[ cheers and applause ] -- captions by vitac -- >> thanks >> for joining us here on kron. 4 news at 10. i'm noelle bellow. the new year has brought with it. a controversial new plan to crack down on people addicted to drugs. >> in san francisco, the plan is to arrest up to 100 people every night and force them into detox and rehab. kron.i four's jack moment joins us live from san francisco with reaction from community leaders. jack.

>> yeah, homeless advocates tell me about just about every night about 500 people are using drugs in the tenderloin. so that 100 of rest per night. that does seem feasible. but those skeptical of the plant say you have enough, you have to have enough detox beds in the first place. >> this why do you connect in the heart of san francisco's tenderloin off ella street and house provider jj smith starting something new every where around this block down here, there's a lot of places that people this home is in his neighborhood. they cannot afford to go in these spots and eat access to affordable food and a place for the unhoused to hang out and get connected to help. jj says this is needed now more than ever in a neighborhood that saw drug use skyrocket during the pandemic and not slow down and not looking for any. >> snow recovery they are looking for no treatment. they just sitting out here dying. jj estimates up to 500 people are out in the tender loan every night. he shares their stories.

>> and cries for help on his ex account. bailey when fitting all came along, that changed everything. because now you've got people 16, 17, 18. >> young kids having completed high school. they are he plans to open this new delhi next week. but in the meantime, there's a new plan brewing to combat the rampant drug use on the street might be that a criminal justice intervention is the intervention they need to save their life. >> i trust san francisco to to do this the right way. supervisor matt dorsey is looking to prop 36, which was an act into law by voters in november to a rest drug users. the goal is to force people into detox and rehabilitation. dorsey says the previous laws were not working. what we're enabling in our city is hurting our economy. it's hurting our residents. it's hurting our neighborhoods. friday dorsey sent a letter to law enforcement agencies asking them to see if they could arrest up to 100 drug users every night in the city, specifically of 6th street in

the tenderloin. the proposal is turning heads, though, with incoming supervisor jackie fielder calling the strategy not serious. and the san francisco coalition on homelessness dorsey's proposal is a copy a project 2025 criminalizing people who are addicted. meantime, dorsey says there is no time to debate and something must be done. do we have the ability to accommodate 100 people? indy talks in drug treatment? and if we don't. this is not going to be a problem that's going away anytime soon. jj smith says he supports dorsey's plan. only if there are enough detox beds for people to go to if not, he worries that overdoses will rise get no better right now, politicians must sitting around speaking on what they going to do, what they going to do. but they haven't implemented things that they did implement is not working. >> now the san francisco aids foundation is another group that is opposed to this proposal, calling it, quote, counterproductive. now, again,

this proposal is really just the beginning. phases supervisors will likely need to come up with a larger plan once they hear feedback from law enforcement agencies and it may take a couple more votes and reduce before we actually see any action on this reporting live here in san francisco jacmel that kron 4 news. all right, jack, thank you. >> developing out of antioch tonight, the department of justice has reached an agreement with the police department over its investigation of racist text messages sent by officers kron 4. sarah stinson joins us live from the newsroom with what this agreement means for the department's era. >> well, there are 2 ways the antioch police department is being held accountable. one is criminally, which includes the prosecution of officers involved and the other civilly which involves this agreement between police and the department of justice. i spoke with the civil rights attorney who says there's still a lot more that needs to be done to gain the trust of the community. it's not like there was a flip that was switched and everything's fine. now. >> by the removal of a few bad

apples, venison bomb is a bay area attorney who has handled cases involving police misconduct for decades. his law firm currently represents. 24 plaintiffs suing the antioch police department to them some of the racial discrimination, excessive force, some of this misconduct was spelled out in a series of text messages sent by officers in 2020 2021, those messages came to light last year, including admissions of the program decides that misconduct bike field will kick in. the person said in total, the contra costa county district attorneys office identified 17 officers who are being investigated. the department of justice stepped in and announ includes apd hiring an expert law enforcement consultant who will update the department's policies and training to ensure that not just nation department. >> and also to date hiring procedures to make sure that the time last 2 years that

