ready to reopen less than 2 weeks after powerful waves part of the santa cruz wharf floating away. visitors will soon be. welcome back. thank you for joining us here on kron for news at noon, i'm justine waldman. less than 2 weeks since big waves damaged the santa cruz wharf, that popular tourist spot. >> he's getting ready to reopen. kron 4 charles clifford is live for us in santa cruz. with more now on the new opening date. >> well, good afternoon. yeah, i'm standing at the end of these santa cruz wharf. you see it right behind me. there. and if you look over here, you can see they've still got to close down their security here, keeping the public out. there are construction vehicles, debris removal and some business owners. i presume going in and out getting ready because they plan to reopen this tomorrow. but let's going take a look at some video here. the city of

santa cruz says that following sonar assessment or sonar examination and engineering assessment of the war, the under structure, they believe that it is safe to reopen. they say it's a strong as it's ever been. obviously the far end section that broke away that's going to remain closed. but the majority of the work they plan on reopening that. the city also says the coast guard has completed a sonar examination of the area around the world from. they've located some heavy equipment, including a crane that fell into the water back on december 23rd when work was hit by those large waves. they say they believe that that equipment lying underneath the water is not causing any problems. so they still feel unsafe to reopen the war. now the city is planning to hold a ceremony tomorrow at 10 o'clock in the morning here will they will reopen the wharf, allowed people back in a lot of the restaurants and businesses out on the work to resume operations. that's very good news for the community here. get those folks back to work. we're also hoping to get some additional information from the city about cleanup efforts, repair efforts d

will kind of next stepyou know, getting things back to normal here in santa cruz. if you're going to be in here in the area, keep in mind that we're still closed and tomorrow morning parking could be very limited during that reopening ceremony. but for now in santa cruz, charles clifford kron, 4 thank you so much. all right. we'll talk about our forecast now. lot outside what friday. >> today we're starting to see some blue skies here across the golden gate bridge. we have meteorologist scale on the weather center with details on what's happening. yeah, we're starting to dry out. we started off soggy this morning. >> a live look over at half and they will stay on the surf because there is a high surf advisory that will go into effect tonight through the weekend. so everything shaded in purple, our bay area beaches. and that does include santa we have a a storm out in the pacific. it's generating of some large swells. so wave heights out their 21 defeat a little closer to the bay area. we're seeing about 6 feet high, but we're expecting like

18 to 24 the waves through the weekend. so, you know, sneaker waves and the choppy waters out there by the coast, overcast out there. that's the east bay hills camera. so here's that system. it's starting to taper off. we're starting to see that move towards the south bay for this afternoon by let's time out the rest of your day for you. so this is an hour from now. it looks like we clear out and that activity is heading towards the san joaquin valley over towards stockton. and this is the late afternoon and evening may see a stray shower over in the north bay. but for the rest of the bay area, we look partly cloudy, mostly dry. and that is the case for the weekend. so today we're talking highs in the low 60's upper 50's, but we dry out and it looks like the long-range model. we will be drying out for the foreseeable future. i'll have details when come back in a few minutes. back to gayle, thank you. new at noon, investigators are searching for anyone who may have been sexually assaulted by a massage therapist in san mateo county. deputies have arrested. 47 year-old.

>> shouldn't chen. this happened yesterday. sheriff's deputies say that last month a woman getting a massage at millbrae business reported unwanted inappropriate and touching by chen. this happened near meadow glen avenue and broadway. just west of el camino reale chen was arrested for oral copulation penetration and battery involving an unconscious person. he has already worked in alameda and contra costa counties. so investigators are encouraging anyone who may have been assaulted by him to come forward. san francisco police are investigating 2 shootings to start off the new year. one of them ended with a woman and a toddler hurts and a man dead kron four's. rob nesbitt heard from family members who shares what they believe happened. >> san francisco police say today's shooting was an isolated incident and there's no threat to the public. the father, the man who was killed says his son shot himself after shooting 2 others had to that. anthony thomas was in

tears while police investigated the home where he says his son, antoine thomas, was shot and killed according to thomas, the 24 year-old shot himself after shooting his one and a half year old son and the child's mother to his >> for for some strange reason i i didn't i didn't get a chance to make it here. time. stop it. now we've gone. >> police were called to the residence on tompkins abbott's san francisco just after 08:00am thursday for reports of a shooting responding. officers found a man and woman injured. the man died at the scene and the woman was taken to the hospital with life-threatening injuries. a toddler connected to the shooting in bernal heights was also taken to the hospital. >> poplar suffering from a gunshot wound was transported to a local hospital. injuries are non life threatening at this time? and it was possibly related to the incident that occurred here on the 1000

