>> back to our wildfire watch in southern california. la holding out hope winds start to die down as devastating wildfires continue to rip through several neighborhoods. 5 wildfires are still burning at this hour. the 2 biggest ones are burning in palisades and eaten. they have yet to be fully contained. the palisades fire officially became the state's most destructive fire yet at least 11 people are dead with many other significant injuries. more than 10,000 structures destroyed. and now the california national guard has been deployed to stop looters. and tonight, la emergency management officials say that there trying to figure out why false alarms continue to be sent out to smart phones

across southern california, really causing confusion and chaos. you had an evacuation warning that was mistakenly sent to 10 million. >> cell phones yesterday in southern california. that warning was meant to be sent to people and the calabasas area where the kenneth fire had just started and was burning. but and obviously cause confusion and panic among people far away from real evacuation zones. and a second alert was sent minutes later telling people to disregard that warning but more false alerts have gone out today, including one at 04:00am la county officials say they're working with fema to figure out why the erroneous alerts are being sent out. they say it's a technical issue, not human error. >> and we're learning more about the la city fire department budget cuts that have come under heavy criticism in recent days last month. lafd chief kristen crowley wrote a memo to the city asking for more funding. she also criticized a 7 million dollar cut in overtime funds saying it would

hamper the department's ability to respond to fires. chief crowley has since said that the scale of these fires would have led to significant damage regardless of the budget, a bay area, firefighters there down in los angeles right now, including santa rosa fire marshal paul lowenthal. all he and a large group of firefighters are on the ground there providing aid to the la cruz. he says extremely dry conditions in southern california are incredibly challenging. plus, the area is so vast. he also mention that there are many firefighters who lost their own homes in blazes here in northern california and fighting these fires is personal. >> there's obviously a lot of firefighters is as events like this continue to happen become a personally affected by these incidents. it's not unfortunately a common out to hear stories about firefighters that had their own homes damaged or destroyed. but at the same you know, it makes it a little bit

we're waiting for us. firefighters to come on scene and tell us the fires 5 acres with rapid rate of spread structures were immediately threatened. evacuations are being requested and then we start conveying that through the wash to out. and as soon as the first fire started, we enacted our rapid response plan which starts 24, 7 coverage in 12 hour shifts. and so we were able to cover this. and then 0 downtime. >> yes, so many people relying on watch, judy says it will be expanding its services to cover floods and other disasters. and the app is free to download. >> another thing people can do to protect themselves cheap, but it can definitely help save your house. talking about privatized fire protection services. joe torres is a firefighter on the central coast. he started a company called all risks shield. he had fire defense experts in pacific palisades ahead of the fires. but with extreme winds like that, the neighborhood was just a lost cause.

however, torres says in many california wildfires he has saved homes in places where others have burned. his company offers people varying levels of services. it almost always starts by walking the property and identifying ways to create better defensible space. hardening it and applying long-term fire retardant around the house among other services. you can facilitate pool pumps to help firefighters use that water to save your house and have fire experts from that company monitoring your home during red flag warnings. >> if you haven't any of including that, you may need, you know, some sort of assessment or, you know, to get eyes on your property, get it done, you know, get it done and see what can be done. don't do anything that's unnecessary or, you know, kind of extravagant. there's so many different professionals folks out there that to offer in services align with what we can fire safe councils are really good. start. you know,

get these assessments done and get that information that you need, get it in hand and then get to work. >> source says he has clients in all different parts of the bay area, but mostly in wine country. the cost per year for his most popular bundle of services ranges from roughly $4500 up to $12,000. and weather has played such a critical role in those fires. we've been lucky up here in northern california in the bay where we're looking at a friday night. it's just been warm. it's been nice. it's almost a we are paradox. yeah, lawrence is explain how weather works. yeah, turnout. really nice here. but those situations can happen here in the bay area as well. >> so we need to be prepared for that. that's for sure. today. see the change in the pattern here. we've seen some fog and low clouds return to the bay area's that we've seen and onshore breeze kicking instead of that offshore wind but not gonna last long. in fact, overnight tonight, probably gonna watch all that fog disappear again. wake up, sunny side up, but it's out

there right now. you can see stretching out over the golden gate bridge and that sea breeze caring within higher humidity around the bay area. of course, we've had plenty of rain keep the fire danger down here. southern california can't say the same thing. get that sea breeze. and while that tends to affect the temperatures quite a bit, in fact, 16 degrees cooler in santa rosa today member they were at 78 degrees yesterday. so the numbers taking a bit of a temperatures all around 65 degrees in san francisco for high 67 in oakland, 74 still warm in san jose. 69 today and look more beautiful. 65 in concord. much cooler in santa rosa and 64 degrees in half moon bay. we are watching for some astronomical high tides this weekend, fact, are going to see those for tomorrow. there's a coastal flood advisory in effect as we head toward tomorrow morning, expecting some big king tides to roll in some of those near 7 feet high. also expect another round of some very breezy conditions specially over the mountain top. so a high wind advisory in effect until 10 o'clock in the morning on sunday. some of

those gust over our local mountain tops as high as 50 miles per hour. right now, we stay dry around the state of california. fact dry as can be trying to see if we can find some rain for you. coming up in a few minutes. all right, lawrence, the oakland police commission is asking for public input on proposed changes to the city's car pursuit policy. following criticism from governor newsom, a special meeting is going on right now. and a town hall will take place next wednesday. >> at the east bay church of religious science, the changes could affect high speed chases which had led 2 accidents and fatalities. oakland's current policy restricts pursuits to violent crimes but has resulted in higher than average collisions compared to state data. newsom continues to ask for support for the city contingent on policy revisions. we're gonna have an update on tonight's meeting at kron. 4 news at 10 11, a record. 24 million people now get care health plans as it faces an uncertain future.