they hiring indeed in the temperament and expertise and experience to come. police a fair and impartial way. and in a way that doesn't discriminate based on race. >> this also requires the police department to review how it collects and analyzes demographic data. there's a lot more to be done. it's a step in the right direction. but >> well, those 2 components, right? there's a agreement. then there is really. >> the follow through on in a news release sent to kron 4, the antioch police department said in part our collaboration with the u.s. doj underscores our dedication to fostering trust transparency and accountability within our police department under this 5 year agreement we will implement and enhance comprehensive policies, practices training programs and oversight mechanisms to ensure that officers uphold integrity and fairness. police

early step in helping public confidence in the police department in antioch. and that civil rights attorney says they also want the department to start auditing their officers phones to look out for any discrimination or misconduct to the current mayor of antioch. ron bernal tells kron 4. >> this agreement reflects their commitment to addressing unacceptable actions and past failures. i'm sarah stinson reporting back to you. sarah, thank you. toght, the suspect in a deadly shooting in oakland remains on the loose. that shooting happened overnight along 12th street. >> near the intersection of 20nd. the victim wataken to the hospital where they died. if you have any information on this shooting, you're asked to give police a call. to oakland. fire stations are set to temporarily close on monday. this is the result of a 129 million dollar budget deficit. the city of oakland is facing despite wildfires breaking out in recent years. the stations set to close are located in the oakland hills.

the most recent fire in october burned multiple homes and forced evacuations in that area. oakland's fire chief says the closures will have an impact on residents which >> kind of put an advisory out to make sure our community knows about these reductions and understands that while it will definitely altar our delivery we will still show up when you call 9-1-1. >> the plan is to reopen both stations on july first, but then other stations will be considered for temporary closure. let's get you a check of the forecast. taking a live look at the bay bridge tonight. not too busy on first friday of 2025. we had a little rain earlier today, lawrence. but you've been saying that seems like it for a little yeah, just in time for the weekend. you're right. i think this first weekend of the new year going to turn out to be very nice around the bay area. not. >> entirely. sunny. we're going to deal with some passing clouds, but i think it'll be dry out there right

now. still a couple clouds lingering over the bay at this time. but most that rain has come and gone and looks like it is going to stay away for a while. the nice front kind of swinging on through today, bringing that morning rain and then tapering off in the afternoon and a lot of snow up in the sierra nevada gave travelers there all kinds of trouble in their shutdown 80 50 for a time. still, we're going to see a ridge of high pressure building in new kind of see it rolling in across the pacific. now that is going to send that next storm system. well to the north of the bay area. and that's going to keep us dry. so as that ridge builds in, yeah, that rain is going to move to the north with the jet stream that is going to dry us out for not only the weekend, but i think well into this new year. in fact, maybe the middle of the month and beyond before we start talking about some rain. so a nice weekend ahead. it will be a little bit cool tomorrow. those clouds will be on and off throughout the day. temperatures a little bit warmer on sunday, but much warmer next week. we'll talk more about that coming up and a few minutes. thank you, lawrence. the vallejo community is coming together to help raise money for the victim of a hit and run crash.

friends and family set up a go fund me from l jones. >> after they say he was hit by a car last month. the crash destroyed his wheelchair and the funds collected. we'll help to replace it. police say that hit and run happened on december. 20th. so far no arrests have been made. a judge has set january 10th as the date for president-elect donald trump's sentencing in his new york hush money case. that's 10 days before trump's second inauguration. the judge says there will be no jail time for the president-elect, the former and future president will instead be sentenced to a conditional discharge, which means the case will be closed without jail time probation or a fine. the president-elect has vowed to go after his political enemies in his second term bay area. congressman eric swalwell who represents alameda county played a key role in the impeachment of the former president during his first administration. we asked congressman swalwell if he's at all concerned. >> trump talks about his revenge to iran. apparently