block of tompkins avenue. police say the shooting was an isolated incident and were on scene for several hours collecting evidence. >> though the relationship between the man woman and toddler were not confirmed by police. the man's father says his son was dealing with bullying prior to the shooting and for most of his life, i guess you could take it. you were telling me about a lot of bullying incidents. >> so, john, the bullies out you you're going to get your day one day. above the 2 who bully bully the people who who is not of this of the valdez. >> they they should and shouldn't do that. if you or anyone, you know, is struggling with suicidal thoughts, you're encouraged to call the national suicide prevention lifeline at 9, 8, 8, reporting in the newsroom. i'm rob nesbitt kron. 4 news. >> 2 hours after that shooting, there was another shooting in the city that left 3 people hurt. it happened around 10 o'clock yesterday morning on bryant street between 6th and 7th in selma. police say they arrested a woman and hyde street in connection with the shooting. no word on the victim's conditions this afternoon.

there's a new effort in santa clara county to remove homeless encampments along waterways. the valley water district estimates about 700 people are living in encampments on district property. and starting today, the district is going to put each of these camps into either a high or low priority category while also launching an educational campaign to try and let people know where they stand. >> we don't want to nor do we have the ability to just go out and sweep all encampments everywhere. we want to encourage good behavior so that we don't have to at the very many encampments. and but but it's to the valley. water will take action when we need to to to to remedy the most egregious environmental and safety. and that. >> if the decision is made to remove a camp, the district says it will provide 72 hours notice before the cleanup begins. there is a speaker of

the house this afternoon, republican mike johnson won re-election in a dramatic first round of voting. he pushed past some gop holdouts and got a boost from president elect donald trump. but he's a parent weak grip on the gavel friends. not only his own survival as speaker, but trump's ambitious agenda. that would be tax cuts and mass deportations. that's all at stake now. democrats chief assignment and say look, hard are among the new members of the 100 19th congress being sworn in today. the formerly served as the mayor of san jose and will now represent silicon valley and washington. the congressman said today that he's optimistic about lawmakers finding some common ground on key issues. >> it's represent saucon valley supporting innovation, identity. so responsible. there's a lot of tech issues i think republicans and democrats shown we can find some common ground.

>> the succeeds retiring congresswoman anna eshoo who held her seat for 3 decades. it's already costing more to heat our homes this year pg e customers are facing yet another rate hike to start off the new year. kron four's dan kerman reports. >> along with bridge tolls and bart fares, bay area residents will also see gas bills going up this month. pacific gas and electric says compared to last month, the cost of using gas in your home will go up and average of $9 a month while those on discounted rates will see a $7 increase, it will actually be less expensive for customers to turn on their lights. regular customers will see electric bills go down % average of a dollar a month compared to last month. well, those and discounted rates will see their average monthly bill go down $8.50. >> we've got to fix a broken system where there are no limits to how much >> he didn't. can ask for an increase is how many times a

orleans crowd on new year's day. this is surveillance video from a restaurant on bourbon street. the video obtained by inside edition. and you can see these frantic moments. as people are searching for safety inside of the restaurant after a man in a truck spread sped right through the french quarter. in the end, 14 people died. 35 others were hurt. inside edition will have more on this story tonight. >> warning in the french quarter more. >> the sugar bowl held a moment of silence before that big football game in new orleans. this was in honor of the people killed early on wednesday morning. and we're learning some new details now about the victims. this is coming as the fbi continues searching for a motive behind the attack. kimberly cheng has the latest. >> he called me before. we both came home. he said he said this christmas menu

everything together. doesn't matter what it is. and now each day on will be the heart is i like living there. noah, can't speak to ever again. his brother, 27 year-old martin. tiger bash was showing a friend around bourbon street in new orleans when a speeding truck when around a barricade and collided with a crowd of new year's revelers. >> that was one of 14 people killed. dozens others were injured. the fbi released photos of the driver. 42 year-old shep shoud in jabar, an army veteran who was killed in a firefight with police officials said jabar was inspired by the islamic state militant group. investigators said hours before the attack to bar who's from texas posted videos on facebook proclaiming his support for isis and plans for an attack. the plans also included the placement of explosives in the neighborhood. authorities recover 2 improvised devices left in coolers. jabar was a veteran. he joined the army in 2007 and served on active duty and human resources in it. he was deployed to afghanistan in

