matthew mueller's facing charges in several counties and police think he attacked his first victim when he was just 16 conference. charles clifford has details. >> well, here in seaside on tuesday, denise huskins quinn and her husband, aaron quinn, are reacting to news that their attacker, matthew mueller, is facing additional charges. 47 year-old matthew mueller, who is serving a 40 year prison sentence for kidnapping and denise huskins in 2015 has been accused of committing a series of home invasions across santa clara county during 2009. he's also been charged in a 2015 kidnapping case in contra costa county. and on tuesday, the el dorado county district attorney announced that mueller is also believed to have kidnapped and sexually assaulted a victim as far back as 1993 when he was just 16 years old. >> that's 2 decades of this mindset that he was living in. >> on tuesday afternoon, denise huskins quinn and her husband, aaron, spoke to the media about the recent developments in these cases.

we had all the markers of a serial predator. >> and it's unfortunate that it's taken this long to be able really give some better clarity and hope ully some sense of peace to these other victims. the new charges come after mueller allegedly confessed to the crimes in letters he sent from prison. seaside police chief nick bohr just had initiated the written correspondence with mueller. >> that led to these alleged confessions. >> i just spoke to him as a human. there was no training or skill or trickery. it was just often who i am reaching out. >> i really believe that this is just the tip of the iceberg. denise and aaron say they believe there are probably more unsolved cases out there and they are encouraging all victims of assault to come forward. so if you're in that situation just know. we should always trust yourself, always believe in yourself. matthew mueller is currently being held in a santa clara county jail. once the new cases against him are resolved, he will be transferred to a federal prison in arizona. now, denise

and aaron say they're also considering trying to talk directly to matthew mueller in an attempt to get him to reveal more information. but for now in seaside, charles, clifford kron, 4 news. >> the person is dead after they were hit by a car in san jose. this was just after 10, 30 last night near the berryessa bart station. police say the driver hit the victim as they were crossing the street. driver stayed on scene and is cooperating. this is san jose's first traffic and pedestrian death of the year. the fremont police department is crediting proposition. 36 for recent arrests. police say they arrested 18 people in december during a two-day operation where officers watched to businesses the thieves stole from often. they say 9 of them were credited to prop 36 which allows for a felony arrest. if the suspect had 2 previous theft related convictions. freeman police say they'll continue to patrol the streets in order to try to make the community safer.

>> to the east bay. now the martinez refinery company is giving residents a heads up of more traffic, more noise and flaring in the coming months. the refinery says that a maintenance projects is going to run from early january through early april. the refinery says to expect more traffic on marina vista avenue between 6.80, and shell avenue. and on boulevard at 6.80, and how avenue. >> let's check weather as we get a live look at sfo. >> kathy trafton here to give us a forecast. >> we're in for a beautiful evening. the sun has set its dark. it seems calm. but you know what? the winds are really going to kick up. >> so here's a great look. telegraph hill quite tower. everything looks as it should be. but look at these wind as we get toward midnight. my goodness gracious, they get really strong, could be 40 to 50 mile per hour gusts and even in some of the very highest bridges, even up to 70 mile per hour gusts. the good

news is that these winds will die down quickly. another put good part of the equation. is it? the moisture is really good across the bay area due to all the winds and the rain we've seen seeing all the storms that came through. our fuel is very moist till the soil is moist, the trees, everything is well hydrated. so we'll see. these winds really died down and that's good news for us. we'll see them again probably this weekend, but not nearly as strong tomorrow. the winds not such a big deal. part of the reason you we have such warm temperatures today, maybe you noticed maybe 15 degrees warmer than normal santa rosa. 72 where they ought to be at. 57. a lot of areas in the 60's. and yes, the low 70's. the reason is compression heating. so the offshore winds that come from the land to the sea actually they the winds come down off the mountains and compress and that is what makes the atmosphere is so very, very warm. so this week's weather yet we have a wind advisory. no surprise having seen those winds across the bay area through tomorrow morning. then that is allowed

issue here. and firefighters say the worst of the winds are expected between 10 o'clock tonight and 5 o'clock tomorrow morning. well, it just 13 days until president-elect donald trump takes office today, the biden administration >> presented california with a half a billion dollars for emergency disaster relief funding. this comes as the president-elect is warranty may withhold emergency funding. >> from california if governor newsom dozen changes policy on some issues. capitol correspondent eytan wallace reports. >> this >> is likely one of the final acts of the biden administration set to impact the golden state. the presentation of this check for more than 500 million dollars. the money specifically allocated for disaster relief set to eventually go to california to are impacted by winter storms that resulted in severe flooding, wind damage and mudslides between december