still remains. >> on the 6th night of hanukkah, vandals hit the area near a menorah sitting at lake merritt. the graffiti read israelis are the new nazis and hamas in the middle of a heart attacking the jewish community on one of their most important holidays is just so disheartening. we have been bombarded by this kind of hateful. >> graffiti for over a year now, really. and we were really hoping to get through this hanukkah season without so much hate, especially just feet away from the menorah. it was painted over but more graffiti appeared each night. it's alarming. it's frustrating it's scary >> a lot of people in the community, jewish leaders say antisemitic attacks like this in oakland happened on the rise since the october 7th massacre in israel. >> and they're asking for help to curb the hate. if there is a. >> a real statement coming to encourage people to come together and stop this hate. that would be a great start. i think it is just a free for all for vandals right now,

you. >> the controversy surrounding san mateo county sheriff christina corpus. >> is continuing into the new year report against the sheriff was released last year followed by calls for her to resign. but corpus is now countering with a complaint against the county claiming discrimination kron four's rob nesbitt reports. >> this 5 page claim filed against the county of san mateo by sheriff christina corpus is lawyer was filed on december 3rd. and if there's a claim that therh are some in the county who still believe that law enforcement is a, quote, white man's world. the claim filed against san mateo county says this is a case of discriminatio and harassment against sheriff christina corpus. her attorney brad gage says county leaders do not want either a woman or latinx person as head of their sheriffs department. sheriff corpus tried to just >> the a team player and work with the system. but when she continued to be more wind again and again. >> she had no choice but to

representation calls for the sheriff's resignation started after a scathing 400 page report. >> was done by the county's independent investigator. she was accused of racism, retaliation, homophobia, abuse of power and having a romantic relationship with the assistant. sheriff gates says the false allegations were based on an incomplete investigation with poor timing is being treated differently. in connection with. >> first of recall, that never been done before. and that now. is going to end after she's out of office. the amount of the claim against the county is significant at 10 million dollars. legal analyst steven clark says the government claim is a precursor to a lawsuit. >> and now the county will have to respond to see if the legal process moves forward and this could get very ugly because now share of corpus, if she does follow lawsuit will have to sit for a deposition. >> and that's something that she has not engaged in with the county up to this point, the san mateo county board of supervisors has placed an

amendment on the march ballot asking voters to grant them the power to remove the sheriff from office. sheriff corpus will be speaking with her lawyer about the claim against the county on monday afternoon. >> reporting in the newsroom. i'm rob nesbitt kron. 4 news. >> the damage to santa cruz wharf is set to reopen tomorrow morning. it's been closed since powerful waves caused a portion of it to collapse into the ocean after sonar and engineering assessments reviewed by the u.s. coast guard officials say it has been deemed safe to reopen, although the far end will remain closed off. >> and think it's probably a good idea. there's a lot of people that depend on those jobson. the tourists love them. and it's the worst, a beautiful place. so i hope it opens hope. it's all good. >> yeah, several businesses on the warp have been closed since the collapse, which happened just 2 days before christmas. the shops and restaurants will also reopen following a ceremony scheduled for 10:00am tomorrow. we just

have we have some big waves coming. but they say little. yeah, after season. so, yeah, you got to be careful out there that surprising that they're reopening it, that they're able to do that. likely. yeah, we've got big waves coming over the weekend, too. >> well, of course, we've had the storms developing. we had one come through today. there's still more out in the middle of pacific. but right now, not that we're watching partly cloudy skies around the bay area. the rain has come to an end but really kind of a nice event that came through a very gentle rain compared to some of the storms that moved through the season. just about a half an inch of rain in santa rosa. almost a 3rd in napa just under that in richmond, 18, 100's in san francisco, oakland checked into 2 tents and just over a 10th of an inch of rain in san jose. so really just a beneficial rain developing around the bay area. starting to chilly in spots, though tonight. 41 now in livermore. 44 in dublin, 47 in concord and 43 degrees in so we have to watch out for some patchy ground fog developing here these next couple of nights with a lot moisture on the

