thanks being with us today for kron. 4 news at 4, i'm grant lotus and i'm vicki liviakis u.s. immigration and customs enforcement or ice agents were spotted conducting operations in san jose over the weekend and they may also be making arrests today. kron 4 charles clifford has that story. >> on monday morning, the rapid response network in santa clara county, a nonprofit that monitors ice activity says they observed agents ice agents in 2 different locations across the county. this comes just a day after agents were spotted in san jose. this is video recorded on sunday near story road and king wrote it shows what appears to be ice agents operating near a target store. only a handful of agents were seen in. this does not appear to be a large-scale operation. the rapid response network, which was at the scene has said they believe the agents were targeting specific individuals with at least one person being detained over the weekend. san jose mayor matt

mahan said in a statement that the police department was notified that ice was carrying out an operation in san jose. adding that i sincerely hope that ice remains focused on enforcement actions related to violent and serious criminals harming our city, not neighbors who are contributing and law-abiding members of our community. the mayor also says that the san jose police department does not assist with ice operations in any way. the rapid response network says that the activity they observed on monday morning was happening along capitol avenue and they're rock avenue. they also believe that ice is targeting individuals with existing deportation orders. now, on monday, we did reach out to ice for some clarification. some more details on exactly what they were doing as of monday afternoon.ithey have not responded. but for now in the south bay, charles clifford kron, 4 news. >> ice agents were in downtown san francisco friday. that's according to state senator scott wiener who says agents were targeting janitors who work in office buildings. >> i'm aware of that. ice was

a new effort to uphold protections for those at risk of deportation county officials have launched a website to provide resources for the community. it provides a list of legal resources and it has information on future workshops aimed at educating the undocumented. a hotline to report an answer. questions is expected to be ready by february 17th. >> the crackdown is happening across the country as the trump administration continues to move forward with the campaign that it has promised to ramp up immigration enforcement. >> our washington correspondent trevor shirley is in dc with more. the administration says these operations are only targeting known criminals. >> but critics say the operations are far more expansive. ice officials say this weekend they made more than 1200 arrests nationwide. us in numbers increase the number of arrests nationwide. as we open up the aperture. >> right now it's country public safety national security threats. but some

democrats say the administration's immigration dragnet is catching people. it shouldn't. we're seeing kind of chaos in which. contradiction of the president's commitment that he was going to start focused on violent criminals. >> they're just detaining anyone. border czar tom homan says being in the country illegally is a crime itself. >> regardless of what else, a migrant here illegally has done in the country legally. jan, that the trump administration is already using law enforcement agencies not normally involved in immigration operations, including the fbi, atf and dea, all which assisted last week we're going to enforce immigration law. we're going to protect the american people. yeah. donald trump promised to do that. but some critics say the effort contradicts one of the president's key campaign promises to bring down prices mass deportations of farm workers in california maybe have to work force are going to drive food prices through the roof. the administration says the country's immigration

down to 29 degrees in livermore. you can see those 30's all the way from napa to redwood city ca kurds, santa rosa and even san jose. fact, the oakland airport got down into the upper 30's last night. so a chilly one once again tonight. we are going to see that cold. we have a frost advisory for good portion of the bay area. the area that you see there more that light blue and that's where you could get down to about 32 degrees tonight and we could get even colder than that. the areas you see in dark purple, that's where we could see temperatures drop below freezing. so just be ready for this this evening as we are going to see these temperatures get very frigid by bay area standards. we have some rain on the way at the end of the week. when it come back, we'll talk more about that. >> all right. thanks, kyle. up to $250,000 that the kids how much it could cost to reopen of laos. cool. yeah. somebody stole some copper wire from wiedemann leadership academy over the weekend and kron four's philippe explains what led to the discovery. >> no school this week. that is what is written on signage

at the gates leading into solano. we demand leadership academy in vallejo. classrooms are empty and so were the plain fields as the entire school was forced to take monday off. thinking at least the week we're hoping it shorter and indoor basketball tournament scheduled saturday was canceled once organizers noticed the electricity was not working. turns out vallejo city unified school district spokesperson selena bag says sometime between friday night and early that morning thieves broke in stole copper wire from the power grid, cutting electricity off for the entire kindergarten through 8th grade campus. the vallejo police department is investigating. these aae children and it's just disappointing that that somebody would do this to a school where these kids did nothing didn't it didn't deserve bag. says initial repair quotes range from 150 to $250,000. students took monday off while teachers prepared at the school district's headquarters on

mare island for independent learning plans starting tuesday, baggy out says the school district is committed to making the repairs and reopening the school declining enrollment and money problems have led the district to consider closing or consolidating some campuses. but baghdad house as the leadership academy is not on the chopping block, but could eventually take in students from another campus down the road. yes, we will do their hair stand. we are working really hard and in a statement, the vallejo city unified school district's superintendent ruben aurelio says, quote. >> we are deeply saddened and frustrated that this has happened again to one of our schools. these incidents disrupt, learning and negatively impact our families and the entire school community. >> in valais home, philippe djegal all kron. 4 news. a person is dead following a rollover crash in pleasant hill. a car in a minivan crashed this morning. >> the driver of the minivan was taken to the hospital where they died. the other

