>> also, ice agents spotted carrying out operation in the bay area today. they may have detained at least one person. and just days after sonoma state and now cut its athletics program, athletes and coaches are not considering taking legal action. thanks for joining us here on kron. 4 news at noon. i'm justine waltman. we're going to begin in the south bay. >> as u.s. immigration and customs enforcement or ice agents were spotted conducting an operation in san jose over the weekend. and we're hearing they may have made arrests today. kron 4 charles clifford is live for us now in san jose. he has the details on this ice operation. >> well, good afternoon. the rapid response network in santa clara county, a nonprofit that monitors ice activity says that they have observed agents in 2 different locations this morning. this comes just after a day after

agents were spotted here in san jose. this is video recorded on sunday near story road and king wrote it shows what appears to be ice agents operating near a target store. >> only a handful of agents were seen in. this does not appear to be a large-scale operation. the rapid response network, which was at the scene has said they believe the agents were targeting specific individuals with at least one person being detained over the weekend. san jose mayor matt mahan said the statement that the police department was notified that ice was carrying out an operation in san jose. adding that i sincerely hope that ice remains focused on enforcement actions related to violent and serious criminals harming our city, not neighbors who are contributing and law-abiding members of our community. the mayor also says that the san jose police department does not assist with ice operations in any way. the rapid response network says that the activity they observed on monday morning was happening along capitol avenue and they're rock avenue. they also believe

that ice is targeting individuals with existing deportation orders. all right, back live. now we did reach out to ice this morning try to get some clarification, some more details about their operations. >> they have so far not responded. but for now in the south bay, charles clifford kron, 4 news. >> charles, thank you. and despite some pressure from the trump administration, officials in multiple bay area cities are committing to protecting immigrants, including those with legal status without legal status. alameda county officials recently held a meeting. oakland announcing a new effort to uphold protections for those at risk of deportation county officials have launched a website to provide resources for the community. it provides a list of legal resources and has information on future workshops aimed at educating the undocumented, a hotline to report and answer questions should be ready by february 17th. and this nationwide mass deportation is being felt on social media videos as some

are showing arrest the raids, bringing some concern organizations and communities together sighting that not all immigrants being arrested are former criminals among those speaking upper church leaders at a church in portland during their sunday service with church leaders from across the area. they talked about protecting immigrants. and when there's a crisis, the church, the synagogue, a mosque, the temple, the longhouse at our best. >> we come together from all traditions. say? the crater we know says this is not right. and so we want to send a strong message to washington, d.c.. white to the steps of the white house saying we stand up together. we are going to support one another and unjust law. is the law. do. and so we're willing to take on ice and for us. but they will not come into this church not be allowed to. >> officers enforcing immigration laws are now able to arrest migrants at

sensitive locations like schools, churches and hospitals. after the trump administration throughout policies limiting where those arrests could happen. and now governor greg abbott has now directed the texas military department to deploy the texas tactical border force to the rio grande valley to coordinate with the u.s. border patrol agents there. the texas tactical border force will surge over 400 additional soldiers as well as c one 30's and helicopters to join thousands of texas national guard soldiers already deployed to the border to collaborate with u.s. border patrol agents. there. now the trump administration is promising to ramp up immigration enforcement as the week goes on. washington correspondent trevor shirley is in dc with more. >> the administration says these operations are only targeting known criminals, but critics say the operations are far more expansive. ice officials say this weekend they made more than 1200

arrests nationwide. us in numbers increase the number of arrests nationwide. as we open up the aperture. >> right now it's country public safety national security threats. but some democrats say the administration's immigration dragnet is catching people. it shouldn't. we're seeing kind of chaos in which. contradiction of the president's commitment that he was going to start focused on violent criminals. >> they're just detaining anyone. border czar tom homan says being in the country illegally is a crime itself. >> regardless of what else, a migrant here illegally has done country legally. jan, that the trump administration is already using law enforcement agencies not normally involved in immigration operations, including the fbi, atf and dea, all which assisted last week we're going to enforce immigration law. we're going to protect the american people. yeah. donald trump promised to do that. but some critics say the effort contradicts one of the president's key campaign

