fire stations shutting down to prevent the city from falling into bankruptcy. getting that jewish community. we've got the details. said. good morning. thank you so much for joining us here on the kron. 4 morning news. i'm stephanie lin. happy new year to you. it is saturday january the 4th. >> let's get started with dave spahr in the weather center. hello. hey, good morning, stephanie. good morning, everybody. and i have for all of the acts we had over the holidays. everything about some comments. well, relative calm coming our way with a mixed bag of some sun and clouds there for you. >> temperatures still a bit on the cool side. we have to keep in mind that is still january. so have that winter, like weather, at least in that front. >> meanwhile, first things first. our beauty shot coming in the east bay shoreline. you can see some sunshine already penetrating. they're a little bit. we do have that lower level moisture to keep in mind. that does produce a little bit the way that to leave fog, which we're seeing in central valley. the storm

tracker shows us some scattered clouds at work, but on balance, pretty clear right now, although again, low level moisture as a player, lot of 40's on the board. you can see here we didn't dip too much into the 30's. again, some moisture in the atmosphere helping out a bit. the contrast where we were 24 hours ago, as you can see, we are trailing by half a dozen or better degrees, particularly for lot of those inland spots in the winds aren't adding much to this at all. just pretty much calm. so what you can expect over the course of this weekend, in fact, much of next week as kind of clouds mixture. times more sun than clouds with all of that and a bit on the cool side today. sure. we'll be in the 50's for the most part hour by hour forecast. but a little bit better clearing for your sunday afternoon. i have more on your forecast and a bit. stephanie. >> all right, dave, thanks so much. the new year has brought a controversial new plan to crack down on people addicted to drugs in san francisco. it involves a resting up to 100 people every night. crump was jack moment. looked at the proposal. >> and how's advocates tell me

that up to 500 people are using drugs in the tenderloin every night. so making those 100 arrests every night does seem pretty feasible. but those skeptical of the plan say it will not work unless you have enough the talks, this is to know why do connect in the heart of san francisco's tenderloin off street? and how's provider jj smith. >> starting something new every where around this block down here, there's a lot of places that people that's homeless and is they they cannot afford to go in these spots and eat access to affordable food and a place for the unhoused to hang out and get connected to help. jj says this is needed now more than ever in a neighborhood that saw drug use skyrocket during the pandemic and not slow down not looking for any. >> snow recovery they are looking for no treatment. >> they just sitting out here i j j estimates up to 500 people are out in the tender loan every night. he shares their stories and cries for help on his ex account. bailey when fitting all came along, that changed everything.

because now you've got people 16, 17, 18. >> young kids having completed high school. they are using he plans to open this new delhi next week. but in the meantime, there's a new plan brewing to combat the rampant drug use on the street might be that a criminal justice intervention is the intervention they need to save their life. >> i trust san francisco to to do this the right way. supervisor matt dorsey is looking to prop 36 which was an act into law by voters in november to a rest drug users. the goal is to force people into detox and rehabilitation. dorsey says the previous laws were not working. what we're enabling in our city is hurting our economy. it's hurting our residents. it's hurting our neighborhoods. friday dorsey sent a letter to law enforcement agencies asking them to see if they could arrest up to 100 drug users every night in the city. 6th street in the tenderloin. the proposal is turning heads, though, with incoming supervisor jackie fielder calling the strategy not

serious. and the san francisco coalition on homelessness as dorsey's proposal is a copy a project 2025 criminalizing people who are addicted. meantime, dorsey says there is no time to debate and something must be done. do we have the ability to accommodate 100 people in detox in drug treatment? and if we don't. this is not going to be a problem that's going away anytime soon. jj smith says he supports dorsey's plan. only if there are enough detox beds for people to go to if not, he worries that overdoses will rise, getting get no better right now politicians was sitting around speaking on what they going to do, what they going to do. but they haven't implemented things. things that they did implement is not working. the san francisco aids foundation is another group that is against this proposal, calling it, quote, counterproductive. >> again, this proposal is just in the very beginning stages. supervisors will likely need to hear more feedback from law enforcement agencies come up with a bigger plan. have a couple of reduce

before they eventually vote on reporting here in san francisco jacmel. but kron 4 news. >> to open fire stations are set to temporarily close on monday. the move stemming from the city's nearly 130 million dollar budget deficit. the station set to close are located in the oakland hills where wildfires broke out in recent years. the most recent blaze in october burned multiple homes and forced evacuations. we heard from oakland's fire chief. which >> kind of put an advisory out to make sure our community knows about these reductions and understands that while it will definitely altar our delivery we will still show up when you call 9-1-1. >> the plan is to reopen bo stations on july first, but other stations will be considered for temporary closure. the vallejo community is coming together to raise money for a hit and run crash victim, friends and family set up a gofundme for mount jones. they say he was hit by a car last month. the crash destroyed his wheelchair. police say the incident

happened december 20th no arrests made. in petaluma. police arrested 2 people thursday for allegedly stealing from a local business. police were called to the scene around 05:00pm. investigators identified the suspects as 29 year-old dylan back and 32 year-old hannah frederickson. that was already on parole in fredrickson on felony probation. stolen items were found at their property and both suspects were booked into sonoma county jail. happening right now. police need your help finding this missing woman took a good look at your screen. this is 56 year-old pamela jones. she was last seen on the 300 block of one avenue thursday around 07:00pm wearing a beige beanie white shirt and gray pants. police say jones has mental health issues and is taking medication. anyone who sees her is urged to call san leandro police. happening today. the damage santa cruz wharf is set to reopen it closed late december after powerful waves caused a portion of it to collapse. the u.s. coast guard reviewed engineering assessments and officials say the work is no