ground. but you can still see a couple scattered showers continuing far northern california bay area. you have a kind of drying things out now for the most part, you see a sprinkle but not going to be long. and that's really all coming to an end. and then tomorrow we start out the first weekend of the new year looking good as high pressure going to take over winds down little breezy in spots. we have some gusts as high as 30 plus miles an hour this afternoon. but overall now the forecast models going to show that jet stream moving a little further to the north and that's going to take with a lot of the storm clouds. but we'll see a couple clouds roll across our skies throughout the day tomorrow. kind of on and off of the storm track staying north of us. so that's why it's going to be now. and i think for the foreseeable future is high. pressure really begins to build looks like a nice weekend. ahead of fact, this next week going to be spectacular. temperatures tomorrow about 57 little cool in the san francisco. 58 in oakland about 60 degrees in san jose will check out your tenant. 10 forecast coming up in a few minutes. thank you, lawrence. >> more than 2000 pounds of illegally caught fish were seized by officials this week. this photo showing just a few of the confiscated fish.

that's a fisherman hid the illegally caught fish behind a fake wall on a boat in san francisco and did not declare the fish for retail sale. officials later caught the same and then trying to hide more fish behind a fake wall on a different boat. the department of fish and wildlife did end up selling of the confiscated fish but say the proceeds were donated to the fish and game preservation fund. health news tonight. a rise in whooping cough cases and an infant deaths have led california health officials to urge people to get their vaccinations. officials say between january and october of last year, more than 2000 cases of whooping cough were reported. >> more than 60 of those cases where babies less than 4 months old officials say those who are pregnant, close family members or baby caregivers need to get that heat vaccine to protect children from serious illness. still ahead here on kron for news at 10- the message the fbi says the

the top u.s. health official says he wants to see more labels on warning of the strong link between alcohol and cancer. the u.s. surgeon general says. >> all calls the 3rd leading preventable cause of cancer in the united states followed following a smoking and obesity. doctors say it's linked to at least 7 types of cancer, including liver and throat cancers. there are

about 100,000 alcohol related cancer cases and 20,000 deaths annually. way back in the 1950's people didn't realize that cigarette smoking causes cancer. >> and so what's exciting about say the surgeon general saying, ok, we need to recognize this and broadcast it more. is that that just that awareness can help people, you know, realize that a behavior that, you know, may have some benefits. there are certainly some time social benefits to treat cake. also have some parmalee need to be aware of that. and certainly the more you drink, the more you're at risk, especially for, you know, all sorts of health outcomes, including cancer is one that most people just don't usually think of with alcohol. they think of driving and violence. >> labels on alcohol have not been updated since 1988. currently they warn about the dangers of drinking while pregnant or before driving and operating. other machinery. congress would have to act for guidance changes to be made. meantime, governor gavin newsom has issued an executive

order to crack down on ultra processed foods. this could include types of cookies, frozen meals, soft drinks, ice cream in a variety of fast food items. the executive order specifically calls on state health officials to provide recommendations to the governor about the actions he could take to limit the harms associated with these foods. it also calls on un investigation into the health impacts of food dyes and it calls on the state board of education to look into higher standards for healthy school meals. still ahead here on kron for news at 10, the warning about bears on the road after a cub was killed by a car near lake tahoe. plus, the menendez brothers could be one step closer to freedom tonight with their family members are saying after meeting with the new da on the case.

>> new hope tonight for erik and lyle menendez and their fight for freedom. their family members met with la's new district attorney today pushing for a re-sentencing k re-sentencing in the case and the brothers released from prison. the brothers are serving life sentences for the shotgun, murders of their parents. in 1989 reporter mary beth mcdade has the story. >> doing really more than 20 family members of erik and lyle menendez met with the new la county da nathan hochman friday during the hours-long meeting family members explained why they think their brother should be released after serving 35 years behind bars for murdering their parents. katie and jose menendez in 1989, it was a very productive session where they gave me.

