county. >> thanks for joining us here on kron for news at 10. i'm noelle bellow and i'm dan thorn in the fight continues tonight in southern california. >> against yet another wildfire. more than 50,000 people are right now under evacuation orders or warnings that hughes fire started this morning near the castaic lake and has exploded to nearly 10,000 acres with 0 containment. the cause of the fire is unknown. the smoke forced the temporary closure of the 5 freeway through the grapevine in both directions. >> firefighters are attacking those flames from the air and on the ground. they're hoping to gain an upper hand before the santa ana winds continue to increase in the overnight hours with a looo at those winds. we want to get your check with chief meteorologist lawrence karnow. really scary out there tonight with fire

burning. just a really difficult area to fight fires is right. >> in a canyon and surrounded by those mountains in those mountain winds have been gusting all afternoon. very blustery in spots. and of course, the air is extremely dry. so we are talking about what appears to be dangerous fire conditions throughout the night tonight and tomorrow morning. some of those winds gusting over 65 miles per hour at the mountain peaks down below. it is extremely dry. so we're talking about humidity, less then a 5% in some cases. and so when you get below 15%, that's when things get really volatile and they really combust very easily. those are the kind of conditions we're seeing in la right now in much of the southern half of california to go along with that, of course, they have seen very little us far as rain is concerned. 18, 100's since the rain season began. that is really just a drop in the bucket been very dry through the summer months. now we're seeing the results. more santa ana winds tonight. fire danger will likely continue at

least for the next 24 to 36 hours are really continue until they see a significant rain. guys, back to you. >> all right, lawrence, thanks. new at 10, the san jose police department facing a federal civil rights lawsuit over a violent canine attack. we blurred the video because it is graphic and some viewers may find it to be disturbing. an attorney representing. attorney representing fernando villanueva galvez says the police don't rip the chunk of her clients. you're awful. also biting into his face, other parts of his head and his arms. police used the canine while responding to a stabbing at an apartment complex back and october 2023. investigators say villanueva golf as was told to surrender and they waited outside of his apartment for several hours before sending in the canine. the video shows the police dog latched onto villanueva go.

this is his face was bloodied and officers were failing to get the dog to let go. the attorney says the canine was being used as an uncontrolled weapon. they're now suing the department over excessive force. >> dog refused to let you know, the officers a pretty big guy. looks like a strong guy was using all of his might to try to physically remove the socked in by the dog is continuing 2. why not to attack is missing. but bottom half of this year, it's not just your love. this is significant part of this year. he does have hearing loss now of that year. he has very deep. our cause and team and just want hold the san jose police department and of course accountable for what happened. >> attorney angel alexander says her client is still trying to heal from physical and emotional damage. she believes the san jose police department needs to adjust their policies around. canine

use. we have reached out to san jose police for comment. and as of this report, we have not heard back. >> sunnyvale family has filed a federal civil rights lawsuit in connection to a police shooting that killed their son last year. kron four's lindsey ford spoke with the man's family and their attorney. she joins us live in the newsroom with the details on >> 19 year-old emmanuel perez, this era died after a police officer shot him in chest. the incident being captured on police body camera in his parents and lawyers say sunnyvale police officers did not follow protocol and that using a firearm money manual should have been the last resort. now, this is a warning you may find this police footage disturbing. >> i this is >> police body cam footage from march of 2024. shows a sunnyvale police officer shooting 19 year-old emmanuel perez. this era in the chest.

person. >> should be shot and killed when they call 9-1-1, looking for help and assistance. emanuel's father says his son was a model citizen and very respectful and that he didn't deserve to be shot. >> most have become mayor. good and just cause. and after that, i i'm em is both timely sequel. but okay. and then i wouldn't read >> the family says they're ready to take the case all the way to trial. reporting in the newsroom. lindsey ford kron 4 news. >> thank you. lindsay new at 10, the oakland unified school district's under pressure to close or merge some of its schools. according to a letter sent to the district by the alameda county office of usd is on track to run out of money by november and will be unable to meet its financial obligations unless it makes a significant budget usd is currently facing a 152 million

dollar budget deficit. the board has considered merging 10 schools that share campuses, but they still have not voted on the option. the education office has also appointed a fiscal adviser ust. the district says they will work closely with the adviser to find a solution. meanwhile, in the north, a sports is out at sonoma state university. >> the school announced today they're getting rid of the entire athletics department and making other significant cuts to deal with budget issues. kron 4 sarah stinson has reaction from students and faculty. >> sonoma state students tell me the news about the cuts came through an email wednesday morning on the second day of the spring semester. every single student i spoke with says this has them in disbelief, but they also say this has the morning to transfer to another university. i was honestly shocked because my roommate, he's on the baseball team. >> and he was completely like she was shocked to it was actually really shocking. we

