>> and progress and hughes fire burning in los angeles county tonight. the latest on containment and how lawmakers are working to bring aid to southern california. good evening and thanks for joining us for kron. 4 news at 10. i'm and i'm noelle bellow. president donald trump expected to be in california tomorrow. he set to tour areas devastated by the deadly palisades and eaton fires. >> in los angeles county, the visit comes after he has repeatedly criticized california's government and firefighters handling of the fires. he also falsely claimed the state's fish and wildlife efforts in northern california are responsible for fire hydrants running dry in urban areas. >> the president has also threatened to withhold federal aid for areas ravaged by the fires unless the state changes its approach on how water is managed. >> and fire crews are making

significant progress on those 2 deadly wildfires. palisades fire. now at 75% containment. it's burned more than 23,000 acres. the eaton fired 95% containment after scorching more than 14,000 acres and constant water drops are helping firefighters stop the spread of the hughes wildfire. >> that's burning near santa clarita and exploded to more than 10,000 acres. within a matter of hours. yesterday, crews have been able to build containment 2.36% tonight. >> crews are making excellent progress has been a lot of good, hard work going on. we flew night aircraft all night long. last night made a lot of progress. we also had significant resources all night long building and strengthening containment lines mopping up hot spots and just cut the head off. >> there were no reports of homes or structures lost in the hughes fire. however, red flag warnings do continue until late tomorrow morning.

with that, we do want check in on those conditions with our chief meteorologist lawrence karnow. speaking of water drops. how about some rain from 7 really help out southern california? >> and they may just get that, but not quite yet. another scary night. >> in southern california, those offshore winds continue. now, they've already peaked early on late overnight last night early this morning. now the winds still blustery in spots are still gusting over 20 miles an hour in some areas and extremely dry out there right now. and that is the big problem. you're seeing the humidity down to 10%. some cases down to 5%. so a very dry out there. those offshore winds continuing around those fires right now in very active in southern california. more fires could get started. these kind of conditions that makes it so dangerous not only there, but just about everywhere. so fire weather warnings continuing until 10:00am tomorrow morning. then it looks like we're going to see a welcome change as more of a seabreeze going to start to kick in. but right now, just dangerous conditions all the way to the coastline. of course, laguna fire started

near oxnard today. offshore winds continuing their bone dry conditions, too. there is a hope that we could soon see some raindrops moving in, maybe just in time for the weekend. and boy, they could use it. the hope is though the rain won't be too heavy. we don't want to see the mudslides or debris flows. lauren, thanks a lot. new at 10 san francisco school leaders are reporting that an alleged ice sighting happened today. >> according to a letter sent out to parents by balboa high school's principal, a middle school student reported seeing an immigration and customs enforcement agent questioning people on a muni bus near visitation valley. middle school and burton high school. the letter says the student is safe and the district has been notified. we reached out to both the department of homeland security and san francisco unified school district to get more information. and as of this report, we have not heard back in san jose tonight organizers held a roundtable to discuss what could be at stake for different communities during president donald trump's

presidency. the meeting addressing topics like immigration and let the president's recent executive orders. the group says trump's actions are already setting the path forward for another so-called muslim ban. >> we have seen countless protests over the last year and a half challenging biden administration policies and we will continue to push back against any government official that wants to show up to our city and our community. and that is actively harming us. >> organizers say they're concerned about the future, but hopefully the community will be able to come together in the face of uncertainty. >> meantime, president trump's executive order to redefine birthright citizenship is now on hold. today, a federal judge temporarily blocked that order that would have ended automatic citizenship for babies born in the u.s. regardless of their parents, immigration status. washington's attorney general spoke about the judge's ruling afterwards. >> we came to the courthouse

today to defend the united states constitution. to defend democracy in america. and to defend what it means to be an american citizen. >> if this ruling is affirmed in 2 weeks, the trump administration could appeal and eventually the case could land at the u.s. supreme court. >> definitely unsettling that. what you're telling and the family saying that we're going to have transparency would have one meeting. those going to be a conversation and it definitely did. it's not the definition of transparency. >> the vallejo ptsa board president frustrated with the district tonight just 2 days after a community town hall. the vallejo city unified school district has narrowed down its choices for possible school closures and consolidations. the superintendent says it needs to cut about 8 million dollars from its budget. currently, there are 19 schools serving about 9,000 students in vallejo. the board will now

