crack down on people addicted to drugs in san francisco. the plan is to arrest up to 100 people every night. >> and force them into detox and rehab. kron four's jack moment has reaction from community leaders. >> and house advocates tell me that up to 500 people are using drugs in the tenderloin every night. so making those 100 arrests every night does seem pretty feasible. but those skeptical of the plan say it will not work unless you have enough the talks, this is to know why do connect in the heart of san francisco's tenderloin street and house provider, jj smith starting something new every where around this block down here. >> there's a lot of places that people that's homeless and is they they cannot afford to go in these spots and eat access to affordable food and a place for the unhoused to hang out. >> and get connected to help. jj says this is needed now more than ever in a neighborhood that saw drug use skyrocket during the pandemic and not slow down not looking for any. >> snow recovery they are looking for no treatment. they

just sitting out here i a estimates up to 500 people are out in the tender loan every night. he shares their stories. >> and cries for help on his ex account. bailey when fitting all came along, that changed everything. because now you've got people 16, 17, 18. >> young kids having completed high school. they are using he plans to open this new delhi next week. but in the meantime, there's a new plan brewing to combat the rampant drug use on the street might be that a criminal justice intervention is the intervention they need to save their life. >> i trust san francisco to to do this the right way. supervisor matt dorsey is looking to prop 36 which was an act into law by voters in november to a rest drug users. the goal is to force people into detox and rehabilitation. dorsey says the previous laws were not working. what we're enabling in our city is hurting our economy. it's hurting our residents. it's hurting our neighborhoods. friday dorsey sent a letter to

law enforcement agencies asking them to see if they could arrest up to 100 drug users every night in the city. 6th street in the tenderloin. the proposal is turning heads, though, with incoming supervisor jackie fielder calling the strategy not serious. and the san francisco coalition on homelessness as dorsey's proposal is a copy a project 2025 criminalizing people who are addicted. meantime, dorsey says there is no time to debate and something must be done. do we have the ability to accommodate 100 people? indy talks in drug treatment? and if we don't. this is not going to be a problem that's going away anytime soon. jj smith says he supports dorsey's plan. only if there are enough detox beds for people to go to if not, he worries that overdoses will rise, getting get no better right now politicians was sitting around speaking on what they going to do, what they going to do. but they haven't implemented things. things that they did implement is not working. the

san francisco aids foundation is another group that is against this proposal, calling it, quote, counterproductive. >> get this proposal is just in the very beginning stages. supervisors will likely need to hear more feedback from law enforcement agencies come up with a bigger plan. have a couple of free before they eventually vote on reporting here in san francisco jacmel. but kron 4 news. >> to oakland fire stations are set to temporarily close on monday. this is the result of the 100 29 million dollar budget deficit. the city of oakland is facing the station set to close are located in the oakland hills. despite wildfires breaking out in recent years. the most recent fire in october burned multiple homes and forced evacuations. oakland's fire chief says these closures will have an impact on residents which >> kind of put an advisory out to make sure our community knows about these reductions and understands that while it will definitely altar our delivery we will still show up when you call 9-1-1. >> the plan is to reopen both

stations on july first, but then other stations will be considered for temporary closure. taking a live look now at the bay bridge. not too busy on this first friday of the new year. kron four's chief meteorologist lawrence karnow has a look at what the weather is going to do for us this weekend. warranty. 7 can be pretty nice. yeah. we're going to dry things out now. we're well on our way to dry things up right now after some morning rain around the bay area, things still partly cloudy outside, though we're going to see. >> well, looks like an extended period of some dry weather. so good weekend to get out there and enjoy and why not. nice rain overnight. last night we had almost a half an inch of rain in santa rosa. almost a 3rd of an inch in napa and richmond, 1800 since san francisco to tense in oakland and just over a 10th of an inch of rain in san jose. but that may be up for quite some time. skies begin to dry out not only here, but all around the state. some lingering snow showers in the sierra nevada in a still a few more raindrops and far northern california. but that

is really kind of settling down. now. it looks like as we head toward tomorrow morning that will not be long gone, that we're going to see a drier pattern coming our way. that rain line is going to be moving north as high pressure begins to build ever so slightly by tomorrow. we're still going to see a lot of clouds moving across our skies. but that ridge going to dominate as we head in toward not only this weekend, but well into next week. in fact, next week, we could be talking about some temperatures near 70 degrees. we'll talk more about that coming up. just a few minutes. all right, lauren, thank you. >> the latest now in the antioch. police are racist text message scandal. department of justice has reached an agreement with the police department over its investigation into racial discrimination. this is connected to a series of racist text messages exchanged between officers that came to light last year. kron 4 sarah stinson reports. >> there are 2 ways the antioch police department is being held accountable. one is criminally, which includes the prosecution of officers involved and the other civilly which involves this agreement