promises to bring down prices mass deportations of farm workers in california maybe have to work force are going to drive food prices through the roof. the administration says the country's immigration laws must be enforced. america should actually look out for the interest of our citizens. first. >> and more operations are expected to be carried out through this week as well. reporting in washington. i'm trevor shirley. >> people throughout the los angeles area are dealing now with the aftermath of those devastating eaton and palisades fires. and there's a new threat that's looming. officials are warning the mudslides could hit the areas affected by the fires. according to the los angeles county sheriff's department, the fire zones in altadena and malibu most at risk. we'll take a look now at the containment numbers. the palisades fire, the largest is now 94% contained. the eaton fire is 98% contained and the hughes fire is 95% contained. that's about 3 weeks after they started. we have

meteorologist kyla grogan back with us this week took over the details of our forecast. yeah, that's right. so it is a difficult forecast. we have high pressure in control. so that's why we've got sunshine. it's also why we had such a chilly morning this morning. >> those clear skies, but down in southern california, they have a low pressure system that is sitting right over them. and you can see that it is delivering some snow in areas inland and a little bit of rain in and around the los angeles area. and unfortunately, when you've got burns scars, you get into a situation where that cat can cause mudslides and things like that. so as you can see between now and tomorrow, not expecting to pick up a whole lot more in the way of rain, but it is just those occasional downpours that can cause this to happen on already saturated ground. here's future cast, obviously looking pretty good this afternoon. you can see by tomorrow morning, another little chance of a few showers rolling through throughout tuesday before this finally wraps up. now we do have 3 active fires. still, obviously, rain has been good for firefighting, but it is difficult when you get those burn scars which are areas that no longer have vegetation there that could stop any of

that mud and debris from moving so moisture interacting with the terrain. that's the problem. the opens the door to that mud and debris flow. so as i mentioned, showers are diminishing throughout the day today, but there is still that isolated certainly something that they have to keep an eye on as we go through the next 24 hours. now, we are expecting some rain at the end of this week and maybe some good news here is that southern california is not going to be participating in that. so once they get past this, they should be looking a little bit better where as here in the bay area, we have a beautiful week on tap. and then as we head to the end of the week and this won't be until basically early friday morning, we will be looking out for some rain, but you can see between now and then pretty nice weather with the exception of the fact that those overnight lows which were down in the 20's in some spots this morning or to continue to be very chilly throughout the week. in fact, we have a freeze watch for good portion of the bay area and a frost advisory for tonight. i'll talk more about that when come back in just a bit. >> unless one the is closed today after a copper theft

happened and it cut all electricity inside of the building. school officials say this happened sometime between friday night and saturday morning at slaw know we've been leadership. academy staff realize the power was out just moments before hosting a basketball competition saturday afternoon. and in a letter to families, school officials are saying repairs are likely going to take a week leaving students without class, at least for today. remote learning is also expected tomorrow. now in a statement to kron 4, the vallejo city unified school district superintendent said that we are deeply saddened and frustrated that this has happened again to one of our schools. these incidents disrupt learning and negatively impact our families and the entire school community adding the district is working to resolve the issues as quickly as possible. happening now, coaches and students from sonoma state university are preparing a lawsuit in order to block the board of trustees from cutting athletics programs at the north bay university. kron

four's will tran has the details. >> in the spirit of sports student athletes as sonoma state university. they plan to fight until the very last second that it is not over as long as they still have time long as they still have time on the clock. and right now finally possibly a federal lawsuit in san francisco court claiming civil rights violations. they have already done that with the board of trustees claiming that their desire to get rid of the sports programs as well as certain majors and eliminating faculty members may be dozens of them violates their civil rights, that this was a bombshell announcement last week that the university claims they are facing a 24 million dollar budget deficit and they have to make hard decisions. well, those decisions came out of nowhere and caught so many students off guard. it's very melancholy. it's very like serry said. it's very says.

