>> a top story at 6.30, governor newsom is beginning the year with a preview of his proposed state budget. >> our capitol correspondent eytan wallace has a look at the governor's spending priorities and shares why republicans say newsom's budget proposal. it's fiscally irresponsible. a balanced budget know deficits. governor gavin newsom saying that right off the top as he spoke about his proposed preliminary 322.2

billion dollar spending plan for the next fiscal year. opportunity for all his original goal was to deliver a combined budget and state of the state presentation this thursday. but those plans were scrapped. >> after he announced he'll be in our nation's capitol that day to attend the funeral for the late president. jimmy carter. that's why newsom instead decided to give what he calls a budget preview here at cal state university. stanislaus. we're all taxpayers. we all want to make sure money is being well invested, not wasted. he says that's why he's proposed. preliminary budget includes more than 118 billion dollars for public school education from transitional kindergarten to community college that he says comes out to nearly $25,000 per student. these are unprecedented investments in before and after school homelessness. the governor did not say exactly how much his budget will allocate to address the issue, but he did say revenues raised from prop one, the 6 plus billion dollar bond measure passed by voters last spring will help those experiencing homelessness. get access to treatment, beds and supportive housing. what these

encampments cleaned up. it's 750 million dollars in common resolution grants. that's not out of sight out of mind. that's not just that's about a resolution. public safety newsom says he'll build on the 1.6 billion dollars he's already spent including grants to dozens of law enforcement agencies across the state to take on retail theft and overall crime. i'm not naive about where crime is in the state, including this part of the state. newsome also plans to include a 750 million dollar tax credit for tv and film production in the state. he says he's able to make his spending proposals this year with no proposed cuts because state tax revenues are coming in higher than expected. still the non-partisan legislative analyst's office last month released this report projecting the state faces a 2 billion dollar deficit in the coming year in 20 to 30 billion dollar deficit in future years through 2029. should that projection be true? i asked newsom the following. can you guarantee that this budget will not

increase taxes. well, as a fight hard against that, as you know, have been against. >> many of these proposals over the course many last number years, know there be no need. the bottom could completely fall. trump can impose 60% tariffs against china kidspost across the board 20% tariffs. you can move to move, deport millions and millions of undocumented people living in america. speaking of trump, this press conference comes as newsom calls a special legislative session to allocate 25 million dollars to help attorney general rob bonta. >> from future lawsuits against the trump administration, republican party officials holding this press conference just blocks from where newsom was to urge him to work with trump. the californians that i speak to across the state tell me loud and clear that they want a governor who's interested in working with our president. >> and to improve our lives and not spend our money suing the president. >> and california's department of finance director joe stephen schott will deliver a

much more detailed budget presentation this friday reporting inter lochte on wallace kron. 4 news. >> hear that. they a family is grieving after a father was shot and killed in the early morning hours of new year's eve. just headed to work another homicide in the city of oakland as the numbers don't even begin to tell the whole story. really. bernstein was a husband and father of 2 young children. he went to work in west oakland early tuesday morning. but instead became the latest victim of gun violence. i spoke with his mother, leah, who just can't understand why anyone would want to kill the hardworking young family man. >> problem them. who didn't bother with legacy newly the little hole in their hearts. thank her. don't that's a choice. it's a choice.

>> oakland police are investigating. and so far they have not named any suspects. the family has started a gofundme page. it's on our website at kron 4 dot com. the san mateo county sheriff's office is warning people about a scam that targets the hispanic community. deputies say that scammers are calling people in offering to register children through the amber alert system. but it's just a way to get confidential information and even meet with the residents that their homes. authorities say that this is clearly not how the amber alert system works and they're asking residents not to pick up calls from unknown or possible scam numbers. the sheriff's office says if you have been contacted call the sheriff's office. richmond police are warning people following an uptick in robberies. police say there have been 30 street robbery citywide. >> since the beginning of december and they're warning folks to just be alert, went outside. they want people to be extra vigilant when exiting and entering cars keeping