safe to reopen. the far end remains closed off. >> think it's probably a good idea. there's a lot of people that depend on those jobson. the tourists love them and it's the worst, a beautiful place. so i hope it opens hope. it's all good. >> several businesses on the wharf also shut down after the collapse but are slated to reopen after a ceremony this morning at 10:00am. a local police are investigating a hate crime after anti-semitic graffiti was discovered near lake merritt stephanie rothman. has the details. >> on the 6th night of hanukkah, vandals hit the area near a menorah sitting at lake merritt. the graffiti read israelis are the new nazis and hamas in the middle of a heart attacking the jewish community on one of their most important holidays is just so disheartening. we have been bombarded by this kind of hateful. >> graffiti for over a year now, really. and we were really hoping to get through this hanukkah season without

so much hate, especially just feet away from the menorah. it was painted over but more graffiti appeared each night. it's alarming. it's frustrating it's scary >> lot of people in the community, jewish leaders say antisemitic attacks like this in oakland happened on the rise since the october 7th massacre in israel. >> and they're asking for help to curb the hate. if there is >> a real statement coming to encourage people to come together and stop this hate. that would be a great start. i think it is just a free for all for vandals right now, there are very few consequences. >> this is not the first time the menorah has been targeted during hanukkah 2023. vandals chopped up the menorah and through the pieces into the lake this year, the was 9 foot menorah group to 15 and the community stood guard to show their support neighbors from all faiths. >> that came together to walk 7 or every single night of hanukkah. so we see the positive of all of this and the positive is is that we

>> happening now, a high surf advisory is in effect through sunday. officials say waves could be as high as 25 feet. those headed to the coast are urged to watch out for sneaker waves which can sweep across the beach without warning and pull people into the water. important warning there. and now as we take a live look outside at 7.13 this morning, a beautiful look at the city of san francisco as folks start to wake up. dave, what are you keeping an eye a low level moisture you can see right there a bit and around the city as well. here's quite hour. checking in nice blue skies as well. so pregnant a start things off on a fairly clear to sunny note.

>> however, there are some scattered clouds, even a lawful, make a pass for us. but here's what you can check it out here in stormtracker for just bit of that low level moisture hanging around a little bit. that's being noted in terms of some dense fog for the central valley. most of our readings right now in the 40's. in fact, up north here, we do have fairfax at 38. but again, most readings are in the 40's. got a chilly 38 up to vacaville there as well. handing it back to the future cast for though, you can notice that throughout the day they'll be some of those scattered about clouds coupled with that's the gray. that's the lower level moisture. again because of all the recent rains that we've had, that just doesn't completely go away. we have some of this into sunday. sure, but a little bit better clearing. get a bump. those temps up just a little bit for tomorrow. then as we go into next week, it's relatively uneventful with all of this. by the way, those winds that's been another part of our forecast recently has been windy events popping here and there not so bad. it looks like over the next 48 hours here. just bit of a typical breezed, more noticeable at the coast. that is true, but

doesn't really penetrate too far there's a nice shot. the golden seen some of that with the colors. ation today, variable clouds cool with upper 50's going on even well inland. but bumping that up to the 60's lower 60's for tomorrow. some better afternoon clearing with that, too. next week we would call this kind of a persistence type forecast as temperatures remain pretty steady. lower 60's, mostly sunny with all of that and mild again, sun and clouds kind of jump in and out throughout the time period. there. and again, we'll be looking for some sun and clouds mixture over the next several days. coming up in a bit. of course, we'll take a look at that longer-range forecast. give you a general idea, but it looks to be pretty dry except again for our local moisture. ok, very good. thanks a lot to about. >> well, security is tight in dc as preparations are underway for plover president jimmy carter's state funeral. the official state funeral happens thursday, january 9th, no tickets or reservations are needed to see carter lie in state. but u.s. officials say there will be security checks. >> in of the community will noticed it increased presence

of police officers throughout the district. i want assure our community that whenever a significant event occurs such as what happened on new year's day, we closely monitor the incident and immediately began engaging with intelligence communities. and we take an additional step to reevaluate our security posture to ensure the safety of our residents, businesses as well as our visitors. >> now, before the funeral of the former president's remains will be taken to the capitol tuesday for lawmakers and members of congress to pay their respects. a more national news. a judge has set january 10th as the day for president-elect donald trump sentencing in his new york hush money case. that's 10 days before trump's second inauguration. the judge says that we know jail time for the president-elect. trump will instead be sentenced to a conditional discharge, which means the case will be closed without jail time probation or a fine. bay area. congressman eric swalwell, who represents

alameda county, played a role in the impeachment of the former president. and we asked the congressman if he's concerned. >> trump talks about his revenge to iran. i'm apparently one of the stops on the tour. you know, that's fine. it's not going to intimidate no, i'm not going to stop fighting for what my constituents care about. i think he loses the american people. if he goes in in his first 100 days and it's just, you know, putting all of his political opponents under investigation, he'll lose the ability to really take on, you know, the issues that he was elected to take >> congressman swalwell says he is planning to put differences aside and work with the president-elect to improve the lives of the american people. newly released video shows the man the fbi says is behind the los vegas cyber truck bombing. matthew livelsberger was capture on camera charging the vehicle. he would eventually explode on new year's day. this just one of several new pieces of evidence, including photos and writings.

