>> now at 4, the department of justice reaches an agreement with antioch police in the racist text scandal. with fire stations that are shutting down now to save money. good afternoon. thanks for being with us today for kron. 4 news at 4, i'm grant lotus and i'm vicki liviakis. our top story out of the east bay. >> were to fire stations are temporarily closing in oakland due to that city's budget crisis. fire stations. 25 28 will close beginning on monday. their coverage area will now be covered by firehouse. 21, is all part of the budget cuts that the city of oakland was forced to make to address a major budget

deficit. these closures will last at least 6 months today. fire chief dave in covington address the closures and concerns that could impact public safety. >> kind of put an advisory out to make sure our community knows about these reductions and understands that while it will definitely altar our delivery we will still show up when you call 9-1-1. we felt the year, as you can see, it's really foggy today. we're not directly in wild man season. this was an opportunity to use a couple of our hill houses that normally are in a high fire severity zone. help with those closures. there are no fire house that we can afford the clothes. we need every firehouse we have. and then some. but we feel like we can. adequately cover these 2 firehouse, the make sure that our community still receives a high level of service that they're that they've become accustomed to. >> kron four's dan kerman

covering this important story for us and he'll have a full report coming up on kron. 4 news at 5. >> one other big stories in the east bay as well. the department of justice says reached an agreement with the antioch police department over the doj investigation into racial discrimination. this is connected to a series of racist text messages exchanged between police officers in antioch, those texts which were sent by officers in 2020 in 2021. came to light in 2023. in total, the contra costa county district attorneys office identified 17 officers who are being investigated according to the justice department under this new agreement, the antioch police department will hire an expert law enforcement consultant. that consultant will update the department's policies and training on a variety of topics, including use of force hiring and non discriminatory policing. the agreement also requires the police department to review how it collects and analyzes democratic. this agreement

will be in place for the next 5 years in a news release that the crown for the antioch police department said in part, our collaboration with the u.s. doj underscores our dedication to fostering trust, transparency and accountability within our police department under this 5 year agreement we will implement and enhance comprehensive policies, practices training programs and oversight mechanisms to ensure officers uphold integrity and fairness while addressing misconduct swiftly and effectively. embattled san mateo county sheriff christina corpus has filed a lawsuit accusing. >> county leaders of participating in what she calls an evil scheme to defame her. this comes amid fallout from a scathing report accusing sheriff corpus of abuses of power are retaliation and ethical violations. the board of supervisors has placed an amendment on the march ballot

asking voters to grant them the power to remove her from office campuses. lawyers says the entire ordeal is a campaign against the sheriff and seeking over 10 million dollars in damages. we are following this story for you and we'll certainly bring you a live update coming up at 5. in santa cruz that the city has announced the popular war, which has been closed since being damaged by big waves on december. 23rd is going to reopen this weekend. charles clifford has an update. >> here in santa cruz on friday, the war remains close. take a look behind me there. you can see they've still got the the entrance blocked off older. they are allowing some city officials and business owners and repair crews to go in and out as they prepare to reopen the wharf on saturday morning, the city of santa cruz says that following an engineering assessment and sonar examination of the under structure of the war, they believe that it is safe to reopen. obviously the far end of the war that broke free during those big waves on

december 23rd that sections going remain closed off, but they say the rest of the work is safe. they also say the coast guard has completed a sonar examination of the area. they've located some heavy equipment, including a crane that fell into the water back on december 23rd. they say they believe that stuff is just sitting underneath the water and not causing any problems for neighbors. they say it's a relief that this iconic war will be reopened. i think it's probably a good idea. there's a lot of people that depend on those jobson. >> the tourists love them and it's the worst, a beautiful place. so i hope it opens hope. it's all good. another reopening ceremony will be held at 10:00am on saturday. following that. all the restaurants and shops out of the work will be reopened and the public him go back out there as well. but for now in santa cruz, charles clifford kron, 4 news. >> alright, weather time here as we get a live look at san francisco's embarcadero where cruise ship has docked for the time being cloudy and rainy to