happening in san francisco this evening. location is being held under wraps because of security concerns in san francisco. joey horta kron. 4 news. >> poland's president was among dignitaries and holocaust survivors who gathered at auschwitz to mark 80 years since the nazis concentration camp's liberation by soviet troops during the second world war re laid at the camps, death wall where thousands of people were executed. the cease-fire between israel and hamas continues with hostage releases and some concerning updates. israel is claiming a hamas list shows 8 of the 33 hostages who were to be freed in the first phase of this gaza ceasefire are dead. israel says the next release the hostages will take place thursday, followed by another round on saturday. but whether or not the hostages are alive or dead inside of gaza has been a heartbreaking question for the waiting families who have pushed israel's government to reach a deal to

free them, fearing the time was running out about 90 hostages are still in captivity. and over the weekend, israel defense forces say that for hostages taken during the october 7th attacks on israel where welcome home after being released by hamas before israeli hostages were escorted to a stage in a gaza city square by members of their release party and also some members of the red cross there taking place families celebrating as they watched videos of the now released come home. and tens of thousands of palestinians are streaming into the most heavily destroyed part of the gaza strip after israel lifted its closure of the north for the first time since the early weeks of the 15 month-long war with hamas that was in accordance with the cease-fire. massive crowds of people walking with their belongings stretched along the main road running next to the coast. the u.s. state department is freezing nearly all foreign assistance worldwide comes days after

president trump issued a sweeping executive order to put foreign aid on hold for 90 days. secretary of state marco rubio sent a cable to u.s. diplomats posting on friday detailing this move, the executive order has humanitarian officials saying this in dangerous programs worldwide. according to that cable, the administration will develop standards for a review of whether the assistance is aligned with trump's foreign policy agenda. we'll talk about our forecast now as we take this live look outside across the city of san francisco as we kick off another week, we've been starting things off pretty cold. we'll see if that trend continues right now with cuyler. she's a liar center. yeah. it was very chilly this morning. it's about to get down to 29 degrees i saw. but right now pretty nice in san francisco as we take a live look here. >> at the embarcadero wind is relatively calm. we're going to see a little bit of an offshore breeze. we get into the afternoon to the tune of about 15 to 20 miles per hour. so you'll notice that temperatures right now, though, not bad, in fact, are already up to 61 degrees up in

the north bay and santa rosa, 60 in san jose. you can oakland, not bad 50's there. and same story in san francisco about 55. but this morning, boy this morning. check this out. livermore got down to 29. 33 in napa, redwood city, 34 degrees obviously conquered santa rosa, san jose and even the oakland airport. very chilly. this morning. oakland airport got down to 37 blue skies prevail. right now we are under the influence of high pressure. that is what is keeping us nice and sunny. but its also would allow some of those chilly temperatures to develop. we don't really have the cloud cover as we get into the evenings. these are the highs today. they're going to be quite nice. in fact, above average, in many spots could see lots of 60's out there. but once again, as we get to the evening, we've got to look out for this. in fact tonight, you can see not only do we have a frost advisory, but part of our viewing area down in places like morgan hill getting into that freeze warning area. so the frost advisory, but you can see is very pervasive. here means temperatures as low as 32

degrees where as the freeze warning going to knock that down to 28. so lots of chill in the air tonight, in fact, by bay area standards, downright frigid. and that will be the case. not just today over the next couple of days. these are the lows i'm expecting. so if europe and that north bay in the interior valleys, that's right. think we should see some of the coldest temp temperatures in the overnight. but, you know, livermore expected get down to about 32. you can see 30's right around the bay in places like hayward again, i think we'll see it in places like redwood city. so really no one escaping this tonight. so make sure you are ready for this clear skies right now as we zoom out here, you can see where we've got kind of interesting set up where we're under high pressure, the influence of that low pressure to southern california. we are going to see that high pressure get knocked out of the way that will happen as we get into about thursday night where we start to see this develop and then some rain expected for us as we get into friday and then into our weekend. so those rain chances will increase as we get to the week. still a little bit of a

