thanks for being with us today on kron. 4 news at 4. i'm grant lotus and i'm vicki liviakis. the city of oakland has a new mayor. >> it's 3rd in less than a month. councilmember kevin jenkins, who was first elected to the council 2 years ago was selected as council president this morning. and as such, he becomes oakland's interim mayor until a special election is held on april. 15th jenkins takes the roles and the reins from nikki fortunato bas who was just elected to the alameda county board of supervisors. a bass had been interim mayor december 17th following the recall of mayor sheng thao. now jenkins says the city has some serious challenges ahead, but he's confident that if lawmakers worked together, oakland can get back on track. >> former oakland congresswoman barbara lee has

filed paperwork to run for oakland. mayor lee was first elected to congress in 1998. she lost a bid for the u.s. senate seat once held by dianne feinstein recently, lee still has not officially announced. she will, in fact, run. >> well, today, the council also welcomed its newly elected council member and kron four's terisa stasio has that story for us. it's not even so much honor that i feel but gratitude that zac unger, the new oakland city councilmember for district opposition narrative that we sometimes create tech versus blue collar, this neighborhood versus that one newcomers versus long timers. that does nothing but hold us back. >> this is an all-hands-on-deck moment for oakland. then we rise and fall on the strength of our ability to work together. >> on girl along with ken houston and rowena brown won seats in november. and i know that we have some really tough times ahead. >> both locally and at the national level. and yet my heart is overjoyed for the opportunity to work alongside all of you really help up with

supporting and responding to your constituents. councilmember nikki fortunato bas won a seat on the alameda county board of supervisors in november, the new council voted to put in rebecca kaplan on a temporary basis until a special election in april, kaplan chose not to run for re-election of are at-large seat but said that she still wanted to give back to the east bay city. thank you very much for inviting me to join you back for these next few months as we work to undertake. >> incredibly important projects and actions for the city of oakland and including making sure we are bringing in the extra money. and as supervisor bast noted, we did get confirmation of some additional millions. we will be bringing back. thanks to our success, bringing in advance and revenue through the oakland arena in coliseum and the newsroom. theresa kron, 4 news, oakland firefighters are speaking out against the temporary closure of fire stations. >> kron charles clifford is in oakland with details.

>> as of today, january 6, 2, fire stations in oakland, including fire station. 25 right behind me here are shut down. the firefighters who work here are expressing their frustration saying that the closures endanger public safety monday morning, oakland firefighters gathered on the steps of city hall to demand that the city reopened. the recently closed fire stations show that the city's budget prioritizes the lives of citizens of this great city. oakland is facing a budget deficit of around 129 million dollars. the city was counting on the sale of the oakland coliseum site to fill that budget gap. >> but the deal has yet to go through as a result. the city is making significant cuts to services the police department and fire department are by far oakland's largest expenses and in an effort to save money, fire stations. 25 28 will be temporarily closed station 10, which is already shut down, will remain shuttered. the fire department worries that the closures, but the people who live near those stations at risk.

>> you will not have a fire engine doorstep in 4 minutes like you would have just yesterday. you will not quickly have firefighter paramedics to help you or your family and what could have been a small blaze. for a small fire near your house will become a conflagration leading tragedy its wake. >> the firefighters are also calling on the city and alameda county to quickly complete the sale of the coliseum site and restore services. >> and the moment the ink dries on the coliseum sale team immediately stop these dangerous and reckless closures that threaten all of oakland fire stations. 25 28 were chosen to be temporarily closed. >> because they tend to be less busy during the winter and spring months station. 21 about 4 miles away will handle the bulk of their calls for service. 25 28 could reopen later this year. but if oakland is still facing budget problems, the city has said that other stations may need to be closed. now, the firefighters who work at stations. 25 28 have been

temporarily reassigned. but for now in oakland, charles clifford kron, 4 news. >> new at 4 police antioch are investigating a deadly shooting. it was on rockford drive just after 10, 15 this morning. police found a man with multiple gunshot wounds. he was taken to the hospital where he died. police are still investigating what led to the shooting. it comes as a change in police leadership. there is imminent. this week the city managers expected to appoint a new acting chief of police and kron four's philippe djegal reports. >> on tuesday, interim antioch police chief brian addington is expected to re retire and city manager bessie scott plans on announcing a new acting police chief and until a permanent leader is named the new acting chief will see the agency through the early stages of an agreement. the city and police department reached last week with the u.s. department of justice resulting a race discrimination investigation launched by the doj back in