weekend, but it looks like we have dry conditions. sunny conditions for the foreseeable future. back to you. >> thanks, gayle. investigators in millbrae are searching for anyone who may have been sexually assaulted by this man. 47 year-old. >> chain. he's been arrested after a woman told police that he sexually assaulted her while giving her a massage at spa on meadow glen avenue and broadway. police did not name the spot, but the water lounge spa is the only one in that area. he previously worked in alameda and contra costa counties. investigators are encouraging potential victims to come forward. >> the suspects in the deadly attack on a new orleans crowd and the tesla cybertruck explosion in las vegas. they used to san francisco based app to rent their vehicles. the app as a peer to peer car sharing company. it's similar to airbnb in a statement to kron 4. the company says that they are working with law enforcement officials adding,

year's revelers. i far that was one of 14 people killed. dozens others were injured. i kept screaming for help and nobody was coming. it was hard to walk down bourbon street today. has you thinking about the victims? the fbi released photos of the driver. 42 year-old shep shoud in jabar. an army veteran who was killed in a firefight with police officials said jabar was inspired by the islamic state militant group. >> investigators said hours before the attack to bar who's from texas posted videos on facebook proclaiming his support for isis and plans for an attack. the plans also included the placement of explosives in the neighborhood. authorities recover 2 improvised devices left in coolers. jabar was a veteran. he joined the army in 2007 and served on active duty and human resources in it. he was deployed to afghanistan in 2009 transfer to the army reserve in 2015 and left in 2020 with the rank of staff sergeant investigators say he joined isis before last summer. his brother told media

on. he issued an advisory warning today about the strong link between alcohol consumption and at least 7 types of cancer, which include liver and throat cancers. doctors are advocating for policy changes, including alcohol warning labels updated consumption guidelines and expanded education efforts similar too anti tobacco campaigns. according to the advisory, alcohol is the 3rd leading preventable cause of cancer in the u.s. after smoking and obesity, there are 100,000 cases of alcohol related cancer each year and 20,000 such deaths annually. >> way back in the 1950's people didn't realize that cigarette smoking causes cancer. and so what's exciting about say the surgeon general saying, ok, we need to recognize and broadcast it more. is that that just that awareness can help people no realize that a behavior that, you know, may have some benefits. there are certainly some time social benefits to treat cake also has some farm and they need to be aware of

that. and certainly the more you drink, the more you're at risk, especially for, you know, all sorts of health outcomes, including cancer is one that most people just don't usually think of with alcohol, they think of driving and violence. >> dr on says she's hopeful women who are drinking more. according to studies, will heed this advice, especially given the cancer risks. congress would have to though, for these changes to occur. labels on drinks currently warned about the dangers of drinking. well, pregnant or driving. the guidance hasn't been updated since 1988. governor newsom is issuing an executive order to crack down on what's being described as ultra. >> processed foods, these could include things but not limited to cookies and frozen meals. soft drinks, ice cream in a variety of fast food items. the executive order specifically calls on the california department of public health to provide recommendations to newsom

about what action he could take to limit the harms associated with these foods. it also calls on the office environmental health hazard assessment investigate health impacts of food dyes and it calls on the state board of education to look into higher standards for healthy school meals. in a statement, newsom wrote this. in part, we're going to work with the industry. consumers and experts to crack down on ultra processed foods and create a healthier future for every californian. no word yet on any formal opposition. as millions of people return to work and school after the holidays, people are more risk of what's being called. >> the quadruple virus. some people are dubbing this the quad demick either way. it has prompted several states to bring back masking mandates at healthcare facilities, including some here in the bay. nancy loo has more. >> the quad demick is a growing concern in much of the