>> to allay college students caught in the crossfire of a gas station shooting in one of the young men involved is now fighting for his life as kron four's jack molmud explains the shooting is drawing increased attention to crime happening in that city. >> caldera times, campus students are on edge after 2 of their own were shot traumatize. we don't really hear about much gun violence. and second happened. every was really scared. the shooting happened on tuesday just after 7 in the evening at this express gas station on tennessee avenue. you can see the suspected shooter here standing next to their car and the next clip you see them shoot from the driver's side window towards this man in a blue hoodie. the white truck here caught in the crossfire and inside were 2 cal maritime students you see here running

for safety, blood running down their clothes from the gunshot wounds. a gofundme for one of the victims says the student was put in a medically induced coma after being shot in the face. the road to recovery will be long. the other student shot was released from the hospital. the president of the university put out a statement the next day saying, quote, given this unprovoked criminal attack on our colleagues. i remind everyone to exercise the utmost caution and always maintain situational awareness of what is going on around you. will the shooting happened just about 3 miles away from the university. many students we spoke to on saturday. tell us that they're fearful of the crime just about every time they have to leave campus kind southern california, described the lay, whoa. >> they say they've seen crime just about weekly and say they want to see more police. we have more cops on campus that of the city. so is very little policing around last year, kron 4 reported the vallejo

police department have 31 officers when they're supposed to have over 100 rose looking over our shoulder like we know the threat that's out there. but despite the fear, the students are happy for the community support. everyone's reposting ensuring go fund me so the entire school has their back. yeah. the schools also helping out telling us to maintain situational awareness and all that a suspect is under arrest at vallejo. police say they're still investigating the shooting. reporting in vallejo jack moment. kron 4 news. >> well, i had its first traffic fatality of the year. police say a man was hit by a vehicle saturday night in the area of sonoma boulevard and lemon street. they found him in the road and he did not survive. the driver did wait for police to arrive and we're told is cooperating with the investigation. san francisco transit officials say they're facing a major, major. it's a budget shortfall. the sfmta is inviting the public to meeting this week to discuss ways to raise some money. this is coming as the transit agency says it is looking at a

potential 320 million dollar budget gap. officials cite a decline in funding and high inflation as a reason for the deficit. agency has warned of potential cuts to muni and other services. so there is a public discussion about this on friday. people can attend in person or online. san jose mayor matt mahan is asking local churches to help with the homeless crisis there. last week the mayor held a panel to talk to religious leaders and how their parking lots can be used for temporary housing. by the end of that event, 9 groups expressed an interest in using their land for housing. the panel also discussed how religious institutions can get involved with making the city more beautiful. san jose has about 6,000 homeless residents with more than 4,400 of them being unsheltered older adults are also a growing segment of the homeless population. alameda

county supervisors are zeroing in on a choice for the this weekend. a community forum was held so residents could get to know the candidates who want that job and also address some of their concerns with the people who are applying kron four's and c 4 reports following last year's successful recall of pamela price. >> the alameda county board of supervisors has narrowed the field of candidates for the job to 7 people saturday at lakeshore avenue baptist church. 3 of the candidates spoke to residents about the change they hope to bring to the role love for you all to name 3 specific ways advocate to strengthen and expand the positive impact of the county's. will have court system. attendees got to hear directly from latricia lewis been us johnson and even shin on their proposals to improve the collaborative court system. while voters do not have a direct say in the selection, residents wanted to know how they could navigate los staffing in the collaborative court. the person who runs my family treatment court. >> has lived experience. so

she's been in recovery for 30 years now. and in each court, we always had at least one person also was in recovery. >> all 3 candidates in size, low funding being an issue to appropriately hire staff patricia lewis, who currently serves as deputy county counsel in alameda county suggest leaning on private and public donors. we have to expand the capacity of the legal staff. there has to be ada and guy sitting in these ports, even shin and alameda city attorney spoke about a lack of funding impacting care courts, a system that helps people with mental health and substance disorders. we have to be innovative and find ways. >> to expand the ability for us to do that. and we probably need to do a holistic review that many collaborative courts that in the system todsee whether or not we can make them work better. venus johnson, chief deputy attorney general with the california department of justice. >> laid out a plan to increase

