they had to respond at around 6.55. last night. >> just about maybe 10 to 15 minutes from this location may be even faster because it was an emergency call. let me show you a map of the location. this is on shore road just near lake. so it's a frontage road, a couple of miles from 101. the video i want to quickly show you. this was shot at around 6 o'clock in the morning. the accident took place at 6.55. last night. and i mention that because it was dark at the time. so this was probably what the 2 drivers saw during that time along that road. now, here's captain cody. joining me now from the chp to give us more information. what do we know about the victims? as you stated just before 07:00pm last night, a two-vehicle crash happened on the unincorporated highway ashore road in san benito county. >> regrettably, the crash was a result of across highway

broadside meeting. one of the vehicles crossed the centerline of the road and crossed into the opposing traffic lane as you stated earlier for teenagers were in one vehicle, 3 of those teenagers were killed. 2.17, year-olds and an 18 year-old one of the 18 year-old another 8 year-old i'm sorry. >> who was a passenger in the vehicle? remains in serious condition at a local hospital. the driver of the other vehicle is in her mid 20's and she is also at a local hospital expected to survive, though. she also sustained serious injuries. obviously, our hearts go out and we extend our deepest condolences to those involved. but this horrific tragedy, tragedy is a just a constant reminder to all of us of the responsibility as drivers to obey the traffic laws failing to do so has tragic consequences and simply too early to tell the, correct? yes, are have barely started our investigation and we have yet to rule anything out as the cause of the very good. thank you so much. so it has

been confirmed. unfortunately, 3 people people died. >> and the captain told me as far as the other person, the passenger, the front right passenger in the car that was carrying 4 people that person touch and go as well. hopefully that person will pull through. we do know right now 2 people in the hospital. >> thank you. we'll 10. 0, 3, is the time in the east bay. a person is dead after a shooting in oakland. it happened just before 9 o'clock tuesday morning on east 12th street right around the corner from international boulevard. police say the victim was taken to the hospital where they later died. one person has been detained in that shooting. meanwhile, we're also learning that another person was shot in oakland. this one happened around 1 o'clock tuesday afternoon on linden street, right near 10th street. that victim was taken to the hospital and is expected to survive. no word yet on any arrests. now to some breaking news this morning, israel and hamas have agreed to a cease-fire in gaza and the release of dozens of hostages after more than 15 months of war. now any deal is

expected to pause the fighting, which is great news and brings hopes of winding down what has become the most deadly and destructive war that israel and hamas have ever fought. the plan still needs to be finalized by israel's prime minister and his full cabinet. but negotiators say they are hopeful for that. no can confirmed. start date just yet. but this agreement would begin with the release of 33 women, children and older adults that have been wounded in exchange for hundreds of palestinian women and children imprisoned by israel. and then soldiers and other male captives would be released in the second phase. the white house says president biden is actually preparing to address this breakthrough agreement later today. >> time now channel 4 and we're less than an hour away from their san francisco unveiling new legislation to target the city's drug crisis. yeah, city leaders are discussing the fentanyl state of emergency. >> this morning we've got with the mayor coming out,

declaring a state of emergency across france. joy court has been standing by in the city all morning long. keeping us updated on what this means going forward. joey? >> with james darya, the mayor is now saying that, you know, people who come to san francisco and do drugs in the streets will be held accountable. a lot of people would like to see that happen. not all of them believe it. not all of them are buying this up. but here's what we're learning today. so if you walk through the tenderloin, of course, you've seen this a neighborhood. they're full of people doing drugs on the sidewalks in plain sight. the cdc says just a small amount of fentanyl is enough to kill a person bay area recovery advocate tom wolf of daly city telling us that he became addicted to opioids after having surgery and ended up on fentanyl and homeless on the streets of san francisco before being finally arrested for drug crimes. and then getting the help he needed. >> living proof that recovery is possible. and that

