story for us this morning. tiktok is officially off line in the united states. >> it happened just hours before the ban was scheduled to take effect around 7.30 last night. our time users trying to log on to their accounts were presented with this message. you can see it here. reads, quote, sorry, tiktok is not available right now. a law banning tiktok has been enacted in the u.s. president elect trump has said he will most likely give tiktok a 90 day reprieve from the ban. some kind of deal is worked out on friday, the supreme court upheld a federal law banning the app unless its china-based company, parent company, rather cells to an approved buyer. right now, the only thing that's clear is the fact that people who want to use the app are out of luck. bay area influencers who relied on the app for income are responding to the shutdown. many holding out the hope that tiktok will be saved during donald trump's presidency. >> i really thought that was going to be a hill, mary. and someone's going to say that.

love from the community. all the support from everyone, friends, family. >> really beautiful to see that they're not alone. you know, should there really happy know that all these people are who? >> for in hollister, lindsey ford kron, 4 news. in the east bay. one person is dead after a triple stabbing in berkeley. >> police responded to russell street saturday afternoon after reports of a stolen car officers found 2 men and one woman who'd been stabbed lying on the ground. they were rushed to a hospital. the woman died from her injuries. and we're staying on top of a developing story. the cease-fire between hamas and israel is now in effect. this means we could start seeing israeli hostages released from hamas custody today. israel's prime minister previously said the ceasefire won't go forward unless israel gets the names of the hostages sets to set to be released. but some of the relatives of the hostages fear that israeli far-right officials will try to sabotage today. cease-fire deal.

eaton fire is 73% contained after burning more than 14,000 acres. and then to a county. the auto fire burned more 60 acres. it is 85% contained. all right. 7.14 this morning live look outside at the transamerica building in san francisco. expect to see that contrast between lights that are on in those buildings and that gray sky out there. kathy? yes, we're lucky. our weather here is quite tranquil, beautiful conditions. but in southern california. >> they are not so lucky. another red flag warning has gone into effect. it's goes into effect for monday into tuesday and likely to be extended for wind prone quarters of las angeles and ventura counties. winds could be gusting up to 80 miles per hour with the strong winds will have a drastic lowering of relative humidity and coupling that with the very dry fuels. there's real problem because as extreme fire conditions and this advisory, this red flag warning could be extended through friday for additional

offshore winds and also dry continuing dry conditions. so life threatening fire behavior, very rapid of spread of fires is quite possible. and also some long-range spotting. the embers could spot new and pick up new fires. so these gusts are really strong and the humidity is really low. big concerns there. also much of southern california is in severe drought. so they everything is dry. and that is also exacerbating the problems. on the other hand, the polar vortex is heading toward the united states. it's already here and areas in the north. it's come. it's cold air from russia from siberia over the north pole and look how chilly now this is the forecast for tomorrow. and of course, tomorrow is inauguration day. so at noon, washington, d.c., well, it could be maybe 20 degrees. but you add in the wind no boy, maybe 10 degrees. and that is why the inauguration ceremony itself will take place inside and even after that, the polar vortex continues to expand.

really chilly below freezing temperatures in some places, even in louisiana and down el paso. so if this gets really, really chilly as we go through time, you see the purples continuing, especially in the northeast. so a mixture of wintery blast. yeah. blend of blizzards and snow and ice starting. they'll be some snow and all in washington, d.c., and some rain for us. ok, half moon bay, tranquil, lovely. but there is a problem because we have beach a beach hazard statement in effect. this is for sneaker waves and also strong rip currents. and this goes until 07:00pm mondays. if you head to the coastline, not a good time to be surfing or swimming. our temperatures right now, beautiful mainly in the 40's. but some areas still in the 30's. 32 degrees in livermore. 38 for napa. 33 in santa rosa. so just above freezing in terms of wind gusts, very tranquil, not a big deal until we get to midnight and beyond. that's

when our own onshore winds start to kick in 20 to 30 mile per hour gusts across the bay area. even 35 to 50. but when you get up into the north bay interior mountains, that's when the winds are really gonna web. so that's in effect through monday at so we're going to see very, very strong winds. but again, the main concern at this point is what's happening in the eastern part of the u.s. because they have. very cold conditions and also in the southland because we also have a well, terrible santa ana thank you so much that information. very helpful. >> if we close for more fire houses, that will be the end of the oakland fire department as we know it. >> in the east bay, the temporary closure of 2 fire stations in the oakland hills continuing to fuel concerns among firefighters and residents. hundreds of people attended thursday night's virtual town hall hoping officials find a solution. the city is closing for more fire stations this year to philly.