investigators located on the suspect's phone indicating his frustration with the military, the army soldier who was on active duty at the time shot himself in the head prior to the blast outside the trump hotel on wednesday, 7 people were injured. the fbi says louisville's burger was struggling with ptsd. new details about the driver involved in the attack in new orleans that killed 14 people and injured dozens. authorities say he had links to isis and planned a much more deadly attack. kimberly chang has the latest. >> the fbi has released photos of the suspected more details about the explosives left around the city. many families are mourning the brother of one of the victim shared that they spent christmas together and the night of the attack was the hardest of his life. >> and now each day on will be the heart is i like living there know what i can't speak to ever again. his brother, 27 year-old martin. tiger bash was showing a friend around bourbon street in new orleans when a speeding truck when

around a barricade and collided with a crowd of new year's revelers. i far that was one of 14 people killed. dozens others were injured. i kept screaming for help and nobody was coming. it was hard to walk down bourbon street today. has you thinking about the victims? the fbi released photos of the driver. 42 year-old shep shootin jabar, an army veteran who was killed in a firefight with police officials said jabbar was inspired by the islamic state militant group. >> investigators said hours before the attack to bar who's from texas posted videos on facebook proclaiming his support for isis and plans for an attack. the plans also included the placement of explosives in the neighborhood. authorities recover 2 improvised devices left in coolers. jabar was a veteran. he joined the army in 2007 and served on active duty and human resources in it. he was deployed to afghanistan in 2009 transfer to the army reserve in 2015 and left in 2020 with the rank of staff sergeant investigators say he

joined isis before last summer. his brother told media this came as a shock. there were no signs he was radicalized us. >> to families, the fbi said they're confident no one else aided in the attack. authorities finished processing the crime scene thursday morning. many businesses reopened by early afternoon. i think people are still trying to process this horrific but there's bunch of us. i think we're coming down here to say we will not be deterred. >> and we believe in the resilience of this city, memorials are planned to honor the victims among them. nicole perez, a single mother to offer kid. okay. love for him. bash played football at princeton university before becoming an investment rate or his brother jack besh said the night of the attack their parents were able to get to the hospital in time and facetime him to say goodbye his eyes were closed and he was on a machine. but >> i know you could hears got

catches heartbeat, beating for a reason. and i believe it was. to me and my family could come to buy. >> and that was kimberly chang reporting for us this morning. the faa says it plans to keep going and are tougher oversight nearly a year after a door panel flew off an alaska airlines flight, but says after a series of crashes and safety hazards involving their passenger planes, it's making improvements and safety culture and training. boeing has been under heavy scrutiny since january 5th last year after the cabin door of an alaskan airlines. excuse me, alaska airlines flight whipped off mid-flight. several other safety incidents followed the most recent happening. less than a week ago in south korea. 179 people were killed when a boeing aircraft had a landing issue slamming into a barrier before bursting into flames. still ahead on the kron, 4 morning news governor gavin newsom taking aim. >> ultra processed foods. the executive order ramping up

you should be checking with him on. so, don't only pray in the dark times, but pray when things are going good. pray to thank him, pray to worship him. >> the top u.s. health official says he wants to see more labels on warning of the link between alcohol and cancer. the u.s. surgeon general says alcohol is the 3rd leading preventable cause of cancer in the u.s. after smoking and obesity, doctors say it's linked to at least 7

types of cancer, including liver and throat cancers. there are about 100,000 alcohol related cancer cases and 20,000 deaths annually. >> way back in the 1950's people didn't realize that cigarette smoking causes cancer. and so what's exciting about say the surgeon general saying, ok, we need to recognize this and broadcast it more. is that that just that awareness can help people, you know, realize that behavior that, you know, may have some benefits. there are certainly some time social benefits to trick cake also have some harm they need to be aware of that. and certainly the more you drink, the more you're at risk, especially for, you know, all sorts of health outcomes, including cancer is one that most people just don't usually think of with alcohol. they think of driving and violence. >> labels on alcohol have not been updated since 1988. right now. they only want about the dangers of drinking while pregnant or before driving it operating machinery. congress would have to act for any changes to be made. >> meantime, governor gavin

newsom an executive order to crack down for processed foods. this could include certain cookies, frozen meals, soft drinks, ice cream in fast food items. the executive order specifically calls on state health officials to offer recommendations on actions the governor could take to limit the harms associated with these foods. it also calls for an investigation into the impacts of food dyes and calls on the state board of education to look into higher standards for healthier school meals. still ahead on the kron 4 morning news, the start of the new congress and house details on the dramatic showdown on the floor. >> and speaker mike johnson >> and speaker mike johnson wins his reelection bid. - i had health insurance before. morning. in the meantime, we continue our coverage just half hour with a look at your local forecast with dave spahr. it. >> well, good morning, stephanie. good morning, everybody. and off to kind of dry week is what it looked like. had relatively uneventful weekend to a compared of all the action. traffic that we've been seeing here with these storm systems and so forth. so turn out the winds here. let's open up the skies a little bit here and keep it dry. looks like is what we're going to do for today. first things first, the live shot that we have a half moon bay. check it out about that. some water color action for you. just some wispy high clouds off to the distance. we do have lower level moisture which to contend with a little bit. it's more apparent in the central valley where it's in the form of some dense fog there you see it on storm tracker. 4 will have throughout the day. just some scattered afternoon clouds thrown in the mix here. most readings are in the 40's, though, this morning. we do see a couple pockets of 30's here and there and some of the valley's fairfax's of 38, for example, saint helene at 37. 38. meanwhile, for vacaville and this afternoon, those highs will be only in the

lower or upper 50's. it's gonna be hard to scratch above 60's. 51 by 11 by one at about 55 again, sun and clouds mixture. but your highs today just shy of 60 will take a longer range tour hene for you coming up in a bit and take a look at that longer range forecast which spoiler alert looks to be dry. stephanie. >> all right, dave, thank you. now to the latest in the antioch police racist text message scandal. the department of justice reaching an agreement with the police department over its investigation into race discrimination. this is connected to a series of racist text messages exchanged between officers that came to light last year. kron 4 sarah stinson has more. >> there are 2 ways the antioch police department is being held accountable. one is criminally, which includes the prosecution of officers involved and the other civilly which involves this agreement between police and the department of justice. i spoke with a civil rights attorney who says there's still a lot more that needs to be done. but it's not like there was a flip ttat was switched and everything's fine. now.

