as he makes his final journey to washington, d.c.. >> good morning and thanks for being with us on a tuesday. i'm darya and james, lots to cover today. we'll get to that in a minute. but first, we do want to get you an update on the forecast before you step outside. it's windy. it's windy. crystal clear out there, though, john. is still clear today. i mean, from the dense fog, we had yesterday to this. no whatsoever. no clouds, even but very, very windy indeed. getting a look at downtown san francisco. you can see just how bright those skies are. but >> the moment you step outside, you'll notice also how windy it is. this dry, offshore wind is going to play a part in keeping the coast. really nice and mild today. same as our inland areas will be. so we're all in for a pretty pleasant afternoon. but at times a little bit of that wind chill could make it feel cooler. so bring the extra layer. nonetheless, as we move into the afternoon,

temperatures will easily rise into the 60's. it's the sunny, breezy conditions rania. think it was that easy windy morning so far. but at least visibilities, much better today. >> 16 minutes on the bay bridge for everybody traveling into the city. you're a consumer fellow around 14. while the san mateo bridge is at 17 over there and our golden gate bridge, you've been a little slower. i want to own up north 40 minute ride darya. james, back to you. thanks a lot 8 o'clock. and we want to take you live to atlanta, georgia, where we're at at the carter presidential library. we're waiting to see. >> president jimmy carter's remains be transported for the last time to washington, d.c., and that is where he will lie in state beneath the capitol rotunda. his remains are going to carry it with ceremony to the hearse, followed by his 4 children and their spouses. thousands. >> are expected to pay their respects in washington as the nation says goodbye to the 39th president. our washington correspondent trevor shirley has details.

>> president carter's remains will arrive here in washington later this morning. ahead of thursday's funeral at the national cathedral. former president jimmy carter will leave his home state of georgia this morning heading to the nation's capital one last time president carter's remains will be here, but it will be years war. a line state for visitors can see the president's remains are expected to be seen by thousands of visitors between today and thursday. when you leave the capitol headed for the national cathedral, think about servant leadership which on track that i learned in the army. president carter and bodies that in so many ways before the former president's remains arrive at the capitol today, his motorcade will pause at the u.s. naval memorial in honor of his navy service. afterwards. a ceremony will welcome him into the capitol. his family will then be given private time with his remains before doors opened to the public. then if they're a very sad moment, but also moment for inspiration, public viewing to see

president carter's casket inside the capitol rotunda opens this evening reporting in washington. i'm trevor shirley. >> to is the time in the man convicted of kidnapping and assaulting denise huskins in vallejo is now facing new kidnapping charges in san ramon. yeah, kron four's will tran following it all live from the contra costa county district. attorneys office will. >> and james, it was the office yesterday that actually filed new charges against 47 year-old matthew mueller, even though he is currently serving a 40 year sentence for what he did to denise huskins. back in 2015. in fact, he actually talked to law enforcement and told them what he allegedly did back in 2015 the same year. denise huskins was kidnapped and sexually assaulted. in this case. it happened in unincorporated san ramon. it was an alleged kidnap for ransom case. so we will see if there will be a trial in this case as well. in

added time to his sentence. this on top, a recent charges by the santa clara county as well. now he burst onto the national scene back in 2015 in vallejo involving denise huskins and her boyfriend and a gone girl case that actually was made into a movie. in fact, we will revisit the story in just a few moments. we have to go back to you guys for president carter. ok? thank you. well, yeah, we want to go live to georgia now because we're waiting for the body to be transported to washington, d.c., for the funeral and for jimmy carter's body to lie in state people to be able to pay their respects. we've got live pictures here outside of the carter center in atlanta, georgia, where we know that a ceremony >> is taking place currently to bring the casket out and place it in her swear at all and be transported to. >> there we go. we can see the live pictures now. let's take a listen.

>> and there you see the casket has been placed in a hearse. it's now going to be driven to dobbins air reserve base we're at 9.45 this morning. our time the former president will be placed aboard a flight which has been dubbed special air mission. 39 and that flight will take him to joint base andrews in maryland just outside of washington, jimmy carter, the 39th president of the united states will be 100. the oldest president. >> now go back to dc for the last time in 5 will be at the u.s. capitol this afternoon. they'll be a special lying-in-state ceremony. and when comes time for the eulogies, they will be one of them will be delivered by vice president kamala harris. time now is 8.12. we'll be right back.