129 million dollar budget deficit fire chief tim in covington says the deadly wildfires in southern california served as a warning sign. >> and the change year-round vegetation management, all of those things make it harder for fire departments to do what they need to do. but he's here to stay the ripple effect in the domino effect just continues throughout our entire department. so you're not just affecting one district. your fact in the host city on firehouse or close. >> oakland interim mayor kevin jenkins says his team has identified 2.5 million dollars to help close the nearly 6 million dollar gap to reopen the fire stations. he says discussions are ongoing. other city departments could face cuts. meantime, former congresswoman barbara lee says she wants to look into how to restore those impacted fire stations recently announced she is running for mayor. i sat down one-on-one with her discuss her plans for the city, including how she plans to address oakland's budget crisis and crime issues. here's part of our conversation.

>> that's the first thing you plan to do if you are elected into office. >> the first thing a plan to do is bring people together and say let me listen. to you. let me here what you think your priorities are. of course, no. i'm going to have to look immediately looking at how restored the fire stations, given the fire threats. and i think oakland is really more prepared than most communities because i was in the legislature did in the 1991 fire. and i knew what took place the trauma of the terrible devastation. so i want to make sure public safety, which includes fire safety, is addressed immediately. the city of oakland is facing a pretty large budget issue. a 130 million dollar problem. and back in december, we know city council, they approve those budget cuts impacting the public safety. >> so what you see as the solution to fixing the financial problems facing the city of oakland. there's not

one quite frankly, and i'm very pleased that the county is unanimously passed the colosseum, at least a framework to move forward with the coliseum deal. >> which was tied to the city budget but also sales tax revenue and increasing. our revenue is extremely important. that's not the only a measure addressing the budget. we have to look at private investment and oftentimes there's resources that we don't even know about. so i want to make sure we have a good audit that we know where current resources are and we know how to move forward to increase revenue and to increase invest. as you know, the city of oakland has a severe issue when it comes to under staffing with the police department. there is that crime issue. so how would you navigate all of that? i want to work with the police chief and the police union to talk to them about that. how we do it because i know that we're not going to get to. the number of police officers that we deserve and need. but i

also know that maybe there's some efficiencies in the police department is so or within the city that we can help make sure that police officers are doing their job on the community. police extremely important. people want to interact with their police offices. they want safety. so we have to look at it. if we don't have budget that will allow for or a system that will allow for the hiring more police officers where we need to that we have to look at what we can do inside of our city government. >> and you can watch my entire interview with barbara lee on our website, including whether she'd enforce governor newsom's orders to sweep homeless encampments as story online now at kron 4 dot com. the san francisco unified school district now has a new board president phil kim, who served on the board of education since last august unanimously chosen for the position last week. he served as a public school teacher and education leadership roles for over a decade. the board also

more information. people can visit music city s f dot com. all right. welcome back to the kron. 4 morning news. i'm stephanie lin at 7.30 this morning. let's check in with meteorologist kathy trafton for a look at the weather. kathy, what do you think is tomorrow? a good day to head to the concert? >> i think it be lovely. we have great conditions be a breezy, though, down slightly in some areas. >> so what we've got going on right now is a lot of gray. that's lot of stratus, low clouds, fog and that will start to mix out. this is a great view from mount temple pies. you can see the sun has risen. you see that little rosy glow as we look down on all that stratus. >> even gray in this hour. so if you look up, you'll see gray skies. >> he had to the yeah, it's gray. there's also a marine hazards statement in effect, a moderate to high risk of sneaker waves and of strong rip currents. so not a good day to go swimming or surfing in that continues. that statement until 07:00pm. what's going on the gray will start to dissipate. we'll get