>> by the removal of a few bad apples, venison bomb is a bay area attorney who has handled cases involving police misconduct for decades. his law firm currently represents. 24 plaintiffs suing the antioch police department to them some of the racial discrimination, excessive force, some of this misconduct was spelled out in a series of text messages sent by officers in 2020 2021, those messages came to light last year, including admissions of the program decides that misconduct bike field will kick in. the person said in total, the contra costa county district attorneys office identified 17 officers who are being investigated. the department of justice stepped in and announced an agreement with antioch police friday. it includes apd hiring an expert law enforcement consultant who will update the department's policies and training to ensure that not just nation

within department. >> and also to date hiring procedures to make sure that the time last 2 years that they hiring indeed in the temperament and expertise and experience to come. police a fair and impartial way. and in a way that doesn't discriminate based on race. >> this also requires the police department to review how it collects and analyzes demographic data. there's a lot more to be done. it's a step in the right direction. but >> well, and those 2 components, right? there's a agreement. then there is really. >> the follow through in a news release sent to kron 4, the antioch police department said in part our collaboration with the u.s. doj underscores our dedication to fostering trust transparency and accountability within our police department released early step in helping the public confidence in the police department in any the current mayor of antioch, ron bernal tells kron 4 this agreement reflects their

commitment to addressing unacceptable actions and past failures. i'm sara stinson reporting kron. 4 news. >> and developing this morning, the suspect in a deadly shooting in oakland remains on the loose. it happened overnight on thursday along 12th street near the intersection of 22nd street and another roadway there. we're going to work and get that information for you. the victim was taken to the hospital where they later died. if you have any information, please give police a call. and the controversy surrounding san mateo county sheriff christina corpus continues into the new year. report against the sheriff was released last year followed by calls for her to resign. the corpus is now countering with a complaint against the county claiming discrimination kron four's rob nesbitt reports. >> this 5 page claim filed against the county of san mateo by sheriff christina corpus is lawyer was filed on december 3rd. and if there's a claim that there are some in the county who still believe that law enforcement is a, quote, white man's world. the claim filed against san mateo

county says this is a case of discrimination and harassment against sheriff christina corpus. her attorney brad gage says county leaders do not want either a woman or latinx person as head of their sheriffs department. sheriff corpus tried to just >> the a team player and work with the system. but when she continued to be more wind again and again, she had no choice but to representation calls for the sheriff's resignation started after a scathing 400 page report was done by the county's independent investigator. she was accused of racism, retaliation, homophobia, abuse of power and having a romantic relationship with the assistant. sheriff gage says the allegations were based on an incomplete investigation with poor timing is being treated differently. in connection with first of recall, that never been done before. and that now. is going to end after she's out of office. the amount of the claim against the county is

significant at 10 million dollars. legal analyst steven clark says the government claim is a precursor to a lawsuit and now the county will have to respond to see if the legal process moves forward and this could get very ugly because now sure of corpus, if she does follow lawsuit will have to sit for a deposition. >> and that's something that she has not engaged in with the county up to this point, the san mateo county board of supervisors has placed an amendment on the march ballot asking voters to grant them the power to remove the sheriff from office. sheriff corpus will be speaking with her lawyer about the claim against the county on monday afternoon. >> reporting in the newsroom. i'm rob nesbitt kron. 4 news. >> millbrae massage therapist has been arrested after deputies say he sexually assaulted a woman during a massage officers believe there may be more victims. woman told deputies last month that 47 year-old abortion chang inappropriately touched her at a business on meadow glen avenue and broadway. he was arrested thursday. chen faces

multiple charges including battery involving an unconscious person. authorities say he also worked as a massage therapist in alameda contra costa and san mateo counties. deputies are asking any other victims to please come forward. today marks the start of a new congress in the house checked off its first order of business. electing a speaker. house speaker mike johnson ultimately won over enough republicans. but as kron four's washington correspondent jessi tenure reports. it wasn't looking that way in the beginning. several house members voted against johnson, but all except one change their votes, handing johnson the speaker's gavel again and allowing the house to swear-in lawmakers duly elected speaker of the house of representatives for the 119. >> house speaker mike johnson will keep his job. it is the great honor of my life to serve this body. with all of you. but some fellow republicans wanted to make him work for it. massey. mr.

kentucky congressman tom massie already said he would vote against johnson. >> and other republicans like south carolina congressman ralph norman also nominated others for speaker norman. jordan. but then most changed their tune and voted for johnson. some gop members had concerns about federal government spending and wanted assurances from johnson that he has a plan to tackle it. johnson said he will be transparent about where tax dollars are spent and find better ways to use them. he's an honest broker. >> he shows you his true beliefs face value, michigan congresswoman lisa mcclain supported johnson. >> as did tennessee congressman mark green. this is about the trump agenda. new york congressman nick langworthy said president-elect donald trump's endorsement of johnson should be enough. this is the quarterback he's chosen for the cheap. >> in it is it is time that we come together as expected house democrats stood by their same leader from the previous

a lot. >> a recent rise in mail theft led to an investigation at the post office and now federal investigators say a group of bad actors have influenced the postal service. alicia nieves reports. >> this federal investigation revealing one reason why usps workers are stealing mail and packages is good. old-fashioned greed meets opportunity. but another reason probably more concerning is a criminal organizations are actually tapping into workers trying to get them to infiltrate the u.s. postal service system. in fact, here's a direct quote from the usps inspector general tammy hall. she says, quote, criminal organizations are targeting recruiting and colluding with postal employees to move narcotics to the postal network and to steal checks. both personal and government issued checks, credit cards and other valuables from the mail. now, some of the thefts that have been discovered through this investigation are pretty significant. just 2 weeks ago, federal prosecutors charging 2 postal workers were stealing

