has unveiled a new hotline for immigrants. the sf immigrant form watched yesterday as an online resources for. refugees and their service providers. the san francisco office of civic engagement and immigration affairs sharing this resource on social media. the hub is intended to connect those in need with services resources at events. this is coming just days after ice agents were reported in downtown san francisco in certain buildings. president trump signed an executive order barring transgender people from serving in the military. this order declares transgender troops are not physically or mentally capable of serving kron 4. stephanie rothman has reaction from the bay area. transgender community. >> so traumatic things about the way people outed hunted, humiliated. stephanie waite is a transgender woman who served in the marines for 9 years during the 80's and the 90's before she transitions.

>> she says banning a group that already makes up a small minority in the military will only push people back into the closet like she had to do herself. >> we have a shameful past history in the past that were making progress on and now this administration and its, you know, its supporters want to turn the clock back, at least 50 years on lgbtq, right, that groups of people simply because of who they are. it's completely contrary to that core military value. jorge reyes, salinas is with a quality california. >> he says the new requirements and the order that accuse transgender troops of being not physically or mentally capable to serve hurt the country more than help, but they're already thousands of transgender service members currently in the military who have met the standards and eore than proven themselves to serve. >> want to protect their country on inauguration day. the president also revoked an executive order that allowed transgender people to serve and prevents the military from discharging soldiers because of their gender identity.

>> this new military executive order makes those restrictions. official is executive order comes as pete headset starts his new role as the u.s. defense secretary has previously criticized transgender community as well as women soldiers. he later backtracked on those comments during his confirmation hearing. what weight says he someone who may have served quite honorably. >> you know, who is clearly not qualified for his job and talks big game about meritocracy. but, you know, you keys, you know, he has not no management experience to quit california. and other advocates say despite the ongoing attack, they will not stop fighting. certain groups are preparing now to file the first lawsuit challenging the executive order revi ing policy on transgender troops that could set the stage for. >> them being banned in the armed forces to civil rights groups filed a federal lawsuit today calling the order discriminatory and cool. the lawsuit is on behalf of 6

active service members and 2 individuals seeking enlistment. the plaintiff served across all branches of the military and are contributing among the highest levels, including a major captain, a sergeant and a navy pilot. the trump administration has ordered u.s. public health officials to stop working with the world health organization effective immediately. this memo was sent to senior leaders of the cdc telling them that all agency staff who work with the who must immediately stop their collaboration zahn await further assistance. this is coming after president trump issued an executive order to begin the process of withdrawing the u.s. from the who last week. experts say this will put a setback on investigations into outbreaks like m-pox of africa and also monitoring bird flu outbreaks here in the u.s.. beginning today, the federal government is pausing all federal grants and loans pending review. this is a surprise move by president donald trump and

it's putting trillions of dollars in limbo. it really affects everything from health care research. also money for nonprofits. our washington correspondent trevor shirley is in dc with more. >> and some democrats are raising concerns about the pause which is set to go into effect today at 5 o'clock eastern time. >> a memo out monday from the white house office of management and budget justifies the pause saying, quote, the use of federal resources to advance marxist equity, transgenderism and green new deal policies is a waste of taxpayer dollars stopping federal loans and grants could hamstring billions of dollars already allocated for public use, causing chaos or confusion for state and local governments that rely on federal money for public assistance programs. the order doesn't say how sweeping the pause will be. that does no, it won't impact social security or medicare. doesn't say of programs like medicaid, food stamps or small business disaster loans would feel an impact. the memo says

the order should be implemented to quote the extent permissible under applicable law. democrats immediately raise their opposition saying this will have extreme consequences across the country is a dagger at the heart of the average american family in red states and blue states and cities and suburbs. >> rural areas, senate minority leader chuck schumer saying money that's been approved by congress is, quote, not optional, accusing the trump administration of violating the law by holding up money intended for vital programs, no matter how much he may believe he does. the president does not have the authority to ignore the law and we're going to fight this in every way that we can. the white house says the pause is temporary and that all money need to review to make sure it complies with president trump's policies and orders. some democrats say they're exploring legal options to compel the trump administration to reverse course on this decision. >> and allow federal funds to be used as congress intended

