a call of a shooting or stabbing at one of our local parks. >> within 90 seconds to 2 minutes that drone could be overhead and it's still taking on average the officer, another 4 and a half to 5 minutes to arrive on the scene. so during that crucial time, that gap between the drone arriving in the officer, we now have a live stream event of we're able to see our suspects fleeing the scene. chief cregan adding that drones could help in natural disasters such as floods and fires. another thing that we really seeing that's really near and dear to our santa rosa communities, wildfires. so it's not just a crime response, but you're seeing it being able to use for structure, fires for wildfires, for helping assist. our fire department chief cregan says that what the drone first responder program is not is that it is not an attempt to spy on residents. this drone will never be used for just doing random surveillance patrols of neighborhoods it. so you're not going to see it just casually flying over a neighborhood. chief cregan

says that they have already held a town meeting on the issue. next stop presentation to the santa rosa public safety subcommittee. >> on tuesday. >> a great opportunity. city is very big on transparency and have a public input. crept. he is the santa rosa city council member and chair of the public safety committee. he says he looks forward to the cheese presentation tuesday to the committee and to hear more about how the drone first responder program may be a benefit to the entire city and finding crime like sideshows as well as natural disasters, such as flooding. >> really have too many concerns about them in action. i just want to verify more that. >> there is a a plan in place to find them without having too much strain on the general fund. and then also as with any new tech technology that we implement, that there is a that it's safe for us and our community to have. >> theresa kron, 4 news tonight. a weekend storm is

moving out of la county after dropping much needed rain and even snow to upper elevations could storm the winter weather also triggered some mudslides, though in the burn scar areas. so that's the negative. kimberly chang breaks it down. >> palisades drive north of sunset boulevard was closed monday morning as crews worked to clean up a muddy mess left behind rain over the weekend was much needed and helped fire crews put out hot spots and grow containment. but just as officials anticipated it loose and hillsides in recent burn areas and created mudslides. sky 5 flew over topanga canyon boulevard where there was also mud and debris flow. it prompted a closure in the area of pch and topanga canyon boulevard. the area remained closed monday morning. last week. crews prepared for the rain short up slopes and reinforce roads in burn scar areas and put up barriers to help prevent toxic runoff from burned homes from entering storm drains. we had cave rails deployed all throughout the city and county and we had crews standing by all throughout the night.

>> in anticipation that there could have been a minor debris flow in the burn scar area. officials urge residents returning to burn areas to wear protective gear while cleaning up. there's concern over ash mixed with burnt cars. electronics, lithium batteries, building materials and other household items. the debris can contain pesticides, asbestos plastics and led air waiting. so move ahead. >> please can we start building again? but in the meantime, you're anxious. so i have to hope that saying it will relax some of the excitement. it's almost like a creature lee comfort, you know, to go back to the place and see what you can find there, even if it's just small. >> you know, trinkets, whatever. >> and that was kimberly, there you go. kimberly chang reporting sure was. >> all right. we've traffic on interstate 5 through. the grapevine is flowing again after an overnight closure because of snow that to hone passing was shut down for about 12 hours conditions became just too slippery.

that? and of course, you have the delays along the great find to. but now that cold air is kind of settling in for the night, they've got some frost advisories going up there. 1000 oaks calabassas as well near oxnard and even downtown los angeles. some very cold kicking in overnight tonight and tomorrow morning here in the bay area, not a bad place to be. it's going to be chilly again. grab a jacket. if you're headed out the door, it's gonna be cold out there. high pressure still in control. you see that low spending around southern california and still the jet stream moving well to the north of that. all about to change. we're going to watch this whole pattern begin to shift gears. and we're gonna start to talk about some possible rainfall here in the bay area trough. you're traveling around the state to find a mixed bag. we've got some cooler 50's in toward the monterey bay. 59 in santa barbara should be about 60. by the time you make your way into san diego and 60. also in sacramento, 59 into fresno should be mostly dry around the state for tomorrow. yeah, the forecast looking good here. i think as we head out over the next couple of days, don, look bad at all. in fact, tomorrow you'll see a lot of sunshine coming your way. the temperatures cool to mild

