issue. >> he's he committed a crime and he's in a position of advantage, basically walking out of the car. >> in anaheim, corona, police used a drone to keep eyes on an armed man in a car on the 91 freeway. and i want election felicia people fighting about health in forward to a drone beat officers to this home in gave them a timely warning based am i? >> and what looks like for 7 and so i told him hold off. >> there is no immediate threat to the other person. >> and in fountain valley,

you're buying. police had a training exercise that involves sending the drone indoors to look for a barricaded suspect. >> one of the advantages of drones is it allows us to remain at a safer distance while sending in eyes to be able to figure out the situation. the common thread in all of those scenarios is that the drone use was in response to an emergency situation. what what's going on in beverly hills is next level at the entrance to our cities. we have big sign boards as they welcome to beverly hills police drone in news. >> that's right. in addition to the roughly 2500 surveillance cameras throughout the city that are monitored here at the police department's real-time watch center, beverly hills also employs pilots who fly a drone from the watch center to actively patrol the city 12 hours a day, 7 days a week. lieutenant todd withers oversees the program. >> and they can fly remotely

to any call for service. any suspicious activity and then we can go and check out. critical infrastructures will maintain security. >> so whether you're here on rodeo drive or somewhere else in beverly hills, it's quite possible. a police drone could be up above keeping an eye on. >> you think that's a good or a bad idea to use a drone like that? i think overall it's probably a good idea. i think it can be a good idea as far as like safety miss. but i also think that it may be. >> invading some privacy and the ways she's not the first person to raise that 2023 report by the aclu. >> did well? law enforcement likes to tout certain success stories that are appealing to everybody. >> but the real question is, where's what are the limits going to be here? jay stanley authored that report and he believes beverly hills is use of drones goes too far. don't think anybody wants live in a world where when you walk out of your home, there's police

drones buzzing overhead but powerful cameras. you don't know if they're focused on you and that they're up there all day and you get home at night should be limits on when law enforcement departments launch drones. they should be for true emergencies. only on that last point. lieutenant weathers disagrees. mean, he's going to be hearing and white manderino he says the pro active use of the drones has proven useful time and again in stopping and solving crimes. but he says he does understand. >> the privacy concerns. and i think that they have valid concerns and we try to alleviate those concerns through policies through. >> ensuring that we're we're transparent what we're doing. certainly don't want someone flying over my house and looking at, you know, my family and my backyard so. we try to adhere to that unless there's a call for service. >> that was chip yost reporting for us tonight. good

news to report on california's snow pack. new measurements from the state department of water resources show the snowpack is slightly above average for this time of year. snowpack is significant because it is the source of california's reservoirs helping to supply agricultural land and our homes with water. so survey results show california snowpack stands at 110% of average for this time of year. 39% of average of where we should be by april. 1st. >> as of right now feeling okay. but if we don't get more storms, we'll need a progression of monthly storms to keep going because otherwise we will end up maybe similar under average by the end of the year. >> up to this point, the northern sierra region has done very well snowpack just over 160% of average for this time of year. however, central sierra way behind 94%, southern sierra, even worse at 75%. that is something that i

was thinking about. you know, we've received a lot of rain in december, but the southern half of california has been dry, right? just special. you couldn't los angeles and yeah, stream le drian southern california. i'm kind of surprised if you've got 75% normal right in the sierra nevada. but i've seen years where they walk up there and there are literally walking on grass. yeah. so i mean, there's literally no snow at all. so so far so good. we've got more to come. we've got another storm on the horizon that will be moving in. >> as we head toward late tonight and tomorrow. so if you're planning to drive up in the tahoe area tomorrow, you've got to watch out this another storm system going to be dropping a lot of snow right now. it is dry up there as we speak. only partly cloudy skies. temperatures as you might expect in chile just a little bit below freezing south lake tahoe. 38 zephyr cove. 32 in freezing now on track in 38 incline. but storm clouds not that far away. you can see the rain already beginning to make its way into northern part of the state. that's going to be dropping in overnight tonight and tomorrow as well. so we do have some winter storm warnings going in effect, starting at 7 o'clock in the morning on friday,