rid of it. and then of course, form again tonight overnight. but we'll get the afternoon clearing little bit cooler this afternoon and compared to yesterday afternoon at the beaches again, we've got those waves, but there's a wind advisory in that's in effect for the north bay mountains across the entire bay area. 25 to 35 miles per hour. gusts are possible. this in effect tomorrow. so right now, the day not so impressive with the winds may be less than 15 miles per hour. gusts become night into later. then we get the 25 to 35 mile an hour gusts even gusting to 50 in some areas. and in the north bay hills in the highest spots, it could be 50 to 60 mile per hour you want to hold on to your hat, stephanie. all right, kathy, thank you. >> the manhunt continues in vallejo to find suspects in the shooting of a four-year-old girl kron four's. philippe djegal has the latest from investigators as the victim recovers in the hospital. days after a four-year-old girl was shot passing through the crest neighborhood in vallejo with her family city leaders joined

at a news conference near the scene of the crime thursday. >> denouncing the gun violence. nobody deserves to worry about whether or not they're going to hit get hit by a bullet. this type of violence is not acceptable. residents of the crest who are also community and elected leaders and heard the gunshots sunday night say the city of vallejo needs to change to make the streets safer. whether it's for trauma recovery, weathers pre prevention programs reaching programs. thing that we know actually prevent this type of violence we happening in the first place, the vallejo police department joining the gatherings that could not share any details on the the public with deputy chief bob knight says detectives are working around the clock, but we cannot do this alone. we are seeking the public's help in providing information to help us solve this crime. the city council has made this a priority. i will be working with the city manager, the chief of police and the department to ensure that we have developed implemented strategies to reduce violence

and that the community is at the table. so far, no arrests have been made in vallejo, philippe djegal all kron, 4 news pump. a fire at one of the world's largest battery storage facilities in moss landing continues to burn in monterey county. >> well, thankfully, officials say air quality sensors show no risk to residents. the fire at the vista energy facility which started thursday destroyed about 80% of the structure. the cause remains unknown. officials are investigating whether the plants internal fire suppression system failed. officials lifted evacuation orders on friday, but several roads including highway one remain closed. there's a recent scam tied to the lunar new year targeting the city's chinese community. these are some of the suspects on your screen there. police call this the blessing scam. it could sound familiar to you. scammers tell victims they can provide relief from a curse or illness that might be affecting family members. the victims are told to put money and valuables into a bag which are later switched out roughly

$374,000 in valuables have been stolen from this scam in recent months. so please report it to the sfpd. if you feel like may have been a victim, there are fewer protesters in washington, d.c., than at donald trump's first inauguration weekend. but thousands did turn out on saturday. organizers of the peoples march argue that trump and republican policies will undermine the rights of women, immigrants and minorities. >> marching for my 4 granddaughters and my 4 grandchildren and all grandchildren and all children. i want world to now that the majority of americans do not support this administration. >> and it's important for us to continue. making our voices heard. he unfortunately on the election. and so we're not going to react the same way the republicans stand. >> 4 years ago. we still get a say as to what's going on in this country. and this is the day to do that.

status, the right to emergency medical care and the right to a workplace free of harassment and discrimination. in the east bay. when residents in alameda county voted to recall da pamela price, it became the task of the county board of supervisors to appoint her replacement. 15 people have applied for the job on thursday. supervisors are narrowing down the selections. the final group selected by the board will then be interviewed in public at next tuesday's meeting. >> we're going to pick somebody that can lead the department effectively and somebody that can re establish trust with the community that they will be well protected. >> the board of supervisors will make their final selection on january. 28th. last week, former congresswoman barbara lee announced that she is running for mayor. i sat down with her discuss her plans for the city and what she thinks about the problems facing the police department and homelessness. >> the number of homeless people increased about 9%

between 2022 2024, we heard from governor gavin newsom saying that he would threaten to withhold state funding from local cities, local governments if they didn't follow through with encampment sweeps, would you follow through with that directive? well, we directives. we have to understand how to manage directives. a humane way. first of all, we need to make sure that people who are unsheltered have a place to live. and the first part of this is making sure people unfortunately are unsheltered. we find places transitional housing, mental health services, hopefully a job and the job training so that they can get into permanent housing right away. we can't let this happen and let people stay on the streets is a moral disgrace. first, i wouldn't even have have a directive. tomorrow. disgrace. it's inhumane is wrong. and people living on the streets you are there for many reasons. some of victim, some just don't