vote on one of 3 options under the first option. mare island, health and fitness academy will close and vallejo charter school will move to the mare island campus under the second option. loma vista, environmental science academy would be converted it to a t k through 5th grade school and the 6th through 8th graders would move to solano windham leadership academy and under the 3rd option, the district would completely close the loma vista, environmental science academy ptsa president eva putin says today's short list came as a surprise to her and families at mare island have many questions regarding the possible consolidation. i'm not only speaking for my child like that psp parent. you know, i'm going for the whole community. all the kids. and what about the teachers, the teachers that they grew up with, but nobody gave us any answers as to. >> staff and faculty site even class sizes of. you're going to bring in another 30400 your packing the island to school

with 700 plus students. like, what are your racial is looking like? >> the options will be voted on at the next board meeting on february 19th. whatever cited will go into effect for the next school year. >> the city of oakland has cleared out a homeless encampment near east 12th street following a homicide earlier this month. back on january 17, the person was shot and killed in that area. the city also cited hazardous living conditions, including fires and other criminal activity. they also say multiple stolen vehicles were found near the encampment. >> it would 10 more parking curbs popping up around san francisco, leaving some residents confused this red curb on 18th avenue near balboa street is among several illegally spray painted near crosswalks as fm says it's working to repaint the curb and others that were tampered with. this all comes after california announced the new daylighting law requiring people to park at least 20

san francisco families and city leaders are still trying to piece together the cause of this. >> deadly car crash that took place sunday night in the south of market neighborhood. and many of them are looking at ways to prevent future accidents. kron four's as a good and has been following the story and he's getting some answers. >> the investigation continues into this multi-car collision that took the life of 27 year-old mccown from an aco sunday night. we were able to speak with his mother and city leaders about the intersection where the crash took place and what is being done to address speeding in the city. >> and he was known like and will be remembered by julia roman aco lost her youngest son on sunday and the 7 car crash has 6 and harrison street in san francisco. >> according to supervisor matt dorsey of district 6

where the crash took place. the city has already been planning to take necessary steps to reduce speeding in this area. he tells me that most areas in south of market with ramps going on and off the highway have been flagged for areas of traffic violence. we've been advocating to deploy >> you know what, what the circumstances are that would cause.

>> intersection, it should be. there shouldn't be young man losing their lights. >> sfpd says 66 year-old john wings on the tesla driver involved in the crash was arrested and charged with vehicular manslaughter but was released on thursday reporting the newsroom. let's go in. kron. 4 news. >> fairfield police confirm 3 people were arrested after a protest at travis air force base today. the group gathered this morning speaking out against u.s. military aid and weapons supply to israel. organizers said they're glad for the cease-fire deal in gaza, but in order to stop all war crimes in the middle east, they feel there needs to be a ban on aid and weapons supplied to israel. police say the group cleared out by early afternoon, but a few of the protesters returned a blocked one of the air force gates threw rocks at cars and there were multiple physical fights leading to the 3 arrests. >> i'm here to protest the

arms that we send to israel because i don't want to be complicit in genocide. it breaks my heart. when i see. devastation of people. >> no injuries were reported today at travis air force base was the site of a similar protests last november. 28 people were arrested following their demonstration against the violence in the middle east. >> continuing coverage tonight on the federal indictment of oakland, mayor sheng thao. the justice department is charging her with 6 counts of conspiracy. >> bribery, mail, fraud and wire fraud. her partner, andrea jones as well as businessmen. david and andy duong are also facing charges. town has pleaded not guilty to all counts. if convicted, she could face either decades in prison, supervised release or more than a million dollars in fines. our legal analyst michael cardoza tells us regardless of the outcome, the case will take a toll on taos, political reputation.