reporting in washington. i'm trevor shirley. >> state representative john garamendi released a statement against this freeze saying in part, quote, donald trump's latest legal scheme to freeze nearly 3, 2 trillion dollars in federal aid is a reckless and unconstitutional act that punishes american families. this order blatantly ignores the constitution which gives congress the power to over see federal spending his action against the will of the people spreading chaos across the federal government. he goes on to mention groups affected by this pause, including food banks, school lunches, teacher pay as happening at low-income schools. other news now as a shooting suspect in san francisco, soma neighborhood has been shot and killed by police. police said that the gunman shot another man in the area 9th. the mission, the victim was critically injured. he was taken to the hospital with gunshot wounds. the suspected gunman then got into

a standoff with police at a nearby building. police say the suspect refused to leave that building and then exchanged gunfire between the suspects and the officers. the gunman was then killed by police. so now the police department is going to hold a town hall on this deadly shooting in the next 10 days as it undergoes an investigation. a woman has beenfound dead on the sidewalk in santa rosa. police are now investinthis as a homicide. the woman was found on white would drive near hearne avenue around 7 last night. no arrests have been made. the city of millbrae is holding a vote of no confidence against the controversial san mateo county sheriff christina corpus. this resolution is just part of a wave of action being taken against the sheriff in recent weeks. kron four's will tran has the details. the millbrae city council will decide tonight at 7 o'clock right behind me to issue confidence or no confidence against embattled san mateo county

sheriff christina corpus. >> it does not really matter whether or not how they vote. the fact that they got here. well, it doesn't bode well for her. we shall see what's going to happen as we plan to cover this. there's a lot of problems they had for the embattled sheriff. march 4th is a big date because on that particular day, voters in san mateo county will get to decide whether or not to give 5 county board of supervisors the power to ultimately remove her from her job. now she's been accused of racism, homophobia, nepotism, as well as abuse of power while as sheriff, she denies all allegations. in fact, she and attorneys are fighting back saying that this is not allowed by the county charter that according to the charter, there is no special election for this that it has to be handled in the general election in november of 2026. but the county says that's not

true. and the window for her to fight back as far as or legal claims that window has closed. so she has no legal leg to stand on. on top of that, the ballots have already been mailed out. >> still ahead here on news today, new speed cameras coming san francisco and traffic safety advocates say they will save lives. plus of the school is still shut down after thieves causing power outage. plan for students after this cost crime.

>> it will soon be a lot harder to get away with speeding and san francisco as the city is installing more than 33 cameras. the goal is to slow drivers down and save lives. kron 4 sarah stinson has the story. >> beating drivers will soon be caught on camera in san francisco. sfmta is installing speed cameras at 33 locations across the city last year. there were 42 people killed in traffic crashes in san francisco. that was the worst in a decade. and so the speed cameras can't really get on the ground soon enough. this map shows where the cameras will be with at least 2 in each district and 7 in the south of market neighborhood. marta lindsay with walk sf says they recently visited one of the locations on ala many boulevard where they measure drivers going. 48 miles per hour in a 30 zone. all of the locations make a ton of sense.

if you look at how the city chose these its base on very high crash rates, high-speed issues. they you know, they went out and tested all of these. the cameras will snap photos of rear license plates of vehicles driving 11 miles per hour or more over the posted speed limit. then the registered owner will receive a citation in the mail ranging from 50 to $500 depending on the speed. lindsey says the best way to avoid a fine is to slow down. there's going to be plenty of signs around that show where these by speed cameras are. so this isn't going to be any sort of gotcha experience. and again, this is to change behavior. it's not to make money. sfmta has put up 8 billboards warning drivers of the cameras coming this march saying obey the speed limit. permanent signs will also be placed at 30 major city entrances that say traffic laws in san francisco are photo enforced and crews were seen monday afternoon installing new speed limit signs on gary street speed