between police and the department of justice. i spoke with a civil rights attorney who says there's still a lot more that needs to be done. but it's not like there was a flip that was switched and everything's fine. now. >> by the removal of a few bad apples. venison bomb is a bay area attorney who has handled cases involving police misconduct for decades. his law firm currently represents. 24 plaintiffs suing the antioch police department to them some of the racial discrimination, excessive force, some of this misconduct was spelled out in a series of text messages sent by officers in 2020 2021, those messages came to light last year, including admissions of the program, decides that misconduct by field will kick in. person said in total, the contra costa county district attorneys office identified 17 officers who are being investigated. the department of justice stepped in and announced an agreement with antioch police friday. it

includes apd hiring an expert law enforcement consultant who will update the department's policies and training to ensure that not discrimination within department. >> and also to date hiring procedures to make sure that the time last 2 years that day. >> hiring indeed in the right temperament and expertise and experience. >> to come. police a fair and impartial way. and in a way that doesn't discriminate based on race. >> this also requires the police department to review how it collects and analyzes demographic data. there's a lot more to be done. it's a step in the right direction. but >> well, and those 2 components, right? there's a agreement. then there is really. >> the follow through in a news release sent to kron 4, the antioch police department said in part our collaboration with the u.s. doj underscores our dedication to fostering trust transparency and accountability within our police department released

early step helping public confidence in the police department. a nanny the current mayor of antioch, ron bernal tells kron 4 this agreement reflects their commitment to addressing unacceptable actions and past failures. i'm sarah stinson reporting kron. 4 news. >> tonight, the suspect in a deadly shooting in oakland remainon the loose. the shooting happened overnight along 12th street near the intersection of 20nd. the victim was taken to the hospital where they later died. if you have any information on the shooting, you're asked to give oakland pd a call. the vallejo community is coming together to help raise money for the victim of a hit and run crash. friends and family set up a gofundme from l jones after they say he was hit by a car last month. the crash destroyed his wheelchair. the funds collected will go directly to replacing the wheelchair. police say the hit and run happened on december. 20th. so far no arrests have been made. a judge has set

january 10th as the date for president elect donald trump's sentencing in his new york hush money case. that is 10 days before trump's second inauguration. the judge says there will be no jail time for the president elect the former and future president will instead be sentenced to a conditional discharge, which means the case will be closed without jail time probation or a fine. in the meantime, the president-elect has vowed to go after his political enemies in his second term bay area. congressman eric swalwell, who represents alameda county, played a key role in the impeachment of the former president during his first administration. today we asked congressman swalwell if he's at all concerned. >> trump talks about his revenge to iran. apparently one of the stops on the tou you know, that's fine. it's not going to intimidate you know, i'm not going to stop fighting for what my constituents care about. i think he loses the american people. if he goes in in his first 100 days and it's just, you know, putting all of his

investigating a hate crime after vandals targeted the jewish community with antisemitic graffiti. >> spray painted near the menorah at lake merritt for stephanie rothman has the latest. police say the community paint over the graffiti, but jewish leaders say the cleanup doesn't wipe away the lingering staying of hates that still remains on the 6th night of hanukkah. vandals hit the area near a menorah sitting at lake merritt. >> the graffiti read israelis are the new nazis and hamas in the middle of a heart attacking the jewish community on one of their most important holidays is just so disheartening. we have been bombarded by this kind of hateful. >> graffiti for over a year now, really. and we were really hoping to get through this hanukkah season without

so much hate, especially just feet away from the menorah. it was painted over. but more graffiti appeared each night. it's alarming. it's frustrating it's scary >> a lot of people in the community, jewish leaders say antisemitic attacks like this in oakland happened on the rise since the october 7th massacre in israel. >> and they're asking for help to curb the hate. if there is a. >> a real statement coming to encourage people to come together and stop this hate. that would be a great start. i think it is just a free for all for vandals. right now, there are very few consequences. >> this is not the first time the menorah has been targeted during hanukkah 2023. vandals chopped up the menorah and through the pieces into the lake this year, the wants 9 foot menorah grew to 15 and the community stood guard to show their support neighbors from all faiths. >> that came together to walk 7 or every single night of so we see the positive of all of and the positive is is that we

