everyone and welcome. thank you for joining us. i'm catherine heenan. >> fire crews in los angeles county are reporting some progress today ahead of another santa ana wind event, which could further cosplicate efforts to contain the deadly fires and potentially fuel new fires. we have a look at the 3 major fires, the biggest, the most threatening and still the palisades fire that has burned more than 23,000 acres. only 13% contained. firefighters making better progress on the eaton fire. 27% contained more than 14,000 acres have burned and at the hurst fire, 300 firefighters are on the scene. this one is now 89% contained nearly 800 acres have burned. the death toll from the california wildfires now stands at 24 crews have been using cadaver dogs to search

for the missing. governor newsom has issued an executive order. it is aimed at streamlining the process of rebuilding homes and businesses. it means a wide range of building permits and reviews needed for new projects will be suspended. of course, they're trying to make it easier and faster for people to get help. the measure also extends laws against price gouging for building materials and construction costs until next year. state agencies will also be empowered to find creative ways to streamline rebuilding and recovery efforts in la county. california's national guard sending more than 2600 members to los angeles. they are helping in the firefighting, but they will also help protect property against looters. >> we're here assisting cal fire with the wildfires down here in southern california will be flying the ch. 47 chinook with a water bucket truck to the belly of it

primarily will be doing pulling water out of reservoirs, dropping water on the fire were near the fire to slow down. really our intent is to buy calfire more time further down the road to make cuts. >> the national guard is staging at an airport in ventura county. they'll be sending out members from there. fire crews from all over the country have been helping to contain the wildfires, including some crews from the bay area. kron four's jack moment has the story. >> of all the horrific scenes shown from the thousands of acres scorched and lives ruined by los angeles fires. photos show with the panic and terror cemented into history. photos also show the heroism of firefighters from all over the country to kind of get in job to kind of help. >> so when you kind of have incidents like this. of the magnitude, you always want to go. you always want to go help. >> that includes crews from the bay area.

>> a lot buddies back from back home are down here, but they're just keeping busy port carlos or to with cal fire czu. it's a song bird reunion seeing his bay area colleagues battling the worst set of fires. the state has seen. >> in a couple of years and then this is what we call over. zoom or test shows us the staging area for cal fire trailers for interviews, press conferences and meetings. he's very much like a miniature city port is job is going to grocery stores or wherever people congregate and give them vital information to keep themselves safe. >> and about the next face, now that the fires are just starting to get under control was a fire runs through. it's important for us to be able to give the right information for the people when they start to repopulate. so everything gets done right in orderly fashion. and that next phase includes coming home for thousands, knowing many of those won't have a home to return to it all. >> it's by the national guard and dozens of fire departments all helping the cause. the

damage here will be felt for generations. the unknowns are up. >> pretty scary. crews are having a cautious mindset, though, knowing increasingly intense weather events are becoming the norm. things are changing. >> but we just got to be fluid and change with them and it will be fine. >> jacques moment kron, 4 news. >> we are getting a look at more of the before. and after satellite photos up los angeles county. you're saying some there huge area from the shore to hundreds of neighborhoods has been damaged by flames and smoke. as to the latest on weather conditions in southern california. as we look at these pictures, let's go to kron 4 meteorologist gayle ong. and gail, i know they're worried about. >> more wind. winds in the forecast and >> red flag warnings are in effect until wednesday. and the national weather service just in los angeles just issued apds. that is particularly dangerous situation. so that is that was issued last week and we saw what happened. now, the wind

storm isn't expected to be as strong but still very destructive. it makes for the dry conditions. we are seeing a lull in the winds right now, especially along the palisades fire in the eaton fire on the east side. as you can see here, humidities are looking good for now and the winds are ok, but take a look at what happens overnight. that's like monday. you see that purple and red that purple indicates 50 to 60 miles per hour. wind gusts and we'll take you through tuesday. that is when that pds part of the red flag warning goes into effect until wednesday around noon. you can just see the areas surrounding los angeles, the hills, they are going to be stuck with some major winds and mix that with the dry air. we know this all too well in the bay area with lower relative humidity. so we'll see a little bit of recovery, but still very low in the 20% range. and then around monday afternoon, we start to see single digits even like 10%. so it's still very low conditions here. and

here's a fire weather model when you see the orange and yellows pop-up. this is monday. 11. that is more the risk of wildfires and it becomes more widespread in the afternoon. so that's why there are watches. wind watches, fire watches here in northeast winds 30 to 40 miles per gusts up to 70 miles per hour. when we come back, we have our own winds here in the bay area as well as some frosty temperatures in the morning i'll have details when it come back. back to you. >> thank you, gayle. lot of bay area residents. a lot of businesses have joined forces in the east bay to help out they are sending donated goods to people affected by the fires. kron four's. lindsey ford visited the donation site in emeryville. >> wildfire victims on their path to recovery after flames tore through homes and businesses in los angeles county. like so many organizations stepping in to help 2 bay area, social media influencers. jesse kept rela and natalie marshall created