cameras work and they don't just work in sunriver zone. they work in preventing severe and fatal traffic crashes. once the speed cameras are up in march. sfmta plans to issue warning notices to speeding drivers for the first 2 months. then the fines will be mailed out after that. >> i'm sara stinson reporting in san francisco back to. >> today. santa rosa, please. adding some drones to their force to help in emergency situations will be directed towards the santa rosa public safety committee, santa rosa's police chief says deploying drones would cut down response times making a big difference when lives are at risk. >> and right now it takes us on average of 6 minutes. and 31 seconds for an officer to arrive on scene to a priority. one call perfect example we get a call of a shooting or stabbing at one of our local parks within 90 seconds to 2 minutes that drone could be overhead and it's still taking on average the officer,

it again, everybody. in the words of britney spears, 30 degrees livermore. 31 in napa, these lows this morning where 31 in santa rosa 34 in redwood city. 36 in concord. 38 in san jose and even my oakland airport got down to 39 degrees this morning. so it was a chilly one. once again, we are going to have this overnight chill but notice we've narrowed the areas that are gonna be looking out for this frost advisory tonight. so obviously interior portions of the north bay and then you can see in the south bay as well, santa clara hills. we do have some of the freeze morning happening there, too. so we are not looking at the peninsula. the east bay today, but we do still have some of that cold expected tonight and why? well, we still have these. we're just clear skies out there and that unfortunately does help to allow those temperatures to drop very quickly in the overnight. now, happy to say temperatures right now looking pretty good. 55 degrees in san francisco. that sunshine warming things up and notice napa where we were so cold this morning still sitting in the 40's at 49. but we'll see that pick up as we get into the afternoon to hang in there. napa wind is nice and

considering merging some campuses to help close a budget deficit. kron. 4 to call reports. >> school this week. that is what is britten on signage at the gates leading into solano. we demand leadership academy in vallejo. classrooms are empty and so were the plain fields as the entire school was forced to take monday off. thinking at least the week we're hoping it shorter and indoor basketball tournament scheduled saturday was canceled once organizers noticed the electricity was not working. turns out vallejo city unified school district spokesperson selena bag says sometime between friday night and early that morning thieves broke in stole copper wire from the power grid, cutting electricity off for the entire kindergarten through 8th grade campus. the vallejo police department is investigating. these are children and it's just disappointing that that somebody would do this to a school where these kids did nothing didn't didn't deserve baggy hours says initial

we have the lake right behind as we're having a great time. send it back to you in the studio. >> a san jose restaurant is closing up because they say they it's just too expensive to operate anymore. the restaurant has also been broken into 4 times in the last year. but as kron four's jack molmud reports, the restaurant plans to go out with a bang. >> funny farm restaurant here says been non stop break-ins over 2024. set the back by tens of thousands of dollars. but they said what also is putting them out of business is simply just the high operating costs of running a restaurant in silicon valley. >> there may never be a place to get with that combo. a grubber kick quickly service and delicious food has the funny farm in san jose's. love hosting everyone. it's invaluable to us. that's just who we are. decor. we first got to know funny farm and its staff last summer from this back-to-back break it 3 of them in just one month. co-owner monica levi says each one of them cost thousands of

dollars to repair, you know, the break-ins and repair costs and all the things that people don't think about when they think of a restaurant. everything since the break-ins that funny farm, local leaders have tried to protect the businesses on this trip with an increased police presence that help prevent crimes, but not the other challenge. we went from an $1800 a month bill. 3 years later, we're paying 6,500 a month for pg. e the restaurant has also been dealing with increasing costs of food like eggs, levi says decided to close was not easy. one of my staff said. >> this is not a business. this is our home. this is where we feel safe. san jose councilmember domingo can dallas sent a statement to kron 4 saying in part it is unfortunate that the cost of doing business in this city is so high, especially for our local family-owned restaurants. >> which form the social fabric of our communities. restaurant that's dressed like a 24 7 party. the funny farm plans to say goodbye in style with hours going late all week

this money again. >> what the president has done, i think it's pretty clearly illegal. congress has appropriated these funds he's required under law to see that the laws are faithfully executed. there have been numerous cases since the nixon presidency indicating what he's doing is illegal. now, we now have a right-wing supreme court. do they plan to overturn half a century of case law? you know, who knows with those guys? for now, we are going to fight this as best we can. lawsuits have already been filed. you know i started getting tax early this morning from around the country. other other members of congress where head start operations. are you laying