years old when her remains were found in amador county after her family reported her missing in january 2022. gabe's ex-boyfriend, marshall curtis jones was charged with her murder, but he was shot and killed by arresting officers in washington state in june of 2022, the contra costa county district attorneys office was also investigating if jones's mother, alicia coleman, clark helped cover up the murder. the da's office says investigators searched her home and interviewed her boyfriend to see if she paid for her son to fly to washington. and while prosecutors say some information raised suspicion about coleman clark's potential culpability as an accessory after the fact they could not find sufficient evidence to charge her. this despite the gabe family presenting evidence to the da last month, there's just a mountain of small pieces of evidence. that's one of the attorneys for the game family. dara cashman. i fundamentally

or i was to go new area. it has been dry now are actually start to talk about a couple raindrops outside right now. yeah, it's clear out there at this time tomorrow, though, you're to some clouds begin to move into our skies. temperatures today again. boy, a unbelievable 74 degrees. that was the warm spot in san jose. 14 degrees above the average. 69 in concord and santa rosa. 68 degrees in half moon bay. 69 also in san francisco and 66 degrees in oakland. all these temperatures well above the average. but yep, getting cold out there again tonight. 44 impala, 42 now in dublin. we break out the 30's into fairfield now. 38 degrees there. 40 a nap and 43 in saint lena. but bigger changes on the way. finally, it looks like this big dome of high pressure is breaking down and that's some great news. in fact, operator for the first time in quite some time, actually showed a little green up there along the california oregon border. just a sign of things to come as we've got a colder system that's going to start to drop in, not quite yet. high pressure still in control, but it's beginning to flatten out as that ridge

flattens out. that said, we're going to see another weak system drop over the top of it. and that will bring with it a chance of a few showers. now we are expecting some gusty winds to develop in the north bay as we head in toward tomorrow night throughout the weekend. maybe some 40, maybe some 50 mile hour gust specially over 1000 feet or down below, though. yeah, that's what we're getting excited about. the clouds moving in for tomorrow as we head toward tomorrow afternoon. then as we get to saturday, here comes that little swirl in the atmosphere, not a whole lot, but a chance of a few scattered showers in the bay area. maybe even more importantly, look at southern california. yeah, they are actually going to get some much needed rain coming in their direction. marvelous weather coming up a few minutes. all right, lauren, thanks a lot. and speaking of las angeles coming for those people. >> california lawmakers are trying to help them out after the devastating wildfires down there. plus, an entire flock of birds ordered to be killed after a bird flu outbreak and helping foster you transition to adulthood and inside. look at one housing complex helping young people san jose

out of that trauma to lisa acosta is a community services analyst with this city of half moon bay, the community expressed their cut there. thoughts about having of a part of permanent memorial to honor the victims of the shooting and along the way will discover that the committee that was tasked with this. >> charge also wanted to recognize a farmer, their contribution to the coast. >> costa says that the space would also be a tribute to the farm workers. legacy. the shooting exposed farmworkers deplorable conditions at the 2 facilities. many were living a container boxes with no running water or electricity. things was >> having to honor grieving process and honoring your emotions and feeling them. but also at the same time, the committee wanted to make sure that we all had an opportunity to recognize how big the farmer contributions are, not just the coast, but in general, the proposal you see behind me are 3 of the designs

that were hoping one of them will be selected to be the actual final memorial and work. today. we're gathering community feedback. invite them to come drop by their comments share their thoughts what they like. but they don't like anything that else that we should consider and we'll take all that feedback report back to the committee and report back to city council commissions and committees as far as the memorial, it will be built. >> at a local park, not here because the proposal is much bigger than this plaza. >> as far as honoring those lost their lives at that mass shooting 2 years ago, there's going to be a vigil here friday night and happy by theresa kron. 4 news. >> i's 78 know 0. the measure passes. >> the state assembly and senate has approved billions of dollars in emergency fireaid for the greater los angeles area. the package includes 4 million dollars to ramp up rebuilding in neighborhoods that were destroyed and a million dollars for impacted schools.