clothing and toiletries donation site for those affected thinking like i will get some people to show up and >> we're at gridlock down to the highway. so the entire bay area has basically showed cars lined the streets to populate trader vic's in reveals parking lot. >> where the donations were dropped off at bring >> jackie is good for hearing. how all the way la is inundated with donations. people are being so helpful. this 26 foot moving truck behind me will be delivering hundreds of items from baby clothes, toiletries bags and other goods to families that are affected by the la fires. manager. organizers estimate 65 southern california. families will be helped temper. ellen marshals say they worked with several volunteer groups who will organize the items and send them to relief centers in la to distribute to families. >> and they have lots of

colleagues and friends who've had to evacuate. and many of my friends, schools and their children's schools have burned down. many of the people donating on sunday have family and friends who live in the los angeles area like megan maples who donated baby supplies like unused nursing covers and baby clothing. as a new mom, i can't imagine having everything that my family worked so hard for taking away. and so i i felt very just heartbroken that. >> so many families are just experiencing such heartache right now in virgina proper local business owner who collected and brought over hundreds of items within her to sprinter vans just like the fires, it spread just like that. the donations and that really makes my heart. i'm definitely adrenaline right now. but my heart is just so open. the rest of the donations that did not make it on the 26 foot truck were sent to other local sites for people in parts go out course, in know that you're not alone. we're here and we're going to

>> a san jose was shot to death last night. it happened just after 10 on loma verde drive. the man was taken to a hospital where he died. police have not made any arrests at last check. no details released yet on a suspect. oakland police are looking for the person who shot 2 people this morning ogarfiel avenue. police found evidenc at the shooting scene and later found the victims were arriving at the hospital. the victims are lied critical but stable condition. anyone with information as always being asked to call police in south san francisco. police are looking for the person who robbed a 50 year-old man last week. they it happened while the victim was walking on centennial way trail near mission road. the man told police that a man in his 40's approached him shortly before 08:00pm tuesday, demanding

money. police say the victim was not only robbed assaulted. he has facial injuries and the chp is looking for a missing teenage boy in the east bay, 14 year-old laval jones last seen in hayward friday. the boy described as 5 foot 6 brown hair and brown eyes believed to be wearing a gray nike jacket with blue jeans bunny alert has been extended to alameda contra costa and san francisco counties. the city of san jose continues to step up its efforts to clear out rv camps along city streets. kron four's charles clifford has that story. >> by law vehicles that are parked along city streets here in san jose need to be registered operational and they can't stay in one spot longer than 72 hours. but in some places like behind me here, there are a visa been parked on the same location for a very long time. and starting today, the city is stepping up efforts to move the the city of san jose

estimates that there are about 2000 oversized rv type vehicles parked on city streets. not all of those are occupied, but in some places like here, a long tunnel with avenue, a group of rv's that are being used as housing have been parked here for weeks or even months after receiving numerous complaints from neighbors. the city is stepping up efforts to move these vehicles will be establishing tow away zones. and jose mayor matt mahan says they will start by asking nicely, give them ample time. >> to find another place to be. and and then we will. after 2 weeks be clearing the sites, hoping to avoid creating an endless game of whack a mole. the mayor says the city is working on finding permanent housing for the people who live here and possibly creating a place where these rv's can park long term. he admits that the city will never be able to get rid of all large rv's parked along city streets. but he says the current arrangement is unsustainable. if you own an rv and want to live in it permanently will work with you. but you need to find a sustainable, permanent place to live in your rv. the city

currently has a dozen locations across san jose where it plans to step up parking enforcement and more than a dozen other spots that they are currently considering taking additional action in san jose. charles clifford kron, 4 news. >> all right. time for another look at the forecast as we look live at the view from mount tam gala's back. she's talking about our weather and the fact that it's going to get really cold >> cold mornings and we're also going to be breezy. but afternoons are going to be sunny and mild due to the offshore winds that we've been talking about. the offshore winds in southern california. we are going to get some offshore winds as well. so let's head over to the big wall here. a live look over at the east bay hills. mostly clear tonight. and that is due to those breezy conditions and notice the green to. we also have a coastal flood advisory a longer bay shores. that's too to some high tide. so just be mindful this the areas in blue that that frost advisory overnight until 09:00am