did not think about having whatsoever to do with state students in disbelief after learning about the university's plans to layoff faculty, eliminate academic departments and cut the entire athletics program. student athletes will remain eligible to receive scholarships as long as they meet the current requirements. but to first year, students on the women's soccer team say this disrupts their four-year college plan we all had like offers everywhere else and chose here for soccer. and so now it just makes us all want to leave 11 division. 2 ncaa teams will be cut by this fall. the university says they have to address a nearly 24 million dollar deficit projected for next school year. know a lot of athletes are in the same boat like they came here for the score. academics is also getting a major hit with more than 20 degree programs being cut. i'm going to happen. treachery. they limited my major, completely. nicholas froehlich is a first year astrophysics major. he says while he got a 4 last

semester, he still left scrambling to figure out where he'll continue his education. and it's just a big letdown because, you know, it's a nice cool off like i have a lot of friends here. 46 faculty members will be let go. there's a lot fear. a lot of consternation, chicano and latino studies, professor ronald lopez says his department has been spared, but the cutbacks are still affecting him. cutting a large, you cold apartments and faculty. >> is going to have a ripple effect across the entire institution. and the rest of us are going to do our best. but under very stressful conditions. the university is citing a 38% drop in enrollment since 20 fifteen's. the fires. >> the pandemic other things have taken place. >> but students say the changes will only cause enrollment to drop even further because who wants to go to a school with no athletics just doesn't seem like the university of there's no sports will be a town hall on campus on january 30th, where people can get more information and ask questions.

>> it's a story you'll only see here on kron 4. tonight we're hearing from the mother, the young man who was killed in a multi car crash in san francisco last weekend. officials say a black tesla was going nearly 100 miles per hour at the time of the accident. kron four's as a good has more. >> it's been 2 days since this deadly crash took 27 year-old michaelle woman nichols life on sunday, i spoke with his mother who calls him isha. she says he is her youngest son and that his smile and heart touched. a lot of people was kind and helping everybody using all his skills his knowledge, he would never refuse. >> anyone meet julia mom to 27 year-old macau. better known as miesha be. she was involved in th1 7 car collision at the intersection of 6th street between bryant and harrison originally from southern california. he called san francisco home for the last 4 years and worked as a computer

engineer. his mother says she hasn't slept since the accident. he was in place at time. she tells me he was very active, love nature and sports and hearing that he was in another crash, difficult freeway exit ramp down here south in orange county. it by a stolen car pursued off multiple police units. >> and the cars with a total. but luckily there were no injuries and no lives lost. at that time. we didn't have conclusion to that because even though physically me she was not hurt. but he was he was shaken emotionally, according to sfpd. the crash took place sunday night. >> and the tesla driver 66 year out, jean has been arrested and charged with vehicular manslaughter. waymo spokesperson tells us their

refugee arrivals to the united states. the order moves up the deadline for those relocating under america's refugee resettlement program, which was originally set to be suspended next week. among those who qualify are nearly 2000 afghans who assisted america's war effort and relatives of active active duty u.s. military personnel. the white house has not given any explanation for its decision to suspend the program early and the spanish language version of the official white house web site is still shut down. and this is a look at the web site right now. he began giving users an error for message within hours of president trump's inauguration, spanish profiled the white house's x page. also remains suspended. >> as part of several new executive orders cracking down on immigration. ice agents will now be able to arrest migrants, places like schools and churches. president trump throughout policies limiting where those arrests could

happen. the move reverses guidance that has restricted ice and u.s. customs and border protection from doing so for more than a decade. the department of homeland security says under the new policy, quote, criminals will no longer be able to hide in america's schools and churches to avoid arrest prior to the reverse. all officers were usually required to get approval for any enforcement operations at schools and churches except in cases of national security. the move already causing many bay area residents to be fearful of possible deportation and even avoid leaving their homes. today, a community resource center in san francisco's mission district saw less attendees than usual for its food pantry event. many of those who did show up expressed concern over the crackdown. >> you're going go to church a lot. so, you know, with the new suppose the changes that that the rays can happen in fearful, i don't know. should i go should not go. i go there earlier and then my my son

goes later. but right now we've decided that we're going to go together. >> well, despite pressure from the trump administration, officials in some bay area cities say they're committed to protecting immigrants, including those without legal status. alameda county officials held a meeting in oakland today announcing a new effort to uphold protections for those at risk of deportation. >> i have for president president david haubert to put forward a committee ad hoc committee that will protect our alameda county communities. i am very, very excited that we're moving forward in that regard. i hope that you will come and express support for that committee so that we can do the proactive work to protect to support and lift up our communities who might be fearful during this time. >> county officials have launched a website to provide resources for the community and provides a list of legal resources and has information on future workshops aimed at educating the undocumented