more than 1 million dollars in business checks. the 2 workers at postal facilities in virginia and north carolina. another investigation, milwaukee thought a mail clerk who was under surveillance looking into trays for greeting cards that contain gift cards. that clerk move them to another trade during their in place in his backpack now mill clarkson handlers being allowed to carry something like a backpack, personal belongings while working with or sorting mail. that has been major way. the steps are occurring according to investigation. and one last example here in st. louis, a male handle actually stole 55 out of 150 packages out of a truck. the investigation they're finding that other mail handlers were helping each other as lookout, if you would, while stole items were stashed in their jackets and backpacks in that situation in st. louis, 7 workers either resigned or were fired. these examples just showing how widespread the situation is. we're told the number of

afternoon. clearing is expected for tomorrow. most of our readings this morning, we joined you in the 40's and they still are couple little 30's hanging out here and there. fairfax at 38, for example, nap at 39. but back in, jumped up to about 40 and that's all behind were numbers were from this time yesterday by half-a-dozen degrees on balance. we were mostly sunny or mostly clear, rather overnight allowed a bit of that radiational cooling and some fog in spots, particularly in central valley where they have that to fog. so upstream, basically we're on the high pressure sector of things from the tropics, which is helping kind of shield us from the storms that come in off the pacific. it's kind of reminiscent of the drought that we're through years ago where everything kind of bypass us to the north. that's the kind of a game plan we're going to look at mostly 50's for highs today. i'll get more into that coming up in a little later. >> thanks so much, dave. the new year has brought a controversial new plan to crack down on people addicted to drugs in san francisco. it involves a resting up to 100 people every night. trump was

jack moment looked up, looked at the proposal. >> and how's advocates tell me that up to 500 people are using drugs in the tenderloin every night. so making those 100 arrests every night does seem pretty feasible. but those skeptical of the plan say it will not work unless you have enough the talks, but this is to know why do connect in the heart of san francisco's tenderloin off street? and how's provider jj smith starting something new every where around this block down here. >> there's a lot of places that people that's homeless and is they they cannot afford to go in these spots and eat access to affordable food and a place for the unhoused to hang out and get connected to help. jj says this is needed now more than ever in a neighborhood that saw drug use skyrocket during the pandemic and not slow down, not looking for >> snow recovery they are looking for no treatment. >> they just sitting out here i j j estimates up to 500 people are out in the tender loan every night. he shares their stories and cries for

help on his ex account. bailey when fitting all came along, that changed everything. because now you've got people 16, 17, 18. >> young kids having completed high school. they are using he plans to open this new delhi next week. but in the meantime, there's a new plan brewing to combat the rampant drug use on the street might be that a criminal justice intervention is the intervention they need to save their life. >> i trust san francisco to to do this the right way. supervisor matt dorsey is looking to prop 36 which was an act into law by voters in the goal is to force people s. - into detox and rehabilitation. dorsey says the previous laws were not working. what we're enabling in our city is hurting our economy. it's hurting our residents. it's hurting our neighborhoods. friday dorsey sent a letter to law enforcement agencies asking them to see if they could arrest up to 100 drug users every night in the city, specifically of 6th street in

the tenderloin. the proposal is turning heads, though, with incoming supervisor jackie fielder calling the strategy not serious. and the san francisco coalition on homelessness as dorsey's proposal is a copy a project 2025 criminalizing people who are addicted. meantime, dorsey says there is no time to debate and something must be done. do we have the ability to accommodate 100 people in detox in drug treatment? and if we don't. this is not going to be a problem that's going away anytime soon. jj smith says he supports dorsey's plan. only if there are enough detox beds for people to go to if not, he worries that overdoses will rise get no better right now politicians sitting around speaking on what they going to do, what they going to do. but they haven't implemented things. things that they did implement is not working. the san francisco aids foundation is another group that is against this proposal, calling it, quote, counterproductive. >> again, this proposal is just in the very beginning stages. supervisors will

fund me from l jones. they say he was hit by a car last month. the crash destroyed his wheelchair. police say the incident happened december 20th. no arrests made yet. in petaluma. police arrested 2 people thursday for allegedly stealing from a local business. police were called to the scene around 05:00pm. investigators identified the suspects as 29 year-old dylan back and 32 year-old hannah frederickson. that was already on parole and frederickson on felony probation. stolen items were found at their property. both were booked into the sonoma county jail. happening now, police need your help finding this woman. this is 56 year-old pamela jones. she was last seen on the 300 block of one avenue thursday around 07:00pm wearing a beige beanie white shirt and gray pants. police say jones as mental health issues and is taking medication. anyone who sees her is urged to call san leandro police. happening today. the damage senate whose work is set to reopen closld late december after powerful waves caused a portion of it

be their closer house, but one of the parks in our system in contra costa alameda counties, such a great opportunity to get out and see other parks be on the ones you visit on regular basis. yes, and this is a program that's really catered for people of all ages of all abilities. yeah, absolutely. so that's one of the big parts of our program that we do is. >> making sure that anybody can kind of do it. so we have easy hikes, modern hikes and challenging hikes actually hike search or tracks. >> we call the trails that are available. kind remind folks with mobility limitations are a handful of those as well. so we want to make sure everybody has an opportunity to get in to make how did people figure out which trails might be better suited for them? what's great? actually, we have a guide book produced every year. grace's are good guidebook that it's available. all of our visitor centers, temperature kind of go pick it up to the visitor center and get this book. it's also available online. it has all 20 trails for the year. i wonder ful easy moderate. so they did look through the grid, forgot the hike they want go to the page with a hike and they can plan their day planned their outing accordingly. very cool. and what would you say are some highlights of the challenges

this there's a hike on every couple years. we put something on that goes with this peak former peek out and the the oakland hills are actually berkeley its municipal views of the of the east bay. so you're away from the bay area tours just go away to my tablet. and so we like news. that's definitely a top one that anybody should do any time. but definitely as part of the challenges here. okay. so is the challenge to complete all 20 trails. is that what it is now to make it more accessible for everybody? basically 5 trails were 26.2 miles is what's needed to complete the program. but we do have some categories for this year that we've started to really promote or at least capture the folks that are nature lovers and go out to all 20 every year. we have lot of those folks. and so we have a a new trail masters club, all 20 clubs along with a patch that folks can get this year. okay. for those folks to do all 20 every year or just this year safe, complete all 20, they get a special patch. are there any other fun prizes? actually, we've sent a lot of things this year to help get folks into nature. so we have a actually all trails one of our sponsors for this