2022. different. very important milestone that will that has been reached here during the course of the investigation. nearly half of any police officers were put on leave while the feds looked into racist text messages exchanged by officers which led to a larger corruption scandal and resulted in convictions. civil rights attorney john burris represents at least 26 plants in civil cases against the police department. some of whom have had charges reduced in court from fallout from the scandal. we're real concerned about back and forth enough for the green that. >> although we like it in principle, the truck got tell what we're trying to get done as well. but i do have concerns about her famously represented plaintiffs in the oakland raiders case which led to federal oversight over the oakland police department. >> but burris says that will not be the case for any act not going to be a federal monitor. the problem is this case not in case was not in court. >> and because not in court is

there. officials say you could see strong rip currents. >> and breaking waves as high as 20 feet. a reminder to never turn your back to the ocean and always keep your pet on a leash. when nearby. with that, we're heading on over meteorologist kyla from island. >> i it is a hazard statement to the national weather service put out and they did just extended now. so was originally going until tomorrow afternoon at 04:00pm now send until 09:00pm. and the reason for that is that we've got this west-northwest swell that's coming in. >> and that produces big breaking waves up to potentially 20 feet. but it also means that we get a very high risk of those sneaker waves that can just come up and knock you right off your feet. so you can avoid the coast. that would probably be the best bet, right? as this. well starts to move right now. waves are too bad. you can see, though, as we look to the north of us, even those 7 feet here, we see the brighter colors. that is the higher waves that are kind of coming our way. so you just want to make sure you're aware of this. and if you are headed that way, you definitely want to make sure you not ever turn

with qatar, clockwise circulation, high pressure with clockwise circulation. those 2 are going to come together as this inside slider happens. meaning low pressure slides the inside of california that produces offshore wind normally when we have fire season, this is what we get into trouble. now. you can see what's happening in southern california. they haven't had the rain that we have had to. they have dry brush that is still out there. and there may be under a red-flag warning starting tomorrow, as you can see, all the way from santa barbara, right on down to san diego. not the case here. we are going to have wind advisories but we are not under red flag warning because we don't have those dry fuels available. having said that, we are going to see this wind going to start rolling tonight in the overnight hours. so our wind advisory kicks in at 07:00pm. we could see gusts upwards of 50 45 miles per hour or so. take a look at this. this is futurecast for our winds. you can see it start to roll in tonight. that's about 11 o'clock tonight. and then notice tomorrow, all throughout the day. very gusty, very defined offshore wind that starts to roll here and it keeps going right into

>> sanjay, a county sheriff's office is warning people about a scam. the targets, the hispanic community deputies say that scammers are calling people and offering to register their children through the amber alert system. but it's just a way to get confidential information and even meet with the residents at their home. authorities say this is clearly not how the amber alert system works and they're asking residents not to pick up any calls from unknown are possible scam numbers. the sheriff's office says if you have been contacted to call the sheriff's office, the city of berkeley is offering free classes this year. so you can be ready for the moment. disaster strikes and know what to do after these include

these didn't end up taking much. this makes 5 burglaries over the last 2 weekends in oakland kron 4 asked opd for comment on the spike in burglaries but did not hear back reporting in oakland jacked moment. kron 4 news. >> man and a woman are being accused of selling and supplying drugs and guns across several bay area. cities. you're looking at a picture of illegal firearms and drugs collected from the man's home in stockton during the investigation. police say that the man would sell fentanyl in san jose and san francisco. police also found out that he was not allowed to have guns but his girlfriend would illegally buy them for him. 3 boys are arrested in connection to multiple car burglaries in fairfield, police were called to a hotel on business center, drive 2 in the morning soon after they detained a 14, 15 16 year-old multiple victims down arrive to identify the suspects. the stolen property and the suspect's car, the stolen property connects them to at least 5 burglaries in that area. the santa rosa police