expecting some heavy snow, maybe about a foot of snow across some of the higher peaks. so if you plan on traveling up there, tomorrow is going to be rough day. if you wait, police today get into saturday road. we should be open and clear and that should allow you to get up there much more easily. but here's a look at some of the snow pack around the state. you see northern california. they've seen the brunt, of course, not only the brunt of the rain, really the brunt of the snow at their up 161% normal in the northern sierra nevada, the center shared not bad at all. 94 1% of normal. and then the southern sierra nevada, 75% of normal. so still some work to do there. but they're going to get more on the way. rain and snow for tomorrow should be dry, though, on saturday and sunday. all that fresh powder to ski on. if you want to head up the slopes, looks like a good time to do it. if you can wait tomorrow is gonna be a rough day. but if you wait till saturday and sunday, things clear out that looks like much smoother sailing. if you're headed up, the high country will have on you whether you're 10, 10 coming up in a few minutes. >> thanks, lawrence. coming up next on kron, 4 news at 10. when will the rate hikes stop? that's the question tonight

electric says compared to last month, the cost of using gas in your home will go up an average of $9 a month while those on discounted rates will see a $7 increase, it will actually be less expensive for customers to turn on their lights. regular customers will see electric bills go down an average of a dollar a month compared to last month. well, those and discounted rates will see their average monthly bill go down $8.50. >> we've got to fix a broken system where there are no limits to how much. >> he didn't. can ask for an increase is how many times a year and no limits to how many times the public utilities commission can say yes, martone is with the utility reform network. >> he says basic gas and electric service has become unaffordable for many in california. and it's time the legislature's set limits. i know that the legislature is working very hard to come up

think everyone has reached out to us. and a host family really appreciates it. we truly do. in vallejo, gayle ong kron. 4 news. >> developing tonight, investigators say a colorado springs man is behind the cyber truck explosion in las vegas. they say 37 year-old at live list burger shot himself in the head before that car day morning outside the trump tower in las vegas. the u.s. army confirming he was an active duty green and then on approved leave at the time of this explosion. investigators say they are following both dovestic and international leads and looking into forensic evidence to try and piece together a motive. meantime, the fbi now says the man who drove a pickup truck into a crowd in new orleans, killing several people acted alone. reporter angelica kate has the story. >> a day after the deadly

>> was angelica cade reporting for us. apple has agreed to pay 95 million dollars in a lawsuit settlement after the company was accused of using siri to eavesdrop. the proposed settlement was filed earlier this week out of oakland. it resolves a five-year lawsuit, claiming apple would activate the virtual assistant to record conversations. the alleged recordings would even happen when people didn't seek to activate siri. the lawsuit claims those conversations were then shared with advertisers. the fda says it will begin testing that cheese made from raw cow's milk for traces of the bird flu. raw milk from infected cows. can kerry bird flu virus? the agency plans to collect samples from warehouses and distribution hubs to date. 66 human cases of bird flu have been confirmed across 7 states. 36 of those cases are here in california. women's

sports will be front and center at a new bar set to open in san francisco this year. ricky's will open on market street near sanchez in the castro sometime this spring. the bars to owners say they met playing soccer for the san francisco spikes and they bonded over their struggle to find a bar to watch women's sports. >> wanted to open the bar because we're struggling to find reliable places to watch women's sports in san and we want to have a place for uk to come and know that you can find community and know that you can watch the amazing women sports that seeing 2, professional teams and the biggest women's sports leagues in the u.s. coming within a year of each other. it was like, ok, this really is the moment. this is the time. >> it's so much excitement. you see all the season ticket deposits for about i think it was something we knew we wanted to work on and it was extra motivation. the like the time is right. let's do it now.

seen that rain move in and this may be the last storm you see and quite some time as we've this one right here. just beginning to make its way in the northern part of the state's going to be moving south as we head toward early tomorrow morning. i think for the commute better be prepared for this. and let's go get things like early on tomorrow morning. so you'll see it here as we head through time. we get you in the morning hours around. 8 o'clock. she's a moderate, even some heavier amounts of rainfall in the north bay. but the rain stretching across the peninsula then kind of sliding on through as we head in toward the middle of the day, becoming more scattered showers in the afternoon. things begin to taper off a we'll see a little sunshine state could behind some of these clouds here and then we'll dry things out but that maybe it to about the mid of the month. here's long-range forecast. mostly this first front coming through now. more snow, of course, in the sierra nevada behind that, also the high pressure tries to build and we've got one little weak system kind of slides over the top of that ridge, maybe bring a little more snow in the high country by about monday. but overall looks like we're keeping things dry. and that's really the wettest months here in the bay area. and so looks like we could be dry, maybe through about the 70 for the month of all holds true. so