tomorrow. and that does include conquered selena, san jose. sunnyvale going to be a frosty morning. so bundle up when you are heading out the door and take a look at the temperature change this time yesterday were down 19 degrees, 17 degrees down. >> in livermore, vacaville. so you get the picture. that's the areas where that frost advisory is issued. here's our weather pattern again. >> high pressure will be taking over and you notice that low just flies right behind california. and that's going to create that strong pressure gradient, breezy conditions for us and also those strong santa ana winds are back for southern california. we actually have wind advisory for parts of the north bay. if you can even make out the light tan here. so that's our interior north bay mountains. 02:00am monday until tuesday. so here's the wind model. it's calm now. but overnight, as you can see, north of napa in the hills there, it lights up in the red in lime-green. that's 20 to 30 miles per hour. wind gusts. you can see power outages and that does matter. if you drive a high-profile vehicle, winds start to spread around the 06:00am hour and around the

after news. that is where that wind advisories issue you can see where it lights up on the map and winds start to ease by the evening on monday. so here's the future cast model. i added the iso bars because latin, when you notice the lines are closer together, that indicates how strong the winds are. as you can see how close it is by our north bay mountains and even towards los angeles there with those santa ana winds. this is going to be the pattern from now through the middle of the week. so that's going to warm us up during the day. but we also have chilly temperatures. air quality is looking good with the exception of the south bay, but some moderate air for you. and here's the overnight lows. it's going to be chilly, especially you in morgan hill in the 30's, santa rosa in the 30's. so you can see just how frosty it's going to be daytime highs a little cooler than today in the low 60's there. we're mostly in the mid to upper 60's last couple of days. so 7 day forecast. we're still sunny. i don't see a lot of rain just yet. but the end of the week we cool down to the 50's for daytime highs. so just watch out for those

chilly mornings. back to you. thank you, gayle. one of the people killed in the southern california wildfires >> former child actor and motivational speaker from australia. reporter joel hillary says his mother had frantically tried to get help but could not reach 9-1-1. >> the wildfires devastating much of the loss. angeles area left nothing but scorched ground and rubble to what was once shelley sykes. 32 year-old son rory callum sykes cottage in malibu. it was my and he died needlessly on ax. shelley shares that worry a british-born australian living in the u.s. who was sought out as an inspirational speaker as young as 8 years old, was born blind. and with cerebral palsy as the fire storm got close to, where is home? shelley rushed to call for help. all the phone lines were down.

leave at a moment's notice. the washington post meantime, is reporting the palisades fire very likely came from a new year's eve fire in the santa monica mountains. residents suspected was started by fireworks. firefighters knocked it down pretty quickly using helicopters. 6 days later, it is possible that sparks reignited in the very windy conditions. the la fire department told the post it is not their practice to patrol past fires. investigators say their work is ongoing there. not talking about this right now. meantime, with the winds are expected to return, firefighters are preparing for the or the worst. jamie chambers has the latest. >> over 4700 firefighters have poured into the pacific palisades fire fight representing 3 countries in 6 western states. all the while humidity has bounced back slightly. there is still no de-escalation from rescuers

tells me that they believe that that number could jump substantively. that's very latest from jamie chambers. >> and tonight, a late little good news for the people who live in the area of the eaton fire. the sheriff's department today announced several communities are reopening 2 residents in other areas. evacuation orders have been downgraded to warnings. the eaton fire now 27% contained. a lot of the people affected in the eaton fire are senior citizens. a lot of them had to leave their senior living facilities. reporter courtney friel talk to a woman who spearheaded the charge to get them all out safely. >> embers were flying ferociously as the staff of the pasadena park skilled nursing center evacuated their 93 residents and some 50 patients next door at the terraces assisted living center, which ultimately burned down. it was like one of those back draft movies that you saw where. >> at any given time, all the embers were flying and you

just try to get everybody out. it was chaotic. but everybody knew what they needed to do. >> re of bart hollow may lead the charge to get everyone out. she tells me they first saw flames in the mountains around 07:00pm when 9-1-1 would an answer. they called her ambulance transport company, which also said in their search and rescue dog dozer to make sure no humans were left behind. even the swat team arrived to help as re-enter staffer comforting the people ages 58 to 103 years old and loading them onto buses. she kept repeating this in her head. my monitor was. >> everybody will come home safe and kissed their loved ones and all the residents will be in a safe space so they can reunite with their loved ones or monitor worked. and though the residents are in a different atmosphere without their belongings, they're very grateful to the staff for no injuries. it's just amazing. you're feeling

that many people and spain of staff as well as residents certainly were certain worried have you know, their own fears. but they got the job but today, the back of the center is charred. the rest of the building spared thanks to the fire door. the hospital beds, wheelchairs and medical equipment used in the evacuation just sitting outside in a heap. >> however, they all realize it could have been much worse. how do we not evacuated so quickly? and everybody just helping out? could have. there could have been loss of life next morning when somebody came by to check the building, it was still here and i just couldn't stop crying because i was like this is a miracle. >> again, no one was injured. everyone is accounted for. the residents have been transported to 10 different facilities and they hope to find out soon when and if they can rebuild in pasadena. i'm courtney friel. >> the fbi has released photos