around the bay area. some clouds do begin to gather as we head in toward wednesday. in fact, some patchy fog. i'm going to be slowly giving away. then by late thursday, the clouds thickening up a little bit as we get into friday. i think that's our next best chance of rain. looks like the best chance gonna be moving north of the golden gate bridge. right now that looks to be the focus so far. we're going to fine tune that forecast. we get a little bit closer but looks like some rain finally make a return to the bay area. 2 guys, back to you. all right, lawrence, should victims of the major natural disasters including wildfires be allowed to sue fossil? >> fuel companies accused of contributing to climate change. well, a new bill in the legislature would allow that kron four's capitol correspondent eytan wallace reports. >> well, the senator who authored this bill says the fossil fuel industry has contributed to major natural disasters. it should be held at least partially liable. but republicans here at the state capitol and the fossil fuel industry itself say it's not so simple. >> really important step forward. that's how democratic san francisco state senator scott wiener describes his bill sb 2 to 2, also known as

the affordable insurance and climate recovery act. we're ready for the fight coauthored by wiener and pasadena. democratic state senator sus rene perez. the bill will allow insurance companies and victims of major natural disasters like wildfires and floods to sue the fossil fuel industry for compensation that per the bill could lead to lawsuits against major oil and gas companies. companies, wiener alleges have long contributed to climate change and natural disasters. this is an industry that has known. >> that its product was fueling climate change was going to lead to these disasters for decades because they had the science. they on that science. they suppress that and they have done all of this order to make money. we know argues his bill will help the state address the insurance crisis and fight high premiums by passing along some of the cost. >> to the fossil fuel industry. these disasters happen. and then who pays for them? addition to the victims

who lost their homes, having that, have their communities just torn apart its it's taxpayers and it is insurance premium payers. but there is one stakeholder that is not paying the fossil fuel industry. which makes the product that is fueling climate change. but the oil and gas industry is pushing back in a statement. catherine re heise boyd of the western states petroleum association. >> wrote this in part, quote, the announcement of today's proposal is the latest installment of an ongoing effort to scapegoat our industry for political gain while complex problems continue to go unsolved. it's a sentiment shared by senate insurance committee. vice chair republican roger this furthers the narrative, the false narrative that this is all about climate change. it is, of course, much more complicated than that. i would ask what about forest

management? i also asked what about the fire department in los angeles? who's budget was significantly cut. >> last year. so will senator wiener and perez included in their bill the ability to those entities for their role in this, too. it is a complicated issue, not anywhere near as simple as they would have. you believe. >> and wiener says he has not been in touch with the governor's office about this bill, but he expects that will change as it moves forward to the legislative process reporting at the state capitol. a tonn wallace kron. 4 news. >> while touring disaster zones across the country, president trump proposed to get rid of fema. he says he thinks fema is too bureaucratic and slow. he suggested state governments handle disasters within their state. well, today we spoke with the former fema director on the importance of flood insurance even in parts of california, not near the water.

>> we seem to go from extreme too extreme. so the last couple years we were seeing flooding in places that never seen flooding in for a lot of folks. they warn in what was called a special flood risk. lot people call floods. also someone on the flood insurance. doesn't flood here. and to their homes are flooded. so consider a flood insurance even if you don't live worse. a requirement because there's not many places that are not at risk of extreme rainfall events. >> as president trump does not have the authority close the agency without approval from congress. >> the cdc has been ordered to stop working with the world health organization. this comes just a week after president trump. >> signed an executive order withdrawing the u.s. from the agency and officials sent a memo to. the world health organization's senior leaders last night saying all staff must immediately stop their collaborations. experts say the sudden hall will set back critical work, including efforts to stop outbreaks of m-pox in africa. there are