tahoe this year. this national weather conference looks at all the latest weather and climate trends. kron 4 meteorologist gayle ong. as at that conference she is there for us at the tahoe blue event center. gayle, how's it going? what's it like being there? >> it is what? >> to the upper 20's at last check. it's 29 degrees, but we are in the teens this morning. and even though i'm in a coat and hat, it's still pretty brisk out. so and we just wrapped up day one of presentations here at the tahoe blue event center where here right in at stateline, nevada. and, you know, lots of great speakers, timely i do have a speaker joining me right now. this is craig few get he is the former fema administrator and of course we have a lot of topics we want to discuss with craig, thank you so much for being with me here. and definitely want to ask you about. obviously, this is timely because president trump just made those comments about. overhauling fema. we definitely get your thoughts on that.

>> i think, you every disaster we always look at how to get better. and so president trump's look at the responses, it says we can do better. he's actually signed an executive order appointing secretary of tpdefense and secretary homelan security to form a committee to to provide recommendations. do a study a year and how can we make fema more effective, more efficient, responding to disasters? >> and one thing you did bring up in your presentation was about how really helps people who are uninsured. you want touch base >> yeah, i think there's a lot of people always confused that when you get a federal disaster declaration fame is going to come in is like in the movies that come in and do everything they don't. they support the governor and local officials mainly through financial reimbursement and most of that space point uninsured losses. so were you don't have insurance for school, then the federal government, your tax dollars through fema will help rebuild it. if people don't have insurance for their homes, are

systems that fema could provide to help them start recovery, but not necessarily rebuild their homes. >> we will touch on that insurance crisis as he did. talk about that. we want i want to talk about the wildfires and los you talked about, you know what may not be climate change with what happened down what want to give your get your thoughts on that. well, it won't be clear. i think climate change is part of it. you know, we got year-round fire seasons. we used to not have that california. >> with drought and winds, we can have wildfires occur in any month, but we also have to understand where and how we build also is a big determinant of how bad disaster could be in cal fire. other experts have for a long time. caution that we have built in the areas that prone the wall, farsi for high-risk areas. and this was always a possibility. so it's not just the climate is changing. it's also that we built our environments based upon the past and going forward. we're going to rebuild and taking account not only are climate but our vulnerabilities to natural hazards

well that grow to provide wall for insurance to people. he's high risk areas. >> speaking of high-risk areas, you also mention that flooding flood damage. that seems to be the top natural disasters with that that fema helps with. >> yeah, i mean, here in california, if you think about it, we seem to go from extreme too extreme. so the last couple years we were seeing flooding in places that never seen flooding in for a lot of folks. they warn in what was called a special flood risk. lot people call floods. also someone on the flood insurance. doesn't flood here. and to their homes are flooded. and this something we've seen probably our fastest growing uninsured risk. he's he's extreme rainfall that's causing flooding. well outside as a special flood risk here where people are required to buy flood insurance and for a lot of people without flood insurance. if your home gets damaged by rising waters is excluded from your policy and it can be 10's if not hundreds of thousands of dollars to repair your home. you have no insurance, so considered flood insurance, even if you don't live worse. a requirement

>> tonight, tomorrow night, wednesday night, you can see we do have the frost advisory is a good portion of the bay area and then there's also a freeze warning as you head down into parts of the south bay kind of extreme south bay. but still it is going to be a cold. one frost advisory, meaning that temps get as low as 32 degrees begun to that freeze warning. that means we could drop down to the 20's talking 28 degrees. so that's going to be overnight tonight. these are the lows i am expecting. they are very cold out there tonight. so make sure you are ready for it. make sure that you are taking care of anyone who is sensitive to the cold and also, boy, make sure those plants are. and if they're not already, there really need to be and pets need a nice, warm space to be in tonight as well. our next big story, we've got some rain on the way later this week. you can see that we do have high pressure in control right now, kind shooting everything over the top of us. but by about wednesday, start to see this low pressure system making its way towards the coast. clouds start to increase as we get into thursday. this is thursday evening by early morning friday. we should be seeing some rain coming in now. models are quite sure if