driver was treated at the scene. the accident was shortly before 10 o'clock this morning at the intersection of taylor boulevard and grayson road. police have not said what caused the crash. police are investigating after one person died and 2 others were injured during a shooting at a side show last night in oakland happened about 7.45. >> on east 12th street when officers arrived, they found evidence of the shooting but no victims soon after 3 victims showed up at a nearby hospital with gunshot wounds. one victim died at the hospital. the 2 others were hospitalized and they are in stable condition. happening now, coaches and students from sonoma state university are preparing a lawsuit in order to block the board of trustees from cutting athletics programs at the north bay university. and kron four's will tran has the details there. >> in the spirit of sports, student athletes as sonoma state university. they plan to fight until the very last second that it is not over as

long as they still have time on the clock. and right now they are trying to buy time finally possibly a federal lawsuit in san francisco court claiming civil rights violations. they have already done that with the board of trustees claiming that their desire to get rid of the sports programs as well as certain majors and eliminating faculty members may be dozens of them violates their civil rights, that this was a bombshell announcement last week that the university claims they are facing a 24 million dollar budget deficit and they have to make hard decisions. what those decisions came out of nowhere and caught so many students off guard. it's very melancholy. it's very serry said its phases. >> it's not good. it's not so when you found out you saw 40 people rush out and try to talk to an administrator. yeah. well, first my friend side. he's like, dude, come

>> and it's really postdoc. uc berkeley has filed a federal civil rights lawsuit against her student union. kareen says the union, which is affiliated with the united auto workers, created an atmosphere of hostility and relentless abuse targeting israeli jews among the allegations. she says the union encourage union members to attend anti israeli rallies since walkouts support and anti-israel encampment chant, anti-semitic slogans, create an apparent hit list of jews and those with ties on uc berkeley's board of regents and segregate jewish union members by withholding information and opportunities. the complaint seeks to prohibit discrimination and to require the union to provide anti-discrimination training. they also want damages and other forms of relief. we've reached out to the union and are waiting to hear back. >> santa rosa city schools has reached an 86.3% graduation

rate according to school officials. that is a 2 point gain from the rate before the covid-19 pandemic statewide. the graduation rate is 86.4%. according to the california department of education, but a significant decline in enrollment is leading to a major budget deficit without significant reduction in the deficit. the district will be bankrupt by the end of the year risking a state takeover. >> all right. let's talk about our forecast said it is a beautiful afternoon here in the bay area and we are hearing, it's beautiful. but >> little chilly in the overnight. we'll talk about that in a second. but let's start about the fact that we're under the influence of high pressure right now. that's very different than southern california that's been dealing with some rain leading to potential for mudslides. i'm happy to say. >> so far. so good today. and we are seeing things get a little bit better for them. but for us, it's been blue skies that will not be the case the entire week, but it

certainly is today. and you can see that here as we take a live look from the east bay hills. just absolutely gorgeous. sunshine today. no doubt about temperatures obviously nice to write. we've had some that a popped into the 60's were still there in san jose livermore 60 degrees. 63 in santa rosa. get the idea. it's nice out, but let's talk about our chance of rain. that's coming our way because of low pressure system is going to be taking shape right there. you see that counter clockwise circulation in the pacific. the clouds will move in on thursday overnight, thursday into friday. that's we're going to start to see this moisture plume set up to bring us some rain and potentially a little snow for the sierra. ultimately it starts to track to the north. but the question is where exactly does that plume set up and how much rain we be getting? so it looks like it'll be beneficial rain for us. and in particular, we take a look at this drought monitor. you know, you see southern california that obviously is struggling with some of the rain they're getting even though they desperately need it because areas of southern california are in extreme drought right now. we are not in that situation, but we do still have abnormally dry conditions in the east bay and the south

emergency situations. the santa rosa police chief says that these drones as first part of a first responder program, could be a real game-changer and help save lives. but not everyone. vicki is supporting this proposal. kron four's terisa stasio has more. >> so what i'm looking for ways to use technology to be more efficient in effect that was serving our community. one of those ways that we really been struggling with our priority one response times on monday, santa rosa police chief john cregan saying his department is looking to bring in drones as first responders to emergency situations. >> he says fundamentally, this is about meeting community needs when it comes to public safety. perfect example we get a call of a shooting or stabbing at one of our local parks. >> within 90 seconds to 2 minutes that drone could be overhead and it's still taking on average the officer, another 4 and a half to 5 minutes to arrive on the scene. so during that crucial time, that gap between the drone arriving in the officer, we now have a live stream

event of we're able to see our suspects fleeing the scene. chief cregan adding that drones could help in na1ural disasters such as floods and fires. another thing that we really seeing that's really near and dear to our santa rosa communities, wildfires. so it's not just a crime response, but you're seeing it being able to use for structure, fires for wildfires, for helping assist. our fire department chief cregan says that what the drone first responder program is not is that it is not an attempt to spy on residents. this drawing will never be used for just doing random surveillance patrols of neighborhoods it. so you're not going to see it just casually flying over a neighborhood. chief cregan says that they have already held a town meeting on the issue. next stop presentation to the santa rosa public safety subcommittee. >> on tuesday. >> a great opportunity. city is very big on transparency and have a public input. cis a santa rosa city council member and chair of the public safety committee. he says he looks forward to the cheese presentation