have a bigger larger and when we came back showing we're not going back down from orbit. 8. >> despite the hate the menoraheso tall and bright message of hanukkah. >> it is is victory over darkness over their oppressors. and in oakland, the message of this comic is resilient. >> a reminder opd is investigating this vandalism as a hate crime. they asked anyone with information to help them by sharing any photos or videos reporting in the studio. stephanie rothman, back to you. >> the controversy surrounding san mateo county sheriff christina corpus is continuing into the new year last year. a 400 page scathing report of the sheriff was released following air followed by calls to resign. now sheriff corpus is countering with a complaint against san mateo county claimwng discrimination. her 5 page claim was filed by corpus is attorneys on december. 3rd. it claims there are some in the county who still believe law enforcement is a, quote, white

man's world legal analyst steve clark says the claim is a precursor to a lawsuit and now the county will have to respond if the legal process moves forward. what sheriff corpus did is take this fight to a whole nother level. >> and she's going on offense here by initiating this government claim and things could get very ugly. >> the san mateo county board of supervisors has placed an amendment on the march ballot asking voters to grant them the power to remove the sheriff from office. >> the damage to santa cruz wharf is set to reopen tomorrow morning. it's been closed since powerful waves caused a portion of it to collapse. >> into the ocean, several businesses on the wharf have been closed since that collapse just 2 days before christmas. but the shops and restaurants will also reopen following a ceremony set for 10:00am tomorrow. >> think it's probably a good idea. there's a lot of people that depend on those jobson. the tourists love them and it's the worst, a beautiful place. so i hope it opens.

>> sonar and engineering assessments were reviewed by the u.s. coast guard. so officials say it's been deemed safe to reopen. however, the far end of the wharf will remain closed off. >> take a look at this. some wild weather in northern california. tornado touching down just before 5.30, this evening in shasta county. no reports of any damage or injuries here. but it did produce quarter sized hail. look there. this comes just weeks after a different tornado touched down in scotts valley down in santa cruz county, which was definitely wild and unexpected for a plot for us. with closer look at our weather, i think we're gonna have a calmer weekend for us all or first tornado the year. ironically in california, right? you're thinking about the planes, but >> there you go. things very active with thunderstorms rolling across parts of california today. just enough to spawn that tornado. things begin to settle down now, though, but that cold front. >> you can see it swinging by

early on today. behind that you get all that cold, unstable air. all of a sudden you start to see that instability and a couple thunderstorms starting to pop up. so yeah, watch this right here will go through time here. i'll show you where we're at as we head toward the afternoon. things started to pick up and that's when you get the most instability. get the sunrise, the sun high all that energy from the sun office and the developing thunderstorms and then things got active, especially in parts of the central valley. and there you go. thunderstorms begin to pop up there. and that was the system right there that actually produced the tornado just to the east there, but landing in a place that thank goodness to do any damage like the one we have in scotts valley, a bay area. still a couple scattered pop up showers around the bay area right now. not much. but this quickly coming to an end watching some big-time waves along the coastline. that's going to be the big concern. weather wise over the weekend, 18 to 25 footers up toward the coastline right now, not all that large but beginning to build to about 7 feet. now just off the coastline of san francisco. but a little further out and boy, not that far away. we're talking 21 feet off the coast of northern

california. further out seeing some of these waves 28, even 32 feet off the coastline, though. still yet to come as we head through time here, we're going to see dry conditions returning high pressure building in. that's gonna send the rain line well to the north of the bay area. we're gonna see some passing clouds throughout the weekend, but i think we stay dry here in the bay area and probably right through monday as well. maybe through the middle of the month of fact, long range models are say, hey, we're going to be well below average on one of the wettest times of the year here in the bay area, but looks like at least through the middle of month is going to stay dry. temperatures for tomorrow. 50's maybe some low 60's. but i think as we get to next week, we're going to start to see a bit of an offshore wind and then offshore wind going bring some unusually warm temperatures. well, a good part of the country is going to be freezing. we're going to be basking to some sunshine and some of those temperatures may be getting near 70 degrees by about the middle of the week. so other parts of the country, i mean, they're going to be like even get above 0. and we're going to be talking about 70 degrees or so here in california. there's a reason we live exile morning were very thanks, lauren. thanks.

shanahan, he and general manager john obviously we're not thinking in august week 18 would be their final game of the season. >> they both did receive a vote of confidence from ceo jed york recently as told the sf standard. so i guess they got that going for them. the silver lining here is that this will be the first time in 4 years. the shanahan actually gets a full offseason to assess the year its work on next season's game plan. >> yeah, maybe i'd be much more excited that to not have one and the goal of the february again, you know, but it's that does that is you know, when you do that that long everyone needs to get away. and by the time you come back as usually right free agency starting not totally quite there yet. we are first time since covid being off in january gives you more time figure things out. a few times go through the things like the cut up some stuff you finish that most of the snowfall before the super bowl and then you're ready to go to other stuff like the draft and and