accountability is a cornerstone of recovery. and that's something that san francisco had moved away from for too long. and now it's time to get back to that accountability for that subset of people on the street that just refuse services. they they're not ready to make that choice that they need to be given a little bit of push. >> now he's been sober for 6 years now. the mayor's office says the legislation we'll unlock funding and speed up the hiring process for drug treatment and shelter space. and it will behavioral and mental health initiative. so the mayor leeting with the board of supervisors now and they're talking about what they're going to do about this drug crisis. we expect to hear from those leaders in the next hour here. so much more to come on this later on today. back to you. thank you, joey. >> 10. 0, 7, is the time. let's go to the south bay. the san jose school named after a september 11th hero is now facing the possibility of closure. and that is because

the school district is coping with ed. a 40% decline in enrollment over the last 15 years. come jack moment has more. >> nestled under the san jose international airports. flight path is an american hero cemented into history. so yeah, it's really tough seeing some of those schools, captain jason and all elementary is named after the pilot of flight 93, which was taken over by hijackers and set to crash into the capitol on 9/11/2001, but crew and passengers took over and saved countless lives crashing into a field in pennsylvania. dole's legacy has been living on in his hometown as the namesake of this school, which is now one of several schools that could be close. franklin mckinley school district says it's faced with a severely declining enrollment. my first. started teaching at bridges. it was fair. and i think there were like 80900 students who richard brooks teaches at the district and says the decline in enrollment has been going on for years. and i know parents are worried about.

>> their schools because they're, you know, pretty much community centers. and while his school bridges academy is not on the chopping block, he has a personal tie to dall elementary's. i attended there when i was a child. i had a long history. there was nice to see honor for the 9.11 victims and for you know, james don't self. so it's kind of sad to see something that i thought to be around forever. and the community, you know, possibly going away forever. the district telling kron for news in a statement, quote, at this time, no decisions have been made regarding which school sites will be impacted if captain jason and dodd elementary is selected for closure, we remain deeply committed to honoring and celebrating the legacy of kept and all. and for brooks, he hopes whatever closures do happen. >> aren't too the community knowing about it makes a little bit tougher for the kids to focus because >> they wonder about the future a little bit. the district tells me that there are a minimum of 5 schools that could face being closed. and coming up on february,

11th, the school board will vote on a final resolution to decide which of those schools will be closed. >> reporting in san jose jack moment kron 4 news. >> the west contra costa unified school district is facing big financial challenges, including the threat of a state takeover. the district serves about 30,000 students in richmond also and surrounding areas and they're dealing with the budget deficit and declining enrollment. and officials say the district could even go insolvent within 3 years of changes are made. the interim superintendent is hoping that they're able to cut 13 million dollars over the next 2 years. but to avoid more staffing cuts, they are launching a campaign to boost attendance, which directly impacts state funding. the district is hoping new leadership and fresh strategies can turn things around. we talked to residents who grew up in the district and they say the quality of the schools has gone downhill. >> you know, we at this play money to go around and it is a

>> we're back at 10 14, campbell. police say they've arrested a man now in connection with the vandalism of the city's water tower. so police were called out sunday to reports of a person on top of that tower. not this person. he was cleaning up the mess, but they did order the person that was up there and there's his picture to come down. he didn't comply right away. but eventually he did and then tried to run away. police ended up catching him, though. so he's been arrested in although police reported the towers been vandalized 3 times since christmas. they didn't say what, if anything, this latest person wrote, if anything at all. but there was damage and they did have to fix it. >> and 15 is the time for a look at the weather. here is a live look at half bay. >> notice we see the sun coming out here. so temperatures will start to warm up. we were chilly in the