showing ace civilian drone showing the result of what the civilian drone did. actually, a super scooper firefighting plane. it happened at the scene of the palace aides to fire the impact left a holy, see it there on the plans when a pretty big hole it had to be grounded. the fbi is asking for help in identifying a suspect. it has recovered some parts of the drone. it's helped. the plan will be back in maybe tomorrow. of course, drone flights over wildfires are illegal. los angeles police responded to a burglary call yesterday morning at the brentwood home of vice president kamala harris, 2 man dressed in black were detained. they were questioned later released the secret service also responded. the 2 men were inside the evacuation zone while a curfew was in effect. not clear if anybody was in the home at the time. democratic assembly speaker robin grievous has announced a new bill aimed at helping fire

victims. meantime, republican lawmakers want a new special session on fire assistance and prevention. capitol correspondent eytan wallace has the story. >> thank you for your service and thank you for protecting our communities. >> the state senate beginning the day with a standing ovation for first responders on the front lines of the fires in southern california. i think the residents. >> la county need to hear the state senate loud and clear. we have your back. and in the state assembly, its leader, speaker robert remus, sharing the most important question for us right now. and for me. >> is how can we help? that's why reeva says lawmakers in his chamber are in the process of authoring new legislation, he says will assist fire victims, including one bill to expedite insurance claims for impacted homeowners. it comes amid california's home insurance crisis. >> in the last year and a half 7 of the 12 major home insurance companies in california, including allstate, state farm and

farmers insurance have either limited their business within the state or in some cases stop selling new policies altogether for homeowners living in some of california's most fire prone areas. that resulted in some californians struggling to find any insurance coverage at all. a key requirement to carry a mortgage for a home. for their part. insurance companies have said they have no other choice but to pause or stop selling policies out of concerns. they could face huge losses. should a major disaster like a wildfire destroyed homes and at-risk communities. this has been an ongoing crisis in california. exacerbated now. you know, we working with staff and many of my colleagues to sure. >> we don't have a clock solutions, marketing coapany. but just minutes before reverse held this press conference, his democratic colleagues in the assembly moved forward with governor gavin newsom. special session aimed at allocating 25 million dollars in state funding to help california attorney general rob bonta fund a future lawsuit against the trump administration.

>> when asked whether the special session should be put on hold while the fires rage in southern california reverse did not directly answer, but he did say this at this moment. my colleagues and i we are acting with great urgency, great urgency to sure that we're providing much-needed relief. >> to angelenos republicans responding calling on democrats to drop their current special session and instead start a new one, specifically umpire relief and prevention. to me, this is a no-brainer. this special session that we currently opens needs to be shut down immediately. and we need to refocus completely on wildfire. >> insurance crisis that is to come as a result of this. we have so much bigger issues right now that we really need to tackle. we need to focus on then pain government lawyers to sue donald trump. meantime, the governor special legislative session will continue tuesday for its first budget committee. hearing reporting at the state capitol. a tonn wallace kron. 4 news.

>> all right. as we look at the skies over los angeles county, the national weather service warning. again, we've been talking about this strong, strong santa ana winds expected to return and a gale is back with the details on that. >> winds as we speak. but that is expected pick up >> overnight and really won't let up until middle of the week. so another push of strong santa ana winds. there are fire watches and warnings in place for southern california over in ventura los angeles county. so let's take a look at the current conditions where we've been monitoring the 2 big fires of the ones that have been burning down there. this is the palisades fire on the west side. calm conditions there. and over on the east side and altadena that the ian fire same thing. so calm winds now. but that is expected to change and the areas shaded in red. that's that fire warning the red flag warning in here is the wind model. so notice the colors. this is midnight and take a look at what happens tomorrow morning in the

afternoon. notice the purple and the reddit. we're talking 30 to 50 and even up to 70 miles per hour. wind gust in the highest elevations and the contours is just they just stick around from now and told wednesday. so tuesday and wednesday are the most dangerous days of that red flag warnings actually apds which is particularly dangerous situation and put things in perspective. usually that is issued when there are tornadoes and they are rare. so it's same red flag warning that was issued last week. but we're not expecting the winds to be as destructive, but since already fires out there makes out with the dry air around tomorrow afternoon. we see relative humidity down to the single digits and the teens once again. so that's why we have those warnings in place. strong winds that could spread the current fires and even start some new ones. with that dry. aaron, those dry conditions back here in the bay area. we have a coastal flood advisory in the green and over. so this is around
