thanks for being with us today on kron, 4 news at 4. i'm grant lotus and i'm vicki liviakis. a san francisco police department. >> no longer under state oversight. the eight-year long supervision from the california department of justice began back in 2018 when it was found that the department headed out. david use-of-force policy and lacked accountability. according to today's report, the police department implemented 263 of 272 reforms. the remaining 9 reforms there in progress. the end of the oversight comes as daniel lurie is set to take over as san francisco's mayor tomorrow. and the city announcing a 20 year low in major crimes. >> it's incredibly hopeful. we have to continue to do our work. i've commended them on those crimes that's going down. i want to conserve continue to improvements

there. yes, doj saying that there's been substantial progress. commends sfpd and we can't stop. we've got to continue to get better. i want sfpd to be known as the greatest police, department in the country and we can get there and we will. >> the new report we mention shows in 2024 property crime was down. 31 1% from 2023. well, violent crime that went down 14%. homicides reached a 60 year low with only 35 murders. car break-ins were down. 54% coming in at under 10,000 cars. the first time in nearly 15 years. the city says that they were able to reach these numbers with new tools, including the addition of drones, drug market interventions and strengthen partnerships with different law enforcement agencies. and

tomorrow, daniel lurie will be sworn in as the new mayor of san francisco are going to have special coverage of his inauguration beginning at 11 o'clock in the morning. with a bay area is under a wind advisory through tomorrow morning video from elgar. nada. it shows trees and power lines came down due to the high winds pg e says 826 customers are currently without their power. they're they're estimating that power will be restored by 8 o'clock tonight. that is just north of half moon bay as southern california. >> is being affected by even more powerful winds which have helped create this police just fire in pacific palisades. it is already destroyed homes. it is threatening 10,000 other homes. the fire is already more than 1200 acres and it is moving fast. authorities are warning everyone to be on alert as the life threatening and destructive wind. just tears through that area as kron. first resistance here reports. >> calfire storing everything has at it.

>> the fire is burning out of control. images coming into the newsroom, show chaos and confusion as residents are fleeing, trying to save their lives. you gotta see this people in house aides area clogging roadways trying to get out of town. the fire burning right next to them as they are attempting to flee. if you're familiar with the area, the fire broke out in the highlands community around 10 miles from malibu, the entire community down to the pacific ocean has been told to evacuate. our affiliate station in los angeles says that the evacuation routes have been congested and slow moving, causing people to abandon their cars in leave on foot. more than 100 firefighters and strike teams are battling the blaze right now. more are on the way. here's more from the scene. >> okay. we're at the incident command post at lafd fire station. 23 in the pacific palisades for the pacific

per hour. and as we zoom in here, you can see that they're, you know, 22 mile per hour gusts just kind of running right in this area. and to show you where this red 5 morning is, it is all the way from santa barbara, right down to san diego. and it does go until thursday. but as we zoom in, you can see between malibu and santa monica. that's essentially. >> where pacific palisades is right along the pacific ocean there to actually beautiful enclave. and the problem is that it also is kind of surrounded by a lot of beautiful greenery and that is probably not helping situations right now. temperatures have been warm today that has everything to do with the offshore. when you can see los angeles at 70 degrees, we, too, have been seeing some of those warm temperatures. but this i think is the sticking point. that is the reason they're having the biggest trouble. if you look at downtown san francisco, we've gotten over 10 inches of rain since october. 1st. that's our water. you're right. that starts october. first downtown los angeles. he's gotten 16 1 hundredths. that is a huge difference. so while we have saturated ground, they have incredibly dry brush that is out there. and guys, i think that is really the thing that is making this even worse right

now. >> makes sense. thank you. kyla. the woman kidnapped and raped in a notorious case in valais in 2015 is speaking publicly. >> after news, her attacker is now facing new charges. the kidnapping of denise huskins gained national attention when vallejo police first called it a hoax. now, matthew mueller's facing charges in several counties and police think his first attack happened when he was just 16 kron. 4 charles clifford has details. >> well, here in seaside on tuesday, denise huskins quinn and her husband, aaron quinn, are reacting to news that their attacker, matthew mueller, is facing additional charges. 47 year-old matthew mueller, who is serving a 40 year prison sentence for kidnapping and denise huskins in 2015 has been accused of committing a series of home invasions across santa clara county during 2009. he's also been charged in a 2015 kidnapping case in contra costa county. and on tuesday, the el dorado county district attorney announced that mueller is also believed to have kidnapped and sexually