>> a 14 and as you can see now, the hearse has just departed from the carter presi ential library with president jimmy carter's casket on board and now begins the trip back to washington, d.c., one final last trip to the capital. yeah, it's expected to arrive dc at about 11, 15 or so our time. >> and then it will travel the u.s. navy memorial because they want to pay tribute to his time. >> serving in the navy before then he was taken to the u.s. capitol where as we've been mentioning, he will lie in state for a number of ceremonies planned to honor the 39th president culminating in the funeral service at the national cathedral on friday.

and we will mention that because of the weather in dc things are running about an hour and a half later. they got snow there. >> things have kind of ground to a halt. there's it's going to take a little bit longer for them to get everything in order at the capitol were this afternoon, they will have a special ceremony there before people able to pay their respects for the next couple of days until they have an official ceremony on thursday. as for our weather. >> looking lots of country in a winter blast. we're just seeing the return of some wind. but it is a dry, offshore wind in. >> is actually going to do a little bit to warm us up for a lot of our coastal areas, especially there's your view at the embarcadero. just how windy it is. those flags evidence, a sign of that. you can see this offshore wind pushing into the bay area. but it's not just the day, but especially southern california in the midst of some strong winds. now we've had a healthy dose of rain so far this season for northern california, for neighbors down south. they haven't seen that much of it. that's this dry

offshore. santa ana wind for them is resulting in heightened fire. danger. not so much for us, but it is an inconvenience on what would have otherwise been a perfect day, 2030, 40, even 50 mile per hour. peak wind gusts today. that is enough to prompt our high wind advisories that are in effect through tomorrow for everyone except for the santa clara valley. so definitely a lot of the bay area today is projected to be a very warm one in san francisco mid-sixties for you in the city. temperatures along the coast also reaching as warm as the mid 60's bayshore. very similar to that. these temperatures are above average for this time of year. part of the reason we're seeing these numbers is these offshore winds. santa clara, among our warmest spots at 67 warmer than livermore. only at 62 oakland, right at 66 today, north bay temps also easily mid 60's if not upper 60's. looking ahead, tomorrow's daytime highs will be similar to today's for a lot of areas. we will continue to see this dry trend of weather continuing well into next

week. in fact, really nothing coming through until the 17th 18017th and the month that could disrupt this dry pattern. >> anything out there in our 8 o'clock hour, we'll let you know. things have been busy and gradually building and getting busier along 81 to one of the east bay and the south bay certainly seen that traffic building the bay bridge much better. we're up to about 25 minutes now back down to 16 and you see traffic no longer building the toll plaza. there. richards bridge 12 minutes still got those gusty conditions. so high profile vehicles, i drive slow about 56 minutes. last check in. we were over 60 along. want to want some gone down by about 5 minutes or so. the 45 minute ride to land or down to milpitas darya. james, back to you. >> reyna, thank you. 8.18 is the time and oakland leaders have appointed councilmember kevin jenkins to take over the position of mayor temporarily. this comes ahead of a special election in april to decide

who will fill that job permanently. and we're learning that former congresswoman barbara lee could very well be in the running on monday. lee filed campaign finance paperwork with the secretary of state's office signaling a possible run for mayor this spring. she's among 13 people who have filed similar paperwork there with the secretary of state's office. the former congresswoman will confirm her campaign in the coming days as we know she served in congress for 26 years and her term ended just this past week, although some question whether she's right for the job, barbara lee should expect to answer the question. >> why are you doing this at age? 78? do you have the strength, the stamina and the commitment. jenkins who you just heard from his oakland's 3rd mayor in less than a month. he takes the reins from nikki fortunato bas who was just elected to the >> alameda county board of supervisors. bass has been interim mayor since december 17th following the recall of mayor sheng thao.