>> all their thoughts about what should happen this case. hochman says he hasn't made a decision. he's still talking to pass. prosecutors and defense attorneys. >> and reviewing thousands of pages, a trial transcripts. he's also going through 35 years of prison records to determine if the brothers have been rehabilitated. have you started organizations that help other prisoners? as one example? >> have you use that time to improve yourself, done nothing or on the flip side that something harmful. the brothers are currently serving life without the possibility of parole. >> last month, hochman's predecessor, george guess goan filed a reconsideration motion to have the rather sentence reduced to life with the possibility of parole based on their rehabilitation behind bars. hochman says the court has also filed its own reconsideration motion. >> as your where the court has also filed its own motion for reconsideration. and the court

ultimately has the final call on first, whether it wants to reconsider the sentence at all. and second, if it does want to reconsider what the new set in should be. the family spoke after the meeting making clear they want the courts to go even further in reducing the brothers sentences. this 35 year process has been. >> incredibly traumatizing for us. we are very much hoping. that we can find a path. to manslaughter. that we can see the release of the brothers immediately. >> the family members of always built the brothers acted in self-defense after suffering a lifetime of abuse at the hands of their parents and should have been found guilty of manslaughter and not murder. >> that was mary beth mcdade reporting developing tonight, newly released video shows the man who the fbi says is behind the las vegas cyber truck bombing. matthew live lists

burger was captured on camera charging the tesla cybertruck. he would eventually explode on new year's day. it's just one of several new pieces of evidence, including photos and writings. investigators located on his phone indicating his frustration with the military, the army soldier who was on active duty at the time of this explosion shot himself in the head prior to the blast outside the trump hotel on wednesday, 7 people were injured. the fbi says live looks burger was struggling with ptsd. meantime, in houston, fbi agents are collecting evidence from the home of sean sudan jabar the man they say rammed a truck into a new year's crowd in new orleans, killing 14 people and injuring many others. agents say they found bomb making materials at his home. they also say he had reserved the rental vehicle used in the attack weeks earlier, the fbi says jabar posted a series of videos on social media claiming he was inspired by isis and that at

first he was going to attack his family and friends. but he felt it wouldn't generate the same headlines. did bar was killed in a shootout with police following the attack. security is tight in dc tonight as preparations are underway for former president jimmy carter's state funeral. the official state funeral will be held on thursday, january 9th. no tickets or reservations are needed to see carter lie in state. but u.s. officials say there will be security checks before the funeral. the former president it former president's remains will be taken to the capitol on tuesday for lawmakers and members of congress to pay their respects. tonight, the latest on the fullerton plane crash that left a father and daughter dead. investigators have confirmed the father was piloting the plane when it crashed into a furniture warehouse. one of the employees who was inside at the time of the crash spoke to reporter alina abovian. >> fullerton furniture

warehouse left in shambles after a small plane crashes through the roof thursday afternoon, leaving 19 people injured and 2 dead. today, ntsb investigators seen going in and out of the building trying to determine what caused the plane to go down. >> we are going to in company one of my co-workers had his hair burned off. >> this man is one of 200 people who are inside the building at the time. they were all evacuated as the crash sparked a four-alarm fire. authorities say the pilot took off from fullerton airport at around 2 in the afternoon and immediately climbed to 900 feet. a short time later, the pilot called for an immediate return to the airport after receiving clearance to land on any runway the airplane turned and left toward one of the runways but crashed about 1000 feet short of the airport. officials say the plane was built in 2011 and was a single-engine aluminum aircraft. >> and rv 10 kit built plane essentially aircraft, an owner can assemble and maintain,