hotline to report an answer. questions is expected to be ready by february 17. >> let's get your check of your forecast chief meteorologist lawrence karnow here. lawrence, it's been pretty cold last couple nights. very might i say both of you look very exceptional tonight. >> i'm trying to butter you up because i've got some bad like going always. the bay area tonight it is going to be chilly out there. there's no getting around the last night. we had some lows in the 20's. >> and the 3rd is clear. skies out there right now like to get that rain going. unfortunately, just not seeing that as of yet. but things going to change, i think as we head toward long-term. but by day, it's been beautiful. no getting around that. how about 70 today in downtown san jose? 65 degrees. a little more. 64 in concord, a beautiful 67 degrees in santa rosa. out of the beach in half moon bay, 10 degrees above the average is 68 65 in san francisco. but here we go. here's the downside. you get that dry, clear air and these temperatures point has been chilly. if you felt that in

the air in the evening hours in the early morning, it has been exceptionally cold. 37 degrees right now in fairfield. 39 in vacaville, so raw for another cold no getting around that. maybe not quite as cold as it was last night. maybe not those 20's, but still watching a lot of those temperatures dropping off into the 30's. so frost advisory up in the north bay valleys once again, all the way to the napa valley and the east bay to through conquered tri valley's. you're gonna see those cold temperatures breaking out overnight tonight. numbers all the way down to about 38 degrees in livermore. 35 in santa rosa. 37 degrees in nevada on the bay. still on the chilly side, some low 40's there. so cold just about everywhere you go. the other downside and bad news is we don't have any rain just yet. we've got high pressure overhead, dry conditions again across california. this just an exceptionally dry, a january. there's a hint. things are about to change, but not tonight and not tomorrow. tomorrow. again, we're off or running with beautiful temperatures. enjoy the sunshine while we have it. there is a hint we could have some rain on the way. we'll talk more about that coming up in a few minutes. thank you,

>> as crews are working to tackle it from the air and the ground. it was initially reported it 50 acres around 10, 30 this morning, but it's exploded to nearly 10,000 acres. now. >> no containment so far. tonight, reporter john fenoglio brings us the very latest on the effort to put out those flames. >> the hughes fire chewing through steep drive to rein in castaic in northwestern la county. the blaze erupting just before 11 wednesday morning on lake hughes road near castaic. lake first reported at some 50 acres before exploding in size, scorching thousands of acres within just a few hours. authorities ordering 31,000 people to evacuate some 23,000 told to prepare to leave. we're just kind hope for the best and >> hang tight. and so we have to leave then we go.

>> thick, black smoke looming over surface streets told with traffic. the wind-driven flames prompting the closure of interstate 5 from the grapevine to state route one. 26 for several hours before reopening by 07:00pm of these fires to grow very quickly. and they do to the weather and the topography. >> and that feels that we're seeing it went pretty quick fire. captain jay tracy is from the city of fresno. now, a designated spokesperson for the hughes fire. >> one of the thousands of firefighters who responded to so cal's wildfire crisis. he says roughly 4,000 firefighters are battling the blaze, including a massive air attack using airplanes and helicopters to head to the last witch of the very large airtankers which of the dc tense. >> that's some larger tankers, which are your c one 30's and some of that beat who's and some of the other aircraft that are a little bit smaller in size. and then they had a lot of the different rotor aircraft available. you saw

the la county i fire hawks flying a little bit earlier with the biggest challenge tonight in terms of containing this fire. just trying to stay on top >> well, the biggest challenge is they've got the resources and they're just trying to effectively put them to use at night. it's always a little more precarious here, really steep and very rugged terrain. so it's it's hard to get boots on the ground into these areas. >> alright, weather time, folks. we are looking at some dangerous conditions continuing in southern california. they have had very little in the way of rainfall. if you can believe this, only 16, 100's of an inch of rain since the season began. and that was coming after a very long, hot summer. so everything israeli prime there. here's our drought monitor. you see the bay area. yeah. and all the way to southern california started get more issues and then becoming severe from las angeles all the way down into san diego. so very dry out there right now. those offshore winds, the santa ana winds have been blowing. here's the very latest and

some of the wind conditions and some local towns a gusty winds over the mountain. top 2030 mile an hour gust in and around that fire where this fire's at its in a canyon areas. a lot of times those winds can get fumble right. that canyon making it even more watching that tonight to go along with that. you've got those strong offshore winds and you've got some very low humidity down beneath 10%. i mean, very dry desert dry out there tonight means things are very combustible, will burn rapidly out there. and there sure doing that right now. fire weather warnings have now been extended until friday morning, but they're not only worried they're all across a los angeles continue to see the dry conditions all the way down into san diego. so fire issues continuing going to be a problem until we get significant rain. now there's a hint that we might finally get a little rain coming our way tonight, at least i mean this weekend. but tonight, the danger continues. those offshore winds going to ramp up throughout the night tonight. see the areas in red and purple 40, some 50 mile an hour gusts across the mountains again. alright,