>> all of us need to come together in this moment. we need to come together to support los angeles. we do need to take action on this because every single california the field this. >> republicans tried to add an additional 1 billion dollars to the package specifically for wildfire prevention and forest management. democratic leaders said, well, they agree in principle, they shelved the fire prevention proposal for now noting the immediate need is fire aid. our 8 on moss will have a little bit more coming up in our later shows. >> of president donald trump's visit to california tomorrow. some republicans say any federal help should come with conditions potentially setting up a fight in congress. washington correspondent trevor shirley has the latest from dc. >> some in congress say disaster relief shouldn't be politicized. as lawmakers try to come up with a solution. president donald trump says lost angeles leadership is to

blame as fires continue to wreak havoc across the city. i think that dead politically what they've done, they've destroyed the city. >> what they've done to that city is unbelievable. the president will get a firsthand look at the damage friday as the debate continues over federal help. generally speaking. i think you find that a lot of democrats are going to be asking for help. so i think maybe that makes it more one-sided. some republicans say federal assistance should be conditioned on changing california policies. they say contributed to mismanagement of the fire. drawing criticism from some democrats. we should not be leveraging that pain and suffering of disaster victims to try to jam through. >> political priorities. some california republicans say more relief needs to be a priority regardless. i think right now the focus is putting out these fires that we're going to ensure that las angeles in california get the resources they need gusting was the fires. congress passed emergency fema funding back in december. >> well, before these fires broke out, some say more funding is needed. now, but

the president says fema has also been mismanaged. fema is going to be a whole big discussion very shortly because rather see the states take care of their own problems. but whether the president is also on board with getting california more money to address its problems is less clear. i will say that los angeles has changed everything. because a lot of money is going to be necessary for los angeles. >> and a lot of people on the other side want that to happen. >> president trump plans to visit los angeles on friday. it's unclear at this point who from state or local leadership, he'll be meeting with reporting in washington. i'm travor shirley, new york poultry farm is euthanizing 100,000 birds after bird flu was detected in its flock. the outbreak was first reported at crest and duck farm last week. pharma sense been ordered by state health officials to quarantine and kill all of its birds. although some of the workers have been exposed to the virus, none of reported

any symptoms. this all comes amid a national outbreak of bird flu. that is sense. impacted 50 states including california. >> a once in a generation storm across the south coming to an end. but roads across the gulf coast ill covered in snow and ice. baton rouge, louisiana received more than 7 and a half inches of snow on tuesday. it was it snowiest day ever. that historic snowstorm was actually visible from space, even which is pretty crazy with son and 60 degree. temperatures in the forecast next week. snow will likely soon disappear if it hasn't already in some spots. ground force. chief meteorologist lawrence karnow takes a look. lawrence, this was a crazy week. yeah. i mean, really wild weather across the deep south. a record breaking weather event. even snow. >> right along the ocean. and that's just amazing to see get that cold. now that cold air left behind. so most of the

snow, yes, beginning to taper off but not going to melt too fast. we've got some very cold temperatures now kind of settling in that cold arctic air sliding right down. of course, we high pressure on the west coast sea. that trough kind of card itself out bringing all that cold air. well, the deep south, even into places like florida where they usually don't get that cold. we've got some freeze warnings up for tonight, expecting some temperatures in central florida. maybe we get down to the upper 20's overnight tonight into early tomorrow morning. so a cold weather advisory continuing all the way into tampa, st. petersburg, places usually don't get it. and yeah, these temperatures going to be very, very cold. you've got 30's there. only 32 degrees for a low in new orleans tonight. so again, freezing out there that snow staying in place. and of course, they don't have snow plows so they are doing it by hand and shovels. kind of dig it out. but that cold air in place now things are going to get the switch here. probably gonna moderate here just a little bit over the next couple days. but still in the middle, which we have a long way to go. we've got another storm system, a cold one, but that was going to take a little more of a northerly track to the great lakes and

the northeast. the south going to see some warmer storms begin to move in. all right. we like to get the rain going here in a start to look a little more promising. not great, but promising got that first storm system that's going to roll in as we get into saturday, bringing with it a chance of a few scattered showers around the bay area and notably cooler temperatures with the breeze. better rain making its way into southern california we head in towards sunday and possibly a few lingering showers on monday. that will kind of scoots out of town. but it's going help to open up the door now and you've got another storm system possibly bringing another round of rain the following thursday behind that. guess what? that door stays open as we head in toward february and that means we could be looking at some above normal precipitation as we get it were to. let's keep our fingers crossed that we need to make up some rainfall amounts as we look toward the this weekend, you're talking about almost a 3rd about a half an inch in los angeles area. that would be some great news to put out the fires there about a quarter of an inch in the san diego. not much here in the bay area. let's enjoy the sunshine while we have. should be another