according to experts, these planes have a very safe track record and something that has been a very solid aircraft. >> a very safe stable our craft and one that's been flown hundreds of thousands of hours since they were introduced some 50 years ago. the warehouse building on raymer avenue near fullerton municipal airport remains red tech today and the investigation into what caused the crash still ongoing. >> that was alina abovian reporting for us. the crash comes a little over a month after this plane crashed into a tree just about a block away from yesterday's crash that happened back in late november. investigators say the plane was making an emergency landing after just taking off from the fullerton airport. 2 people inside that plane were taken to the hospital. the cause of the crash remains under investigation. tonight, the faa said it's enhanced oversight of boeing is here to stay after nearly a year of overseeing the company's operations, boeing says after a series of crashes and safety

hazards involving their passenger planes, it is making improvements in safety, culture and training. boeing has been under heavy scrutiny since january 5th of last year after the cabin door of an alaska airlines plane ripped off mid-flight. several other safety incidents followed throughout the year. the most recent happened less than a week ago in south korea. 179 people were killed when a boeing aircraft had a landing issue and slammed into a barrier before bursting into flames. the faa said today a fundamental cultural shift is needed at boeing and they're enhanced oversight of the company will continue. a warning tonight to those headed up to the mountains, prepare to share the road with local wildlife and watch out for bear crossings. bear cub and its momma were recently hit by cars. advocates sharing this photo of the bear family. the mama bear survived, but sadly, they say the cub in the middle of this photo was killed when it was hit on new year's day. the barely is

urging drivers, especially during ski season to slow down and be careful. if you see these animals on the road. the mountains to the coast, high surf advisory is in effect through early sunday morning. officials say waves could be as high as 25 feet. those headed to the coast are urged watch out for sneaker waves. those of course, can sweep across the beach without any warning and pull people quickly into the water. crawford's lawrence karnow is joining us now with more on that advisory. lawrence. lot of people who really love to surf. yeah, they will head to the coast. it all looks good to get out on those big monsters, whole different story. those mountain waves just rolling it along the coastline. now, just beginning to pick up a little bit. but i think more so as we head through the weekend and maybe beyond that as well. so >> high warnings up along the coastline, expecting those conditions as we head throughout the weekend. that wave height. yeah, 18, maybe some. 25 footer special on west.

>> and northwest facing beaches. so yeah, there's some waves out there right now that are just developing right now to about 7 feet of the start to pick up a little bit along the coastline. but why not far away? and we start to see some of the areas with some larger ways began moving just to the north of us at 19 feet and then well on the pacific. still, we've got these large storms continue to roll across the pacific and generates a big time winds. and now we're looking some 27 footers out there, even seeing some 30 plus food foot waves out there as well. so dangerous wave conditions across parts of the sierra nevada. we're seeing changes up there. we've got that snow that had rolled in and brought with it. some delays in the high country. now just some scattered snow showers. so the good news is, well, if you're traveling tomorrow, should be a nice day to get up there. watch out for a little bit of ground fog in the morning. of course, cold temperatures up there right now. you got a lot of 20's in and around the lake, but some of the resource of seen over a foot of snow just from this last one going to be skiing on some nice powder up there. more on those conditions in a minute. sfo looking good. no delays being reported there. oakland or san jose are all

looking good to get away forecast in the monterey bay. you've got some 50's there on the cool side. southern california. the winds are going to be kicking up and that will be something they deal with next week with maybe some higher fire danger. but 60's in the southern california for tomorrow headed toward the sierra nevada. we're going to find those temperatures still on the chilly side, all in the 30's, but it's going to be dry. so the roadways are going to be open and clear should be able to get up there and enjoy all that fresh powder and the high country. fact that's gonna last, i think through the weekend to temperatures going to moderate a little bit warming up on sunday and monday. there's a hint if you stick around till tuesday, we might see a couple snowflakes across some of the higher peaks but not much. now, speaking of a bigger storm, we've got some major cold weather storms now developing across the country's midsection. we're talking about maybe a foot of snow across the plains and then you're looking at some freezing conditions and yeah, even some freezing rain in some parts to. but look at the highs tomorrow. -4 in fargo. only 20 degrees in chicago. 25 in kansas. well, that's just the beginning of some much colder. temperatures going to be rolling in across a good part of the country. not here.