hour gusts. so that wind advisory goes into effect tomorrow morning at 4 and stays in effect until tuesday at 01:00am. so we'll have these with very gusty winds across the entire bay area, but especially the north bay hills almanac shows that will be about 4 degrees cooler in san francisco event climate to logically normal. the old record set back in 18. 91 was 70 degrees. so you see a lot of areas in the 70's and the 50's today. that would be even along the coastline. 53 degrees for pacifica and 54 in south san francisco. so right along the bay shoreline, we stay mainly in the 50's with a few areas in the 60's in the south bay. and then we get into 50's and 60's throughout the entire bay area. all of this is just a little bit cooler than yesterday. and let give you a quick look at the 7 day forecast because it's going to be dry and kind of breezy for a couple of days. but all the rain, not here yet. got fingers crossed, though, for some rain coming up in a bit.

>> definitely. jacket layers. it all works because it really is chilly outside right now. but in southern california, they're bracing for the next strong santa ana event that starts tomorrow. last at least through tuesday at the same time with these damaging santa ana winds. calm, though, very drastically lower relative humidity and all that makes a high risk for critical fire weather concerns. so this would be for the las angeles and ventura counties. those corridors where the santa ana winds tend to blow up to 80 miles per hour. so this is very dangerous because we could have very erratic fire conditions. in fact, extreme fire conditions and this could be extended through the enn of the week is continued dry weather takes place and also the winds continue. we'll have continuous offshore events. this could be for life-threatening fire behavior. we can certainly see spotting, which means of fires could send embers out and also could strengthen existing fires. so this erratic behavior is really a concern.

these winds could gust to 80 miles per hour at times. and it's very low humidity. and that's what part of the equation that is so concerning all of this against a backdrop of drought, much of southern california is in severe drought. so this is not helping to have this kind of dryness with very little rain since really well since last quite a few months ago. in the meantime, is also the polar vortex to deal with. that is very cold air, low pressure coming over the north pole and stretching all the way across the nation where one of the rare areas we have relatively normal numbers. but the numbers for tomorrow for washington, d.c., with the inauguration. 20. that is the high temperature. but you couple it with the wind chill and that goes down to about 10. so the inauguration takes place at about noon and my goodness, it's really going to be something. and then you watch in the days following that polar vortex drops more and more really cold air below

this flavor now going through all of this? so >- you also so you have the chili oil right here. so this is something you guys make from scratch. yes, every day. yeah, that's incredible. so what inspired the recipe for this? >> so when you eat and feel super restaurants in taiwan, basically a lot of these special have their own chilly with that. they make in-house queso eyes pretty standard to have your own special chili oil suffer are chilly. while do a chilly chris, which is like a textured krispies voucher while so it's done hey, let's do so what i have for you guys right here is troll, canola oil heated to 350 fahrenheit and i'm going to pour it over the strike. chile's right here. can't all. >> we hear that everybody. let's get a tight shot of that. i could hear popping. wow. >> yeah. and what always amazes me is on this team right here. so this is actually the moisture that's leaving the chilly. even

the beach hazard statement that is along the pacific coast, of course, for sneaker waves for rip currents. and that's dangerous to be on the beaches and jetties and rocks. wind gusts. not important today, maybe 15 miles per hour gusts or less becomes very important in the overnight hours into tomorrow. 04:00am we get the strong winds starting to really trigger the wind advisory. and so if you're in the north bay in the hills, you can see gust to 70 miles per hour. but across the entire bay area, we could well see 20 to 30 mile per hour. winds gusting to 35 to 50. so very gusty conditions for tomorrow. he's or a northerly component. north easterly component, strongest santa ana, strong santa ana presence. stephanie, back to you. >> all right, kathy, thank you. the manhunt continues in vallejo right now to find the person involved in the shooting of a four-year-old girl kron four's. philippe djegal has the latest from investigators as the victim recovers in the hospital this morning.