francisco tomorrow, daniel lurie will take over as the new mayor. we will hane special coverage of his inauguration beginning at 11 o'clock tomorrow morning. so stay tuned for that. >> well, a developing news lawyers for embattled san mateo county sheriff christina corpus filed a claim against the county last month arguing that corpus is the victim of discrimination, harassment and defamation. corpus is currently accused of racism, homophobia and a number of other things. her lawyer, though, says the investigation into those allegations against are we're missing key evidence and done for illegal reasons. >> the typical practices you interview all of your witnesses under oath in the tape recorder. videotape them or both. in this case, only one witness was videotaped tape, rather. and that's because he insisted on it. >> well, the sheriff was scheduled to give a press conference on monday, but then

>> right now in the san mateo county sheriff's office has arrested a man accused of attempting to burglarize the slac national accelerator laboratory on sunday night. yeah. deputies were called out to a report of a suspicious person on the property with bolt cutters. >> they checked the property and spotted the suspected began running away towards interstate to 80 with the help from the sheriff's canine units. the suspect was found hiding and they eventually took him into custody. well, just days after a costly break-in, uc berkeley satellite campus in richmond was burglarized again. this time with thieves getting away with thousands of dollars worth of tools. sunday you see police were alerted to reports of these break-ins at 4 buildings. suspects stole tools, valued at about $2000. anybody with information on

what happened? who was responsible call? you see police. >> person was arrested for evading chp officers in oakland driving this stolen u haul. >> that ended up crashing. this happened on december. 3rd officers identified the box truck was stolen, tried to pull the driver over the drive driver instead took off started speeding through east oakland. >> on day 80 and ultimately veered off into the canal that you see here. the driver then made a run for it. but police were able to arrest them. a change in leadership is coming to the antioch police department. city leaders are going to be appointing a new acting chief of police this week. this comes as the city and the department of justice resolve a race discrimination case that started back in 2022, the investigation resulted in nearly half of antioch police officers being put on leave for racist text messages and a larger corruption scandal and also% led to several convictions

part of agreement is for officers to get training on non discriminatory policing, use-of-force and other issues. the police department acknowledges the federal investigation revealed failures in the department and they say they are committed to ensuring it never happens again. >> we're going to take a break here at age. 26. but still ahead, the forty-niners were bombarded with injuries this season. how mistakes on special teams, though, during crucial game winning moments. it didn't help in ultimately resulted in what with believes the firing of their special teams coordinator.

personal information confidential. the second offers guidance to help school officials comply with state laws limiting state and local participation in immigration enforcement activities. >> we know that all of this can be complex. it can be daunting to commute him in aiding, which is why we're hosting. these can be things too. the mystify to help understand to provide clarity, openness. >> well, that event was one of 5 meetings that bonta is holding to keep immigrants informed and help schools reform their policies. well, state capital for the first time in 2 years. governor gavin newsom is proposing a state budget that doesn't have a deficit. newsom's proposed 322 billion dollar budget includes more than 100 billion towards public schools and more money for law enforcement to take on retail theft and other crimes. he's also promising some significant funding to help solve homelessness. >> to kemmons cleaned up. it's 750 million dollars in common resolution grants. that's not

out of sight out of mind. that's not just that's about a resolution. >> well, the budget, however, is mostly a place. holder is california waits to see if incoming president donald trump will follow through on his threats to revoke billions in federal dollars. that will certainly affect the state budget. much more detailed budget presentation is set to be delivered on friday. >> it's a 36, another big story that we're following. a woman is charged with attempted murder for something that happened in san francisco. there was a shooting last week that injured 2 people. yeah, one of them, a social workers now in critical condition. kron 4 sarah stinson the chance to speak with that victim's mother. >> i spoke with daniel drake's mom on the phone as her daughter fights for her life to me says she's calling on her daughter's employer to have more security on site for social workers. i also spoke with a woman who lives at the building where this shooting happened. she couldn't believe what unfolded. >> oh, my god. while shot by the same person.