30's, especially in places like santa rosa. 32 degrees. now you're warming up to 48 52 in san jose. and 51 in oakland and san francisco. winds look like we're in the single digits today. we were breezy in the hills, but and not an issue for us. it's a different story in southern california, which i'll get to in a bit. first lets take a look at your daytime highs. so even though we're off to a frosty start in some places, we will be warming up to some mild temperatures in the low 60's inland around the bay and mid 60's and then low 60's around the coast and 63 for you in santa rosa. looks like the warmest spots will be in the south bay, san jose. morgan hill close to 70 degrees looking some moderate air quality out there as well. if you're in that sensitive group. and here is why we have high pressure in control and that lack of surface flow and then low pressure down to the south. that's driving those offshore winds as gusty santa ana winds keeping things dry. so a quick look over at the main fires in la county and

ventura county. so we have the pacific palisades on the west side even fire on the east side. so humidities are in the teens now 20% winds are calm, but around the areas in the hills. tracking 27 miles per hour over in simi valley. so it's the hills. we're already seeing strong winds this morning up to 50 miles per hour. that's why they're still red flag warnings in place in ventura and los angeles counties. part of it is a pds red-flag warning. you know, that's known for a particularly dangerous situation. and just to put things in perspective that's only issued when there are tornadoes. so i'm not as destructive winds that we saw last week, but still strong winds, 30 to 50 miles per hour throughout the day and up to 70 miles per hour in the highest elevations. so easily can fan the flames and existing fires and even start new went so back in the bay area. notice haze out there from the east bay hills veteran at plenty of sunshine. and it looks like we're going to stay in that pattern for quite some time. this is a 7 day forecast 60's across the board through the weekend. a

promise this community and time for to be responsible. and home for the sins that has been done to a community that went to hail because of the redevelopment agency. so when playing with demanding the grocery giant announced last month. >> it close on february 7th until then the community says they will push to keep their safe way. let's look at in kron. 4 news. >> well, let's get you the latest update now on the situation with the wildfires burning in southern california. we have cal fire reporting the massive palisades fire burning in la county now is responsible for killing 8 people and burning more than 23,000 square acres. currently 19% contained. that is a slight improvement from when we first woke up this morning. but it has destroyed more than 10,000 structures. aside from the palisades fire, there's also the eaton fire burning in altadena. that fire has burned more than 14,000

acres. now it's 45% contained. so they're almost half way around it. cal fire says, though, this fire has killed 17 people. and when you add that up with the palisades fire, you're looking at about 25 people killed so far with more than 7,000 structures burned in this fire. the eaton fire. we'll keep you updated as more updates coming from the firefighters and here in the bay area. people continue to try to do their best to help those. >> who are suffering in southern california because they have nothing but the clothes on their back in some cases. yeah, left with really just trying >> scrape things together. and so manny's in san francisco has been holding donation drives this week. cropper sara stinson gives us a look at how it's going. >> take a look. day 2 of this donation drive in manny's is packed with donations for people wanting to help those affected by the fires in los angeles. the owner making sure each item donated his match with an organization that has requested it. >> the images of loss and devastation are inspiring people in the bay area to step

up and help. that includes the owner of manny's in san francisco. >> really boggling my mind. what images i've seen of la. >> many you could. tl says the fire hits close to home as he's from there. devastating. what i've seen happen to my hometown. you could. tl says he decided to host a week-long donation drive after asking a friend in altadena how he could help. >> word of mouth and tongue. tons of people have come in. and as you can see, we've gotten overwhelming amount of goods donated los angeles organizations have become inundated with donations from all over. so you could. tl says he is making sure that goods they drive down are actually needed. there's a list of organizations requested specific things. we are pairing them with specific drivers. >> and so we're packing their cars with the things that they need, feminine hygiene products, toiletries, non-perishable foods, kids, toys, kids, clothes, new underwear, sleeping goods and