>> days after a four-year-old girl was shot passing through the crest neighborhood in vallejo with her family city leaders joined at a news conference near the scene of the crime thursday denouncing the gun violence. nobody deserves to worry about whether or not they're going to hit give. i believe this type of violence is not acceptable. residents of the crest who are also community and elected leaders and heard the gunshots sunday night say the city of vallejo needs to change to make the streets safer. whether it's for trauma recovery, weathers pre prevention programs reaching programs. thing that we know actually prevent this type of violence we happening in the first place, the vallejo police department joining the getherings that could not share any new details on the the public with deputy chief bob knight detectives are working around the clock, but we cannot do this alone. we are seeking the public's help in providing information to help us solve this crime. the city council has made this a priority. i will be working with the city manager, the chief of police and the

department to ensure that we have developed implemented strategies to reduce violence and that the community is at the table so far, no arrests have been made in vallejo. philippe djegal all kron. 4 news pump. >> a fire at one of the world's largest battery storage facilities in moss landing continues to burn in monterey county. thankfully, officials say air quality sensors show no risk to residents. the fire at the vista energy facility which started thursday destroyed about 80% of the structure. the cause remains unknown. officials are investigating whether the plants internal fire suppression system failed. officials lifted evacuation orders on friday, but several roads, including highway one remain closed. there's a recent scam tied to the lunar new year targeting the city's chinese community. these are some of the suspects. police call this the blessing scam. scammers in san francisco. they're telling victims they can provide relief from a curse or illn affecting family members. the victims are told to put valuables into a bag which are later switched out roughly

from governor gavin newsom saying that he would threaten to withhold state funding from local cities, local governments if they didn't follow through with encampment sweeps, would you follow through with that directive? well, we have directives. we have to understand how to manage directives. in a humane way. first of all, we need to make sure that people who are unsheltered have a place to live. and the first part of this is making sure people unfortunately are unsheltered. we find places transitional housing, mental health services, hopefully a job and the job training so that they can get into permanent housing right away. we can't let this happen and let people stay on the streets is a moral disgrace. first, i wouldn't even have have a directive. it's a moral disgrace. it's inhumane is wrong. and people living on the streets you are there for many reasons. some of victim, some just don't have any place to go because of because of the cost of

to form across the entire bay area. not today. we'll see maybe 15 mile per hour gusts. max today. but overnight tonight into tomorrow morning, you see where the winds start to develop just after midnight and by 04:00am. the wind advisory is in effect now. this is for 20 to 30 mile per hour winds across much of the bay area. but then when you head in the north bay interior mountains, we could see some gusts up to 50, 60 miles per hour and the very highest peaks, maybe even 70. so you can see just how brightly lit up this map is. that's what we see the strongest gust as we head into tomorrow morning. in the meantime, today, temperatures, 30's 40's still chilly. 32 degrees right now in fairfield and in fairfax and saying so it's very chilly for slow to warm up with all that cloud cover. 45 degrees right now in san francisco. their quality is ok, it's good to moderate, not great, but at least we're seeing going to start to see some clearing and some gusty winds that are

cleared out in terms of the almanac. we ought to be at 58 degrees in san francisco are going to reach 54 degrees. so our numbers a little cooler than average. 54 in the mission district as you head right to the coastline. mid 50's pretty much everywhere are low to mid 50's. whether you're in south san francisco at 53, whether you're mountain view at 58, do reach some low 60's as we head into the santa clara valley, 60 for la status in saratoga and unpleasant tenants. and also you see, we're just in a very narrow range of temperatures today. mid-fifties just about everywhere. yacht bill gets to 61 and in santa rosa, 58 degrees the next 7 days. it is dry. we clear things out a little bit later today and then it gets windy. but the advisory expires early tuesday morning. so we're in for a dry spell of weather. is there rain in the forecast? we'll see. i'll talk about that later. right now. back to stephanie. kathy, thank you. well, los angeles district attorney says he'll fight to get maximum sentences for anyone convicted.

start for many of us. a lot of low clouds, fog stratus. it's slow to clear out this morning. so be with us for well, if you head outside. >> to kind of chilly, you might want to grab an extra jacket or 2, maybe some layers because it is on the chilly side. some communities right now. we're still in the 30's. in fact, a freezing temperatures in some spots in the north bay. here's the view from mount temple pies. it is stratus. >> low, though, flat clouds showing up and beneath those clouds are not be able to see much sun until it starts to mix out. now we do have the fog cast product showing us that the clouds do mix back to the coastline, clears out the bay only to repeat again overnight tonight, the last few frames. so you might notice all of a sudden the clouds start to pull back kind of on the early side like 2 in the morning. well, that's when the offshore winds start to kick in. so, yes, the clouds and fog are slow to clear this morning, but not so much tomorrow. temperatures this afternoon on the cool side, there's a beach hazard statement in effect for sneaker waves and rip currents. and there's also