>> new at 5, the ceo of open ai sam altman is denying claims made by a sister that he sexually assaulted her multiple times when she was a child. any altman filed a lawsuit this week alleging her brother sexually assaulted her between 1997 2006 sam altman released a statement on behalf of jimenez. family denied the allegations and adding that any is facing mental health challenges. the lawsuit asks for more than $75,000 in damages. president elect trump

office of the president at those those far-reaching do not reduce the series seriousness of the crime. trump is also trying to stop the release of special counsel jack smith's report. smith charged him with trying to overturn the 2020 election and illegally keeping classified documents at his mar-a-lago home. he is a disgrace. we want all of those cases after the election, the special counsel dropped those charges because the justice department doesn't prosecute sitting presidents. >> but the department of justice says it still wants to release its report in washington. i'm today some lot. >> the powerful winter storm has dumped heavy snow and glazed roads with ice across many southern states. some really shocking footage of chunk of ice flying off a car and crashing into a trucks windshield here. that's what that is. the accident was

kansas. sheriff's deputies say it's important to clean snow and ice off your cars before traveling. it's a crime not to do so. at least in california. the driver had only minor cuts from the glass. >> this is what i memphis, tennessee, looking like this morning. other states like tptexas, oklahoma and georgia also impacted by this snowy downfall. the national guard was deployed to arkansas to help stranded drivers, whether they're causing real delays and dangerous road conditions. our first chief meteorologist lawrence karnow has marked. yeah. boy, tremendous storms rolling across there. hardly of california. see, we've got a big dome of high pressure here. but >> to every ridge, there's a trough. and that's what we're looking at right now. that trough of low pressure making its way across the country. and i'll tell you what we're talking about. some severe weather there. those ice storms are no joke. they've cough all kinds of trouble. they're taking down power line, numerous power outages, trees coming down and just making a really difficult to travel around the storm system

coming all the way up from the south all the way through texas and now making its way toward the east coast. and you can see that that rain line to the further south. but boy, all that that sleet also that freezing rain making its way through parts of atlanta further north. now, that turns on the colder air and some snow up into raleigh. but dangerous conditions there and continuing to watch some of those cities that winter storm warnings in effect all the way down to atlanta. that is amazingly cold that far south. so they're dealing with that now and they're going to be dealing with that even more. so as that storm system makes its way up the coastline, things will quiet down but more that cold air continues to plummet across the u.s.. we've got another band moisture making its way up from the south that could bring some more rain, maybe some freezing rain as we head in toward monday of next week. meantime, the temperatures it is. 21 degrees in minneapolis right now. how about dallas there? freezing at 30 degrees right now. you get to atlanta. 34 degrees 28 d c 32 in freezing in new york. cold

temperatures in place now tomorrow. the highs don't look a lot better. in fact, just hovering just slightly above freezing in atlanta. they've had 3 and a half inches of snow on the ground, which is pretty amazing that far south and looks like it's going to be sticking around. 39 degrees for a high in norman. 25 in casper and 23 degrees in fargo. so lot of cold air in place there back out in california. we've got that sea breeze kicking in. the fog has rolled into the bay right now, more than on the way trying to bring some rain here. boy would love to get that going right now. start out your weekend. bone dry out there. offshore winds start to kick back in again also. and as we get into sunday, maybe a little bit of a change may be a little more of a seabreeze north westerly component to the wind in the bay area. and then those winds really go offshore. and that's what we're worried about. possibly on tuesday. there's area of low pressure that's going to rotate off the coastline. maybe some gusty winds as we get towards southern california on tuesday in about the middle of the week. so i'm gonna keep our eyes on. that can change, though. over time. here is we're gonna see some bigger changes in the forecast. temperatures tomorrow, though, 60's near 70

degrees into parts of the south bay. next couple days. there you go. you can see some nice weather. can't find a raindrop out there to be had anywhere in sight. even long-range computer models. they just are dry, dry, dry. you know, right? first mentioned that you said maybe we'd have it the middle of the month and the new push 20 you think it's even outside right now? yeah, the 25th and beyond. so right in the heart of the season. all right. thank thanks. a record number of people are signed up for health care coverage under the affordable care act. >> according to the white house, but president elect trump has repeatedly threaten to make changes to the law. and the republican majority congress is position to help him do it. washington, d.c., correspondent hannah brandt has more now on the program's uncertain future. >> more americans than ever before. getting health insurance from the affordable care act. in fact, today we're breaking records in the number of americans who have coverage this week. the biden administration announced 24 million americans have enrolled in the aca. health secretary javier becerra says

that's largely because of enhanced tax credits. the administration put into place to lower the cost of monthly premiums and expand to qualifies for coverage. the affordable care act's health insurance plans are the best deal in town. quality health care coverage for an entire month. about $10 a month in your premiums in some cases but the future of the aca is in doubt. republicans have repeatedly criticized it. i think the promises of the affordable care act proven to be false. president-elect donald trump tried to dismantle the program in his first term and with his second term just days away. democrats like senator tim kaine are concerned. we're expecting the same level of >> vigorous attack on the affordable care act by the incoming trump administration. while the trump administration hasn't offered a concrete plan to replace the aca. senator eric schmitt says he does want to see reforms. health care is way more expensive than it was when the aca went into so i'm always open to new ideas. plus the enhanced tax credits are set to expire at the end of the year unless the republican