assaulted a victim as far back as 1993 when he was just 16 years old. >> that's 2 decades of this mindset that he was living in. >> on tuesday afternoon, denise huskins quinn and her husband, aaron, spoke to the media about the recent developments in these cases. we had all the markers of a serial predator. >> and it's unfortunate that it's taken this long to be able really give some better clarity and hopefully some sense of peace to these other victims. the new charges come after mueller allegedly confessed to the crimes in letters he sent from prison. seaside police chief nick bohr just had initiated the written correspondence with mueller. >> that led to these alleged confessions. >> i just spoke to him as a human. there was no training or skill or trickery. it was just often who i am reaching out. >> i really believe that this is just the tip of the iceberg. denise and aaron say they believe there are probably more unsolved cases out there and they are encouraging all victims of

assault to come forward. so if you're in that situation just know. we should always trust yourself, always believe in yourself. matthew mueller is currently being held in a santa clara county jail. once the new cases against him are resolved, he will be transferred to a federal prison in arizona. now, denise and aaron say they're also considering trying to talk directly to matthew mueller in an attempt to get him to reveal more information. but for now in seaside, charles, clifford kron, 4 news. >> new at 4, 2, people are being accused of voluntary manslaughter in connection to the opioid overdose death of a 22 year-old man in corte madera. police found the man's body inside a car saturday morning on sunnyside avenue and investigation led police to arrest the suspects. the identity of the victim has yet to be released. >> 2 people have been detained after a stabbing at the hayward bart station. it was just before 10 this morning prompted police to temporarily close that station. leaders say the incident happened at

about it. if you look over to the right side of your screen, by the way that flag is at half-staff in honor of president carter. >> as he lies in state in washington, d.c., they have that for 30 days for him. >> here are a look at temperatures. one of the things we've seen today is just incredible warmth. here. you can see reps. 66 in san francisco. 68 in san jose. and here is the current wind that's out there to again. we are getting a little gusty out there 60 miles per hour in fairfield, but not too bad. storm tracker showing you some of the high clouds that have rolled across. and as we zoom out here, you can see where the high-pressure and low-pressure of come together that has produced this when degree and that's been causing all of the issues in sourhern california. it's also why we're warming up, right? because we get that offshore wind being driven between these 2 pressure systems. so as we take a live look now from the east bay, we are lining up for a gorgeous sunset. here is a or fraction happening with the clouds that are out there. it's really been quite a lovely day and we're going to see those temperatures remain warm above average as we head over the next few days. that will be courtesy of that high pressure here that you can see. so

notice the low pressure will start to move away. that will break that wind gradient. that will start to happen as we get later into the day tomorrow. but high-pressure hangs out and that's why we'll see those above average temperatures not just today, but tomorrow as we get through the rest of the workweek. we get to the weekend. we do finally see things pull back just a little bit here. a quick look at your extended forecast kind of shows you that story. lots of sunshine, though. and once we get past today, it's really just all about really, really nice weather. that's above average and dry and relatively calm, which is great and thank goodness we had the rain. thank goodness. i mean, you see how important is it? think about if we haven't had any rain since october first, essentially how dry we were at the end of the summer we've seen. yeah. how could get right is just awful. you know, it's just my heart is breaking. i friends in southern california. they're all watching the smoke right now. they're on edge. it's a terrible, terrible space to be in. and we know what that feels like. you keep an eye on the >> thanks, kyla. eta is now one of the latest companies to drop their fact checking

>> welcome >> back. we continue to follow developing news. the life threatening and destructive winds storm whipping southern california right now. it's already sparked a brush fire in the pacific palisades area forcing the evacuation of an entire community. it's already destroyed homes and is threatening 10,000 others burning more than 1200 acres with no containment in sight when that fire started, people

panic and they took off without their cars. take a look. >> all of these cars all of the drivers panic, they took palisades drive as well as on you apart. it is dozer is just moving these vehicles out the way. if this is your car, unfortunately, it's an emergency situation. and this is what they have to do they're moving the cars. there are dozens of cars. this looks like a movie set. unfortunately, this is real la county fire. they have to do what they have to do, what they need to hear of literally they're moving the car. suv. we're seeing her sadie's, very nice vehicles that was out but that's because car they took their kids and they just started running. they left the cars here at the firefighters were trying clear the path clear the roadway. this is an emergency situation they need to get up to the home. they