and very strong gusty winds out of the north-northeast. that's a 7 and a direction really screening through the corridors where the typical santa ana winds would go couple that with very low relative humidity at drops drastically couple that with a very dry fuels. so that's going to cause some serious problem and some erratic fire behavior. so here's what's going on. it's extreme fire conditions. now that advisory goes starting tomorrow morning 10 o'clock through tuesday, but maybe even through friday, as will see continued offshore events continue through that area. it's life-threatening. fire behavior. we could have some long-range spotting, which means embers could be flying into very distant areas in starting up new fires. and they're very rapid spread is a big concern with the gusting winds could be 50 to 80 miles per hour for those santa ana winds. very, very low humidity, single digits. all of this against a backdrop of drought, much of southern california is in severe

drought and that does not help conditions as everything is so dry on the other hand, there's the polar vortex, which is bringing very cold, cold air from russia all the way over the paul all the way into canada all the way into the united states and for tomorrow when we have the inauguration, temperatures will be below freezing. so many areas across the nation will be very, very cold. you couple in the wind chill. it could be maybe 10 degrees in washington, d.c., when their inauguration takes place. then you can see the forecast that cold air continues to dip southward into monday into tuesday. so it's going to be just icy cold all the way down to look at new orleans well below freezing and dallas also 30 degrees el paso, texas. 25 so all the way down into mexico. we'll see some really icy temperatures by way of contrast. look again in california. certainly looks good for us in terms of temperatures even in the early morning. so across the nation,

>> the manhunt continues in vallejo to find suspects in the shooting of a four-year-old girl. prince philippe djegal has the latest from investigators as the victim recovers in the hospital this morning. >> days after a four-year-old girl was shot passing through the crest neighborhood in vallejo with her family city leaders joined at a news conference near the scene of the crime t ursday denouncing the gun violence. nobody deserves to worry about whether or not they're going to hit give. i believe this type of violence is not acceptable. residents of the crest who are also community and elected leaders and heard the gunshots sunday night say the city of vallejo needs to change to make the streets safer. whether it's for trauma recovery with his pre prevention programs, reaching programs. thing that we know actually prevent this type of violence we happening in the first place, the vallejo police department joining the gatherings that could not share any new details on the the public with deputy chief bob knight detectives are working around the clock, but we cannot do this alone. we

atop mount tam up ice and look out at the view, the view is of stratus. it is a low flat gray clouds and they are slow to clear out this morning. we see some areas of fog, but not everywhere. at the water's edge. the concern is the cloud cover so much. the concern is the beach advisory beach hazard statement is in effect now until tomorrow evening. and that is along the pacific coast. beaches. and that is for sneaker waves. that could be strong waves that can just come out unexpectedly. what a class of beaches in the jetties. also there rip currents in it. and so we could certainly see those pull you out to sea. don't want that. so don't surf and swim. not the best idea for today. now, overnight tonight into tomorrow, starting at 04:00am. there is a wind advisory in effect for the mountains of the north bay. wind gusts today. not so impressive. most of them under 15 miles per hour snow. so but come tomorrow night around midnight or so. the winds start to strengthen in north bay by 04:00am that wind advisory

goes into effect 20 to 30 mile per hour. winds gusting to 35 to 50 across the bay area and in the mountains of the north bay, possible 50, 60 mile per hour gusts at tallest peak. that's in effect until tuesday morning. so we certainly will see some strong winds and they're off shore. that's the dry direction. fortunately we have plenty of moisture still in the in the fuels and then in the plants because of all the rain we had earlier, we're starting to warm up but very, very slowly. so some areas in the 30's still, but we're starting now in the 40's. 48 for sonoma. 35%, alina. quality. it's good to matt to moderate. so it's ok, not the greatest, your quality, but it's going to be good today. the big question is, will there be rain? well, as southern california, there's a chance for coming in next saturday. the long-range model does show briefly some light rain, which is what they would need. they need just brief amounts of rain because moderate rains could cause some debris flows and
