evacuation order has been issued for california state university channel islands and university clan. you just as a precaution. this fire has burned about 50 acres, not threatening channel island at this time. la city fire fighters have stopped the forward progress of a brush fire. >> in the sepulveda pass area started around 11 o'clock last night near the 405. firefighters say santa ana winds moved up to. area steep terrainn says across the freeway from the getty center burned about 40 acres. all evacuation warnings issued last night have been lifted. no structures were damaged and no injuries were reported. as new fires rage acrossula the state assembly and senate just approved billions of dollars in emergency aid for the greater la area. yeah, well, there was unity over that vote. there was intense debate

here in the end that bill passed and then there was more debate over another special session bill to allocate 25 million dollars to help california attorney general rob bonta fund future lawsuits against president trump and his administration. bakersfield. senator melissa hurtado was the lone democrat who voted against it. i think in general trump proof he makes california a target were supposed to want to get along with a new administration and right out of the block. we're saying we're going to have problems, which, that's >> certainly bad messaging. but despite those concerns, the bill passed with overwhelming support from most democrats. let's be clear. >> if this administration goes after our rights, our freedoms, our democracy, our people. >> and the trump related bills still need to be taken up in the assembly. that is expected to take place next week reporting at the state capitol. eytan wallace kron. 4 news.

>> and the fire is continuing in southern california. 2 more fires starting again today. just to write for more fire conditions overnight. now, the worst of the santa ana winds appears to have peaked overnight into early this morning. it is still blowing, though. we've got some very healthy gusts out there right now, making it extremely dangerous. those active fires continue to burn new fire. look, look good. a fire near oxnard continues to burn there. it's a very dry brush. continue with the support the fire. and, of course, numerous fires all around southern california. and as long as we've got these gusty winds and the very low humidity in place, these fires, we'll continue to break out. got to be extra careful across all of southern california. currently a severe drought conditions. a very little rain has fallen this season to go along with that is extremely dry out there. humidities and places less than 10% in spots. concrete continuing dry conditions throughout that area down to 4% right now in chino, only 7%. monte. we've seen that is low as 3% to so

extremely dry conditions across the area. and that is what we need to change. now, there's a hint that we may get into a little rain as we get in toward this weekend. right now, we've got another night of those winds kind of picking up again over some of the mountain tops. and then as we head toward the day tomorrow, things really begin to calm down. you watch the color suddenly dissipating, go away. and that is a good sign. even a little bit of a seabreeze trying to form along the immediate coastline. so that would give firefighters a little bit of help. but tonight, another scary night, of course, in and around those fired all that smoke kind of settling in. we've got to air quality alerts in effect across those locations near those fires. and what we need is a big change in the weather pattern. and it looks like we're finally going to get it. we've got high pressure out there right now, but that ridge is going to start to flatten out. we've got a storm to the north and that means well, that's right over canada right now. you see that area of low pressure that's going to be dropping south as we head in toward the next 24 hours. and as begins to move in, clouds going start to move into the bay area as we head in towards saturday. yeah. all of a sudden see a little swirl of low pressure moving in. and

how about that? maybe a little rain moving into southern california. hopefully not too much. maybe about a 3rd of an inch to a half an inch of rain. that'll help out firefighters there in southern california. thanks, lawrence. preliminary damage assessment and emergency response costs of all the recent wildfires. >> for the city of la. well, that tab continues to go up. this city reports the collective amount, including infrastructure damage is now up to 385 million dollars. that number is expected to rise when another cost estimate is released in the coming weeks. the city will have to front all of the money, but officials hope to get partial reimbursement by fema and the state. >> governor newsom announced new help today for people who lost their properties in the recent wildfires. newsom struck a a deal with hundreds of financial institutions to provide some mortgage relief. a similar deal was announced last week that involved 5 major banks. today's deal involves chartered banks, credit unions and mortgage

lenders. they'll all offer impacted homeowners a 90 day forbearance on their mortgage payments. late fees will also be dropped during that period and the missed payments will not be reported to credit monitoring agencies. president trump will be in la tomorrow to tour fire damage and discuss the federal response with local leaders. yeah, well, we're still waiting for his itinerary for tomorrow. he has been critical of la leadership over their handling of recent fires and water. and that could impact federal funding. samantha cortese has more. >> i will say that los angeles has changed everything. because a lot of money is going to be necessary for los angeles and a lot of people on the other side want that to happen. president trump will be in los angeles friday following many years of criticism over the state's forest management. >> some republicans say federal assistance should be conditioned on changing california policies. they say

contributed to the mismanagement of the fire. democrats disagree including west side, representative ted lieu. we should not be leveraging the pain and suffering of disaster victims to try to jam through political priorities. republican central california representative vince fong says that conversation can wait. i think right now the focus is putting out these fires that we're going to ensure that las angeles in california get the resources they need gusting was the fires. congress passed emergency fema funding in december. some say more funding is needed. now, but the president says fema has also been mismanaged. fema is going to be a whole big discussion very shortly because rather see the states take care of their own problems. congress may step in to prevent future fires. california's wildfire disasters have reignited a vote on the fix. our forests act, the federal bill intends management. streamline regulatory process is and establish a joint effort between the u.s. forest service and the u.s.