infrastructure after disasters rebuild. >> single-family homes rebuilt, multi-family properties and money to good use to become more resilient and mitigate the effect the future of stirred that much as we. wish they would not happen. it's very likely that they will continue happened. >> but if and when natural disasters strike the golden state in the future, not so clear is how president-elect donald trump would respond just a few months ago while on the campaign trail. and he's rancho palace verdes, his golf club. trump signaled he'd be willing to withhold emergency fire early funding if governor gavin newsom does not sign off on trump backed efforts that supporters say will lead to increased water deliveries and water supply statewide. but opponents, including the governor argued trump specific proposals will reverse protections for some endangered fish species and the environment of a new scam is going to sign those papers. and if he doesn't sign those papers, we won't give him money to put out fires.

>> ill over a month out from the start of spring training. but the giants with some action today signing right hander justin verlander to a one-year 15 million dollar deal. the 42 year-old future hall of famer picture, of course, entering his 20th season in the mlb. verlander has, of course, the most innings pitch, strikeouts and wins among all the guys that are still active in the league. however, after dealing with the shoulder and neck injuries verlander's coming up, one of the worst seasons of his career limited to 17 starts now in his career.

february, san francisco actually host the celebrity pickleball bash inside the iconic warfield on saturday, february 15th. 16th is when that will be going on bay area. great start taking part in the event including former warriors chrisman, former niner terrell owens to yo former giants hunter pence in soccer hall of famer brandi chastain. among many others. and earlier today, chris mullin into or owns took part in the meet and greet in redwood city to help promote the event. what i notice is that. >> a lot of people play pickleball. unbeknownst to me, i had no idea that so many people are into pickleball let me tell let me know one thing about. i mean, i thought just granddad type of sport. i'm sure that's where it started. and now it's like it's a phenomenon. it's it's just everywhere. really have the celebration. >> of the bay area of all-star weekend. a music comedy and at the historic warfield theater, which to me is it's amazing.

vicky's like you. so and i know some days. yeah, it's a beautiful shot. there. >> kathy, going to little she gets her station. so, kathy, you know, you feel guilty about the great weather that we're experiencing the rest of the country with the polar vortex. and then, of course, the big fires. and southern california. how long is this going to last? >> what does feel guilty? i'm i'm so happy that we are having a respite because we've had our own trials and tribulations at times. but you know, this going to last a while in terms of the dry weather. now, of course, the rain. i mean, he's not anywhere, not coming any time soon. that's for sure. but a beautiful view of quite tower. and here are the future wind gusts overnight tonight really strong up to 70 miles per hour possible in the highest peaks. otherwise. 44 to 45 mile an hour. winds are possible, especially a strong around midnight or so. this is a lot like last night, but it dies down very quickly. look what happens as we head towards sunrise around 7.30, all of a

sudden the wind gusts die down little bit and they really go away really is is back to normal winds by tomorrow afternoon. so that's good news. there's certainly wind advisory in effect. in the meantime, high temperatures today, lovely numbers, way above normal. as many to 15 degrees above normal 60's and 70's. here's where the wind advisory is. it's everywhere across the bay area except for the santa clara valley. and that goes through tomorrow morning. and there's also a beach hazard statement in effect, till 9 o'clock tonight for very high breaking waves, 20 foot waves. in the meantime, tomorrow's temperatures still warm a little cooler than today, but not much if you're in san francisco in the 60's, same deal along the what water's edge, whether you're at the pacific ocean or whether you're on the bay shoreline. we're looking at a lot of numbers in the low 60's warming up a little bit. 64 in mountain view as you head southward. 67 in san jose. but i don't see any 70's for tomorrow, awfully nice and way above normal. so across the

compared to the previous year. >> during the course of last year, the ferry shuttled about 2.6 million passengers across the bay. on average, the daily ridership was about 7 million passengers and that represents a recovery of about 90% of pre-pandemic levels. the service also launched 3 pilot routes carrying about 55,000 passengers last year on those. >> powerful winds in southern california today, a force president biden to cancel a trip to the coachella valley. he was expected to announce the creation of 2 new national monuments in here in california that are going to honor native american tribes. that includes the chuckwalla national monument near joshua tree. the move would outlaw drilling mining and logging on tribal lands in riverside and imperial counties. local tribal leaders say it's going help preserve sacred cultural site and historical objects,