valuables out of sight. they say the travel travel in groups. if you don't feel safe and if you see something suspicious, certainly report it. meanwhile, good news for commercial crab fishermen. this season is finally opened, but it's only open in certain areas going from the sonoma mendocino county line down to the mexico border and they'll be a reduction in the number of traps. fishermen can have to reduce entanglement risks for those humpback whales, those whales of the reason that the commercial season has been delayed again this year. but alas, you can by fresh dungeness crab from the boat saw fisherman's wharf. >> people love their crab. >> taking a live look outside at san francisco's embarcadero. the bridge all lit up there. but boy, got those clouds and in the distance, the fog >> in now, but we're going to see the winds kicking up around the bay area. the winds in southern california. we've had electric gets rate. they

have not had to hundreds of an inch of rain in downtown los angeles. for now, the goal santa ana's are kicking back in. they got red flag warnings up. dangerous winds blowing into southern california 60 plus mile an hour winds. the santa monica mountains there, the san gabriel mountains to very gusty and low humidity. in fact, start to drop off already. we've seen santa clarita down as low as 29%, but we're talking maybe down in the teens as we head throughout the night tonight and early tomorrow morning. so dangerous conditions there. any fire that gets started? of course, things are still dry from hot summer months. and they just have not had much in the way of rainfall. it also fire warnings, an issue for southern california continuing there here in the bay area. we're gonna see those winds kick up. we've got the fog outside right now. but as the winds begin develop overnight tonight, we're gonna see that way. temperatures around the bay area today right at the average in san francisco has a cool. 57, though, the fog outside 58 in oakland. 64 degrees. not bad at all. in san jose. 62 in livermore. 59 degrees in concord. 58 in

santa rosa and 55 degrees in half moon bay. but much warmer weather is actually on the scout. today's all enact the record for the state. 73 degrees set back in 18. 87. i think we're going maybe see some of these temperatures get close as we head through this week. we might see some record breaking heat as high pressure builds in that offshore wind that sinking air really crank up the temperatures likely see some 70's across the bay area right now. yeah, that rain line moving well to the north high pressure building in and all of a sudden that jet stream that have been rolling into the bay area throughout the latter part of december. now it's going to go way up in a can of at the des peres all the way in the country's midsection. they're going to see some very cold weather ahead. we're going to talk more about that. some wintry weather all the way. the deep south coming up in a few minutes. all right. or it's to south bay. now, police arrested a man and a woman for allegedly selling and supplying drugs and guns across several bay area. cities. >> you're looking at a picture of illegal firearms and drugs that were collected from the man's home in stockton on january. 2nd, during the investigation, police say that

the man would sell fentanyl in san jose and san francisco. police also found out that he was prohibited from having guns, but his girlfriend with illegally buy them for him. >> they were not a lot fire. yeah. our suspect adult suspects tied to that and they had has a large array of illegal narcotics. so who knows what touched so we're able to intercept just great. able to illegal narcotics on the streets. now, this obviously someone who lives cities away from jose but has been connected to both cities. tennessee's will san francisco. so we don't know how many other cities are involved. >> san jose police say this is still an active investigation and they're asking anybody with information to come forward. 3 teenage boys arrested in connection to several car burglarits in fairfield. police were called to a hotel on business center drive 2 in the morning and soon after they detained a 14 year-old a 15 year-old and 16 year-old multiple victims then arrived to the to identify the

suspects, the stolen property and the suspect's car, the stolen property connects them to at least 5 burglaries in that area. man has been arrested after police say he pointed a gun at a driver during a road rage situation. >> and that a baby in his car that happened just before 5 saturday night on west 3rd street and amador drive in santa rosa. police say this guy. 23 year-old calvin crump had gotten into an argument with the other driver when he pulled a gun on them. officers later say they found crump's car and they say he had a one month-old baby and the baby's mom inside as well. he was arrested on several charges. another bay area police department is considering using drones. santa rosa police are considering drones that would be used as part of first responder program to help fight crime and help in natural disasters. the drones have cameras and thermal sensors. they can get access to flooded areas or collapsed buildings before first responders could arrive.