the nashville school shooter was violent at school before yesterday's shooting. the shooter fatally shot one student injured another before turning the gun on himself. one family claims the shooter once pulled a knife out at school. the family cited not to press charges and the shooter returned to school a couple weeks later, the juvenile court refused to confirm details about any case against the shooter because state law prevented the court from doing so. >> people rallied outside travis air force base in fairfield today protesting against u.s. military aid and weapons for israel. demonstrators were dressed as israeli forces and palestinian patients to, quote, dramatize the violence facing gaza's hospitals. organizers say they're glad for the cease-fire deal in gaza, but say in order to stop all war crimes in the middle east, there needs to the a ban on aid and weapons supplied to israel. >> i'm here to protest the arms that we send to israel

>> and now to a very disturbing story, an ongoing animal abuse case out of san joaquin county. it led deputies to dozens of dead or malnourished horses. they have. this is a really brutal deputies, animal services officers and veterinarians are all working together to >> help the animals found alive and to figure out what was going on at this property. chloe curtis has more. >> discovery was part of an ongoing investigation by deputies. now, once the property, they found at least 27 dead horses and 16 others that were in very poor health. now, take a look at your screen. this is the woman that deputies say was arrested in connection with that investigation. her name is jan johnson of clements. now she is facing several charges in connection with this case, including cruelty to an animal threatening a public official

criminal threats and having an illegal gun. and as you can see, the horses rescued are in pretty tough shape right now. forces in one bowl also had to put down due to their poor health and deputies say that the horses that were found alive are malnourished and had limited access to food or water. now experts say they are assessing even more animals affected on the property. now, in the meantime, several animals have already been transferred to oakdale equine rescue to get proper medical attention, rehabilitation and nutrients that they are going to need on this long road to recovery. and that is going to take a lot of resources. the rescue has set up a venmo so that the community can donate. as you can imagine. it's going to be a lot of medical services that need to be provided to these forces. >> as well as just trying to take care of the number of forces that have been brought week. >> chloe curtis reporting there. ouch. all right. once in a generation storm across

the southern u.s. is coming to an end talking about dangerous road conditions that are still a problem, though, is roads across the gulf coast are still covered in some cases and ice and snow. baton rouge, louisiana got more than 7 and a half inches of snow yesterday. the snow is day ever. there. some of that snow has melted in baton rouge, but they're was freezing overnight. transportation crews, they're dug up inches of snow cover on one road, revealing a thick sheet of ice below. >> they've sown might with it was lived in montana and was looking out the window to see a hurricane for the first time. it's like. crazes like the world inning. this will make a deal with the devil that no one knew about. >> pretty trippy, orleans and here for a month. that and what? yeah, i was this. all right. this historic snowstorm was visible from space. you saw that urban street. i know that's it's not too much bourbon. it's just no way it is, you know, but lot there is

sun and 60's in the forecast next week and the snow should start to disappear. they're having the super bowl there, not this weekend, but in i guess 2 and a half weeks, lawrence. yeah, badge and that this is super bowl crowd. boy, that would be a problem. but i i know they're having some of the senior bowl programs down there this weekend to, of course, >> in the deep south, they do have snow plows out there. they got people out there or shovel trying to clean up the road right now. but it has been some kind of storm rolling through and well, we've had that ridge of high pressure on the west coast. they've had a deep trough of low pressure that has allowed that cold arctic air the plunge all the way into the deep south. so now most of the snow is gone. but we're still dealing with the cold temperatures. freeze warnings are up for central florida as we're going to see some of those temperatures dropping down into the upper 20's. if you can believe that in florida that is very, very cold. cold weather advisory continues for the south places like tampa, clearwater, lakeland, also st. petersburg, unusually cold temperatures there. in fact, here's the forecast for some of the lows.

how about that? 35 degrees in tampa. 25 in tallahassee, 30 degrees in jacksonville about 20 in montgomery for an overnight low. and 23 in atlanta, extremely cold. things are going to begin to change of temperatures should start to moderate. we do have another system that's going to drop over the rockies. but it looks like the focus that is going to be a little bit further to the north and the east. so the temperatures going to moderate at least in the deep south. you'll get out of the deep freeze. but yeah, it's going to be cold tomorrow. no getting around that. even the south new orleans only 44 degrees, atlanta, only 38, 30 degrees, nashville. so it's going to take a couple of days for some warmer temperatures to mix in. so yeah, there in the deep freeze. we like it. the rain going here and looks like we may just see that happen. in fact, things change and we get the weekend. there's a slight chance we could see a couple scattered showers here in the bay area will be noticeably colder around the bay area. this much colder system that's dropping in best of all. probably that rain moving into southern california. they've

been extremely dry that all the fires in southern california that is really going to help out with the fires there. snow level actually going to be dropping down to about 4,000 feet. be prepared for that if you're traveling anywhere around there. but after that. kind of open up a little bit, that another storm as we get in toward the following thursday behind that there's a sense that the whole pattern is about to shift as we get toward the end of the month. and in the february a chance of a few storms begin to roll back in our way. you like that kind of a westerly component that could lead to some more significant rain events as we head in toward the next month. not going to be huge amounts of rain in southern california. and that's a good thing. we don't want the mudslides, but model starting to pick up on maybe just over a 3rd of an inch in los angeles about 18, 100's into san diego. so really some helpful rain there. overnight lows tonight. going to be chilly, 30's and 40's again around the bay area. by day tomorrow, a little bit cooler, but still very mild. 68 degrees in san jose. 64 in the bottom about 62, as you make your way to santa rosa next few days, slight chance of showers on saturday. partly cloudy on sunday and cooler. then as we get into for that