>> christie abrams in shock learning the details of a shooting that happened inside her building at mercy housing that injured 2 people. it happened last thursday morning around 10 at the supportive housing building on bryant street across from the hall of justice. the complex is home to people who are formally unsheltered, according to the san francisco district attorney's office. 49 year-old monique davis punch someone multiple times inside the elevator. prosecutors say davis then grabbed a pistol from her room when down to the lobby and opened fire. a social worker was shot in the face. another person was shot in the arm. police arrested davis about a mile away mercy housing partners with couple community service is the executive director, beth stokes released a statement saying in part our thoughts and prayers go out to the ecs and mercy staff who were grievously injured by this senseless act of violence. ecs will do everything in our power to support the victims,

their families, our staff and our residents. as we navigate these challenging circumstances. stokes also says their top priority is the safety and well-being of residents and staff abram says mercy housing put out a notice to residents. center. >> paper around about it. but all other day was a referred to it as incident without seeing water was. i didn't know where it happened. you know, i haven't felt unsafe here. >> but abrams says this shooting has rattled others. there's people here saying they're going leave the building. >> davis was in court monday afternoon facing several charges. the district attorneys office says she committed this crime while out on bail for another. so the da moved to have her behind bars pending trial due to the public safety risk she poses. i'm sarah stinson reporting back to you. >> barry, a mexican restaurant has shut down the whole chain shut down after being fined by the federal government for allowing underage workers to work outside of business hours

and operate dangerous equipment. the place was called see cars. so they had 3 restaurants. they have won in emeryville, napa and one in san ramon in all of them are now closed. you will if you know the restaurant in new go there, you'll see this message on the front door, u.s. department of labor find the chain more than $45,000 for allowing employees as young as 14 to work outside of permitted hours during school days. and they say the chain didn't give an employee the proper space to pump milk during the workday, the restaurant was fined more than $3,000 in wages. in that case. >> well, the famed taco bell cantina out in pacifica has temporarily closed again temporarily. they made the announcement sunday on facebook. there was a sign posted outside that restaurant that reach closed for remodeling. it's unknown exactly when it will reopen that restaurant located right there pacifica state beach. dubbed the coolest taco bell location in the world by business insider kron. 4 reached out to talk about for further comment. haven't heard

east bay. if you're traveling along 5 88 80 8.80, is much busier than 5.80, but we're both seeing delays along those highways. international might be your best bet. 32 minutes along 80 and the on highway 4 down from 35 to 24 minutes during james, back to you. all right. thank you very much. rain in a 45 to time. >> developing news this morning. we now know the charges that an oakland man who's suspected of killing his wife along 5.80, will now be facing. so was in february of 2023 that police found lucky sum mccowan dead from a gunshot wound. police at the time identify the victim's husband, daniel mcallen. as the primary suspect. and after 2 years of investigation, alameda county da has filed felony charges now, including one count of murder. one count of corporal injury to a relationship partner and one count of possession of a firearm by a felon with priors mcallen. now facing up to 56 years to life in prison if convicted. his arraignment is scheduled for this coming thursday.

>> walnut creek police say that a safeway employee was robbed in the store's parking lot over the weekend. this is a strong ties valley boulevard where it happened. a woman stole some alcohol, got into a car and a man in that car pointed a gun at the store employee and then they took off the victim was not hurt. police are now looking for the suspects. read what police say that too. golf cart sees didn't get very far over the weekend. they were tracked down by a drone overhead. as you can see here, this is in a neighborhood of somerset drive where there was a report of golf carts being stolen and they deployed drone quickly found the people. 2 men were arrested and a golf carts were recovered. >> well, new this morning there are reports the forty-niners have fired special-teams coordinator brian schneider. the team hasn't officially made that announcement yet, but they're expected to soon mistakes on special teams during critical game winning moments plagued the team this season. they fell for fake punts. they

>> 49 is the time in other news this morning. bart needs to replace some decades-old tracks between walnut creek and concord to make it more reliable. and as a result is going to be no train service between walnut creek and concord. on january, 18th and 19th. and you can see here on your screen a map showing the area that's going to be impacted. free bus bridge is going to be available between those stations. riders expect about a 20 to 30 minutes, floyd, so give yourself plenty of time. some trains are going to be canceled saturday morning. so if you look at your screen here, you can see the changes that have been made to the saturday schedule. that includes canceling the first southbound trains coming from concord on saturday and sunday night. the last pittsburg bay point train will be closed along with the antioch, one as well. riders will have to take an earlier train they want to do that route on sunday morning, the first southbound train from concord once again will be canceled and there will be more trains headed to san francisco from walnut creek and they'll be bussed bridges as well. but the bottom line, give yourself plenty of time where they have to hop onto a bus to get to the next station
