expected to be loaded onto an aircraft that transported to washington, d.c., where then thousands are expected to pay their respects as the nation says good-bye to its 39th president. our washington, d.c., correspondent trevor shirley has more. president carter's remains will arrive here in washington later this morning. >> ahead of thursday's funeral at the national cathedral. former president jimmy carter will leave his home state of georgia this morning heading to the nation's capital one last time president carter's remains will be here, but it will be years war. a line state for visitors can see the president's remains are expected to be seen by thousands of visitors between today and thursday. when you leave the capitol headed for the national cathedral, think about servant leadership which on track that i learned in the army. president carter and bodies that in so many ways before the former president's remains arrived at the capitol today, his motorcade will pause at the u.s. naval memorial in honor of his navy service. afterwards. a

ceremony will welcome him into the capitol. where is family will then be given private time with his remains before doors opened to the public. then if they're a very sad moment, but also moment for inspiration, public viewing to see president carter's casket inside the capitol rotunda opens this evening reporting in washington. i'm trevor shirley. >> its 902. and the man convicted of kidnapping and assaulting denise huskins. and now faces new kidnapping charges. >> in san ramon, let's get the latest crop was will tran live for us out front of the contra costa county district attorney's office will. >> matthew mueller is already serving a 40 year sentence for sexually assaulting denise huskins and kidnapping her back in 2015. now he faces possibly even more time for crimes that he actually confessed to prosecutors that contra costa county district attorney's office. they actually kept talking to him and they filed charges yesterday for an alleged

kidnap for ransom case that also allegedly took place in 2015 the same year that happened to denise huskins. now he first burst onto the scene 10 years ago in a case that was so spectacular that so many people did not believe it, including the vallejo police department at that time huskins and her boyfriend living in vallejo. now they claim that huskins was kidnapped in a ledge kidnap for ransom case. nobody believed it, including the police department. it turns out, according to prosecutors and in fact, he was convicted that mueller actually took her first to his cabin in south lake tahoe, sexually assaulted her, took it to orange county where he ultimately released or now in this particular case, he was talking to authorities and they believe they have enough reason to obviously file charges against him. not only contra costa but also he faces problems in

santa clara county as well for assault. we do know that there will be a news conference a little bit later today and of all people who will be there, it will be denise huskins. she will make remarks about the latest problems with matthew mueller the problems that he faces with contra costa county. just to give you a little bit more texture on matthew mueller. he was a former marine. he was a former attorney and a harvard graduate. thanks a well, >> police in antioch are investigating 2 separate shootings. they happened on monday. one man was killed and then another person is in critical condition. shooting was a there was one monday morning around 10:00am off of rockford drive. and that's when police found a 26 year-old man who'd been shot multiple times and ended up dying at the hospital earlier in the morning, there was another shooting where a victim was robbed at gentry town park at midnight and that

victim is in critical condition. >> 905, is the time it happening today. a change in leadership is coming to the antioch police department sent in. our city. leaders will appoint a new acting police chief following a corruption scandal. kron four's philippe djegal has more. >> on tuesday, interim antioch police chief brian addington is expected to re retire and city manager bessie scott plans on announcing a new acting police chief and until a permanent leader is named the new acting chief will see the agency through the early stages of an agreement. the city and police department reached last week with the u.s. department of justice resulting a race discriminadion investigation launched by the doj back in 2022. different. a very important milestone that will that has been reached here during the course of the investigation. nearly half of any police officers were put on leave while the feds looked into racist text messages exchanged by officers which led to a larger corruption

scandal and resulted in convictions. civil rights attorney john burris represents at least 26 plants in civil cases against the police department. some of whom have had charges reduced in court from fallout from the scandal. we're real concerned about back and forth enough for the green that. >> although we like it in principle, the truck front of duck tale. what we're trying to get done as well. but i do have concerns about her famously represented plaintiffs in the oakland raiders case which led to federal oversight over the oakland police department. >> but burris says that will not be the case for any act. there's not going to be a federal monitor. the problem is this case and not in case was not in court. >> and because not in court is overall controlled by federal judge prevent agreement. the agreement stipulates the police department will hire an expert law enforcement consultant jointly selected by both sides to review and update police policies, procedures and training on non

filed campaign finance paperwork with the secretary of state's office, which signals a possible run for mayor in the spring. she's among 13 people who have registered with the secretary of state's office so far. the former congresswoman will confirm whether she intends to run in the coming days. so we'll wait for that. we know that lee served in congress for 26 years. her turn ended just last week. some, though, are questioning her age. barbara lee should expect to answer the question. >> why are you doing this at age? 78? do you have the strength, the stamina and the commitment. >> and jenkins is oakland's 3rd mayor. in less than a month. he actually takes the reins from nikki fortunato bas who was just elected to the alameda county board of supervisors. bass has been the interim mayor since december 17th following the recall of mayor sheng thao. >> and there are some major changes at monday's oakland city council meeting 3 new city council members have now been sworn in and former council member rebecca kaplan

>> its 09:24am, president biden and first lady traveled to new orleans, as you can see here to grieve with the families of the 14 victims of the truck attack on new year's day in new orleans. the president first lady visited the historic french quarter and they attended a public prayer service and a meeting with the families and local officials there. louisiana's governor declared a statewide period of mourning as well. honoring those 14 people who lost their lives and were killed on that day. public safety in new orleans is a top concern as mardi gras is beginning. those see the mardi gras season begins and the super bowl the city is hosting is drawing near. so a lot going on and security is high. >> to the north bay now where more than 60 janitorial and custodial workers are scheduled to lose their jobs next month as the california medical facility in vacaville.