past. so it's kind of coming back. so it's kind of neat to see rebirth. that was a little bit are probably in the spring right now. it's the weather and got into it. you know, it's that some of these trails in the wintertime are a little tough. so we want to take to the the moderate use the trails. but that's a beautiful, serene there as well as around valley. it's a little farther out and the brentwood area, but it's one of the best, you know, hidden gems, i guess you say for a lot of folks who go into this valley and it's just like going back in time with that person oak savannas and a great time to get away obviously very quiet. yeah, very serene. it's so great to just know that there's so many hidden gems and opportunities for people just get outdoors and enjoy time with other themselves or their family in just in nature. it's a wonderful thing. >> what trails would you say are perhaps worse appropriate for seniors and people with limited mobility sure. we have martin luther king regional park has a nice shoreline. >> walk great for watching. birds are just seeing the as a great opportunity for folks. we have won a point panel as

well. that's kind of a relatively on pavement and relevant, relatively so those are 2 great opportunities. but really it's about, you know, getting the book, opening it up and and seeing what you feel like and what is in your your mood for that for that weekend? that day? yeah. and then how about the trails for folks who are a little bit more advanced? they can handle something that maybe is a few hours long. little steeper. >> that's a no one has definitely one for on the challenging i think rather long over about 8 miles south of those things. it's worth it. his little drive to get out there, too. but that's actually one of our great, you hikes as part of this challenge. okay. fantastic. and again, working folks pick up that guy book. yeah, we have a guide book here available all of our visitor centers, east bay regional parks. we also a part of the program, a free clearly here we have this t-shirt, which great for folks to be able have. we have folks that collected, you know, many, many tears years and have them all year after year after year. i don't know. we would love to get tough to the

public and she was anybody out there that has a, you know, a church 20 years ago or so. yeah, i'm sure that kind of wear out were 20 years it's so if anybody out there much all the different t-shirts from over the years because the program has been around since the 70's. so well 1993, nighttime, but it's 32 years is how long the program has been in the one thing we actually do every year for people to complete the program anybody regardless, if you complete the program with that 5, 5 trails are or 26.2 miles, you get a commemorative penn every and so we have folks like to have a lot of those pens as well. and we a pop up on social media all the people showing off their pins are very much collector's item. we got to earn them, but their people are very proud of those pens. and i would be too, for doing the challenge that many years. absolutely. so if anybody has all the pins are all the teachers reach out to dave? they love to showcase that. volunteer ing opportunities or whether ways people can plug into thcs program not volunteer for this program. we we luckily staff really takes it. >> takes time cultivate those

20 trails each year. campsite foot selected, i guess, is a better for selected trails. basically that eye. >> post go out with staff go out and really takes, you know, hikes the hikes, make sure they all work, make sure there and we have information correct in the guide so that volunteering for this program in particular, they can volunteer by helping us out sending pictures online having a trails challenge be our pd when they post their photos really value, they can help us get the word out, bring their friends with them when they do a hike or or bike ride pressure course back right. and how to people sign up because i'm sure people would love to get a hold of the t-shirt and a guidebook to wish it was. actually it's pretty open programs. we do actually don't have a sign up or say, okay, it's really about, you know, getting the material going out and do it. and then when you complete it, that's when the other shoe you turn in your information and get your pen and sign up or, you know, when you put that collier, self a trail master, whatever it is, it's through that process of completing the program. and then, of course, we just we put information out there throughout the year to everybody. we want everybody to participate in the program. that's really what it's about getting folks to get out in nature, connect nature,

obesity, doctors say it's linked to at least 7 types of cancer, including liver and throat cancers. there are about 100,000 alcohol related cancer cases and 20,000 deaths and >> way back in the 1950's people didn't realize that cigarette smoking has cancer. and so what's exciting about say the surgeon general saying, ok, we need to recognize this and broadcast it more. is that that just that awareness can help people, you know, realize that a behavior that, you know, may have some benefits. there are certainly some time social benefits to trick cake also has some farm and they need to be aware of that. and certainly the more you drink, the more you're at risk, especially for, you know, all sorts of health outcomes, including cancer is one that most people just don't usually think of with alcohol. they think of driving and violence. >> labels on alcohol have not been updated since 1988. right now they warn about the dangers of drinking while pregnant or before driving and operating machinery. congress would have to act for any

johnson officially elected speaker of the house after a razor-thin vote marking the start of republican control in washington. good morning. welcome back to the kron. 4 morning news. i'm stephanie lin. we start off this half hour with a look at your forecast with dave spahr day. a good morning, stephanie. good morning, everybody. not about weekend in store for you. after all of weather traffic we have last couple of weeks and wins and we had heavy rains and all that kind of business. but we have the low level moisture still with us. >> the moisture level in the mid layers of the atmosphere is actually drying out. so with sunshine out today tomorrow that will help kind of work on that a little bit kind of opening up our skies a bit. sfo. you can see the fog bank behind us behind the hills a little bit in some blue skies. turn up your on through there a bit little bit better. looking, though, at half moon bay. and that's pretty much what you can expect throughout the day and throughout different portions of the day, depending on where you are. you'll see the mixed bag of sun and clouds just about all this afternoon. now with the conditions of being mostly clear at night, temperatures been able to fall

nicely mostly in the 40's. but we did see a couple early earlier morning. we did see some 30's at work. we still see in the fairfax at 38, for saint helene up, 38 to but basically this afternoon, high temperatures getting up there into the 50's it looks like and that's about as the highs are going to be tomorrow. we'll do a little better than that. but it looks like a pretty much nice persistence. winter type forecast without all the nasty stuff. heavy rains and winds and all that business. we'll have more on your forecast. long range coming up in a bit. stephanie. >> all right, dave, thank you know, in the latest in the antioch police text message scandal, the department of justice reached an agreement with the police department over its investigation. kron four's sara stinson reports. >> there are 2 ways the antioch police department is being held accountable. one is criminally, which includes the prosecution of officers involved and the other civilly which involves this agreement between police and the department of justice. i spoke with a civil rights attorney who says there's still a lot more that needs to be done.