could have been a lot worse. >> we had to be prepared for the worst. we had k rails deployed all throughout the city and county and we had crews standing by all throughout the night in anticipation that there could have been a minor debris flow in the burn scar area. >> flood advisories were in place earlier this afternoon in parts of la ventura and santa barbara counties. you're looking at video here from along the pacific palisades burn-scar area, lots of mud along different parts of that street there. several malibu schools there are closed today due to authorities been concerned about dangerous road conditions, landslides, and then that debris being washed away by the mud. >> the key stretch of i-5 is reopened after the storm swept through southern california overnight. the chp close. the grapevine just after midnight because it was snowing and it made that stretch of roadway impassable. they say once the snow slowed, crews have caltrans got to work, clearing it. the freeway reopened to traffic shortly before noon.

on the weather. we want to say hello over to chief meteorologist a large part of a yeah. slice and road closures. the boy, they really needed the rain in southern california. finally getting a nice shot of rain the most they've had all season long so far. and you see the storm system. >> kind of just wrapping around to see just kind of loops around that area of low pressure, bringing the snow up in the parts of the high country there. the grapevine, las angeles getting all the rain and they continue to see things taper off. now looks like most of that has come due and in fact, you can get a little bit closer now. and now we're talking about some cold temperatures tonight settling in as your skies start to clear out. in fact, they're watching for some cold temperatures and numbers getting down near freezing in spots. frost advisories going up there. freeze warnings going up in the central valley. so now they've got some cold conditions settling in there. but overall looks like this storm system is coming to an end. it has given them some much-needed rain drops. and that has been some great news for them out the door for us right now. it's

>> well, the senator who authored this bill says the fossil fuel industry has contributed to major natural disasters. it should be held at least partially liable. but republicans here at the state capitol and the fossil fuel industry itself say it's not so simple, really important step forward. that's how democratic san francisco state senator scott wiener describes his bill sb 2 to 2. >> also known as the affordable insurance and climate recovery act. we're ready for the fight coauthored by wiener and pasadena. democratic state senator sus rene perez. the bill will allow insurance companies and victims of major natural disasters like wildfires and floods to sue the fossil fuel industry for compensation that per the bill could lead to lawsuits against major oil and gas companies. companies, wiener alleges have long contributed to climate change and natural disasters. this is an industry that has known. >> that its product, was feeling climate change was going to lead to these disasters for decades because they had the science out on

that science. they suppress that and they have done all of this in order to make money. we know argues his bill will help the state address the insurance crisis and fight high premiums by passing along some of the cost. >> to the fossil fuel industry. these disasters happen. and then who pays for them? addition to the victims who lost their homes, having that, have their communities just torn apart its it's taxpayers and it is insurance premium payers. but there is one stakeholder that is not paying the fossil fuel industry which makes the product that is fueling climate change. but the oil and gas industry is pushing back in a statement. catherine re heise boyd of the western states petroleum association. >> wrote this in part, quote, the announcement of today's proposal is the latest installment of an ongoing effort to scapegoat our industry for political gain

to see these temperatures dropping down as cold. has 31 degrees in santa rosa. we've got freeze watches and frost advisories up for most of the bay area. a very cold start again tomorrow morning. likely the same on wednesday. alright, temperatures breaking down like this about 32 degrees and freezing in livermore. 33 in concord, you've got a lot of 30's even inside the bay. and 33 degrees in 37 in sandra fell. so expect some patchy frost getting up in the morning, but then dry looking good so far. but there's a hit now that we've got a larger changes to come just off the coastline. here's long-range forecast as we go through time here and we get over the next couple of days. not too bad, but then the clouds start to roll back high pressure, finally showing signs of breaking down near the end of this month. and then as we get in toward friday, all of a sudden here comes starting line. these storms about to see the line here. this may be more one of the systems where you get a whole lot of rain in the north bay and don't get much in the south bay. and so that's the way things are lining up right now. it's going to keep going to as we get to saturday into sunday. so plan on some

showers here in the bay area. but it may be really focused more to the north and finally getting a storm system kind of wrapping around making its way through the rest. the bay area as we head in toward wednesday. this looking good, though, haven't seen this for quite while. back this. the first time that i've above normal chance of rainfall least across the bay area for the end of the month. we have seen that all month long was all below normal temperatures tomorrow plan on 50's and some 60's outside. looks like it's going to be little cool in spots next couple days. we are going to see some changes coming our way. temperatures cooling down those clouds start to thicken up. yeah. maybe some scattered showers specially on friday north of the golden gate bridge. i think that'll be the best chance. but the good news is that finally that door, that storm door that we're always talking about, rick ricca, nothing open ever so slightly. they have got a little rust. there are 40 to yes. he said they were open. that thing open yeah. that's good news. that's great. is we need that rain back here. looks like it's finally coming. thank thank president trump says congress needs to act sooner.