that facility is a male only prison and it's at the forefront of a labor dispute. so the facility was established to meet the medical needs of incarcerated males in state prison. the labor union representing the workers argues that that facility is in violation of state law because they were subcontracted through a company and not higher directly as state employees back in august, the state personnel board ordered the california correctional health care services to work this out with the labor union. however, those workers and their contract. well, they were terminated early by the state personnel board. we've reached out to the labor union and the california medical facility for comment. we'll let you know when we hear back. >> time now 9.26. and the sonoma county sheriff's office has arrested a after leading deputies on a high-speed chase. as you can see here, this happened sunday around highway 101 in college avenue. the deputy trped to pull over the motorcycle rider. chris was no license plate on the bike. they sped off those

>> and lawmakers reporting in washington reshad hudson, back to you. >> well, the city of alameda in the east bay now dealing with a series of break-ins and robberies last week, local restaurant 3.60, degree gourmet prieto's was burglarized. its owner says the thieves broke a window stole the cash register with thousands of dollars in it and took off with ipads that are used to ring up customers. he says this time. this is the first time this has happened in 35 years of business in alameda. >> safe here. money was israelis are, but ice is staying in. to my son. these idea maybe because too close to it, the way of i don't know exactly why. >> multiple other stores in alameda have been hit in the same plaza, for instance, lucky california was looted. and the popular beauty store all to was broken into as

well. the front door of the cannabis store stu's. the alameda was vandalized, though nothing was stolen. alameda police say they do have some leads in these multiple break-ins and they're investigating if they're connected, will keep you updated as they make progress. meanwhile, developing news today. we now know the charges at an oakland man suspected of killing his wife on 5.80, will be facing. it was in february of 2023 that police found lucky for mccowan dead from a gunshot wound. the chp pretty quickly identified her husband, nathaniel mccown is the primary suspect. and now 2 years into the investigation, the alameda county da has filed felony charges, including one count of murder. one count of corporal injury to a relationship partner and one count of possession of a firearm by felon with priors. mcallen faces up to 56 years to life in prison. if convicted. his arraignment is scheduled for this thursday. >> time now is 9.34 and oakland firefighters are speaking out against the temporary closure of some fire stations to see closed stations. 25 28 yesterday as

way to deal with 129 million dollar budget deficit. the firefighters don't like it. they gathered on the steps of city hall demanding the city reverse that decision. the city closed stations. 25 to 28 saying they tend to be less busy during the winter and spring and they estimate that during the six-month closure, they'll save about 5 million dollars. but firefighters say, though, they may save that and money, they will lose time in getting to people. and that is a risk to life. >> you will not have a fire engine doorstep in 4 minutes like you would have just yesterday. you will not quickly have firefighter paramedics to help you or your family and what could have been a small blaze. for a small fire near your house will become a conflagration leaving trash its wake. >> the firefighters want the city and alameda county to also complete the sale of the coliseum. and restore service is because the city was counting on the sale. the

coliseum to fill the budget gap. other developing news that we're following lures for embattled san mateo county sheriff christina corpus filed a claim against the county arguing that corpus is the victim of discrimination, harassment and defamation rather than the perpetrator. corpus is currently accused of racism, homophobia and many other things. her lawyer, though, says the investigation into the allegations is missing key evidence and it was done for illegal reasons. >> the typical practices you interview all of your witnesses under oath in the tape recorder. videotape them or both. in this case, only one witness was videotaped tape, rather. and that's because he insisted on it. >> the sheriff was scheduled to give a press conference yesterday, but that was canceled. her lawyer says that's because the new information was discovered over the weekend. that needs to be sorted out. mateo county

board has placed an amendment on the march ballot asking voters to give that board the power to remove the sheriff from office. >> well, another big story that we're following this morning. a woman snap and charged with attempted murder in connection with the san francisco shooting last week. that hurt 2 people. >> and one of them is a social worker in critical condition right now. kron 4 sarah stinson talked with her mother. >> i spoke with daniel drake's mom on the phone as her daughter fights for her life to me says she's calling on her daughter's employer to have more security on site for social workers. i also spoke with a woman who lives at the building where this shooting happened. she couldn't believe what unfolded. >> my god. all shot by the same person. >> christie abrams in shock learning the details of a shooting that happened inside her building at mercy housing that injured 2 people. it

happened last thursday morning around 10 at the supportive housing building on bryant street across from the hall of justice. the complex is home to people who are formally unsheltered, according to the san francisco district attorneys office. 49 year-old monique davis punch someone multiple times inside the elevator. prosecutors say davis then grabbed a pistol from her room when down to the lobby and opened fire. a social worker was shot in the face. another person was shot in the arm. police arrested davis about a mile away mercy housing partners with a fist couple community service is the executive director beth stokes released a statement saying in part our thoughts and prayers go out to the ecs and mercy staff who were grievously injured by this senseless act of violence. ecs will do everything in our power to support the victims, their families, our staff and our residents. as we navigate these challenging circumstances. stokes also says their top priority is the safety and well-being of