department is considering using drone says part of a first responder program to help. >> fight crime and help during natural disasters. the drones have cameras and thermal sensors that can access flooded areas are collapsed. buildings before human first responders could arrive. police say this would be less expensive than using a helicopter or some kind of other vehicle. a community meeting to discuss the drones is scheduled for january 22nd. richmond police are warning people following an uptick in robberies. police say there have been 30 street robberies in richmond since december. 1st and they're warning folks to it. just be more alert when outside they say be vigilant when getting in or out of a car. keep valuables out of sight. they want people to travel in groups if they don't feel safe, especially if you see anything suspicious. colin report. >> the massive winter storm blanketing much of the u.s. is

only getting more intense snowfall in some areas is already setting records. the midwest is the hardest hit. kansas city reporting more than 11 inches there. the most in more than 30 years and some areas of northern kansas got 18 inches. winter storm warnings are now in effect from the ohio valley to the mid-atlantic and with temps plunging in the coming days. all of course, to do this polar vortex officials are trying to clear the roads and get the lights back on as soon as possible. >> we're very aggressive with our snow removal operation here. but take us a few days probably to fully clear and clean the entire city everywhere. >> so this for taxes pulling extremely cold air down from the north pole were, of course, it's very cold. it's expected to bring temperatures down about 12 to 25 degrees colder than normal. raising fears of frostbite and hypothermia. but in many areas, folks are out about spending time with neighbors and trying to enjoy the winter weather out there before ices

over. but first, chief meteorologist lawrence karnow is here more. >> yeah. really looking all that cold air. but then you get those ice storm that, of course. >> start the ice up. a lot of the trees and the power lines they snap. you get power outages and then it becomes dangerous when you don't have power to keep yourself warm out there with these frigid temperatures. but this first part of the storm system beginning to roll through. you see making its way across the upper midwest and boise, all the ice showing up in the pink there sliding on through toward the eastern seaboard. that's kind of where we sit now. this storm system still not done and they're going to watch more heavy snow. some people more than a foot foot and a half of snow already on the ground. and it's not going to be melting any time too soon. that cold air staying in place. that means that snow is going to stick around and we've got several more impulses of cold air that are likely to drop in and bring some more wild weather to much of the country as we head toward the end of the month. here's a look at the time the current temperatures around the country right now. you've got 5 degrees in fargo. you're at 12 degrees in minneapolis.

>> this comes as the u.s. health and human services department says it is going to grant about 300 million dollars to help monitor what's happening weth the bird flu around the country. about 183 million of that funding will be given to regional state and local preparedness efforts. the cdc will be given about 111 million dollars for enhanced federal monitoring of the h 5 n one virus. 61 human cases have been reported in the u.s. since april. mostly on dairy farms where the virus infected cattle. the first severe case in a human was reported in december. >> a francisco native has been named the new archbishop of washington, d.c., cardinal robert mcelroy, who is the current bishop of san diego. he's known as a progressive in the catholic church and his diocese of san diego includes california's border with mexico. the pope's move to put mcilroy at the top post in washington comes just weeks

>> governor newsom is beginning the year with a preview of his proposed state budget cuts forced capitol correspondent eytan wallace gives us a look. balanced budget deficits. governor gavin newsom saying that right off the top as he spoke about his proposed preliminary 322.2 billion dollar spending plan for the next fiscal year. opportunity for all sons of original goal was to deliver a combined budget and state of the state presentation this thursday. but those plans were scrapped. >> after he announced he'll be in our nation's capitol that day to attend the funeral for the late president. jimmy carter. that's why newsom

instead decided to give what he calls a budget preview here at cal state university. stanislaus. we're all taxpayers. we all want to make sure money is being well invested, not wasted. he says that's why he's proposed. preliminary budget includes more than 118 billion dollars for public school education from transitional kindergarten to community college that he says comes out to nearly $25,000 per student. these are unprecedented investments in before and after school homelessness. the governor did not say exactly how much his budget will allocate to address the issue, but he did say revenues raised from prop one, the 6 plus billion dollar bond measure passed by voters last spring will help those experiencing homelessness. get access to treatment, beds and supportive housing. what these encampments cleaned up. it's 750 million dollars in common resolution grants. that's not out of sight out of mind. that's not just that's about a resolution. public safety newsom says he'll build on the 1.6 billion dollars he's already spent including grants to dozens of law enforcement