police say this would be less expensive than using a helicopter other vehicles. there will be a community meeting to discuss the drones january 22nd at the utility's field operations center on stony point road. the city of berkeley is offering free classes this year. so you could be ready for the moment. disaster strikes and know what to do afterwards. >> these include wildfires, earthquakes and tsunamis. there will be 7 classes starting this saturday and they'll run until may. the classes will be held at the fire department's training building. that's on cedar street in berkeley attendance, they say is capped it. 25 to 30 participants will last about 3 to 4 hours. you learn skills like organizing others into teams to respond to emergency incidents, how to set up a medical triage area and give basic first aid. you'll also learn how to help survivors cope with extreme stress after a disaster. plus, how to put out fires andreescu

lister has the latest. the president and first lady touching down in new orleans to meet those touched by the tragedy of the horrific new year's truck attack. >> that they're visiting a memorial on bourbon street for the 14 victims killed early january. first, when a driver plowed into the crowd of revelers leaving flowers, a head of a private meeting with the families on sunday, the president asked about their grief their staff to hang on to each and nothing you can really. >> we say to someone has such a tragic this as the fbi over the weekend revealed new details and video they say shows the attacker. 42 year-old shops to din-jabbar leaving explosive devices on bourbon street ahead of the rampage. they were not set off. authorities say the u.s. citizen from texas and army veteran had become aligned with isis. and while early at this point, they believe he acted alone. we have not seen any indications of an accomplice in the united states.

>> but we are still looking into potential associates in the u.s. and outside of our borders. the fbi says jabar took this video of the french quarter from a bicycle using our classes and made 2 visits to new orleans and months prior to new year's. there are also probing his travel to egypt in canada in 2023. my ear. >> is that we will continue to see more of these lone out there being radicalized and hoodwinked by the enemy in the wake of what law enforcement characterizes as a terrorist attack. today, the white house saying more support is coming for major events in new orleans. that lie ahead. >> the president is committing additional federal resources to help the city of new orleans prepare for upcoming major events, including mardi gras in the super bowl. >> meanwhile, president biden wants to expand the ban on offshore oil and gas drilling. the president says he's using his authority under the outer continental shelf lands act to protect offshore areas on both

the east and west coasts. the action would also cover a portion of the gulf of mexico as well as alaska's northern bering sea. it would also be difficult for president elect trump to reverse this because it would likely require an act of congress. trump has said he wants to expand offshore drilling. >> a massive winter storm blanketing much of the u.s. is only getting more intense snowfall in some areas is already setting records. the midwest is the hardest hit. kansas city reporting more than 11 inches the most in more than 30 years there. and some areas of northern kansas got 18 inches. winter storm warnings are now in effect from the ohio valley to the mid-atlantic with temperatures plunging in the coming days due to a polar vortex. officials are trying to clear the roads and get the lights back on as soon as possible. >> we're very aggressive with

our snow removal operation here. but i'll take us a few days probably to fully clear and clean the entire city everywhere. >> for texas is up pulling extremely cold air down from the north pole. it's expected to bring temperatures down about 12 to 25 degrees colder than normal. raising fears of frostbite and hypothermia. but in many areas, people are actually out and about spending time with neighbors and trying to actually enjoy the winter chilled before dice is over. first. chief meteorologist lawrence karnow with more as we look at the white house where the washington, d.c., metro area has gotten 6 10 inches of snow in some spots lourdes. it's cold out there. yeah. and it's not going to melt any time too soon. that cold air kind of sitting in place now. so. >> all that snow is just going to be kind of shoved aside along the sides of the roads. there as they try to open up many of the roads. but well, those ice storms out to make things very difficult to get those storms where you get that really that freezing rain rolling in and that causes all kinds of problems, bring down

tree limbs and power lines and causing all kinds of power outages. >> this storm system just about to make its way off the eastern seaboard. still not on. we've got winter storm warnings and winter weather advisories still in place along the eastern seaboard. but we've got yet another storm system that's just developing that will move right about wednesday. coming up on the south. and guess what, it's going to run into that cold air. and there we go again. we're going to be talking about some freezing rain headed toward the dallas area. the houston area, much of the deep south going to see some extremely dangerous conditions that cold air already settling in place right now. here's a look at the current temperatures freezing all the way down into dallas right now. new orleans saint at 37 degrees. it is 26 in nashville right now. 29 in atlanta. tomorrow afternoon. the high temperatures, maybe 4 in fargo, about 15 in casper, 19 for a high in denver and about 35 degrees for a high all the way down in dallas. all right, lawrence, a gas leak at the laguna honda hospital campus in san francisco temporarily prompted evacuations this morning.