long-range forecast. here we go. high pressure overhead. you see those offshore winds into southern california and that ridge because the weekend finally after almost a month starts to flatten out, we get some clouds rolling into the bay area. then as we get in toward the weekend, we've got a little weak system rolling on through and kind of see a little swirl in the atmosphere here, bringing some snow showers in the high country. there's a slight chance we could see a sprinkle or 2 here. but the main focus will be southern california. look at that rain. we're hoping that moves through. doesn't look like too much. you get too much of a good thing that causes more issues, number, talk about mudslides and all kinds of other problems. but after that, looks like a pattern really begins to open up as we head toward the beginning of the new month. let's keep our fingers crossed for that. far as rain is concerned, not a whole lot in the bay area, but southern california, a los angeles appear to believe this may be about a 3rd of an inch of rain. so that be a nice little soaker that would really up to kind of tamp things down on the fire situation. there. bay area again for tomorrow after a cold start to the day 60's and 70's by tomorrow afternoon, dry for tomorrow. cooling down as we head in

toward friday. slight chance of a shower or 2 on saturday. not going to be much cooler temperatures. and then as we look toward the end of the following week as we get into february, guess what? we're starting to talk about a big change in the pattern. that's more important to me than just wandering storm coming through. i think overall things are really going to get a little more aggressive as far as rain is concerned as we head in toward next month, hopefully that trickles down to southern cal. well, just so so badly. very, very dry. all right. thank you, lawrence. >> as those fire victims in southern california began searching through the rubble of their homes. experts are warning about the potential health risks, including toxic ash from everything that has burned in the palisades and eaton fires that ash could include harmful lead as best u.s. or arsenic, as well as newer synthetic materials. those types of hazards require protective gear to handle safely. health officials say some chemicals are linked to cardiovascular disease and reduced lung function. >> if you are sifting through debris or you're cleaning

areas that are coated with soot and ash ease always wear protective gear. this includes an and 95 or p 100 respirator mask gloves, long sleeved clothing and shoes to minimize contact with hazardous particles. >> health officials say the conditions of the unhealthy toxins could last for weeks. there are encouraging residents in the burn areas to wait until the hazardous waste has been removed by the epa. >> the state assembly budget committee officially gavel. governor gavin newsom's special legislative session today. the committee took up the governors proposal to allocate 2 and a half billion dollars for emergency fireaid 4 million dollars to help with building inspections and expedited approval for reconstruction and a million dollars for impacted schools. both republicans and democrats

agree with the approach calling for the aid to be approved as soon as possible. >> we are committed to standing with folks in these impacted communities every step of the way. i'm encouraged by we calling this extraordinary session on this issue and i completely agree with the chair. this is the ways to go from here. >> the on fireaid there was also a bipartisan call for more fire prevention, including one proposal for cal fire to hire more full-time firefighters instead of part-time firefighters brought on just for certain seasons. >> a steady flow of donors stopped by the fremont fire departments. administration building today to donate blood. plasma and platelets all greatly needed across the nation. as the american red cross struggles to keep up with demand. the la fires combined with the winter storm events across the eastern and southern united states have contributed to a blood shortage for the nonprofit. >> it has resulted in 500

>> there's a lot of people out there. >> cool. >> it's just circling that train station. i know because the moment that that happened to my on i went to that station myself and there's about a dozen, you know, people in there who i didn't feel safe, just we're going to that station. what more a female at, you know, 11, 11, 30. >> according to court documents, trevor belmont, the man accused of pushing dan dan was already banned from bart and had been arrested 27 times. >> multiple people displaced tonight after a fire broke out at a san jose apartment complex. crews responded to that building on los gatos alamuddin road around 2 o'clock this afternoon. multiple reports of flames. smoke coming from that building. firefighters say 7 units were burned for were extensively damaged. everyone inside the building was able to safely evacuate. no injuries were reported here. the cause of that fire is under investigation. the year

of the snake starts a week from today. san francisco busy gearing up for the annual lunar new year parade in february. >> actress and director joan chen will serve as the this year's grand marshal. the big parade will be held saturday, february 15th, the community street fair will be on the 15th. and 16th organizers say this year's parade's going to be huge for san francisco's chinatown. >> it's going to be all hands on deck. everybody working to ensure the safety not only for the participants and viewers for the cia's, you pray, but for the nba all-star game. also, that's particularly important. i think to remember that in this moment because we're also facing some challenges to the fundamentals. what this community is, namely the challenge to birthright citizenship. >> last year, more than a million visitors, a tended at lunar new year events. new for this year. organizers are planning to put together a