but it's not like there was a flip that was switched and everything's fine. now. >> by the removal of a few bad apples, venison bomb is a bay area attorney who has handled cases involving police misconduct for decades. his law firm currently represents. 24 plaintiffs suing the antioch police department to them some of the racial discrimination, excessive force, some of this misconduct was spelled out in a series of text messages sent by officers in 2020 2021, those messages came to light last year, including admissions of the program decides that misconduct bike field will kick in. the person said in total, the contra costa county district attorneys office identified 17 officers who are being investigated. the department of justice stepped in and announced an agreement with antioch police friday. it includes apd hiring an expert law enforcement consultant who will update the department's policies and training to

ensure that not just nation within department. >> and also to date hiring procedures to m ke sure that the type officers that they hiring indeed in the temperament and expertise and experience to come. police a fair and impartial way. and in a way that doesn't discriminate based on race. >> this also requires the police department to review how it collects and analyzes demographic data. there's a lot more to be done. it's a step in the right direction. but >> well, and those 2 components, right? there's a agreement. then there is really. >> the follow through on in a news release sent to kron 4, the antioch police department said in part our collaboration with the u.s. doj underscores our dedication to fostering trust transparency and accountability within our police department release early step inshelping the public confidence in the police department in any the current mayor of antioch, ron

bernal tells kron 4 this agreement reflects their commitment to addressing unacceptable actions and past failures of sara stinson reporting kron. 4 news. >> developing this morning, the suspect in a deadly shooting in oakland remains on the loose. it happened overnight on thursday along 12th avenue near the intersection of 22nd street. the victim was taken to the hospital where they later died. if you have any information, please give police a call. and the controversy surrounding san mateo county sheriff christina corpus is continuing into the new year. a report against the sheriff was released last year followed by calls for her to resign. the corpus is now countering with a complaint against the county claiming discrimination kron four's rob nesbitt reports. >> this 5 page claim filed against the county of san mateo by sheriff christina corpus is lawyer was filed on december 3rd. and if there's a claim that there are some in the county who still believe that law enforcement is a, quote, white man's world. the claim filed against san mateo county says this is a case of

discrimination and harassment against sheriff christina corpus. her attorney brad gage says county leaders do not want either a woman or latinx person as head of their sheriffs department. sheriff corpus tried to just >> the a team player and work with the system. but when she continued to be more wind again and again, she had no choice but to representation calls for the sheriff's resignation started after a scathing 400 page report was done by the county's independent investigator. she was accused of racism, retaliation, homophobia, abuse of power and having a romantic relationship with the assistant. sheriff gage says the allegations were based on an incomplete investigation with poor timing is being treated differently. in connection with. >> first of recall, that never been done before. and that now. is going to end after she's out of office. the amount of the claim against the county is significant at

10 million dollars. legal analyst steven clark says the government claim is a precursor to a lawsuit. >> and now the county will have to respond to see if the legal process moves forward and this could get very ugly because now share of corpus, if she does follow lawsuit will have to sit for a deposition. >> and that's something that she has not engaged in with the county up to this point, the san mateo county board of supervisors has placed an amendment on the march ballot asking voters to grant them the power to remove the sheriff from office. sheriff corpus will be speaking with her lawyer about the claim against the county on monday afternoon. >> reporting in the newsroom. i'm rob nesbitt kron. 4 news. >> police arrested the millbrae massage therapist after deputies say he sexually assaulted a woman during a massage. they say there may be more victims. 47 year-old bush chen is accused of inappropriately touching a woman at a business on meadow glen avenue and broadway police arrested him thursday. chen faces multiple charges including battery involving an

unconscious person. authorities say he also worked as a massage therapist in alameda contra costa and san mateo counties. deputies are asking any other victims to please come forward. today marks the start of the new congress and the house checked off its first order of business electing a speaker. house speaker mike johnson ultimately won over enough republicans. but as kron four's washington correspondent justin tenure reports it wasn't looking that way in the beginning. several house members voted against johnson, but all except one change their votes, handing johnson the speaker's gavel again and allowing the house to swear-in lawmakers duly elected speaker of the house of representatives for the 119. >> house speaker mike johnson will keep his job. it is the great honor of my life to serve this body. with all of you. but some fellow republicans wanted to make him work for it. massey. mr. kentucky congressman tom massie already said he would

vote against johnson. >> and other republicans like south carolina congressman ralph norman also nominated others for speaker norman. jordan. but then most changed their tune and voted for johnson. some gop members had concerns about federal government spending and wanted assurances from johnson that he has a plan to tackle it. johnson said he will be transparent about where tax dollars are spent and find better ways to use them. he's an honest broker. >> he shows you his true beliefs face value, michigan congresswoman lisa mcclain supported johnson. >> as did tennessee congressman mark green. this is about the trump agenda. new york congressman nick langworthy said president-elect donald trump's endorsement of johnson should be enough. this is the quarterback he's chosen for the cheap. >> in it is it is time that we come together as expected house democrats stood by their same leader from the previous congress. house democrats are united.