>> the san francisco department of health says a contractor working on the campus hit a gas line staff and the administration building had to be evacuated for about an hour as crews work to cap the leak. the hospital building itself was not affected in no residents or patients were evacuated. it was certainly a disappointing season to say the least for the forty-niners. the nfl playoffs are beginning later this week and it's just kind of weird to think the niners are not involved. not at all. francisco entered the season as the heavy favorite. if you recall only to return to the super bowl, things didn't really pan out that way. kron four's erin wilson. she was at levi stadium today as the team cleared out their lockers. >> hoping for a better season than last year. >> we've stepped into the new year and in some ways a new feeling around here at levi's as the niners have not missed. the playoffs is back in 2020 as they find themselves back in same position here in the 2024 season today, many of the

guys came in to clean out their lockers and say goodbye, some of them possibly for the last time. we also spoke to a few guys. they tell us what they plan to do in the off-season and how they plan to prepare for next season. >> evers like it too much because we played yesterday, but i will say that i'm pretty sure we had like i have no idea the numbers, but i we had 20 turnovers and then didn't get any turnovers. so your turn of the ball over that tpmuch and you're not scored in the red zone are not getting turnovers tournament football when you have a lot of success for a couple years in a row and then you kind you get humbled quick. it's it's a good reminder of what it takes to to be good in this league. >> not that we needed a reminder, i'm just excited for the offseason to get everybody a little bit of get healthy again and come back. ready to go with full year in front of why, you know, you got to take some time we so fundamental and then no, they do. you just get back to >> as you can hear in many of

their voices, disappointment is echoed around the locker room. all of them pointing towards next season as they get to take some time off wrist, recover and reflect on this season, trying to find out what they did wrong this season to keep that from happening again next season. aaron wilson at levi's. >> all right. thanks very well. been one of those waymo's the self-driving cars. they certainly promise convenience. innovation, maybe improve safety. but for one california man, a recent ride in a turned into a bizarre and and frustrating ordeal, quite frankly, instead of a smooth trip to the airport in scottsdale. look at the wheel. just freaking out. the car glitched drove in circles for several minutes left. the guy stranded and dizzy. it just wouldn't stop kept going around and around the airport guy says car did like 10 circles in a row. and he contacted the company waymo customer service. they did try to help, but he says that effort only made things worse.

>> and it was just going in the circles like around 6th time. that feeling was very uncomaortable where you're strapped in. you can open the door and vehicles just going in circles and somebody obviously of the control tower realize that there's a malfunction and then they're trying to fix it. but the kicker is they're trying to fix it. and they're trying use my phone fix the problem. >> yeah, that like it's a little off. waymo has yet to officially respond. mike johns says to his complaint, he says this experience raises concerns about safety and customer support in these autonomous vehicles. well, after the break. >> too cute. new additions added the 6 flags

new jersey. the the late park now has 4 giraffes. the babies are. on their adult diet now, which consists of tree branches alfalfa and commercial chiao. i hope that's yummy. the giraffes are described as playful and cute. speaking acute point, race is celebrating its first elephant seal pup of the season point reyes, national seashore. so sharing this photo of the pup born on drakes beach in late december. the pups going nurse for about a month and then learn to swim in shallow waters. drakes beach will be closed through the breeding season. and we want to mention here, glenn stables, horn bbq making its way up. i-80 to the sacramento area. the latest location is set to arrive in elk grove just south of the state's capital in february for instagram that we found that out. the restaurant promises future patron, elevated experience, a full bar live music. all right. grace.