>> democrats lateefah simon and sam liccardo are among the new members of the 100 19th congress sworn in today. look formally served as the mayor of san jose and will now represent silicon valley in washington. the congressman today says that he's optimistic about lawmakers finding common ground on some key issues since represent saucon valley supporting innovation, identity. so responsible. there's a lot of tech issues i think republicans and democrats shown we can find some common ground. >> the cargo succeeds retiring congresswoman anna eshoo who held her seat for 3 decades. >> president biden's blocked a 15 billion dollars deal deal between the u.s. and a japanese company. both companies u.s. steel and nippon steel in japan are reportedly calling biden's actions a violation of due process. biden sided with the powerful steelworkers union, which soundly objected to the

pittsburgh based company falling into foreign hands. pittsburgh, pennsylvania, of course, in a statement biden said steel production and the steel workers who produce it are the backbone of the nation. and without it, the u.s. is less secure. both companies are reportedly considering legal action. keep you posted there. meanwhile, the judge who presided over the hush money case against president elect trump has said trump will be sentenced january 10th. that's a little over a week before he stu to be sworn into office. but the judge is fouled to not sentence him to any jail time instead, judge one rashaan signaled he'll impose what's known as a conditional discharge in which case gets dismissed. if a defendant avoid sri arrest, the president-elect was convicted in may of falsifying business records to cover up the scheme to influence the 2016 election by paying hush money to adult film. actress stormy daniels.

>> the labor union representing thousands of dockworkers here in the u.s. return to the negotiation table as another strike looms, talks are set to resume on eptuesday. this comes after nearly 45,000 dockworkers went on a three-day strike in the fall. a temporary deal was reached in october which granted workers 62% wage hike over 6 years while issues regarding automation remain unresolved. the new deal is not reached by january. 15th workers could carry out another strike and some of that tight security in dc has to do with former president jimmy carter state funeral. that is set for next week. the former president's remains will be brought to the u.s. capitol on tuesday for lawmakers and members of congress to pay their respects. the official state funeral will take place on thursday. president biden plans to deliver the eulogy at the national cathedral ceremony. president elect trump says that he will also be attending no tickets or reservations are needed to see

and sadly recently hit by cars. the mother was badly hurt but survived. and the cubs in the middle of the photo was killed. they urge drivers, especially during this busy ski season to slow down and be careful. if you see any animals on the road says bears are still active this time of year in the area. >> all right, taking a live look at interstate 80 at highway 89 in truckee. the chp is reporting some. >> road closures due to heavy snow. several crashes, as you can see, the road looks clear there and cars are getting by westbound 80, though, is epclosed at truckee and eastbound is closed at baxter. so big issues on interstate 80. they've had to shut down the freeway. the chp is reminding people again, just slow down. if you're driving up their conference. chief meteorologist lawrence karnow up with us now to get idea what to expect. >> and the snow coming down in the sierra nevada. but this may be it. this may for quite

a while. so if you want to get up there and enjoy all that beautiful snow, if you just hang out for a day, you'll be able to do that right now. here's a live shot. this coming from diamond peak. and you can see all that snow coming down on top. so the tables there and the benches of snow on the background. yeah, it's really coming down across the sierra nevada right now. you can see just kind of piling up as we went through the day, going public, see upwards of a foot of snow across some of the higher peaks. that snow level dropping all the way down to about 5500 feet. so here's where we sit right now. you see all the snow around the tahoe area and thaaffts all the roads up there. 50 and 80 and of course, boy, just tough getting up there in these kind of conditions. i would definitely wait another day if you can, and then looks like things will begin to clear out. then you'll be able to enjoy the drive up there and enjoy all that fresh powder up in the sierra. 31 degrees right now in south lake tone freezing. 38 incline is currently 30 degrees in holmen and 32 degrees at truckee are expecting a more of that snow to continue. although things will begin to taper off a little bit later on tonight. we're still watching that front dragging