beautiful view out there as they cross that bridge yeah, good morning, stephanie. good morning, everybody. and still some cloud cover and some fog lingering a touch here. we have a level of the moisture are to get rid of. we'll get some better mixing today. there's quite tower and you can see the sun. >> appearing on through sierra forecast keeps a dry too, again. sun and clouds mixture, chilly on the temps, but it is january and this is living up to that 30's and 40's expected stormtracker here again, what's left over again. notice that low level moisture. we still have no little to what were apparent in the central valley where they have some of that fog in place. kind of dense fog, too. and high pressures can provide a little bit of a lit. it's hard to mix that out during the day. we're gonna get some better consolation, though, variable clouds today, upper 50's tomorrow. we bump that to the lower 60's again with some better clearing and next week, sun and clouds mixture, persistence, type forecast, lower 60's. so today, here's the effort tonight. we do see some scattered clouds kind picking up a little bit. but oh, how nice the inning in the afternoon. so sunday afternoon should be mostly sunny on

balance across the region. uneventful for the winds us like we like to they'll be their typical out of the northwest pattern here. but they energy driving these winds to storm system action that stays up north. and it looks like in the long range forecast pattern which will see here kind of reminiscent of the drought and the words were waiting for the systems to drop south. but this high blocks and we don't get it will now we can use it. so it's great and you can see all of that traffic going up and around us leaving us high and dry. also too mild for those temperatures to check it out. and the regional forecast here upper 50's work for san francisco as will see along the coast and bayside too hard to scratch in the 60's. however, for the day, at least 58 for palo alto in the south bay, we get 61, san jose, santa clara also about 61 back to the upper 50's for the east bay shoreline and tri valley. looks like 58 the creek to about a 6 to 56, rather for vallejo. 59 for napa and 58 for santa rosa. get back to some lower 60's for the week

the time to start looking at that calendar. yosemite, of course, is the go-to for the bay area. its proximity makes it easier to pull off those spur of the moment trips that i also love. but, you know, a spot like maybe say grand canyon national park where there are more travel, logistics involved. now's the time to start thinking about what your options are. you know, can you sneak off in june or can you wait it out until a stretch in september on a weekday as opposed to those july and august times when the park tends to be its busiest and the okay. now when you are a first-time visitor, also some good some good way to get a lay of the land or really, you know, feel comfortable. there is to start off that first day with a quality tour operator buckwild hummer tours offers a great overview of the park. they do it in former military humvees and there's a little fun there. while the stocks are going to focus on some of the more popular locations, guys are also quick to point out those lesser-known spots where

you should be headed when the tour is over. and if they're not, don't hesitate to ask, that's something that is absolutely okay to be bugging them about now being in shorts every day isn't a vacation requirement. consider alaska. it's a favorite of mine. cruising is the most popular way to travel here. this video was shot during a sailing. yeah. look at that. during national geographic glenn, bad men but expeditions now with just 50 cabins. this is a smaller ship venture. but time and flexibility are built into itineraries to you can roll with those moments like these when lot bears. when you spot move. humpback whales, eagles, anything you're going to see. great, great things. now, if you're not a cruise person, don't cross the state off of your list. john hall's alaska offers small group road trips. the take care of all of those logistics from attraction, entry fees to hotel check ins. so you just focus in on enjoying the adventure. and i

always remind folks aurora's aurora season begins on august. 21st alaska does not have to be covered in snow to see the northern line. this is gorgeous. you've got these pictures. these are on a their a different kind of like, let's head off to sydney, australia, our summer, their winter. when i say winter, think high temperatures in the low to mid 60's soa climate we're very familiar with in the bay area. it's also the only time of year can catch vivid sydney, famous landmarks like the upper house. they shine even brighter than normal. there's displays to see throughout the city. gorgeous. light festival starts. typically the end may runs through mid june, but it's not unheard of for a lot of the street light attractions to stay live longer. so we're just big incentive to go. if you just want to be warm, i understand it. i feel let's talk about the turkish riviera. it's been a favorite with europeans for

many years. american visitors really just now starting to catch on the white wash town of is an under the radar beauty. it kind of stretched down stretch down hillsides rate into the aegean sea. it's a resort town so you can relax on a beach. one day you can tour archaeological site to the next lots of options here, is also close enough to the asian city of at the sus, which means you can kind of visit that unesco world heritage site in a day trip. yeah, lots of options here. and if you're a the culinary scene, it's fantastic. i'm a big fan of culinary classes when you're on vacation, they provide kind of effect a avenue to learn about the culture and eat really food have a culinary park offers hand on hands-on classes for every skill level. so you'll just go through so many delicious. is here. breakfast is a wonderful thing in this part of the world as well. so

lots of different possibilities here. they're all very, very different, very unique. but hopefully just a little bit of a spark to thinking about it. yeah, summers closer than you realize, even though you know, not thinking about and how you're not saying it's cold out it'll be here before you know it when it comes to flight deals and us traveled is in general for summer vacations. you would be thinking about that now might be looking are absolutely i'd i'd be looking you know, travel is one of those things you never know when something is going to on sale. you never know when an airline is going to introduce a new flight. so i'm not anti spur of the moment. i just like i want to make that clear. but if it's a place where like a national park, the grand canyon national park, if you can plan those kind of offseason dates. you may pay a little bit more, but you'll be a lot happier when you're there. does that make yes, yes. and so when it comes to say looking for good deals for like flights. are there specific resources that you recommend for people to

start looking into now? there's a lot of online booking agencies that can kind of help travel zoo is one that has been around for year. >> they do their top 20 once a week. it's a good idea to keep an eye on that. going is another service that will send out alerts if you give them your e-mail. hey, this destination is on sale this week. if you're thinking about going, now's the time to book, though. that type of thing is definitely out there. keep an eye on social media. social media is a great way to find out stuff like these. the only the only caveat i threw out there is. and i'm gonna go back to those national parks. you 70, for example, when you're booking lodging in the park, that lodging opens for booking 366 days prior. it's hard to come by. it's hard to get. so if you're waiting for the last minute, your you're hoping somebody booked and then canceled. so it really depends on where you're going. that's why i say start looking now at even if you're not ready to book this week, get