2009 transfer to the army reserve in 2015 and left in 2020 with the rank of staff sergeant investigators say he joined isis before last summer. his brother told media this came as a shock. there were no signs he was radicalized. the fbi said they're confident no one else aided in the attack. authorities finished processing the crime scene thursday morning. many businesses reopened by early afternoon. flowers and candles were placed along bourbon street to honor the victims. among them, an 18 year-old aspiring nurse, a single mother, a father of 2 and best shoe played football at princeton university before recently. joining a new york firm as an investment traitor. his brother jack besh said the night of the attack their parents were able to get to him and facetime him to say goodbye because obviously. >> respond to any of us, but he could hear i'm truly believe he could hears. eyes were closed and he was on a machine that. i know you could hear that god kept is heartbeat, beating for a reason. not believe it was. to

me and my family could come to buy. >> now a couple hours after attack new orleans, an army soldier killed himself inside of a tesla cyber truck that was packed with fireworks outside of the trump international hotel in las vegas. the explosion caused minor injuries to 7 people. the men behind each of attacks use that's a san francisco based app to rent. the cars used turo is a peer to peer car sharing company pretty similar to airbnb with homes. the company tells kron 4 they're working with law enforcement officials. in a statement the company says in part, quote, we do not believe that either rent are involved in the las vegas and new orleans attacks had a criminal background that would have identified them as a security threat remain committed to maintaining the highest standards in risk management. now dean orleans attack is being investigated as an act of terrorism. the fbi insists, though, that there is no definitive link right now

between the 2 attacks. tragedy and a lack of workplace safety measures led one silicon valley lawmaker to call for tighter regulations to protect employees. sb 553 focuses on preventing violent incidents like the 2021 vta shooting. want to transit employee killed 9 co-workers. the vta began training employees on how to report workplace violence and how management response and keeps records. the new law also allows union leaders to file restraining orders against violent people on behalf of their employees. the bill was modeled after a wellness center opened by the vta to provide treatment for employees and families affected by the 2021 shooting. all right. is it still raining out there? we'll find out right now from. >> our meteorologist gil on this. we take a look outside here across the golden gate bridge, blue skies there and couple breaks in the clouds here in san francisco behind. yes, we're starting to dry out, especially for you in the north bay. do we start in the

>> governor gavin newsom has issued an executive order to crack down on what it's being described as ultra processed foods these foods could include but are not limited to types of cookies. >> frozen meals, soft drinks, ice cream variety of fast food items. the executive order calls on the california department of public health to provide recommendations to newsom about what action he could take to limit the harms associated with those foods. he also calls in the office of environmental health hazard assessment to investigate health impacts of food dyes and it calls on the state board of education to look into higher standards, standards for healthy school meals in a statement, newsom wrote in part, we're going to

work with the industry, consumers and experts to crackdown and ultra processed foods and create a healthier future for every californian. no word yet on any formal opposition. the u.s. surgeon general issued a new advisory warning about the strong link between alcohol consumption and at least 7 types of cancer. these include liver and throat cancers, doctors say even low levels of drinking such as one drink per day can increase cancer risk. doctors are advocating for policy changes, including clear alcohol warning labels updated consumption guidelines and expanded education efforts similar to the anti-tobacco campaigns. according to the advisory, alcohol is the 3rd leading preventable cause of cancer in the u.s. it is responsible for 100,000 cases, the 20,000 deaths every year. the labor union representing thousands of dockworkers in the u.s. returns to the negotiation table as another strike is looming, the

was killed after being hit by a car on the upper great highway in san francisco. police say they got the call around 5.45 friday morning. officers are still investigating and say the driver is cooperating. a gofundme page created by chao's family says she suffered from dementia and despite taking precautions to keep her safe, she managed to wander from home on that tragic morning. we feel terrible to any family that loses a mom, a sister, a father, a brother. >> and and we think that these can be a >> preventable child was the 24th pedestrian to be hit and killed by a car in 2020 for the deadly crash happened at you lois street which will soon be permanently closed to cars after voters passed prop k in november. the measure will make the upper great highway car-free 7 days a week executive director of walk jodie medeiros says the closure is a step in the right direction. closing the great