agencies across the state to take on retail theft and overall crime. i'm not naive about where crime is in the state, including this part of the state. newsome also plans to include a 750 million dollar tax credit for tv and film production in the state. he says he's able to make his spending proposals this year with no proposed cuts because state tax revenues are coming in higher than expected. still the non-partisan legislative analyst's office last month released this report projecting the state faces a 2 billion dollar deficit in the coming year in 20 to 30 billion dollar deficit in future years through 2029. should that projection be true? i asked newsom the following. can you guarantee that this budget will not increase taxes. well, as a fight hard against that, as you know, have been against. >> many of these proposals over the course many last number years, know that there be no need. the bottom could completely fall. trump can impose 60% tariffs against china kidspost across the board 20% or have seek a move to move, deport millions and millions of undocumented

wildfires, especially thanks to a lack of rain in that area. >> lawrence is here now with a look at conditions. stuff. go down there. yeah, you know, downtown los angeles, they've had to hundreds of an inch of rain since october. they've been dry throughout the summer and then you haven't had any rain as we moved into fall and winter. and so now we're set up. you get these events going at these wind events kicking in and it gets dangerous in southern california. red flag warnings are up across the greater los angeles, greater basin. there's we're going to very gusty winds across some of the peace. they're running right over the tops of the mountains there. low humidity, too, that you can see in santa clarita. the humidity already beginning to drop down to 29%, but probably going to go down into the teens overnight tonight and tomorrow. so, yeah, we've got fire weather warning in effect there got to be extra careful in that part of the state anything could spark a fire and that fire could get out of control in a hurry here in the bay area. we're going to see some gusty winds right now. we've seen some patchy, dense fog around the bay area and some mid to high level clouds up above. been a cool day outside around

much of the bay area. 53 and foggy in pacifica. 55 in san francisco. 62 a mild in san jose. that is one of the warmer spots. otherwise lot of cloud cover outside today, keeping those temperatures down. but things are about to change. we've got an area of low preesure that's just beginning to drop let's move south of the great basin as it does behind that high pressure starts to build in on the backside. all of a sudden you start to generate those big time. winds are going to see those winds really kind of wrapping up right now. not bad. just kind of mixed bag. but overnight tonight they're going to begin to change. so expecting some gusty winds across the bay area, especially over the mountain peaks. but see all these these areas shaded in a brown here that's under a high wind advisory as we head toward a tonight and tomorrow as well. some very gusty winds, maybe some 50 and 60 mile an hour gusts locally to. here's the forecast for some of those winds are going to be moving offshore tonight into early tomorrow morning. you see those colors beginning to fill in. well, i really gusty across on the mountains, maybe some 40, 50 mile. plus gusts

as you make your way into the north even along the coastal range of some very gusty winds there as well. that's going to continue. and we're going to see more impulses like this in the coming days. so we've got kind of the pattern set up for the eastern half the country. they're going to be the deep freeze. we're going to see high pressure. then these impulses of these gusty winds. i think in the coming days here. so yeah, temperatures going to be nicer. talk about numbers near 70 degrees. i think and the next couple of days we are going to deal with some blustery conditions here. of course, no high fire danger for us. we've had quite a bit of wind if different stories starting in southern california. all right. thank you, lawrence. you know, it's starting to have or more issues, at least anecdotally. the latest issue with the driverless cars affected a guy who almost missed his flight because as waymo. >> wouldn't stop circling a parking lot going around that are out then around. he wanted to get off. sure. nancy loo reports. >> in at least 2 markets, residents who live near waymo depots have complained about cars honking incessantly at each other when parking for

million rides a month in california. well, now both uber and lyft are developing robotaxi partnerships to offer driverless rides in the future and get a cut from those fares. the uber option will first debut in austin and atlanta after unveiling its own futuristic line. tesla's expected to join the robotaxi market in the next few years and under testing right now in san francisco, an amazon offering called zoox a more spacious ride-hail vehicle with no steering wheel or controls. the company aims to begin offering service later this year. well, more driverless vehicles are on the roadways now. no one expects a fully autonomous rideshare future anytime soon. waymo tells news nation that the looping issue experienced in arizona that has already been fixed with a software update. >> and that rider was only delayed. >> by about 5 minutes. back to you.