people off because of cuts in funding to community health centers and federally qualified health centers as some clinics may be closing food for the nutrition program for pregnant women, funding for elementary schools in title one funding for disabled students the idea act. i among many others domestic violence programs are shelters that are going to have to close and layoff all their employees. it's really outrage is you know, president trump can review all he wants. and if you has recommendations, he can come to the congress to make changes. proposed changes to the law. but what he's doing here is wrong and illegal. >> so is the only way to get these programs back to unfreeze. this funding is to file lawsuits and take these

policies and the trump administration to court. that's already being done and i don't know how soon the court will active. you know, the lower court's order bound to follow existing law the law is it? this is the legal now maybe that right-wing supreme court wants to change the law. but until they do, i'm hopeful that the lower courts will follow what has been a half century of precedent. and i only have for another minute here, but i wanted to also get your take on these immigration sweeps that have happened across the country. some 2000 people arrested. >> across the country, some here even in the bay area what do you think of this latest executive order and are you standing with ed? are you trying to fight against it? >> well, when the president said he wanted violent criminals to be removed, so does everyone else. i mean, that's nothing new the idea that we would send ice ages, you know, running through

first of all, let's take a look at temperatures. 56 in san jose, san francisco about 55. still some 40's out their spots that were really chilly this morning. 49 napa being one of them. but you can see we're starting to warm up a bit here. petaluma now up to 59 degrees. it should work its way up to a pretty nice day. wind is calm. no issue there today with that. but the cold, let's talk about this notice tonight. this frost advisory, a little more focused, not so much bay area wide like yesterday. so we're talking interior north bay, also south bay. and then you can see part of the santa clara hills where there's even some of that freeze warning, meaning those temps could get even below the freezing mark. so get ready for this. and the overnight tonight. we're going to have it tonight tomorrow day and then we'll start to get a break. but these are the numbers and looking out for tonight. and they are pretty low right down to that freezing mark. again, particularly in those north bay valleys. but notice the east they will not be far behind. livermore has been popping some really cold temperatures in the last few days. all right. fog cast wanted to mention this. we are going see that high pressure break down just a little bit. notice by tonight, starting to see some of that patchy fog

that will come into tomorrow morning. we'll start to see a little bit of a different look than what we've had the last few mornings at the very clear skies. and that is because this omega pattern, right? it looks it's called an omega block. know to see outline here. you see what you've got low pressure either side of high pressure. looks like the greek letter omega. there you go. so what has to happen is that low have to bump the high out of the way. that is what's going to happen. and when that happens, clouds move in. this low pressure system starts to deliver some rain on friday. some snow to the sierra. and you could see what i mentioned. it was an atmospheric river component. it just kind of keeps running right through the beginning of next week. so it's not going to be just one hit, but several hits of rain. i don't want you to lock in on these totals quite yet, but i want to show you this just to say that it does look like the north bay will bear the brunt of some of this rain to the tune of potentially an inch and a half to 2 inches of rain as we go into the beginning of next week. but we will get some rain bay area wide. it does look like it will be mostly focus, though, for the heavier totals in the north

know, we'll get into something. it's like if it's if it's not broken, don't fix it. and so we're just like always checking the barometer of our basics and making sure that we're questioning every single thing in. it's just so hands-on. we don't have a ton of like automated. processes of how we do things in. everybody's taking like a lot of accountability for each of their sections. and so there's no room for mistakes. and then as gaming, like consistent product. that's when we're allowing ourselves like we're earning any change. >> so let's talk about some of the things that you brought here. what's like the most popular thing on the menu at the moment like off? what i don't want to do is drop what what are people coming in like what sells out the fast? this is like the cookie. i see this is some sort of like cookie cream pie. some chris oats. >> yeah. the i think that chris on serve biggest program. it's also just our favorite thing to this con is also very popular. we make our own marzipan and ouse with a little bit of rose water.