red-flag warning because it's so dangerous. >> if these winds just came santa ana winds came up in this fire came up so quickly. here's the area of fire danger gunned down in southern california. as you can see, it's down in the southern california area near malibu. here's what's going on is an area of high pressure and this right over the great basin low-pressure over southern california that heightens the prersure gradient and also has a lot of upper level winds support. so this is really particularly concerning situation. but for us, it's a wind advisory. it's not a wind warning. so that's a big difference. and that's in the bay area through wednesday. tomorrow morning beach hazard statement. that's also in effect through tonight. at 9 o'clock, there's a risk of sneaker waves, strong rip currents and dry weather through mid-january. that's quite a way to start the very beginning of january is nuts. cuter when guests, our strongest winds will be overnight here in the bay area where you see the areas of purple, we could see 50, 60

years of monitoring by an independent law enforcement consultant approved by the doj. crime has undoubtedly been a challenge, significant challenge for us here. but i think there's also signs of promise. addington says staffing continues to improve with 80 sworn officers now on duty and is hopeful all 115 authorize sworn positions will be filled within a year hiring a new chief coupled with the recent agreement. >> between the city and police department and the u.s. department of justice. signals a new beginning for any on as we work towards finding a permanent chief. i will continue working with ms scott city staff and all department heads to ensure a safer and stronger antioch. the first public forum on hiring the next police chief is scheduled for next week. >> in antioch, philippe djegal, all kron. 4 news. the fremont police department is crediting prop 36 for recent arrest. police say that they arrested 18 people in december during a two-day operation where officers watched to

business thieves. steele from them often they say that 9 of them were credited to prop 36 which allows for a felony arrest. if the suspect had 2 previous theft related convictions. fremont police say that they'll continue to patrol the streets in order to make their community safer. >> deputies are investigating after 2 people were found dead on a jet blue plane in florida. officials say the 2 bodies were found last night in the wheel well of a plane during a post flight maintenance inspection in fort lauderdale. there are reports the plane may have come from new york city so far the identities of the 2 people have not been released. officials are now trying to determine how they got on the plane and what caused their deaths. >> well, tonight we have a new insight about the colorado man who blew up a tesla cybertruck outside trump's las vegas hotel on new year's day. nicole fierro spoke with his ex-girlfriend and has this report. >> text video just days before

country illegally. washington correspondent maddie beer-temple has details. >> with 264 yeas, including 48 democrats, house lawmakers passed the lincoln riley act monday. she was just out for a jog enjoying the day when an illegal criminal. took her life away. congressman mike collins described the death of 22 year-old georgia nursing student laken riley last february. the man convicted of killing her venezuelan migrant hosea berra was in the country illegally. he's now serving life in prison. this legislation could have prevented her death. the lake and riley act would require federal authorities to detain illegal immigrants arrested, charged with or convicted of theft related crimes. no due process required at all. maryland democratic congressman jamie raskin says expanding the detention requirement to include those accused of theft could sweep up innocent people. this allows us to get up demonize

immigrants without doing anything to fix the immigration system. but wisconsin republican congressman derrick van orden says the government needs to first protect its citizens. he recounted crimes in his own state. he says this bill could have prevented. none of this would have taken place if this person was detained deported for simple property crime. >> enough, the bill also let federal agencies for failing to enforce immigration laws. >> some democrats argued states don't have standing to do that. this provision is almost certainly unconstitutional. the bill now heads to the republican controlled senate. john thune wants to move that bill as early as this week in washington. i'm maddie beer-temple. >> the san francisco bay ferry has announced a 16% ridership gain in 2024. during the course of the year, the ferry shuttled about 2.6 million passengers across the bay. on average, the daily ridership was about 7,000 passengers and that represents recovery of 90% of pre-pandemic levels.

that out. than that, we have an increased risk for a very gusty winds. in fact, we're seeing them in some areas this morning, especially some of the richest gusting to 70 miles per hour. and also the beach hazard statement. here you go all the way along our coastline. that's where you expect this possible rip currents and sneaker waves and very high waves. high pressure is over the great basin over the rockies. low-pressure over southern california that tightens up the pressure gradient. and that is what's causing really rest. really terrible winds in terms of temperatures. take a look at tomorrow's temperatures. a little cooler than today. not much. so we're staying in the 60's just about everywhere. whether you're at the coast. well, you're at the bay shoreline. we're looking at very warm temperatures. unseasonable 61 in burlingame just start to head south. a little bit warmer. redwood city, 63 degrees as warm as 66 in milpitas. 66 in san jose and in santa clara, east bay