>> we are back at 10. 25 we've got some developing news on the tech front met a continues shake up last week. we told you about the menlo park-based company announcing they were going to get rid of their fact. checking mechanism. and now bloomberg is reporting that the ceo mark zuckerberg plans to cut about 5% of the workforce that would come out to about 3600 people dr. birx says he made this decision in order to cut what he called low performers. mark zuckerberg, the ceo believes they have to work more quickly to weed out what he's calling loper former. so >> getting much more aggressive and the means by which they do these performance-based reviews. and i think that's a trend we may see more of in silicon valley.

tantamount to letting them go and leading to more burglaries and the suspects getting away with it. the group is going to hold a rally at 05:30am, tonight before a town hall meeting that starts at 6.30, at the east bay church of religious science on telegraph avenue. we're developing news now. we know none the names of the family that was found shot to death at a home in santa rosa earlier this month. authorities have identified them as 67 year-old clive guth and 67 year-old donna goes and also their children. reyna. 33 and cameron. 28. they were all found dead and a home. they say that clive and donna were once married and that their children and them were found dead in this home and that there was a gun found next to one of the bodies. but they won specify which one the victims were found by the police last week when they were called to do a welfare check at the home on monarch court. and they each victim had several gunshot wounds.

they were in different areas of the house and then police conducted a search warrant at a home in san jose that was linked to one of those people as well. but they didn't tell us what they found. >> 4 year-old girl in critical condition now after being hit by at least one bullet in valais on kron four's. philippe djegal has more. >> you know, police sergeant richard hollis says patrol officers on special assignment in the crest neighborhood heard gunshots near sawyer street and mark avenue at around 8.30, sunday night. longtime neighbor j little heard the rapid sounds too initially thinking they were firecrackers. officers responded and found dozens of shell casings but no victims. moments later, our operators receive a call from a local hospital reporting that a young zoo for now >> was walked into their emergency department suffering from at least one gunshot wound. and placed in front of a condition neighbors who were on scene during the aftermath

targets the city's chinese community. so police say the people you see here on your screen are the ones who are looking for involved in what they say is a blessing scam in in this scammers tell victims they can provide relief from a curse or an illness affecting a family member. if they'll just put their money and valuables into a bag for the blessing, the scammers then switch out the valuables and returned the bag to the victim, but tell them not to open that. back to a later date in order for the blessing to work. now, according to police, refer $374,000 in valuables have been stolen. now in recent months because of this scam. >> let's go to the north and now for the first time in its 175 year history, marine county now has a black supervisor. brian colbert was officially sworn in at tuesday's board meeting. he in the sworn in. that oath was administered by his own daughter. you can see in the crowd there as well. he previously served as the mayor of san anselmo and then he ran

will get these new charters include china town, the mission, treasure island and bayview hunters point among others, the city and county of san francisco says it wants to electrify 100% of its vehicles. they're in the city by the year 2040. well, a major commuter highway in sonoma county could soon be seeing some changes. caltrans now pitching a new plan to reconstruct highway 37, at least in part, it runs near mare island in vallejo. and it's prone to flooding and congestion. those who come you didn't know that. well, officials are proposing to replace part of the road that runs over to lake creek and adding some new lanes in both the east and westbound directions. the project is expected to cost about 430 million dollars. that money coming from federal and state grants during a community meeting last night. residents asked questions and voice some of their concerns. >> plans seems to reserve toll revenue for road improvements but not public transportation

those shots and we're just integrating them up here to san francisco to put them back up for adoption. up here so that the shelters, the local shelters la have room for the evacuee dogs and the dogs that they find the 10 that are coming wednesday are in addition to sierra and kit 2 of the 4 that arrived from southern california earlier this week there around 7, 8, years old. they their actual guardian passed away. so these dogs were brought to the pasadena humane and put up for adoption. probably a couple weeks before the fire. so we were able to take them when melissa and glenda heard met, phil was taking in additional senior dogs from la. they knew they wanted to volunteer. i mean, i think there's a lot of dogs here who just loving walking and i'm here for it for now. the goal is to get as many of the senior dogs adopted as possible because another 10 will be arriving from southern california on