social media. they say 42 year-old jessica rose car pino took more than $141,000 from an unnamed benicia business over the course of 3 years. police say that pino was booked into the solano county jail and is facing felony charges. >> the u.s. postal service's criminal gangs are infiltrating the system to steal checks in packages. report from the postal service inspector general found gangs had targeted and recruited postal workers, government checks and personal checks were a big target reporter alicia nieves has the story. >> this federal investigation revealing one reason why usps workers are stealing mail and packages is good. old-fashioned greed meets opportunity. but another reason probably more concerning is a criminal organizations are actually tapping into workers trying to get them to infiltrate the u.s. postal service system. in fact, here's a direct quote from the usps inspector general tammy hall. she says,

quote, criminal organizations are targeting recruiting and colluding with postal employees to move narcotics to the postal network and to steal checks. both personal and government issued checks credit cards and other valuables from the mail. now, some of the thefts that have been discovered through this investigation are pretty significant. just 2 weeks ago, federal prosecutors charging 2 postal workers were stealing more than 1 million dollars in business checks. the 2 workers at postal facilities in virginia and north carolina. another investigation, milwaukee found a mail clerk who was under surveillance looking into trays for greeting cards that contain gift cards. that clerk move them to another trade during their in place in his backpack now mill clarkson handlers being allowed to carry something like a backpack, personal belongings while working with or sorting mail. that has been major way. the steps are occurring according to investigation. and one last example here in st. louis, a male handle actually stole 55 out of 150 packages out of a

truck. the investigation they're finding that other mail handlers were helping each other as or a lookout, if you would, while stole items were stashed in their jackets and backpacks in that situation in st. louis, 7 workers either resigned or were fired. these examples just showing how widespread the situation is. we're told the number of thefts have actually been increasing. the most postal workers over the last 4 years as well. >> and though is alicia nieves reporting for us this afternoon. meanwhile, back here in the bay communities coming together to help raise money for the victim of a hit and run. it was in vallejo, friends and family set up a go fund me from l jones. there after they say he was hit by a car last month. the accident left his wheelchair destroyed. police say december 20th and so far no arrests have been made. police also say nobody was seriously injured. the money raised will go directly towards replacing his wheelchair. we have a link to the gofundme on our website. kron 4 dot com.

see a couple pop-up showers as we head through the first part of the night. but after that, that's really about it. skys parting already right now in broken a bit over the golden gate bridge. but a nice evening out there tonight. the roadway starting to try and dry out just a bit as well. going to more that rain would love to see more that rolling on in. unfortunately, not going to see much more. these are some of the totals here over the last 24 hours, almost a half an inch in saint rose about a 3rd in napa just under that enrichment. san francisco 18, 100's, 2 tenths of an inch of rain in oakland in just over a 10th in san jose. so not bad, but boy, it looks like we're going to be into a period the middle of the wettest month of the year. and we're going to see just dry things out. right now. things quieting down outside right now. still some scattered showers popping up around the state to the cold front, kind of dropping on through a lot of heavy snow in the sierra nevada behind that. still a chance of a couple more wondering showers making their way through the bay area specially in the north bay. but high pressure is going to take over that ridge going to be just enough. the nudge, the jetstream a little further north. that means the rain line is going to be focusing

up toward the pacific northwest. we're gonna stay dry and that ridge is really going amplify and start to build overnight tonight to see a couple of scattered showers begin to pop up in the north bay. about 9.10, o'clock. some of the showers moving on through. so keep that umbrella handy with you. but then after that, these quiet down as we head in toward tomorrow morning, maybe we start to talk about some ground fog year and the next couple of days. but overall, i think tomorrow should be a nice day, although we see some partly cloudy skies should be dry. this long-range although boy, lot of brown across much of california, really the western half of the united states that is unusually dry as we head into the extended period. and that's because that big dome of high pressure really going to take over. that means we're going to dry things out quite a bit around. the bay area should make some great weather. if you're looking for to get up the high country to do some scam. boy, the roadways are going to clear out very nicely. just watch out for some fog in the central valley. but staying sunny and bright little breezy, offshore wind really going to kick in as we head in toward tuesday and wednesday of next week getting a little blustery in spots. course, we don't have worry about fires here. that's ok in the bay area. southern california,