highway 2 vehicles and opening it to people. that's just one more step for san francisco to be a safer place for all of us to walk. but not everyone agrees. opponents of the measure say closing stretch of road will create more congestion in nearby neighborhoods. want to disclose full timn. is there anything we can do to make sure, but that is used. the pilot enabled the city to do the research to understand where the traffic can go in sunset boulevard. is that logical space for? >> that north south traffic efforts to create safer streets in san francisco have not been full proof over the last decade. the city implemented vision 0 in 2014 installing 700 traffic calming devices like speed, bumps raised sidewalks and median islands. but madero says sadly pedestrian deaths of only increased over the years. that's the heart break of it. all arrows hopes the city puts forth a renewed policy for vision 0. this new year. the city needs to be doing much more of the tools and then

resources and identify the community's needs. and you know, it's good see that, say that were proper. >> san francisco saw 33 homicides in 2024. that is down. 34 1% compared to the year before police chief bill scott has already said that san francisco is one of the safest big cities in the country. in the east bay berkeley police are investigating an attempted kidnapping. this happened about 7.30, yesterday morning in the area of 9th in addison near university. police say a woman was walking with her son when a man and a woman in a white van pulled up next to them and tried to grab the child. the parent and child were able to get away and were not hurt. thousands of dollars worth of welding machinery has been stolen from uc berkeley. berkeley is richmond field station. you see police say the theft happened sometime between december 27th and january. 2nd. they say it happened in building one. 28 and about $30,000 worth of

machinery now gone. if you have any information you should contact the uc police department. if pregnant woman was killed on new year's day after a head-on crash in gilroy. this happened just after 6.30, day wednesday night on leslie road near new avenue of the chp says a man was speeding when he veered into another lane crashed head-on into this car that had a pregnant woman inside. officers believe that alcohol may be a factor in this crash. they're asking anyone with information or maybe dash cam video of the crash to give them a call. all right. now on to california snowpack, new measurements from the state department of water resources showing the snow pack is just the front above average for this time of year. the snow pack is significant because it is the source of california's reservoirs helping to supply agriculture land and our homes with water. the snow survey results show that california's snowpack stands at 110% of

average for this time of year. and about 40% of average for where we should be by april. 1st. >> as of right now feeling okay. but if we don't get more storms, we'll need a progression of monthly storms to keep going because otherwise we will end up maybe similar under average by the end of the year. >> so up to this point, the northern sierra region has done very well with the snow pack up just over 160% of average for this time of year. but the central sierra little bit behind 94% southern sierra even further. 75%. >> i in there more snow tahoe right now to take a live outside here atlanta. >> shot that shows us this is the highway. 80 junction there in truckee. you know, that roundabout meteorologist killed gayle ong. here now with details and again, snow right now that they are a last check of their chaining up over. >> i-80 towards truckee. so be careful. today is really not the day to travel, especially.

you saw it was clear there. but once you get to the mountain passes, it could be treacherous. so here's the future cast model for the sierra. this 02:00pm. it's gopretty busy with the snow, especially towards, you know, you really start impossible towards south lake tahoe. that's when you run into the stormy weather. it tapers off by the evening, but you can see how busy it will be, which is why there are winter storm warnings in an advisory in place through the night until 10:00pm. so just keep that in looks like they're getting some about a foot in our highest elevations 3 to 6 inches in a lower elevation. and take a look. even upper lake and lake counties getting some dusting on the mountains as well. so tomorrow looks like the better day to travel to the sierra tomorrow morning because we are dry be in the 30's and 40's with partly cloudy skies for sunday and monday. back here in the bay area. we are starting to see the sun come out. we. >> we're overcast this morning. we saw the first rain of 2025. just some light rain. it was a quick system starting to taper off. now. but take a

>> has agreed to pay a 95 million dollars in a lawsuit settlement after the company was accused of using siri to eavesdrop. the proposed settlement was filed earlier this week out of oakland. it resolves a five-year lawsuit that claims apple would activate the virtual assistant to record conversations. the alleged recordings would even happen when people didn't even seek to activate siri. the lawsuit claims those conversations were then shared with advertisers. the program that allows 0 emission vehicles with one person in the car pool lane is set to expire this year. governor newsom signed legislation in september that ends the clean air vehicle decal program until. took 2027. but that