avenues. first, rob nesbitt was there today is talking to residents about how they feel about the road changes. >> the traffic installation behind me is what's called a neck down. now it's meant to slow down traffic, protect bicyclists and pedestrians. but those who live in this area say it does not work. drivers on street in san francisco were confused when they came across traffic installation that funds the two-way street into a one way. and then back to a two-way again. when i drove by. and then as i said, >> while haven't. >> it's it's a it's a sub. one become one lane is so it will be become a problem. that's how see it. it's called a neck down and even the name stumped residents in the area like lisa mcnay, we were good delaying like what is happening at this intersection according to sfmta. the purpose of the neck down is to slow vehicle speeds and address traffic volumes in the neighborhood that is often treated as a cut through for traffic. >> the stretch of road has had many traffic collisions and injuries. so eastbound drivers coming away from the ocean are

met with a yield sign to allow oncoming traffic to enter the neck down. first mcnay feels as though the addition is making the street even more dangerous. go really fast to to come through the people on this side to that are yielding. don't know what to do. there's the bicyclist, but i worry about because i feel like people are trying to the neck down and it's just confusing. and less than an hour, i saw countless drivers avoid the yield sign and drive forward before westbound traffic. sfmta says the yield sign was chosen for eastbound traffic because more vehicles travel westbound on striping in concrete islands were also added to make the neck down more visible to drivers. residents agree that pedestrian and cyclist safety are important in the sunset, but don't neck down as a viable solution. i have a son who's 15 and a half and i'm trying to figure out how we're going to teach him how to drive in this city with all the hazards. so >> we do all have to do our part. but this doesn't seem to be the answer as if empty. a says the neck down as a trial. and it's subject to evaluation and possinle changes reporting

in san francisco. i'm rob nesbitt kron. 4 news. >> there one step closer to filling all their coaching vacancies with 2 out of the 3 field this last week will in the last week today the team actually announced the hiring of former new york jets, assistant coach brant boyer. now he's taking over on special teams as the coordinator and boy are set to replace brian snyder, who was spent 3 years in that role. now, boyer played 10 seasons in the nfl with miami, cleveland and jacksonville as a linebacker. as for coaching, he started with the indianapolis colts as an assistant before joining the jets as a special teams coordinator back in 2016, overlapping with, of course, robert solow who spent time as the new head coach of the jets who now has been announced for the niners back in his own role as the defensive cordinator that happening over the weekend. now, sala filling that role for nick sorensen who occupy that role this past

season during the 2024 campaign with sword sent out as the dc although kyle shanahan said that he was interested in retaining nick sorensen in an unspecified role with the niners. today nfl network's tom pelissero. well, he's reporting that the cowboys are expected to actually hire sorenson as their new special teams coordinator, the cowboys just recently hiring brian schottenheimer is the new head coach for the former and with former chicago bears head coach matt eberflus interviewing to possibly become their new defensive coordinator in dallas. now that it's safe. changing gears to the warriors, these are difficult times. that's the words of head coach steve kerr describing the state of the team and their race to make the cut for playoffs. he said that today actually. >> right now the warriors sit at 11th in the western conference sitting just far enough on the outside to be looking in. the dubs are coming off of a loss to the lakers and are now one game below 500 yet again this season, despite where they currently stand, though,

today, steve kerr said that steph curry's leadership and presence in the locker room is bringing a certain sense of calmness to the team and seek her nose at the team not too far away from actually being able to turn things around this season in reentering race to the playoffs. >> i bring it up every week. you know, and i remind the guys how many teams out there and the history of the nba have. climbed up the latter after slow starts. you know, when we play boston and 22, for example, they were 500 team in january and they flipped it and they found there. their group. i still think our team can find its best. self. the best version of us i think is ahead of us and and it's so part of the motivation comes from. they were not that far away from being a solid, you know, 5 or 6 do something about we got to get to work.
